Lords ChamberI thank the noble Baroness for her question. The various parties in this House and those who do not belong to any particular party agree that we face a climate emergency; there is already consensus on that. A number of commitments have been made relating to England, and a number relating to the UK. Combined, these are designed to take us towards net zero by 2050. They all involve a major uplift of our focus on nature-based solutions, which have been largely ignored in the climate debate for many years. We should not forget that at the end of this year, Scotland will host COP 26 on behalf of the United Kingdom. We should set ourselves the ambition that that will be the moment when the world finally comes together to move the dial on its collective approach to tackling climate change. There are an enormous number of moments this year where we will be required to work together, both within the United Kingdom and globally, in order to solve this problem.
My Lords, will the Minister invite a review of the planning system in relation to the issue of flooding?
I thank the noble Lord for his comment. I and the Government are clear that we should not build homes in areas at risk of flooding. That is not to say that there cannot be any building on flood plains. The point was made earlier—I think by my colleague—that a number of important places, not least London, are built on flood plains, so we cannot have a blanket ban. What we can do is have a default position that says, “No building in areas at risk, where there is an alternative”. Where homes are built in areas that are at risk, they should not be built in such a way that makes it hard for their owners to secure insurance. If the new owner of a new home built in an at-risk area is unable to secure insurance through an ordinary route, that, I suggest, is a symptom of planning failure.

Lords ChamberMy Lords, the noble Baroness raises an important concern, and I will do best to write to her on that specific question, after making an assessment of the current situation on the ground. We need to look into whether individuals or groups of individuals seek to hoard supplies with a view to profiting from the humanitarian needs of their population. I hope that as talks progress, those seeking to profiteer from the conflict will be not just looked into but held to account for their actions.
My Lords, tragic though the situation in Yemen obviously is, there is also a very tragic situation in Syria, where 500,000 people have been killed and 12 million displaced, half of them outside the country. What are Her Majesty’s Government doing to attempt to relieve the tremendous suffering that has occurred in that country?
My Lords, we all acknowledge the situation and the noble Lord is quite correct: the Syrian conflict and the tragedy we have seen unfolding there is not lost on any of us. The measures deployed by the regime mean that tragically we have seen Bashar al-Assad turn on his own population, not only in preventing humanitarian aid but in the use of chemical weapons, which we have universally, rightly and collectively condemned. We continue to work for a resolution to ensure that all communities of Syria will be rightly represented. We continue to support the talks in Geneva; unfortunately they have been stalled because the regime is not currently inclined to engage. However, there are important players in Syria as in all these conflicts—we call upon key players such as Russia, which can influence and help to reach a formal resolution to conflict. Similarly the Yemeni conflict has gone on for far too long and more can be done to bring different sides to the table.
I have seen through the efforts that have been made in Yemen that the importance of the United Nations cannot be underestimated. The UN Security Council, in the most challenging circumstances, brings the key world powers together. I believe very strongly that when it comes to Syria, resolution can be reached only through a political settlement, where all sides are rightly represented. The key body to provide that resolution is the United Nations.

Lords ChamberMy Lords, I declare my interest as vice-chairman of the New Israel Fund UK and as a former chairman of the Oxford University Labour Club.
When I attended the annual NIF human rights award dinner last November, I was privileged to hear the son of Yitzhak Rabin calling for greater efforts to promote peace, and award winners, who included an Arab-Israeli woman who worked with, among others, Russian Jewish immigrants and a Jewish man who worked with Israeli Arabs who was opposed to the price tag extremists. It occurred to me that, sadly, it was virtually impossible to conceive of any other country in the region for which a human rights award ceremony could be held. The sad loss of life in Gaza has been exceeded more than a hundredfold in Syria, where more people have been displaced than the total population of Israel.
I am not an admirer of the present Israeli Government, though as someone with a particular interest in the position of Israel’s Arab citizens I welcome its overdue decision substantially to invest in improving their conditions and opportunities—a view shared by an Arab member of the Knesset I recently met. For all its faults, Israel’s democracy is still functioning.
I have asked more than one advocate of BDS whether they were aware that the judge who presided over the trial of a former president of Israel was an Israeli Arab, and whether they could conceive of a Jewish judge performing a similar role in any of Israel’s neighbours.
Protest is legitimate, but I reject the moral relativism of those who are loud in their condemnation of Israel but whose protests against the brutality of Hamas, Hezbollah, Assad and his Russian and Iranian backers, or the dictatorial regimes in Saudi Arabia or the Gulf whom we supply with weapons, are rarely audible or visible to the naked eye.
Peace across the region requires a commitment to democracy and human rights in every country and for people of every faith and nationality. The UK’s foreign policy, including its arms sales, must reflect that commitment.

Lords ChamberMy noble friend raises a very important point. The OSCE plays a great part in such matters, not only in Ukraine but across Europe, and we are a strong supporter of it. We will continue to suggest that it should play an active role in monitoring any ceasefire agreement. I am aware that there were reports in the press—as yet unsubstantiated, I think—that Mr Putin is said to have commented that he might well agree that the OSCE, and indeed the United Nations, could monitor. But those are unsubstantiated reports so I would not wish to go further than that.
The central premise of my noble friend’s question is right. If there is, as we hope there will be, a decision in Minsk tomorrow that leads to some form of ceasefire and a development that is peaceful, there will need to be an agreement to have verification on the ground, which can have the confidence of not only the European Union but, of course, the Ukrainians. It is for them on Thursday then to consider any proposals that may come out of tomorrow.
My Lords, the actions of the separatists and the Russian Government are, of course, utterly deplorable. But will the Government press the Government of the Ukraine to curb the activities of the extreme right-wing nationalist and anti-Semitic elements which actually constitute a propaganda gift to Mr Putin and Russia?

Lords ChamberMy Lords, we are not in a position where we can call it “the deal”, because we are working towards it. In a sense, the gap has been narrowed because we have been able to identify some areas where we may be able to resolve matters, but there still remains a core area that has not been resolved. It is a prize worth seeking and it can be sought —indeed, with encouragement we may get there—but I would not wish to say that we are at the stage where it is so resolved that we can think of next steps. My noble friend is absolutely right to draw attention to the role currently played by Iran in the region—it has been alluded to in this House and elsewhere—and the role for peace that it might play in the future. It could indeed play a constructive role. We welcome the support that the Iranian Government have given to the new Government of Iraq and their efforts to promote a more inclusive governance for all Iraqis, but a similar approach is needed in Syria, where Iran can and must play a constructive role. All these discussions will continue in tandem, I am sure, with what for us is the core issue today, which is to proceed with negotiations so that we can be in a position to achieve a political framework by the end of four months and by the end of seven to have a deal that is good for all.
My Lords, is not a critical element of a settlement of this issue the existence of a robust inspection system? Could the Minister advise us on the present state of play on that important matter?
The noble Lord is absolutely right. It is essential that the International Atomic Energy Agency has access in Iran in order to make sure that the supervision of these matters is carried forward. That has to be an integral part of any deal so that the IAEA is able to scrutinise it. When matters have progressed and we hopefully get to agreement on a deal, at that stage the undertakings to achieve scrutiny will be included.

Lords ChamberMy Lords, I come to this debate as a committed supporter of Israel and a committed critic of its Government: as a committed supporter of a two-state solution and an opponent of the settlements. The question of the legality of the settlements in international law is perhaps more arguable than is normally thought to be the case, but that is an irrelevance here; I certainly oppose the settlements. Whether, in the reported words of a distinguished Member of this House, this makes me an intelligent but prejudiced Jew, I do not know—I leave it to others to determine.
I agree with the noble Lord, Lord Dykes, in his criticism of the political system in Israel. Interestingly, of course, it is a very pure form of proportional representation, which presumably he would like to see in this country. He also referred to the 1947 resolution that created the state of Israel: a resolution that, if it had been complied with, would have led to the creation of an independent Palestine. It was not complied with because Egypt and Jordan decided not to implement it. Jordan occupied the West Bank and Egypt occupied Gaza. The reality is that, 60-odd years later, many of the states in the region still do not recognise the existence of the state of Israel—and more particularly, and crucially, neither does Hamas. If Hamas had followed Fatah and the Palestinian Authority in recognising the state of Israel, it would certainly be a legitimate partner in a dialogue. That is clearly a consolation that all of us here in your Lordships’ House would like to see.
I will refer not so much to the general issues but to small yet positive steps that might be taken—and indeed have already been initiated—in developing the democratic structures within Israel and potentially within Palestine. So far as Israel is concerned, they relate to the Israeli Arab community. In my former days in the Local Government Association, I managed to initiate a scheme for capacity building within the Arab municipal sector in Israel, supported by the previous Government, with a modest amount of funding that is still available during the current year. I hope that the present Government will continue with that programme, and seek to extend it to the Palestinian Authority itself. It is clearly in everyone’s interest—other speakers have referred to this—to promote democracy and state building within the Arab world. Here is an example of where it can happen.
The event two years ago in Israel, which saw people from local government in this country going over to work with newly elected Arab mayors, can be repeated—I hope it will be repeated. This is a principle that might well be extended to the territories. The Local Government Association signed agreements with both the local government associations of Palestine and Israel, and here local government can play a small positive role in developing the kind of structures—and ultimately the kind of contacts—that can only help lead to a peaceful resolution. If we were to concentrate more on the practical issues and a little less on the rhetoric about the serious problems of the region, we might see more progress.
