Commons ChamberThe common fisheries policy was described recently by a continental EU politician as a “disaster”, so those of us in the UK who take that view are not alone. Is it not the case that monitoring fishing in EU waters, including discards, cannot be effective until those waters are returned to the historic boundaries of member states?
I share the view that the common fisheries policy has been a disaster: it has been a disaster for fish stocks, fishermen, coastal communities and the health of our seas. Working within the world in which we have to operate and playing the hand that we have been dealt, I hope that we are getting good, meaningful reform. We will be delivering much of the regionalisation that the hon. Gentleman wants through the reform of the policy.

Commons ChamberThe Minister will recall that I have called on a number of occasions for the abolition of the common fisheries policy and for the Government to press that on European colleagues. I still believe that we should do that. Would it not be sensible to return to the national limits that we used to have, so that we can manage our fish stocks and monitor our fishing? That is how the Norwegians do it, and their fisheries are much better than ours.
The question that I really want to ask relates to Spain, which has in the past refused to give information about its fishing. Indeed, there have been suggestions that it is landing black fish illegally. Is Spain being properly regulated now?
Sadly, Spain is not alone in having had problems in the past with black fish landings. We have to make sure that all houses are in order when we criticise countries for failing to obey the rules. I want to make it absolutely clear that if people land black fish—illegal, unreported and unregulated landings of fish—they are stealing those fish from our fishermen. People such as the hon. Member for Aberdeen North (Mr Doran) have made that important point consistently.
The hon. Member for Luton North (Kelvin Hopkins) is consistent in his view of the common fisheries policy. I certainly would not have started from this point, and I think that most Members would agree with that. As we develop the policy further, we need to recognise that the “common” part of the common fisheries policy is not necessarily wrong. We need to manage this on an ecosystem basis. Fish may spawn in one country’s waters and then swim to those of another country. They do not have passports and we need to manage the situation on a sea basin basis, and that is where our regionalisation agenda is going.

Commons ChamberI assure my hon. Friend that we learn lessons from every flooding incident. Although we have implemented Pitt and the other aspects that came from recent floods, we are looking closely at issues such as dredging. I know that that is a concern in his constituency, as it is in Somerset and other places where the belief is that water is held on the ground for too long.
Will the Government support the United States and Russia in seeking an effective ban on the trade in polar bear hides at the forthcoming CITES—convention on international trade in endangered species—conference?
I met the US Government’s director with responsibility for fish and wildlife yesterday and heard the points that he was making. We are also listening to other countries that take a contrary view. We take our CITES responsibility seriously and we are looking into this issue, so I will consult the hon. Gentleman.

I am very keen to involve all Members of the House. My hon. Friend, like me, represents a constituency that is almost as far from the sea as it is possible to be, but we get letters from constituents who are massively concerned about the marine environment. I want to ensure that we keep up the political momentum on this and so want to work with Members on both sides of the House to ensure that we keep up the pressure and are effective through all the institutions that are involved so that ultimately we get the result we need.
The Minister will recall that I have called a number of times for the abolition of the common fisheries policy and the restoration of historic fishing waters to member states. I still believe that that is the only final solution that will work, but in the short term we have inched forward. Will he explain how the system will be policed, whether there will be penalties, precisely what will happen to the excess catches and whether Britain will be monitoring, and indeed policing, rogue vessels from overseas that are fishing in British waters?
Britain has been policing illegal fishing, whether by UK or foreign vessels, and will continue to do so. I am pleased that we recently instigated a very heavy fine on an overseas vessel fishing in our waters. I can assure the hon. Gentleman that I want to ensure that fisheries are managed as close to member states as possible. There are some good words in the text that allow member states to take action when it is right for them to do so. Subsidiarity is supposed to underpin a lot of European legislation, and I ask him to look at the provisions we secured on regionalisation. Whether or not we had a CFP, we would still have to work with other countries because we are talking about an ecosystem, fish that swim in our waters and those of other countries, and the historical fishing rights that go way back beyond the European Union, so I think we have a good message and that it is something he can be pleased with.

Commons ChamberI am grateful to my hon. Friend for making that point. The new partnership scheme will end the problem of communities failing, year after year, to get just above the line needed for their schemes to go ahead. There will now be clarity in the system, so that people can see exactly where they are on the scale and what needs to be geared up, by whatever means, for their scheme to get above the line.
May I express my admiration, in a perverse way, for the nerve of the hon. Member for Wakefield for mentioning the word “broadband” in the motion and in her speech? That is masterful chutzpah. I could ridicule her for it, but part of me secretly admires it from somebody in a party that did so little in government. This country was at the bottom of every conceivable league table, and the previous Government had a scheme that involved raising huge amounts of money from some kind of telephone tax that nobody thought would work. This Government have made the issue an absolute priority.
The hon. Lady is right to make broadband an issue in a green debate. Broadband allows people to work and learn from home, which reduces congestion. The Government also believe that this is a social inclusion issue, however. Broadband will assist people who are old, ill, mentally ill, out of work or on a low income, particularly those who live in remote communities, out of all proportion to any other factor in their lives. It is therefore absolutely right to include it in this debate, and I am very happy to talk about the investment that we are making, including the £530 million that is being spent through Broadband Delivery UK and the £20 million that has been geared up from DEFRA’s funds for the hard-to-reach in our most rural communities, as well as the £150 million recently announced by the Chancellor to assist the roll-out of mobile 4G access, which can provide coverage for broadband on mobile phone networks. That is also very good news.
The hon. Lady also made some interesting points about the five-point plan for growth and jobs, but it would simply add to the scale of debt. How can we deal with the debt problem by adding to it? Nothing should add to our debt. The shadow Chancellor’s five-point plan would not be a way of gearing up jobs and growth in the green economy or in any other. As in so many areas, Labour Members have absolutely no credibility when they talk about the economy.
Spending more, particularly in labour-intensive areas such as those we are debating today, would generate far more, through the multiplier effect, than the original investment, which we would get back through taxation.
I do not want to get into a long economic debate, but the hon. Gentleman is right in one sense. Green growth, if we do it right, could create jobs. I am afraid that I do not agree with the suggestion by the hon. Member for East Antrim (Sammy Wilson) that this is an entirely binary issue involving either growth or the environment. The Government firmly believe that the two go together, and our policies reflect that.
The Government have an ambitious programme to protect and enhance our natural environment. Given the unprecedented financial difficulties, we cannot simply pull the financial levers to deliver change. Instead, we are committed to leading by example, being the greenest Government ever, mainstreaming sustainable development and enabling the value of the natural environment and biodiversity to be reflected when decisions are made. In the past 17 months, we have made good progress. We have a strong track record of environmental leadership, at home and internationally. We have published the national eco-system assessment, the first analysis of the benefits that the UK’s natural environment provides to society and to our continuing economic prosperity. This is ground-breaking research from over 500 UK scientists and economists, and the UK is the world leader in this regard.

Commons ChamberI thank my hon. Friend for raising that issue. I share his concern and with many issues relating to fisheries I always start by thinking, “I would not have started from here.” We have these so-called slipper skippers—although we do not have quite as many as are sometimes declared—because many of the trades of fishing opportunity were done privately. We have never created a clear right; we have created a deemed right of access to a national resource. That is why I hope that a rights-based management scheme, as I have outlined, will offer the opportunity for clarity. I believe the work we are doing in DEFRA and through the Marine Management Organisation to identify who owns quota will go a long way towards dealing with the urban—or aqua—myths about quota being held by football clubs and celebrities.
The CFP has been an unmitigated disaster and during my 14 years in this Chamber I have called many times for its abolition and for Britain either to seek its abolition or to give notice that at some point we will withdraw from it and reclaim our 200-mile historic fishing limits. Will the Minister keep that possibility open in any negotiations?
My priority, as I have said to the hon. Gentleman before, is to deal with an industry in crisis. I could spend all my energies trying to unpick treaties and this House might collectively decide to do that at some point in the future, but we are dealing with an industry with genuine problems that are affecting coastal towns socially through jobs, people’s livelihoods and processing industries as well as affecting our food security. That is why I want to put all my efforts into trying to get the right result out of these negotiations. I hope I have the support of the House in doing that.
