My Lords, I declare my interests as in the register. I welcome the fact that the Minister intends to publish this information. I urge him to do so as rapidly as possible, as my noble friend Lady Hayter has suggested. Perhaps we could refine what sort of information would be desirable. Will the Minister ensure that the names of each of the 144 companies that the National Audit Office says were introduced to the VIP channel by Ministers’ private offices are published? Who authorised their acceptance into that channel? Who are the ultimate beneficial owners of those companies? This is critical. Which Minister made the introduction in each case?

The noble Lord, Lord Triesman, misconstrues the nature of events. The Prime Minister made a number of public calls for help, which resulted in more than 15,000 offers. Of course, those had to be triaged. Not all were credible. Some were helpful and some were well-intentioned but not all were practical. We had to find a way of prioritising the most impactful. Anyone in our position would have done the same. This credible list included senior professional healthcare clinicians; members of former Governments of all parties; leaders of British industry; and all manner of helpful people, some of whom came from completely unexpected places. I should be happy to tell the stories of some of those unexpected offers another time. The noble Lord’s description of the prioritised channel is a misrepresentation. I regret that I cannot proceed as he asks.

My Lords, the primary purpose of the app is to break the chain of transmission. Therefore, alerting as many people who have been in close proximity to a Covid threat as we can is a primary objective. However, the app also does an enormous amount to provide information for those trying to understand the regulations in their local area. It also does a lot to support those in isolation and we very much hope to be able to connect the payments for isolation benefit with the app in later versions.

My Lords, the uptake and positive development of the Covid app is likely to be greater if it picks up on all the testing regimes, enables the user to enter a unique code that they have been given and is front and centre of having tests available to record the incidence of illness. Does the Minister agree that urgent, comprehensive testing and tracing is needed for care and health workers if all medical care is to return to normal levels, and for teachers and pupils if schools are to have the best chance of remaining open for all? Does he agree that the app would prove most effective if these goals were accomplished rapidly alongside the development of the app?

My Lords, I entirely agree with the noble Lord’s observation. These are parallel developments and we are indeed working on them. It is important that the app captures all testing information. We are working extremely hard to ensure that all tests, wherever they come from, whether pillar 1 or pillar 2, are captured in the app. We are also doing an enormous amount to ensure that there are supporting measures for those who work in social care and teaching, so that they have the security of knowing that their workplaces are protected.

I completely support the noble Lord’s commitment to mass testing. We are looking at ways in which to use less sensitive machines to provide the kind of prophylactic testing to which he alludes. I thank very much indeed all universities for their contribution to our testing programme.

My Lords, in the course of the pandemic, a significant number of contracts with private companies have been signed without tender and a number of these have been in areas such as PPE and test and trace. Most appear to have failed to deliver essential services and equipment—

I do not think I can get much closer to the microphone without eating it.

In the course of the pandemic, a significant number of contracts have been issued to private companies without tender. What is the value of the contracts that have been signed without competitive tender? Will the Minister place in the Library a list of all such contracts, their value, the companies involved and their ultimate beneficial owners?
