Lords ChamberMy Lords, I congratulate the Government on navigating so bravely and doggedly through the hellish coronavirus storm that we have experienced. Control of the virus has been achieved through teamwork and co-operation at local and national level between the National Health Service, Public Health England, academia and private and not-for-profit sectors of the community.
Since the start of the third lockdown in January, a combination of increased testing capacity, social distancing measures and a highly organised, speedy rollout of vaccinations has resulted in a dramatic drop in infections. This is something of which we should all be proud. Roughly one in three people had the virus without symptoms, so could be spreading the disease without knowing it. Broadening testing meant that the number of people testing positive for coronavirus at the end of April was 25 times lower than it was four months ago. The Government put in place the largest network of diagnostic testing in British history.
Regular, rapid testing has paved the way for businesses to reopen and for society to return to a quasi-normal existence. However, I understand that many of those testing companies are really struggling. By trying to squeeze out the small profits from those companies that are making travel happen, the Government will find that a lot of private testing providers will choose to cease trading due to the multiple costs involved. It is a vicious circle because then there will not be enough providers to service the number of tests needed, thereby forcing prices up. Reducing costs means reducing service and giving customers a less than adequate service, thereby causing unnecessary anxiety as to whether they will get results in time. There are lots of horror stories of people still not having results by the time they get to the airport.
Pricing for testing is a big factor for both the Government and the public in terms of ability to travel. A lot of medical devices and consumables are VAT exempt. Will the Government consider making a VAT exemption on Covid testing to help bring the price down? It is vital that testing be done properly. Home testing can be manipulated very easily, and I am told that many people run the swab under a tap to guarantee travel. As a result, many countries are now not accepting tests that have been performed by an individual at home. Other people are fraudulently changing a certificate that has previously been used by changing dates and times within the graphic software, and have got away with it. The companies doing the testing are therefore playing a vital role. It is important that we continue to support everyone involved in the struggle to minimize the impact of Covid.

Lords ChamberMy Lords, as the right reverend Prelate said, early intervention in education is essential to any child with special educational needs or any learning disability. Numerous studies in the past decade show that early intervention increases a child’s potential for greater all-round development, that a child learns as much in the first three years of its life as it will throughout its remaining years, and that if help is not given that vital period is irretrievably lost. These points were very well made by the noble Baroness, Lady Wilcox.
I am the father of a 27 year-old daughter with special needs. At the age of four she was diagnosed with severe autism and a learning disability, as well as dyspraxia. Through my personal experience I feel sufficiently qualified to know the enormous value of early intervention. Our daughter attended special-needs schools and left at 19 with several entry-level qualifications, able to read fluently and work a computer and mobile phone. This would not have been the case without the early intervention that she received.
Autism is a lifelong condition that affects more than one in 100 children and young people. Intervening early in these children’s lives to support their communication, learning and development increases the chances that they will make good progress with their education and ability to cope throughout their adult lives. Children may be able to access early intervention only if they have a diagnosis, but the length of time that many families wait for an autism diagnosis means that too few autistic children benefit from early intervention programmes. Research by the National Autistic Society found that children wait, on average, three and a half years from when their parents first seek help to when they receive a diagnosis of autism, despite NHS guidelines stating that children and adults who may be on the autism spectrum should be assessed within three months.
Diagnosis is vital. It enables a child on the autism spectrum to be better understood by their parents, teachers and others. It should also open access to crucial help and support. As soon as a diagnosis is made, intervention should be carried out with immediate effect. If children are not given the help that they are entitled to when they are young, they will grow into adults who require infinitely more expensive care throughout their lives and put enormous strain—emotional and financial—on their families.
An important initiative for young children on the autism spectrum is the EarlyBird programme, run by the National Autistic Society, a three-month programme of group training and individual home visits for families of preschool children. The aim is to help parents understand their children better; how to support them; how to get into their child’s world; how to find ways to develop their interaction and communication; and how to understand how the child behaves and reacts. Children on the autism spectrum do not experience the world in the way that we expect of most children in the early years stage of development and learning. Early intervention programmes can help these children learn and develop the skills they need, understand their environment and reduce their levels of stress and anxiety.
Early intervention is vital for these reasons, and should be available for everyone, regardless of their postcode or bank balance. There are over 1 million children in the United Kingdom with special educational needs. In the light of this, will the Government make a commitment to implement the guidelines on waiting times for diagnosis, so that no child must wait years for the help and support they need?

Lords ChamberMy Lords, I support the Government’s objectives with the Bill. I also congratulate my noble friend Lady Meyer on her exceptional maiden speech.
This Bill is the necessary first step towards establishing ourselves as an independent trading nation, but we must now make the necessary changes to face up to the challenges post Brexit and to make the most of the trading opportunities in future. The DIT must be appropriately resourced; it is still a very poor relation compared to some other Whitehall departments. The mechanics have been changed in Whitehall, but often not abroad. I agree with my noble friend Lord Risby on the issue of resources being disproportionate at the moment. It cannot be right that there is a ratio of 10 DfID personnel to only one from the DIT in Africa. DfID has more personnel in Kenya than the DIT has in the whole of Africa, yet it is the DIT that is creating the wealth for our country, and I believe that we stand a better chance of lifting people out of poverty by trading with them and helping them to develop.
To make a success of exports and inward investment post Brexit, we must ensure that DIT trade promotion and the FCO teams in the embassies overseas work collectively and constructively together. They are on the same team, and they should be working together to support UK interests and to help to strengthen our economy. I have been very fortunate, as the Prime Minister’s trade envoy to Oman and formerly as a Minister, in my dealings with that country. At all times, from the excellent ambassadors down, the whole team at the embassy has been joined up. Like my noble friend Lord Risby, the embassy has had some huge export successes on both the military and civilian side. However, in some other countries there are internal conflicts within embassies. On very rare occasions, an ambassador or high commissioner has little interest in furthering Britain’s international trade interests.
Human rights are of course an important aspect of the FCO’s agenda, and that must be continued. But it must be done subtly. An ambassador who has chastised a foreign Government for their supposed human rights failings will often have caused huge offence to that host Government, so he or she cannot expect a warm reception the next day when accompanying a British company pushing for a huge export order in that country. That country would have good reason to feel aggrieved. Nevertheless, the human rights issue must not be neglected.
What is to be done in the very few cases when this does cause problems? Will the area trade commissioners be able to step in to ensure that trade interests do not suffer in that country? Most ambassadors who do their job well will have nothing to fear. I hope that the trade commissioners will not only express their opinion about the effectiveness of DIT staff in the region but will have an input into an ambassador’s or high commissioner’s annual report on the DIT staff in his embassy. I would be grateful if the Minister could confirm that this is the case.
