My noble friend is absolutely right. Belarus has been the No. 1 supporter of Putin’s illegal invasion of Ukraine and it should be held to account for that. I am certainly happy to raise that with Secretary Blinken when I see him this week.

My Lords, I take the Foreign Secretary back to a previous answer he gave about the property register, which is a very important step forward in understanding whether corrupt individuals from Belarus or elsewhere are buying property in the UK. He may be aware of concerns that people can still hide behind beneficial trusts. As Foreign Secretary, will he work with his colleagues in government to try to get us to the next stage of transparency so that corrupt individuals cannot buy property and hide their ownership?

I thank the noble Lord for his question, which I am very happy to take away. The Government I led and this Government have made progress on that. As he said, we have the register of property. A number of properties have been taken back from their owners and that money has been returned to the countries from which it was stolen. Added to that, we have the registers of beneficial ownership, including the public registers of beneficial ownership that I announced at the G8 in 2013. We are making huge progress on that globally and with our overseas territories. We need to do the same with our Crown dependencies. All this is essential if we are to fight corruption.

I agree with the noble Baroness and assure her that we are working on this. As I said in my Answer, we recognise that climate change, biodiversity loss and disease emergence are intrinsically linked. These issues need to be looked at as a whole, not separately. We work with international agencies—including the World Health Organization, which is also looking specifically at climate change and its impact on daily human lives—and we have the COP coming up, which will be an opportunity to discuss climate and its real impact on other aspects of how we go about our daily lives, including issues of food security, food safety and nutrition. As recent events around the world have demonstrated, these climate issues are big causes of conflict. However, nutrition and food security also need to be addressed.

My Lords, to bring the Minister back to his own department, can he confirm whether it has any plans to increase funding for international health observatories that are focused on the early identification of diseases that might affect the United Kingdom?

My Lords, our department is looking at research and evidence bases and has allocated £85 million in this respect. Last night, when I had the real honour of attending the state dinner, I was sitting next to a professor from DSIT who is looking at a cross-government approach to how we bring our research and evidence base together, to ensure that we can act in the very way the noble Lord intends us to do.

My Lords, the UK met the UNAIDS 95-95-95 targets for the first time two years ago in 2020, meaning that 95% of HIV positive individuals were diagnosed, 99% of those people who were diagnosed were receiving treatment and 97% of those receiving treatment were being virally suppressed. I very much note the suggestion by the noble Lord about increasing the availability of PrEP, and I shall convey that message to the health service.

My Lords, there are concerns that a fall in HIV testing levels during the pandemic may hamper the Government’s efforts to eliminate HIV transmission in England by 2030. Does the Minister share those concerns, and will the Government take extra measures to increase testing levels again?

My Lords, I do not have specific figures in relation to the rate of testing during the pandemic. If they exist, I shall certainly make sure that they are made available. However, I can absolutely say that the UK remains completely committed to the global goal of achieving zero new HIV transmissions by 2030. As a nation, we have made big progress domestically, as I relayed in my previous answer, and internationally we remain one of the main funders and supporters of action to tackle HIV/AIDS.
