Lords ChamberI pay tribute to the noble Baroness’s work with the Disasters Emergency Committee. The amount of money raised—£21 million—is phenomenal, thanks to the generosity of the British people. The UK Government contribution is some £22 million so far. The appeal launched by the UN is for some $289 million. The UK contribution, from overseas development assistance alone, is way ahead of that of any other country. The next nearest is the United States at $10.8 million and then Germany at $3.5 million. Rightly, the Secretary of State for International Development and the Minister for Africa have been putting great emphasis on getting other countries to step up to the mark and realise the severity of the situation faced by these people.
My Lords, I was struck even at the time of the last significant flooding that there were no preparations in place to try to avoid a similar catastrophe affecting so many communities in the future. Will the Government, as part of these international discussions and through our own ODA, look to build better disaster resilience facilities and mechanisms for the future in Malawi and Mozambique in particular, including early warning systems and the construction of homes and facilities that can withstand some of these extreme weather events?
Absolutely—I am happy to give that commitment. The UK Met Office has a significant relationship in Mozambique as far as that is concerned. We have commitments already on the ground there from previous instances of providing resilience support. We have a £150 million DfID package of programmes which is supporting building resilience, and we will build that up further as we move to the UN climate summit in September.

Lords ChamberDoing the maths quickly, I think that DfID spends about 72%, 18% goes through other government departments, and the remaining 10% goes through the EDF, ECHO and heading 4, but a proportion of that needs to be stripped out because it relates to gift aid. If my noble friend can do the calculations, that is the net effect.
My Lords, at the heart of some of the suspicions about the delivery of the commitment lies the spending of ODA through departments other than DfID. Will the Minister take this opportunity to reassure us that in the Government’s Agenda 2030 voluntary national review to the United Nations this summer, they will take the opportunity to explain how overseas development assistance spent by the Foreign Office, the Ministry of Defence or other government departments contributes to the delivery of the sustainable development goals?
I am happy to do that. As the noble Lord knows, having done a lot of work in this area, the majority of the least developed, most fragile countries that we drive our aid spend towards are in that position because of conflict. We need to recognise that although development is one part of this, there is a development, diplomacy and defence nexus. We need to work together, and that is what those cross-Whitehall funds are doing.

Lords ChamberTo ask Her Majesty’s Government when they will publish plans for future development co-operation with the European Union.
The White Paper and technical notes published on external security in the summer set out our vision for a future partnership with the EU on development co-operation. We have proposed a co-operative accord to cover development co-operation and international action. Our future relationship will be different and focused on areas of mutual interest. We remain open to pooling resources and expertise with the EU to maximise the combined development impact where it makes sense to do so.
My Lords, I am sure the Minister shares my understanding that continuity in development programmes is essential, both for impact and for the professional skills that can be involved, particularly if the capacity is being built on the ground in developing countries. Continuity in the programmes that we either currently share with the EU or fund through it will therefore be essential through the so-called transitional period. I would therefore welcome an assurance from the Minister that, first, those who are poorest and living in conflict around the world will be at the heart of our decision-making in this partnership over the coming months and, secondly, the Government will publish more detailed plans in advance of the end of March 2019 for how these programmes will be financed in future.
I am very happy to give that assurance. In fact, it is an assurance that has already been given in the White Paper, which refers on page 68 to our,
“commitments to continue to work together to address global development challenges, supporting a cooperative accord between the UK and the EU on the development and external programming”.
I should say that, as the Minister who has the privilege of attending the Foreign Affairs Council on development, I find that on virtually all the issues that we are raising in discussion we have absolutely common approaches and agendas. Both the EU and the UK are major actors on international development, peace and security, migration issues and humanitarian response, and we want to ensure that that continues—this is not a political point, it is a humanitarian one—for the people that the noble Lord has referenced and that we all care about.

Lords ChamberTo ask Her Majesty’s Government when they will publish their plans for the United Kingdom Voluntary National Review on the United Nations Global Goals for Sustainable Development, due to be presented to the United Nations in September 2019.
My Lords, the UK will present its voluntary national review of progress towards the global goals at the UN in July 2019. Preparations are under way. The Government are committed to an inclusive process, to produce a strong voluntary national review. Yesterday, the Government launched a website, www.gov.uk/sustainabledevelopmentgoals, setting out our plans and asking for input from people and organisations across the UK.
I thank the Minister for that Answer and look forward to contributing to that consultation. One key element of the sustainable development goals, which was missing from the millennium development goals, is the commitment to take more action on disaster resilience. In the last two weeks we have seen the impact that a natural disaster, such as an extreme weather event, can have on development in Indonesia, with the recent tsunami and earthquake. Will the Government ensure that, while it is important that we send aid to Indonesia, we are also acting internationally on disaster resilience to ensure that countries such as Indonesia, which face these extreme weather events regularly, are better able to prepare for, and therefore pre-empt, some of the impacts?
I can certainly do that and I pay tribute to the work the noble Lord has done over many years in this area, as co-chair of the All-Party Parliamentary Group for Sustainable Development Goals. He is right that we have responded generously, as is usual with the UK, via the Disasters Emergency Committee appeal, to the situation in Indonesia. The resilience element is something we have been very much aware of, not least because of the effect of the hurricanes in the Caribbean last year. Those led us to work very much on resilience and building back better in that area. I will certainly ensure that that remains a very strong part of our response in terms of the sustainable development goals.

Lords ChamberI am very happy to give that undertaking. My noble friend is absolutely right that British people are generous to people around the world. In many ways, the great tragedy of what has happened is that the failure to act in a transparent and timely way has genuinely put lives at risk, because people might stop giving in the way that he talked about. Oxfam alone has around 10,000 people in 90 countries; it is working with DfID at present in places such as Yemen and South Sudan, delivering life-saving materials. In everything we do, we are going to ensure that our prime concern is for the people whom we are trying to help. We will not deal with contracts in a pre-emptive way until we are absolutely confident that those people who need our help, whether they are called beneficiaries or aid recipients, are our number one concern. They must be protected at all times. That is what the charities themselves should have been thinking all the way through.
My Lords, there are several references in the Lords register to my voluntary positions with charities in this sector, so I should reference that before asking my question. I will say, though, that I would like the Minister to convey to the Secretary of State that the way in which she has handled this issue in the last 10 days has been impressive. To take a constant position through these days that has put the interests of the children first and not used the issue as a political football or been defensive in any way about the role of the department or other agencies, has been the right approach. I hope that she will continue to do that.
The Statement today has been comprehensive and impressive on where we are right now. However, it contains one omission: what did DfID know in 2011? There is a reference in the early part of the Statement to the lack of reporting in full to the Charity Commission and to the authorities, but there is no reference to any reporting to DfID. What, if anything, was done by Ministers or officials with any such report? It is important that we have some clarity on that.
Secondly, it is important to be clear that when traffickers, and in some cases the Mafia, move into emergency zones in the absence of effective government—as with the earthquakes in Haiti or Nepal, or the typhoon in the Philippines, when hundreds of young children were targeted by traffickers to be taken immediately to brothels and slave labour elsewhere in the world—it is the large NGOs that are usually first on the spot to protect those children. In some cases, as on the Nepalese-Chinese border after the earthquake there, they have saved hundreds of children from moving into some form of slavery or perhaps worse. So it is important to register that, while this is essential work to expose the problems that have been going on, which demands a zero-tolerance approach, we should also reinforce our commitment to ensure that children will be protected by some of these NGOs, in the absence of effective government, in some of the world’s worst disaster zones.

Lords ChamberI can certainly give that assurance. Over the past few years, the amount going to overseas development assistance has steadily increased in sub-Saharan Africa in those areas of governance. I think the total is now in the region of £1.1 billion. That is very important because, as the noble Lord knows from his time as chair of the International Development Committee in the other place, it is essential to get that governance right so that economic growth can occur and countries can eventually stand on their own two feet.
My Lords, given the central importance of good governance to conflict prevention and conflict resolution, will the Government ensure that the objective of the sustainable development goals, in particular goal 16, which the UK did so much to include in the SDGs, will be reflected in the forthcoming security review, in the wider interests of security for the UK and elsewhere?
My Lords, the pursuit of SDG 16, on peaceful and inclusive societies, is extremely important for the process. One of the things that we recognise throughout Africa—and, indeed, throughout the world—is that, by and large, conflicts are manmade and their impact on the female population is worse. Therefore, the Secretary of State announced last week a national action plan to engage women in peacebuilding and peace security, focusing on two or three countries initially in sub-Saharan Africa because women, as well as being victims, can also be part of the solution to negotiating sustainable peace in sub-Saharan Africa and elsewhere.

Lords ChamberI would certainly be willing to meet my noble friend. In fact just this morning, I met the All-Party Parliamentary Group for International Freedom of Religion or Belief and earlier I met with the noble Lord, Lord Alton, and my noble friend Lady Nicholson. I believe there is repeated evidence that there is no fair treatment in the refugee camps. That is deeply worrying because the UN Convention on Refugees advocates against any discrimination at all. Her Majesty’s ambassador in Amman, Jordan, is hosting a roundtable on 23 January with faith leaders and the UNHCR so that they can present their findings and the evidence they have received, so as to seek to remedy any discrimination against people fleeing the terrible actions of Daesh and other organisations.
My Lords, I think we can all agree that the best investment for refugees and internally displaced people is education, giving an opportunity for children who have been displaced across borders or within states to have a better future as time moves on. What are the Government doing to support education for refugees and internally displaced people not just in Iraq and Syria but elsewhere too?
The noble Lord is absolutely right; this is a priority. There are good campaigns on this: Education Cannot Wait and No Child Left Behind. These initiatives are very important and we fully support them. Our efforts in Lebanon have provided education places for some 300,000 Syrian children and for about the same number in Jordan. The noble Lord is absolutely right that these protracted crises disrupt the future generation on which any peace will be built.

Lords ChamberIt is not a question of if we withdraw: we are withdrawing from the European Union. The point is that our contribution to European Union development funds across all headings is £1.2 billion or £1.3 billion and that, if that money comes back to the UK, it will be used for the poorest people in the world. The only difference is that we will choose where it goes. We may well choose to continue to work with our partners in the European Development Fund, for example, which sets a terrific example of assisting in development around the world and is quite effective. However, that will happen if we choose to do so, as it will be our choice.
My Lords, on that point, can the Minister confirm that the Government’s plans for a transition period immediately following the date of Brexit would include our contributions to those European development funds that are so vital in so many parts of the world?
As the noble Lord knows, those contributions are germane because they are very much part of the exit negotiations. We make a substantial contribution and our European colleagues are keen to retain a close relationship with the UK in respect of these things. We therefore want to work closely with them on these matters to see whether that is possible. At the moment, the EDF, to which I referred, is available only to member states, so there would also have to be changes on their side for us to continue.

Lords ChamberTo ask Her Majesty’s Government how much United Kingdom Overseas Development Assistance is currently spent in co-operation with, or through, the European Union.
My Lords, the UK contributed £935 million in overseas development assistance to the EU budget in 2015 through core funding. In addition, DfID contributed £392 million to the European Development Fund. Overall, these contributions to the EU made up 10.9% of the UK’s overseas development assistance.
My Lords, that is a significant contribution. The Government’s own analysis indicates that European Union development funds are among the most effective from any multilateral organisation. In the current atmosphere, perhaps there will be some let us say knee-jerk reactions from time to time about the way in which Brexit happens in relation to specific powers. Can we get a guarantee that on these programmes, which are ultimately about saving lives and about people who are in very vulnerable positions, the Government will seek a proper transition period to ensure that these programmes are not left on the edge of a cliff?
I am certainly happy to give that assurance. Of course, it was the multilateral development review that we undertook last year that the EDF scored so well in. Around the world we work in partnership with the EU and through its funds, and I cannot envisage a situation where we could do that effectively in the future without working very closely with the European Union. With regard to the fund itself, decisions on whether we want to contribute or stay out will be made as part of the process of exiting the European Union. Now at least we have a choice.

Lords ChamberMy noble friend is absolutely right. Small organisations often bring innovation to the process, passion and low overheads, which are deeply needed in the way that we develop aid. As part of that process, the Secretary of State has announced that we are going to launch a small charities challenge fund aimed particularly at small organisations with a turnover between £25,000 and £250,000 for accountable grants of £50,000 each. We will be making an announcement about that next week but I will certainly make sure that all Members of your Lordships’ House, who I know follow these matters closely and have good links to many small charities doing amazing work around the world, have details of that fund.
My Lords, as part of this consultation will the Government publish an assessment of the impact of the changes that were made in 2016—they were indeed made to accommodate the sustainable development goals, as well as the UK priority of investment in conflict-affected and fragile states—before then asking for more?
That is certainly something that we will look at once we figure out the exact routes that we are going down. We have identified a number of areas. For example, development assistance is available post-conflict to rebuild countries but when it comes to peacekeeping, only a small percentage of that budget is attributable to development assistance. When we want to help with training militaries in how to prevent sexual violence in conflict, we find difficulties in getting that element there. When we want to look at refugees providing vocational assistance here in the UK, that is deemed to be a benefit to the national economy and therefore is not allowed. So there are a few things here but the essential point, which the noble Lord is absolutely right about, is that we have to work together on this to resolve those differences with the primary purpose in mind.

Lords ChamberTo ask Her Majesty’s Government what action they plan to take to deliver the United Nations Global Goals for Sustainable Development by 2030.
My Lords, the Government are firmly committed to delivering the global goals, both at home and internationally. Our public report, Agenda 2030, of 28 March this year outlines our approach and provides examples of how we are contributing to the global goals.
My Lords, the UK and indeed this Government led internationally on the establishment of the global goals, and in particular on the fact that they should be universal and that their implementation should be monitored with accurate, up-to-date data. It is therefore disturbing that today’s report by the House of Commons Environmental Audit Committee highlights that there is a suggestion that the Government will stop the Office for National Statistics establishing the data on which the implementation could be measured inside the United Kingdom. Will the Minister assure us that that is not the case and that the UK will continue to show global leadership, both abroad and at home, and practise what we preach?
First, I pay tribute to the work of the noble Lord in his chairmanship of the all-party parliamentary group on the SDGs. Certainly, he is right to acknowledge that we have been at the forefront of the negotiating of the global goals and that we will be at the forefront of their implementation. On his specific point about data, we have passed that across to the Office for National Statistics. There are 17 goals and 240 measures. It is quite a big task to undertake. The ONS has come up with a consultation document. Initially it was delayed from October to 9 May; that was its own decision. Now, unfortunately, that 9 May announcement has been delayed by the purdah rules of the general election, so I would expect it go ahead soon after. It is very important that civil society organisations and business groups participate in that because, as the noble Lord suggests, data will be critical to ensuring that the goals are monitored and delivered.

Lords ChamberCertainly, part of the cause is the drought that is affecting many countries because of the record level of the El Niño effect in the region. However, overwhelmingly this is a man-made crisis; this is because of conflict. If it was not for the conflict we would be able to reach people in the same way we are able to reach people in Ethiopia and Kenya. It is the fighting and insecurity in South Sudan, Yemen, north-east Nigeria and Somalia that are causing the difficulty, and people are dying as a result. The fighting has to stop.
My Lords, the Disasters Emergency Committee has done a fantastic job over recent years in focusing the attention of the British public on particular crises as they happen. However, one of the knock-on effects of that focus can be to reduce the donations going to other humanitarian problems, in some cases happening nearby. North-east Nigeria, mentioned by the Minister, may be a case in point. It is not covered by this appeal but the situation there is desperate at the moment. Can we be reassured that the Government will do what they can in the international arena to ensure that the global community, while perhaps focusing for the moment on east Africa, do not forget the other humanitarian problems close by, and ensure a balanced approach over time to make sure that even more lives are saved?
I can give that assurance; the noble Lord is absolutely right. As the noble Baroness, Lady Hayman, will recognise, there is great thought and soul searching about whether to launch a second appeal on the back of Yemen so soon—normally there is a one a year. This reflects the fact that the situation is extraordinary. Stephen O’Brien referred to the situation in 2017 as being the greatest humanitarian challenge that the United Nations has ever faced. These are huge issues when Syria is included, and our response has to be there. There also has to be a recognition of the wider response needed in Nigeria.

Lords ChamberMy noble friend and I have had a number of discussions on this. Of course, because Chile is not ODA eligible due to its middle-income status, it is difficult to do that. However, we have corresponded and are looking at ways, through the Cabinet Office, to extend technical support and advice to the people of Chile, who are of course great friends of the UK and who we want to support in their hour of need.
My Lords, do the Government agree that if their fine objectives in this strategy of securing greater prosperity and tackling poverty are to be achieved, then tying aid to trade as part of any DfID economic strategy would be the wrong course of action? Will they support continued improvements in the business environment in developing countries, including in forestry, to ensure that there is greater prosperity in those countries in the future?
The noble Lord is absolutely right that tying aid to trade benefits no one in the long run. We want to get the most competitive people who can deliver the best services to the countries that are in need of our help. We remain resolutely committed to that. That was set out again in the economic development paper.

Lords ChamberMy Lords, it is of course entirely appropriate to ensure that the administration of student visas is being carried out effectively, but that should not diminish the contribution that overseas students make to this country culturally, academically and financially. There are examples all over the world of economies that benefit from overseas students not just when they are studying but from the contribution that they can make following graduation. Will the Government drop this plan to limit the access of overseas students to the United Kingdom after they complete their studies, and will they look at proper examples elsewhere in the world where people stay on, contribute to entrepreneurial activity and eventually return home to help to develop the economies of the countries they came from in the first place?
Let me underscore that absolute commitment. When people are coming here to study, they are coming to invest in the UK and they will be welcome. There is no cap on students coming to the UK, provided that they are bona fide students in bona fide universities and they have the funds necessary to complete their studies. We are talking about tier 4, which is the student visa, and whether people ought to be able to stay on. There are some examples of abuse of that system under the previous Government, and we are trying to tighten up on that by simply saying that they ought to have an appropriate visa. We have opened up new routes through tier 2 and tier 1 particularly to entrepreneurs and those in high-skilled occupations. They will continue to be welcome in this country, as in others around the world.

Lords ChamberMy Lords, I hope the Minister and your Lordships’ House will accept my apology for missing the first two paragraphs of the Statement. I want to ask a question on the very important issue of Scotland. Given that a number of these allegations pre-date devolution and that a number of the institutions referred to cover the whole of the United Kingdom, not just England and Wales, including, for example, the BBC, there is dismay in Scotland among the historic survivors of child abuse that this inquiry will not cover Scotland. Therefore, I ask the Minister, as I asked his predecessors, why is this inquiry not including Scotland? Has the Home Secretary discussed this issue with the Justice Secretary in the Scottish Cabinet? If the new First Minister in Scotland, Nicola Sturgeon, who is expected to be in post before the end of this month, were to agree to include Scotland in the inquiry, would the Government be willing to reconsider this position?
The inquiry is being set up now, and now it is a devolved matter in Scotland and Northern Ireland. Northern Ireland is undertaking its own inquiry under Sir Anthony Hart into some matters which happened there. Scotland is free to undertake that process. Of course, as part of this process which we are now embarking upon, we remain open to approaches and suggestions from wherever they come, including from the Scottish Parliament and the Scottish First Minister.
