I do not know about that—obviously, the measure was not in place at that time or for their nationality. What I do know at this time is that we are investing heavily in science skills in this country. We have new science A-levels, new university technical colleges and a new science and technology baccalaureate, and the number of apprenticeships in science and manufacturing is up 74%. I think that that would be welcomed on all sides of the House and by Brunel and Pugin, if they were around.

My Lords, the standing of a professional engineer in Germany is much higher than in the UK. What are the Minister and the Government doing to enhance the social standing of professional engineers in the UK?

The question of police funding will obviously be for the spending review on 25 November. There is a change to the formula there. We have made it very clear that this is a high priority. That is why the national policing lead is taking such a strong role on this. Significant amounts of training are already being done through the Crown Prosecution Service, but we will continue to keep that under review.

My Lords, what progress are we making in dealing with the problem of vulnerable children being referred into the care of a local authority but subsequently getting lost?

[Lord Bates]

We are looking at a number of issues, particularly with child trafficking advocates. The care of children, under the 1989 Act, continues to be at a very high level. We are looking at whether the appointment of child trafficking advocates alongside each child, to help them navigate their way through the many different services and the many situations they face, would help tackle the problem referred to by my noble friend.

I am very happy to give our support to that. We give our support to the European Asylum Support Office which has locations in Greece, Cyprus, Bulgaria and Italy. In fact, we are the largest provider of bilateral assistance to that organisation. What the church is doing is to be applauded. It is absolutely in keeping with the priority we see in providing these vulnerable people with the care they need.

My Lords, does the Minister agree that it is very important to concentrate on a long-term, upstream solution rather than purely on short-term solutions?

My noble friend is absolutely right. Part of the issue is to deal with the immediate crisis and stop the deaths that are occurring in the Mediterranean, but there is a bigger part, which is how you build stability within these countries so that people do not have to embark on this perilous journey. That is why we are so proud of our overseas aid budget, which of course is the second largest, in cash terms, in the world.

I am happy to meet the noble Lord later to find out where he was living and the particulars of the incident. One of the measures that we have introduced, of course, is to differentiate—it does not apply in this case—between non-emergency calls and real emergency calls. The ability to triage calls is an important way of ensuring that the police respond to incidents where they are desperately needed as fast as possible.

My Lords, have police and crime commissioners been effective in driving through efficiencies in police forces, particularly with respect to adjacent forces?

I can think of some very good examples. In fact, some former colleagues of the noble Baroness have been instrumental in driving forward this type of co-operation. I am thinking particularly of West Mercia and Warwickshire where there is a much closer relationship because of the public visibility of a police and crime commissioner providing that connection with the community that we talked about earlier.

My Lords, is the Minister aware that I was unable to name any member of a police authority who was not a Member of your Lordships’ House?

My noble friend makes a fine point. Police and crime commissioners, through the press, through discussion and through the elections, are much more widely known and recognised. Therefore, people will increasingly come to them with their issues, to which they can respond.

My noble friend makes an important point. I do not even use public transport to get to the Department of Transport. I walk; it takes me 10 minutes exactly. The important thing is that we have reduced the size of the ministerial car fleet from about 200 to 92.

Will not my noble friend consider increasing the number of cars available to the Department for Business, Innovation and Skills, so that it can travel widely communicating the news that we have had the fastest growth in GDP, by 1%, over the past quarter and that employment is at a record level in this country?

My noble friend is ingenious as well. Government cars are issued to Ministers when they are needed.

My Lords, is my noble friend aware that the decision on the Intercity Express Programme will be followed very closely in the north-east of England? The Agility consortium, particularly Hitachi trains, is looking to invest £660 million in a plant at Newton Aycliffe in the north-east, which is of course the home of the railway’s first steam engine and the location of the first railway line between Darlington and Stockton. While recognising that there is a great need to ensure that major capital investment programmes are well researched and offer full value for money, I urge my noble friend to bring that decision forward as quickly as possible. It is crucial for the north-east economy and for manufacturing; it would also be a tremendous boost to the north-east at a time when it is seeing lots of public spending restraint in other areas. Will he focus particularly on the point in his Statement on the revised bid put forward by Hitachi and the Agility consortium? I think that I heard him say that it had been resubmitted and was now lower than the other option. At times of fiscal constraint, that might be a clincher.

My Lords, I am grateful for my noble friend’s contribution on the importance of the IEP to the north-east. That was no doubt very high up in the mind of the previous Administration, quite rightly. My right honourable friend the Secretary of State is fully aware of all these factors and the importance of, as my noble friend put it, a boost to the north-east. My noble friend talked about a lower cost bid. That is welcome as well, but it is important that we select the correct technical solution to the problem of having a bi-mode capability.
