My Lords, there are many reports around the recent situation and unrest in Hong Kong. My noble friend raises one particular issue. Suffice it to say that we take note of any such news stories and ensure that there is an evidence base in support of them. There will be protests and injuries. I assure my noble friend that we continue to implore the Hong Kong authorities to act to support those attending to those injured through such protests to give the right medical attention as soon as possible.

My Lords, having just returned from the gas attacks in Hong Kong as a visitor and guest of the Chinese University of Hong Kong, I feel that it is really important that the Government understand and represent fairly the issues for the academic community. I talked extensively to the vice-chancellor of the university, who is massively torn between his need to protect his students and obeying what is required by law. Any noise and representation that the Government can make is therefore of immense importance, given the loneliness and difficulties they face at present.

I assure the noble Lord that we take very seriously our responsibilities in raising the issues around the protests and the response to those protests. We raise issues consistently both with the Hong Kong authorities and indeed with Chinese counterparts. The noble Lord said he has just returned from a visit. It is important to get a real insight into issues on the ground and, if the noble Lord is willing, I will seek to sit down with him to discuss his views and insights in more detail.

I agree with my noble friend. The issue of return in any refugee crisis that we have seen since time immemorial has always been challenging. I agree with him totally on the issue of settlements. Our position is clear: any settlement that is built in the Occupied Territories is illegal and against UN resolutions.

My Lords, I declare an interest in this regard: I am a Zionist. Many of my family have been living in Israel since the 15th century after the persecution in Spain. Is it not fair to point out that one of the problems about the repatriation or readmittance of Palestinians is the firm resolve by so many of them to try to destroy the state of Israel? As long as that happens—the openly avowed intention is to ensure that Israel does not exist—that remains a very big problem in these negotiations.

Any party that believes in the destruction of Israel of course cannot be party to a peace process. The UK Government have made it clear that, before taking part in any peaceful negotiations on the two-state solution, any party at the negotiating table needs to agree the right of Israel to exist, so I agree with the noble Lord. Equally, I am sure he would agree with me that there are many on the Palestinian side who not only recognise Israel’s right to exist but believe most passionately in the coexistence of Arabs, Jews, Christians and indeed all faiths and communities living peacefully side by side. That is what we believe the two-state solution provides.

As the noble Baroness may be aware, the Government have already taken action in this respect and increased the penalties for mobile phone use while driving. I am sure the whole House will be aware of the news today of the sentencing of the driver who caused the tragic death of a mother and three young children. Our thoughts are of course with the family. The noble Baroness raises an important point and the Government continue to look at how we can work across the board with all industry players to underline the importance of educating people. Yes, mobile phones have a role to play, but not while people are driving.

My Lords, it is good to hear that the Minister has had his eyes tested, but does he accept that one of the problems—which may also be true in his case—is that in the routine eye test, changes in conditions between darkness and light are not tested properly? One of the real issues with older people is that, particularly as cataracts form, their visual acuity may be unchanged but they are unable to accommodate in dark situations, which is when accidents are most likely to happen. Can the eye test perhaps include that in future?

The noble Lord speaks from great experience in this regard and I will certainly take his suggestion back. I found that my recent eye test was thorough in every respect, but the department and I will reflect on his point about those who are older.

The Government totally condemn the use of such placards. Comparisons between the conflict taking place and reviving memories of the tragedy and disgust we all had for the terrible events of the Holocaust have no place in the protests. I am sure that I speak for all Muslims—indeed, for all Palestinians and for all people with sensible thoughts about resolving this conflict. No religion, no faith and no community sanctions such disgusting behaviour; and that is what it is. Placards that invoke any kind of terror against any community have no place in our country.

My Lords, as a grandfather of children at a Jewish school in London that has to be policed, can we hear the Minister’s reaction to the idea that anti-Semitism in Europe is a reaction to what is happening in Israel and Palestine—much as we regret that? Does he not agree with me that this would be rather like saying that the affairs in Syria would cause anti-Islamic feeling in this country?

I have already said—and I say again to the noble Lord—that irrespective of what is happening in the Middle East, there is no place for anti-Semitic behaviour, particularly when it is translated into action of a despicable kind against any community, including the Jewish community specifically. We have to be absolutely clear. Things happen around the world. As to what is happening in Israel and Gaza, we all deplore the loss of civilian life, the tragedy and the humanitarian crisis taking place on the ground. Let me be absolutely clear and perhaps put it into context as a Muslim. The Islamic faith is clear: in such situations you shall protect churches, cloisters, synagogues and all innocent life. That is the kind of message that needs to resonate, not just in this House but throughout the country.
