Very practical steps—we are now paying the warm home discount, which will reach a record 2 million people this winter. That is in addition to the other measures of winter fuel payments for pensioners and cold weather payments when necessary. We will be publishing our fuel poverty strategy soon, which will look thoroughly at the whole landscape to make sure that we are doing as much as we can.

The survival of UK Coal and Kellingley colliery in my constituency depends on all parties bringing something to the table, including UK Coal, Harworth Estates, the Pension Protection Fund, the unions and the Government. Will the Minister update the House and my very worried constituents on what the Government are doing to ensure the survival of this important industry? Will he also update the House on the progress of the talks?

Is the Minister fully committed—by which I mean not just words, but urgent action—to conversion of coal-fired power stations, such as Drax and Eggborough in my constituency, to biomass, which is sustainable?

The Minister of State, Department of Energy and Climate Change, my hon. Friend the Member for South Holland and The Deepings (Mr Hayes) met representatives of Eggborough this week and I can confirm that we are committed. As I have said, biomass conversion needs to be sustainable and affordable, and it is an important part of a balanced mix of clean technologies.

Urgent Questions are proposed each morning by backbench MPs, and up to two may be selected each day by the Speaker. Chosen Urgent Questions are announced 30 minutes before Parliament sits each day.

Each Urgent Question requires a Government Minister to give a response on the debate topic.

What advice can the Minister give the thousands of householders throughout the country who, as we speak, are receiving direct mail shots from the solar industry offering them the opportunity to benefit from the 43p per kWh tariff? I am not sure that that is an entirely honest way of doing business, but will the Minister advise people on how they should respond?

I think that people should be very cautious about making a decision based on a rate of 43p. What they can do is plan with certainty on the basis of a 21p rate until July, and a stable rate of return after that.
