Commons ChamberWe have provided £129 million towards alleviating the crisis in Bangladesh since August last year and helped to reach nearly 1 million people with life-saving support. We will continue to be a leader in the international response, supporting the Government of Bangladesh to meet the ongoing needs of the Rohingya refugees and host communities.
I am pleased to say that the Government of Bangladesh have respected the principle of voluntary return and have stated, quite rightly, that they will continue to do so. Our planning approach remains that refugees and host communities will require support in Bangladesh for some time, even when credible voluntary returns processes begin.
The plight of the Rohingya people is the worst regional crisis since the Bangladesh famine of 1974, which led to 1.5 million deaths. The UK’s response has been outstanding. Can the Secretary of State say something about the pressure we are putting on other countries to meet their commitments? What is her view of the supine conduct of Aung San Suu Kyi?
My hon. Friend is quite right to point out that in addition to our own funding, we continue to ask other international partners to lean in. Generous international support has ensured that the current international appeal, which continues to the end of this year, is now funded to 72%. However, this is likely to be a protracted crisis, and sustained funding will be needed. What every refugee wants is to return home, and clearly the Burmese Government have a key role in providing assurances to people who want to go back home.

Commons ChamberDoes the Secretary of State agree that DFID money spent on repairing catastrophic hurricane damage in the UK overseas territories, which often hits the poorest the hardest of all, should always qualify as legitimate overseas aid?
I do agree with my hon. Friend. The rules that we are constrained by have not prevented us from coming up with the funds needed to help those areas hit by Hurricanes Irma and Maria. This is also a lesson that we should continue to invest in our defence capabilities, because we were very reliant on our armed forces to get into those places.

Given that time is short, I am going to turn to the issue of redeployment opportunities, which many Members raised. Let me be frank that the availability of other redeployment opportunities is a matter for the employers, but the situation today cannot be compared with what may be the case in 2022, just as it cannot be compared with the roles that applied a decade ago when fire and rescue services were responding to twice as many incidents. Increasingly, firefighters are doing different jobs, working more closely with their communities to prevent fire or developing more specialist rescue capabilities.
What I can say is that if firefighters are prepared to extend their roles away from those prescribed in the national joint council conditions of service—the “grey book”— more alternative roles may be possible. That in turn may allow the service to develop a more diverse work force that will benefit from the experience and skills of older workers, more women, and members of other communities who remain under-represented. I think that would be a good thing.

The fire and rescue service faces a time of change as it responds to the changing needs and priorities of the communities it serves. If it is to reach its full potential, we need its firefighters to focus on that goal and not to be distracted by industrial action, divisive negativity, scaremongering, and poor employer practice. They deserve better: they deserve better than the 2006 scheme. The new scheme provides substantially better early and flexible retirement terms, focuses more on good practice in fitness, and pays more regard to supporting a more diverse work force, and women in particular.
