Commons ChamberWe have started designating them. The first 27 were designated a year ago and, as I said, we are consulting on the second tranche. The Centre for Environment, Fisheries and Aquaculture Science is doing a huge amount of work—it did a lot of work this summer. We spent around £10 million on research to get the best evidence we can so that these decisions are informed by the scientific evidence. That work is going on, and we plan to do this in three tranches, as we have made clear all along.
I am sure the Minister will agree that marine protected areas are only part of the conservation measures we need in our seas. Does he agree that more conservation work needs to be done, for example on bass, stocks of which, so the International Council for the Exploration of the Sea informs us, are absolutely plummeting?
My hon. Friend makes an important point. As Minister for the marine environment, he did a huge amount to take forward marine conservation zones. When it comes to bass, I can tell him that we expect to have an important breakthrough in December. We have always said that there should be technical measures. The stock has been fished unsustainably and there is a tentative proposal, which we expect to be raised at the December Council, that will look at both bag limits and catch limits, so that we can preserve this vital stock.

We need other member states to comply with the regulations, and we will raise the matter with the European Commission if we have concerns that they are not doing so. I stress, however, that there is a legally binding commitment for member states to fish sustainably. Regionalisation will mean that for the first time, groups of member states with a shared interest in a shared fishery will come together and come up with better decision making.
I am grateful to my hon. Friend for his kind remarks. With a ban on discards, the roll-out of marine protected areas, a legally binding commitment to fish sustainably, the introduction of marine planning, and a whole range of other measures to ensure that our seas are sustainable, is this not a good time for those who are concerned about the health and sustainability of our seas?
My hon. Friend is right and I am delighted to continue the good work that he started in those areas. That shows the commitment of this Government to protecting and enhancing our marine environment.

Commons ChamberMy hon. Friend makes a very good point. This matter was discussed at yesterday’s EA board meeting and we are in close touch with the EA and other organisations. There is a degree of confusion. That was brought out in the Pitt review. Some effort has been put in, and some progress has been made in addressing the problem, but I absolutely concede we are not there yet and there is still confusion about who is responsible and what the priorities are. We want to make sure that the priorities are protecting people and their properties and the environment.

Commons ChamberMy hon. Friend is absolutely right, and that is really important. I am not in the business of proposing restrictions for our vessels only to see vessels from other countries entering the restricted areas in our waters and fishing in a way that our fishermen cannot. We must have the matter agreed at European level, and I have already had discussions with my French counterpart on it. We will have further discussions to ensure that it is completely clear at every level that we are not imposing a restriction on ourselves that will not be recognised by other countries.
I welcome the Minister’s success in getting the scientific evidence heard, particularly when it comes to haddock in the south-west. Why were the Commission’s original proposals so far wide of the mark, and why is it apparently so dysfunctional on the issue and so deaf to the evidence?
The issue of haddock in the south-west is a product of the situation that I mentioned earlier, whereby the International Council for the Exploration of the Sea simply examines one stock on its own. In most of the UK waters we have mixed fisheries, and there is a danger that we can—I have already used this expression in Committee today—make the perfect the enemy of the good. If we are tied to one species, in this case a “choke species”, it can result in more discards and worsen the sustainability of wider stocks. That was why we argued successfully for a reduction in the cut.

Deephams is vital to the infrastructure that we need. The hon. Gentleman is right to suggest that it will have an impact on people’s bills. It is the job of the Government, working with Thames Water and Ofwat, to ensure that that cost is as low as possible. There is a large contingency in the Thames tideway project, which every experience of large-scale environmental projects shows is necessary. I hope that we can work with Thames Water to ensure that these infrastructure projects are produced at as reasonable a cost as possible and with as little impact on charge payers as we can achieve.
I, too, welcome the measures outlined in the White Paper to deal with the affordability of water bills in the south-west. As the Minister said, this issue has been discussed for more than a decade and nothing has been done. It is good finally to see action. In respect of the concerns about whether this sets a precedent for the Thames tideway project, does he agree that a major difference is that the population of the Thames Water area is far greater than that of the South West Water area, so the overall impact of the infrastructure improvements on bills will be far lower?
It is no comfort to my constituents or the constituents of other hon. Members in the Thames Water area to say that their bills are likely to go up. However, when they do go up, our projection is that they will be at about the national average. My hon. Friend’s constituents will continue to pay bills of about £100 over the national average. We have made a considerable investment to try to right the wrong that they have lived with for a long time. It is never easy, but I assure him that I will continue to work with Ofwat and others. I am grateful for his contribution and that of other hon. Members from the south-west in this difficult process. I hope that it is appreciated that we are getting somewhere.

Commons ChamberThere are very good laws in place to punish the illegal killing of any animal. If they are not being enforced, they must be and we will take steps to make sure that happens. However, this is also a good opportunity to applaud gamekeepers for the wonderful work they do in providing excellent biodiversity across our countryside.
T5. Further to the earlier answer to the hon. Member for North East Derbyshire (Natascha Engel) about the groceries adjudicator, the Minister will be aware that the proposal enjoys widespread support in the farming industry, but there are concerns that farmers will be reluctant to volunteer information for fear of reprisals. Does the Minister agree that trade bodies such as the National Farmers Union must do their bit by collating and publishing information from their members, to help guide the supermarket adjudicator to the right target and identify bad practice?

Commons ChamberI am happy to inform my hon. Friend that I will be spending Christmas in his constituency, because my in-laws live there.
The importance of renewables is known and agreed upon throughout the House, and the Government recognise the value of increasing the amount of electricity that we produce from renewable energy. However, we also recognise the genuine local concerns, which have to be included in the planning process. We are reforming the planning system so that it will give local communities more of a say. We want to get that balance right, because it has become skewed in recent years.
As part of his discussions with the DCLG, will the Minister consider transferring responsibility for the management of the rural development programme for England to local enterprise partnerships where they wish to take on that role?
The Department is currently considering the best way of handling the RDPE budget in future years, and we will certainly keep hon. Members informed.
