Lords ChamberMy Lords, I agree with the noble Lord, Lord Knight, and support him in introducing this Bill. The Bill will amend Section 78 of the 2002 Education Act to include a general provision for education on the environment and sustainable citizenship. It will require maintained and nursery schools to follow a curriculum that
“instils an ethos and ability to care for oneself, others and the natural environment, for … future generations”.
The Bill stipulates that the Secretary of State’s guidance must ensure that pupils learn about the impact of human behaviour on the natural environment and the impact of the natural environment on human beings. I ask the Minister whether sufficient financial support, resources and qualified teachers will be made available at all stages of schooling.
The noble Baroness, Lady Massey, has withdrawn so I call the noble Lord, Lord Austin of Dudley.

Lords ChamberMy Lords, we have heard some 30 contributions today. Instead of reading out my intended speech, which could be repetitive, I wish to say that the pandemic is not only a health problem; it is also about children’s education and futures.
Three years of closedown will affect the future of schoolchildren. It is difficult to forecast the long-term effect of this pandemic era. My prayers are that children will be able to overcome this disadvantage and reach the other shore successfully.

Grand CommitteeMy Lords, this year’s International Women’s Day is like no other. As countries and communities start to slowly recover from a devastating pandemic, we have the chance to finally end the exclusion and marginalisation of women and girls. Women must have the possibility to play a full part in shaping the pivotal decisions being made right now, as countries respond to and recover from the pandemic. These choices will affect the well-being of people and the planet for generations to come.
To do this, we must break down the deep-seated historic, cultural and socioeconomic barriers that prevent women taking their seat at the decision-making table, while ensuring that resources and power are more equitably distributed. However, having a seat at the table also leads to problems. The question is whether the women are heard or not. Unless the table has equal numbers of men and women, having a seat will not work.
Different countries have different attitudes to women. Disappointingly, there is a known attitude in some families that, if a girl is born, it is considered as a problem. Science now enables families to find out early in pregnancy whether it is a boy or a girl. The women are often encouraged, and in some cases forced, to abort. I came across an article written by a prominent lady researcher in India. She talked about a family who had a boy and a girl; as they grew up, the girl related to the researcher: “If you look at me or my mother, we are both weak and not in good health. My father and brothers are very healthy. If they are ill, the best doctors or hospitals are used. If I or my mother are ill, only the local untrained person is called in. At mealtimes, my brother and father are served first. My mother and I get the leftovers”.
Unless such attitudes are dealt with, women will always be second-class citizens in their families—and unless legislation is in force, things will not change. I hope that this International Women’s Day will highlight such problems and get Governments to give equal rights to women.

Lords ChamberMy Lords, the Government have a care leavers covenant for those young people, recognising that they are some of the most vulnerable children in our society. We have asked universities that accommodate somebody who has been in care to maintain that accommodation during the pandemic. Care leavers have been eligible to receive remote assistance with learning with a laptop. There is a co-ordinated response. I am grateful to my noble friend for drawing attention to the fact that care leavers can be, and often are, some of the most vulnerable. When they are in the care system, they obviously attract the pupil premium and additional funding.
My Lords, 4 million children already live in poverty in the UK. Another 1.7 million children live in households with debt problems. While the pandemic affects all sectors of the country, it seems that children suffer the most. Does the Minister agree that priority should be given to the children’s sector to provide whatever funds are required for the welfare of children?
My Lords, I outlined to the noble Lord, Lord Bird, some of the additional support that is being given through the Department for Work and Pensions. The Department for Education has also given £3.6 million of early years disadvantage grants to try to support language and other development for those young people. We are aware of children in the poorest households. That is why free school meals have been made available during each of the school holidays during the pandemic.

Lords ChamberMy Lords, one reason why the balance is such to get children back into school is that it is best for their mental health and well-being to be with their peers and teachers and to have that routine. As I have outlined, the guidance makes it clear that mental health is important. We are introducing mental health support teams into schools and there is now a 24/7 helpline from the NHS. With these mental health support teams, there is support out there to get the expertise into schools to give them support. We have also resourced charities. Mental health and well-being are at the centre of what the department is delivering.
People in different income groups will have to decide what is best for their children; those with low incomes will be disadvantaged. In these difficult times, one rule will not fit all locations in schools. Inevitably, everyone will have to decide between health and education. Does the Minister agree?
My Lords, we would not want anybody to make that kind of choice. We are particularly aware of the situation for lower-income families. That is why, during this period and throughout the summer, there will be free school meals on offer in the form of either schools’ own vouchers or a voucher system over the summer. There is a £9 million allocation to holiday clubs in disadvantaged areas, because we recognise that those students need some activity. They will get food along with that activity. Of the £1 billion catch-up funding, £650 million goes to schools but the £350 million tutoring fund is tilted towards disadvantaged students.

Lords ChamberMy Lords, I welcome this debate initiated by the noble Baroness, Lady Morris of Yardley. I wish to make my comments on the early years of children, from the ages of two to five.
At a debate on a similar subject on 8 January 2015, I said that,
“education starts at the age of two, which is why early years education, free for all, is an imperative. By the time the child reaches school age, most key brain wiring, language ability and cognitive foundations have been set in place. The early years are critical in the formation of intelligence, personality, social behaviour and physical development”.—[Official Report, 8/1/15; col. 469.]
Science also tells us that human development occurs more quickly in years two to four of life than at any other time in human growth.
I have been involved in the early education field since my days in Tanzania, from where I come, and in the UK. I have been associated with the Montessori system and the HighScope foundation in Michigan, USA. The single most important lesson I have learned is that unless a child receives good early childhood education from the age of two, his or her foundation education is ruined.
Since 2010, the Government have steadily reduced the funding for this sector. Sure Start projects have been reduced substantially. Funding cuts have hurt children from low-income families significantly. As a result, only families who can afford to send their young ones to private early years schools make it to better schools and reach university and professional careers. This is how the UK has become a society of haves and have-nots.
As a result, poverty in the UK is on the increase. Food banks are the only safety net left for low-income families. Despite this, and the fact that there is considerable evidence that funding for the early years education continues to be reduced, I request that the Minister respond to a simple question: as austerity is over, will more funding be made available for the important early years sector of education?
