A lot of scientific work is happening to understand more about survivability. Many shark species and cetaceans have very good survivability rates. That will be built into the discard plan, and fish that will survive will be allowed to be returned to the water. That is an important point. We are clear that we need a minimal by-catch provision for a lot of these species because they are extremely rare and their stocks are deteriorating.

The Minister is very self-effacing and really deserves the commendation of the fishermen of Ramsgate for his determination and persistence throughout some very difficult negotiations. My fishermen were very interested in what the localisation of the management of fisheries will mean in the long term. That means using the expertise of my fishermen to help manage their fisheries sustainably.

My hon. Friend will be coming to see me with a leading member of her local fishing community to discuss how we can introduce a better system of management for fishermen in her area. They will be closer to the decision-making process when they are part of that regionalised system of management, but I hope that they will also benefit from a rising biomass that will make them more prosperous. We are doing a great deal of work with stocks that they target in terms of survivability, and we are trying to ensure that the discards ban works not just for them, but for the marine environment.

I congratulate the Minister on behalf of myself and the fishermen of Ramsgate. Will he elaborate on the impact of the settlement on the under-10 metre fleet, in particular in the channel?

We achieved an increase in the quotas for sole and plaice in my hon. Friend’s area and a roll-over of the sprat quota, which was due for a big cut. Those are all valuable fisheries for her constituents. I am gratified that fishermen in her area are part of our trial for more financial support for the under-10 metre fleet in the coming year.

If my right hon. Friend will allow me, I will not, because I have only five minutes and a lot to get through.

My hon. Friend the Member for Thirsk and Malton mentioned the lobsters and brown crabs off the coast of her constituency, and I assure her that we are thinking again about that issue, because we want to ensure that we carry people with us and our measures work.

The hon. Member for Redcar (Ian Swales), my hon. Friends the Members for South East Cornwall, for Waveney (Peter Aldous) and others spoke about the under 10 metre plan, as did the hon. Member for East Lothian (Fiona O'Donnell), who spoke for the Opposition.

If my hon. Friend will forgive me, I really do not have time.

The important thing is that those reforms really work. A lot of work has gone into the issue, not just by this Government, I am first to concede, and the three pilots will be taken forward. My hon. Friend the Member for St Ives (Andrew George) said that there is enthusiasm in his constituency, as there is around the coast, to ensure that they work, and we are recruiting coastal liaison officers, who will assist people not only with managing their fishing opportunity or quota, but with marketing their catch and getting a better price for what they land.

The hon. Lady is right to raise concerns on behalf of her constituents. I can give her an assurance that we are working through the detail of the proposals. As she knows, this is a major step, but it is also a first step in the negotiations, which will take another 18 months to secure. I will be working closely with my colleague Richard Lochhead in Scotland and with other devolved Ministers to try to ensure that we represent all the UK fleets. I cannot say at this stage whether the impact assessment would have the effect that she mentioned. However, I entirely concur with her that the Scottish fleet has taken great strides in fishing more sustainably, embracing concepts such as catch quotas. I will continue to work with her and others to ensure that this is understood not just here, but abroad as well.

I have been speaking to my Thanet fishermen this morning and they very much welcome what they see as an opening up of opportunities for the under-10 fleet. Will the Minister confirm that that will offer us the opportunity to take advantage of technical measures and effort control to see a significant reduction in discards as a devolved mechanism that will be the responsibility of the Government and not determined by the EU?

I am grateful to my hon. Friend for facilitating a useful meeting with fishermen in her constituency last week to hear their concerns about our under-10-metre consultation, which, like all things to do with fisheries, is welcomed massively at one end of the spectrum and treated with suspicion at the other. I want to ensure that we can keep as many happy as we can.

The point about the consultation is that it is a UK—or English, in this case—Government responsibility. We can carry it out and make changes that will advantage my hon. Friend’s fishermen and, I hope, not disadvantage others. The Commission paper offers opportunities to rebalance the industry where we feel it is necessary, without disadvantaging either side, through market mechanisms that will see the transfer of fishing opportunity between willing buyer and willing seller in a direction that fishermen in her constituency will find very attractive.

Last week, Exercise Watermark took place, which was the largest civil emergency exercise ever held in the United Kingdom. It successfully demonstrated the ability of Departments, emergency services, local authorities, communities and voluntary organisations to work together to deal with a range of devastating flooding scenarios. We will learn lessons from the exercise and publicise them to the House.

I welcome the Minister’s exercise in flood prevention and working through all the different systems. However, in my constituency, Sandwich—one of the most beautiful medieval towns in the country— faces huge flood problems. Will the Minister update us on what the defence scheme is and when it might be implemented?

Sandwich was included in the original draft list of schemes going ahead next year, so I specifically asked why it was not in the programme. I understand that the reason was that we could not guarantee that the scheme would start in the coming financial year. However, I am happy to meet my hon. Friend—and perhaps also Paul Carter, the leader of the taskforce looking at regeneration in her constituency—to discuss how hopeful we can be about the scheme progressing in the very near future.

The Marine Management Organisation has introduced a requirement for masters of under-10-metre fishing vessels fishing in, or transiting, either International Council for the Exploration of the Sea areas IVc and VIId, or ICES areas VIId and VIIe in the same fishing trip, to complete and submit an EU logbook. The new requirement has been introduced to provide greater assurance over the accuracy of catch information for fish stocks in those areas, following concerns expressed about potential misdeclaration of catch areas.

As a great supporter of the under-10-metre fishing fleet, I hope that the Minister will point out to the MMO that this is a highly bureaucratic, quite impractical approach for some of the smaller boats. Will he urge the MMO to consider working much more closely with the local patrol fleets, which know these local fisheries much better than anybody else?

2. What recent discussions she has had with fishermen in Thanet on their fisheries quotas.

Numerous discussions with fishermen in the south-east in recent weeks, including in Thanet, have made me acutely aware of quota issues and the problems caused by the closure of key fisheries to the inshore fleet. The Marine Management Organisation has worked hard to secure additional quota to reopen fisheries and continues to do so. However, the current system is not sustainable. That is why the sustainable access to inshore fisheries project and common fisheries policy reform are key priorities.

Will the Minister thank the Department for the work it has done to support fisheries in the south-east, and will he outline his ambitions for the renegotiation of the CFP in 2012?

I am grateful for my hon. Friend’s thanks to the officials in my Department, who have worked extremely hard, and to those in the MMO, who have worked tirelessly. However, fishermen in her area and many others up the east coast should be grateful to the MPs concerned, who have lobbied me very hard on those issues. My hon. Friend is absolutely right. There is a three-phase approach to dealing with this problem. First, we want to keep fishermen in business, which involves swapping quota where we can and working on a short-term basis so that they can continue to fish. Secondly, we need to look at the recommendations of the sustainable access to inshore fisheries project, which has come up with some really good suggestions on which we want to consult widely. Thirdly, however, the CFP is in desperate need of reform. The door is open to the kind of reforms that would be appreciated, I believe, on both sides of the House. I want to work with my hon. Friend and other Members who represent fisheries communities to ensure that we have a CFP that is fit for purpose for our times.
