Lords ChamberI totally agree with the noble Lord. That principle applies not just in China, but anywhere around the world. On the specific issue of the identity of those people committing the attacks, we welcomed Carrie Lam’s statement that she has asked the commissioner of police to fully investigate and to pursue lawbreakers, but I assure the noble Lord that we will stay focused on raising the issue of the suppression of minorities within China. As I said in response to the noble Baroness, I will certainly take back what has been said on the international agreement. Although we are in a small transition, it is certainly something I would seek to pursue as Minister for the UN.
Have the Chinese Government, in any discussions, ever indicated whether they would support or oppose an independent element in any investigation of the recent attacks that the Minister referred to?
We have been dealing directly with the Chinese Government, and I have already commented on the statements made by Carrie Lam. While we welcome the inquiry, we continue to stress that it has to be independent. We do not believe that a review carried out only by the police fulfils that criteria, and we will continue to make that case.

Lords ChamberTo ask Her Majesty’s Government what assessment they have made of the foreign policy implications of the United Kingdom’s relationship with the European Union post-Brexit.
My Lords, as my right honourable friend the Prime Minister has said on a number of occasions, we remain committed to European security and values. Having reached sufficient progress on phase 1 of the negotiations, we will now begin work on the new, deep and special partnership. We will work with European partners to develop the details of an ambitious relationship, including on foreign policy, and alongside the negotiations we will be seeking even stronger bilateral relationships with member states.
Currently, the high representative represents the European Union in its increasingly global activities, which are very important to this country. I have yet to hear any coherent plan from the Government on how we are going to relate to her work—at the moment there is an Italian high representative—and how we are going to balance that with our increasing representation in individual EU countries without stripping our assets from the rest of the world.
My Lords, as I have already said, the UK, after we leave the European Union, will remain committed to strengthening ties with the remaining members of the European Union. The noble Lord may well have seen the common foreign and security policy document that we published in September, which laid out some of the key areas of discussion. On his point about European partners, I am sure that he followed very closely the UK-French summit only last week. The issue of security on a bilateral basis, for example, among other areas, was discussed in a very deep way. That underlines the continuing sense of respect and importance that is given by European partners to the UK’s role after we leave the European Union.

Lords ChamberMy Lords, the conflict in Yemen is essentially conflict between Saudi Arabia and Iran. I know that the Government are aware of that. One of the problems is that the countries in the region are unable to operate effectively against either party to get some sort of agreement. Also, many of their friends outside the region, including the UK and the US, are in a difficult position because they are not seen as wholly independent. Sadly, the UN is unable to be very effective here. I wonder whether the Government have thought a bit outside the box. One of the countries on the edge of the region which has great influence in the UN, and also in peacekeeping operations, is India. Does it have any interest in adding to the pressure on Iran and Saudi to basically back off because the dangers of the spread of conflict are very great?
On the issue of Yemen specifically, the noble Lord is quite correct that the UK continues to make representations. I am sure he will appreciate that our focus—indeed, that of the Foreign Secretary—has been working with countries in the immediate vicinity. For example, the noble Lord may be aware that the Foreign Secretary hosted a meeting of the quint—that is, the United Kingdom, the US, the UAE, Saudi Arabia and Oman—as well as the UN special envoy, which took place a couple of weeks ago on 28 November. The noble Lord mentioned the role of India. That is very much a question for India to answer, but I note his constructive suggestion in that regard.
Because of the nature of how the conflict is evolving and how we have seen the different parties who may be involved in supporting the rival factions in Yemen, it is important to bring in all international players to ensure security and stability there. As I have already said in answer to a previous question, that is more vital now than perhaps it has been for a very long time.

Lords ChamberMy Lords, all Ministers are bound by the Ministerial Code, which sets out the standards of conduct expected of Ministers in how they discharge their duties. The Foreign and Commonwealth Office does not provide any specific additional guidance. The Permanent Secretary is responsible for discussions with Ministers about what is expected under the umbrella of the Ministerial Code, and for advising them on routine day-to-day issues as they arise.
Is the Minister aware of the immense damage being done to Britain’s reputation abroad, and to the rights of British citizens abroad, by the tendency of the present Foreign Secretary, Boris Johnson, to speak first and think afterwards? Can he and his colleagues in government please convey to him that he needs to reverse that process, because he has a bad reputation for it both in this country and overseas, and it is damaging Britain’s relationships and damaging individuals?
My right honourable friend the Foreign Secretary, as I am sure that many in this House acknowledge, represents our country and the Foreign Office in exemplary fashion, and this weekend’s example is testimony to that. Over the past week, he has raised some important issues of counterterrorism and countering violent extremism. This again demonstrates the importance that he attaches to representing the Government abroad, as do I in my responsibilities as a Minister of State who serves with him on that team. I have seen him in operation directly as a Minister within his team; he operates with a strategic outlook and in a very positive fashion.

Lords ChamberI accept her proposition, however, that the judgment is often made by those who live under flight paths and have aircraft flying over them. The noble Baroness talked of her own experience. I assure her that I too have experience of planes flying over my own residence. I underline that the Government have outlined the importance they are attaching to the issues of noise and noise pollution. I also mentioned that we will consult on proposals on the noise commissioner and noise commission. That will be part and parcel of the consultation process. There are other measures such as setting up the local neighbourhood engagement board, which the commission detailed. That will also be part and parcel of the NPS and will be factored in as it makes its progress through the House of Commons.
I commend this Statement because it is an important step in the right direction, but we are not there yet. I have been in similar situations over the last 20 years on this issue. Can the Minister make sure that he brings on board everyone in the regions—particularly the airports that are desperate to expand their economic activity—in support of this proposal? This is not, as the noble Baroness, Lady Randerson, said, something for the south-east. This is for the country. I say that as someone who has lived under the flight paths for 40-odd years, and represented constituencies under them for a quarter of a century. The loudest voices are not necessarily the most representative. There are many, many people in those areas who know how important this is for jobs and prosperity.
There comes a point in time—which, frankly, we have passed—when you have to put national need above local issues. I found in my many years as an MP that I could carry people with me on this when I explained its importance. Many young people at the jobcentres in west London know the importance of that skilled employment at Heathrow. Let us get on with this and make a plea to those who are opposed to it to look at the depth and quality of the evidence in favour—from business and from all the trade unions bar one—and say that this project needs to go ahead, particularly in the light of Brexit, and in the light of the needs of the British economy.
I agree with much of what the noble Lord has said. He has been a strong advocate for this and, based on his own experiences, shares my sense, as Aviation Minister, of the importance of getting this done. One assurance I can give the House is that by the time the runway is built in 2030 and fully operational, I may no longer be the Aviation Minister—I will hazard that guess, but time will tell. He raises two very important points about getting everyone on board and ensuring that we build this extra capacity, which is not only of benefit to the surrounding area in terms of local employment—more than 77,000 jobs will be created from it, and businesses will benefit. The noble Lord is also right to point out the support from the business community and the unions. He mentioned the airports, many of which across the UK have not just acknowledged but welcomed the fact that the decision has been made. In answer to his question about bringing them around the table, over the last couple of weeks I have had various engagements with different people involved with the aviation industry, which included a very practical working lunch—I assure noble Lords that I had only the starter—with the Airport Operators Association, to ensure that the decision that we have taken today is of benefit to airports, the regions and the whole country.

Lords ChamberFirst, I thank my noble friend for his kind remarks. He served in a very distinguished capacity as Aviation Minister, but he is also quite right to mention aviation capacity in the south-east. As I have said previously from this Dispatch Box, the Davies commission carried out quite comprehensive work in this regard. Three options were presented to the Government, which remain on the table.
In this post-Brexit world, will the Minister use his enhanced position, which is well deserved—he has been a good supporter of the expansion issue—to make sure his Cabinet colleagues, and the Prime Minister, who is chairing the relevant committee, understand that it is critical that Heathrow can deliver the services the rest of the world will expect if we are to be part of that market? To follow the comment made by the noble Lord, Lord Spicer, they need to recognise that we need a better way to deal with airport expansion in this country. Expansion of airports is critical to both regional and national economies.
The noble Lord is right in that over the summer there have been a few changes in the Government and in the position of the United Kingdom. A new Government, Prime Minister and Secretary of State are in place, but I assure the noble Lord—indeed, all noble Lords—that the Government are giving this decision a high priority. It is paramount in our mind. The other element to bear in mind is that it will be in line with the Davies commission to ensure that we have this extra capacity operational by 2030.

Lords ChamberOf course, my noble friend has expertise on this; we heard about one-way flights, but as one can see there was certainly a two-way flight when my noble friend was an airline pilot, because he has returned and contributed again today. He makes an important point: ICAO is an important part of ensuring the international development of aviation and dealing with our current security issues.
Can the Minister confirm that, in or out of the EU, we will need a hub airport fit for purpose? Can he tell us how soon after 23 June he will make that decision?
To answer the noble Lord’s first question: yes, I agree with him. As I have said before from this Dispatch Box, the referendum will take place on 23 June, and we will conclude further work on the airports decision by the summer.

Lords ChamberThe noble Baroness is right to point out that one of the findings of the Davies commission was the importance of full community engagement, and that remains part and parcel of government thinking and is very much in the mix. However, the final call on that can be made only once we make the final call on the location of expansion in the south-east.
I offer the Minister my belated congratulations on his birthday on 3 April and remind him that in the year he was born, I first expressed concern about the future of Heathrow unless we kept up with the management of airports in other countries. Will he do all he can to make sure that he gets the announcement made before the Summer Recess? If this goes on for as long as he has been alive, he will be 96 and I will be 125 when the decision is made.
I am sure that all noble Lords will wish us both a long, healthy and happy life. The noble Lord is quite right—the Government have made their position clear; the decision is important. [Laughter.] Noble Lords may laugh, but the Government have made clear the principle that there is a need for expansion in the south-east, and we are progressing on that basis.

Lords ChamberThe noble Baroness is quite right to mention the incredible amount of work that the Davies commission has done, which the Government have acknowledged; I have done so several times from the Dispatch Box. Of course—I say this just for clarification on the issue—we will be moving forward in summer 2016. The noble Baroness raised a point about the policy statement. Once the decision is made, there will be a consultation around the policy statement, as I am sure she is aware, and once a development order is laid there are quite specific timelines that will be followed in line with the Planning Act 2008.
Is the Minister aware that the runway would be built by now if the Government had accepted the recommendation of the last Labour Government? Is he also aware that if you go to any aviation conference in this country or overseas there is utter amazement that we cannot make a decision on such a key infrastructure project?
It was really for the Labour Government to act on the Labour Government’s own policy. The Conservative Government are very clear. My right honourable friend the Prime Minister, David Cameron, launched the Davies commission. It has reported. We have accepted the principles behind the report. We have accepted the work done behind the report. The noble Lord mentioned conferences around the world. In my capacity as Minister for Aviation Security, I attend such conferences, and I find utmost respect for British aviation and the Government’s considered position on this issue.

Lords ChamberIf I may, I will write specifically on the issue of cost, but it is not being ignored; estimates have been made of that. The important point my noble friend raises is about the commission. Yes, the previous Government initiated the commission in 2012. As I have said previously from this Dispatch Box, we have committed ourselves to ensuring that the report of the commission is duly considered, which we are doing and have done since its publication, and that will form the basis of however the Government choose to proceed. We are not discarding the findings of the Davies commission—on the contrary, we are supportive of them and are ensuring that all elements raised within the Davies commission and through the Audit Committee’s recent report are built into our response. We will move forward in a positive frame in that regard in the summer of next year.
My Lords, this is government with a vengeance: everything to do with the date of the mayoral elections in London and nothing to do with the environment. This has been trawled over for years. I will ask the Minister two specific questions. First, if the Government are going to resurrect the Gatwick proposal, has Gatwick local authority been consulted on the amount of storage space that will be required for all the cargo that arrives? Secondly, and very specifically—this is particularly important for the rest of the UK economy—have the Government taken into account the impact on the regional airports in the regions of Britain if Heathrow does not get that extra runway, thus enabling those regional airports to link into the global economy? Without that, there will be immense damage to business.
The noble Lord raises an important point about air freight, which of course contributes over 40% of the UK’s non-EU trade and over £140 billion in total, which is a very important part of the offering. As the noble Lord rightly pointed out, this is an important issue and one of the many factors we are considering. We will be working on the proposals in front of us from the Davies commission to ensure that the best decision is taken for expansion of airport capacity in the south-east. It is an important consideration and it will be part of our discussions going forward.

Lords ChamberMy Lords, on the noble Baroness’s second point, as I am sure she is aware, the Airports Commission has detailed quite extensively—whatever proposal is taken forward—the issue of environmental considerations, including noise pollution. On airports in the north of England, as I am sure she is aware, while there have been capacity issues in the south-east, which are being looked at, we have also seen the expansion of services in the north. Manchester International Airport is now the UK’s third busiest airport and will benefit over the next 10 years from another £1 billion of investment.
Does the Minister agree that the key to this is to understand that we need a hub airport, wherever it is, and all regional airports need connectivity to that because, if they do not have that, they are at a severe disadvantage particularly to continental airports? We must have regional connectivity with an effective hub airport, wherever that is.
The noble Lord raises an important point. I agree with him: hub airports provide that connectivity and we are seeing that. I alluded to the growth of Manchester. We have seen Manchester become a hub airport for the region. Connectivity is about not just air connectivity but surface connectivity. As I am sure the noble Lord knows, I am glad to report that in terms of both road and rail we are providing just that connectivity across airports.

Lords ChamberMy noble friend makes a very valid point about the detailed work done by the Airports Commission. I again put on record our thanks to Sir Howard Davies and his fellow commissioners for their work. As I said before the Recess, the Government have received the report. As my noble friend will be aware, the Prime Minister has established a Cabinet sub-committee on this issue and will announce the way forward by the end of this year.
Will the announcement be made before the end of the year, and if not, why not?
My right honourable friend the Prime Minister has made clear to the Leader of the Opposition in the other place that the decision will be made and will be made by the end of the year.

Lords ChamberI think that it is right to say that the views of the London mayor are important views to consider. However, the report commissioned in 2012 has now reported. Any responsible Government would consider the findings of that report before coming to a final decision.
I do not think that there is a great deal more to be said after yesterday’s very helpful report, and I am sure that everybody wants the Government to get on with it as soon as possible. However, the Government ought also to use the time available to look at the way in which we got ourselves into a mess where it has taken—certainly since my early involvement in this—more than 20 years to work out what we do on major infrastructure projects of this type. The general rule with airports should be that they should be allowed to expand, subject to very stringent noise and pollution issues, which the report emphasises. If we do that, we will add greatly to this country’s chances of economic growth.
The previous Government and indeed this Government have said repeatedly that it is important that we look at the capacity of airports around the south-east. It is a major part of UK plc’s offering on the global stage. As the noble Lord pointed out, this report looks at the key considerations in terms of the environment and community engagement, and due weight will be given to them in our assessment of the report.

Lords ChamberAs my noble friend is aware, we commissioned the report in 2012 during the previous Government. I believe that was the right thing to do at that time. The issue of capacity in London and the south-east is something that we have been reviewing and looking at over the last 50 years. This was an extensive report, which looked at more than 50 different options and then whittled them down to the three on which it has reported. Of course it will be a primary consideration for the Government in thinking about the way we move forward on south-east airport capacity.
I have been campaigning on this for years, in the House of Commons and in this House. I remind the Minister that many constituents supported my line precisely because they knew that Heathrow needed to expand if their jobs were to be safe and if the British and regional economies were to grow. I have two very quick, simple questions. First, can the Government make sure they act on this, hopefully by the end of the year? Please do not drag this out, which is what we have done before on so many infrastructure projects in this country. It is an embarrassment for us that we have not achieved this. Secondly, we have to stop this nonsense of taking years to decide whether an airport can expand when what matters is that we put down very tough conditions, as Howard Davies has suggested, on noise and the environment. Those are the issues that trouble people, quite rightly. If we do that, airports should be allowed to expand, because they are amazing economic drivers, locally, regionally and nationally. They are terribly important.
I share the sentiments expressed by the noble Lord and commend his efforts as an exponent for ensuring that airport capacity meets the challenge not just for our country but for the global role we wish to play. I draw his attention to the penultimate sentence of the Statement I repeated: “And we must act”. I hope he takes some reassurance from that. As he rightly pointed out, the commission looked at the conditions extensively and put in various mitigating safeguards covering noise, other environmental issues and, as I said earlier, engagement with the local community. Those will be important factors in the Government’s evaluation of the report as well.
My Lords, the public sector will continue to play a vital role in probation. This is about bringing together the voluntary community sector, the public sector and the private sector to ensure that rehabilitation works. While money has been spent on probation, a total of £800 million of the £3 billion budget, the results in terms of the effectiveness of probation have not been what we had hoped. I believe that this revolutionising agenda provides the right pathway for bringing together the three different sectors. However, the public sector will retain overall responsibility.
My Lords, can the Minister explain what the legal situation will be if a person who is recalled then challenges that on the basis that it was a private sector decision?
At the moment the situation is that all recalls which are received through the probation service are considered. I believe that the current figure is around 16,000 a year, of which some 5,000 sit within the prison population. The appeal processes are clear to prisoners. However, this is not the private sector taking responsibility away from the public sector or from the Government. Ultimately, the private and the public sector will work together on reoffending, as I have said. Moreover, we are seeing some great results. Peterborough provides a practical example of the three areas working together and showing positive results.

Lords ChamberThe housing issue, along with other proposals, will be looked at, but I want to make it clear that the Government are investing more in social housing. We are investing over £4.5 billion in the spending review period to deliver up to 170,000 affordable homes in England. This investment, importantly, as I mentioned to the noble Lord, Lord Martin, is about working together across the board in the housing sector, bringing different parties together. This £4.5 billion will leverage an extra £15 billion from the private sector investment, making a total of £19.5 billion investment in social housing up to 2015.
In his reply on the backloading issue, the Minister referred to another Minister in his own department. May I say that that is not an adequate answer and that we will need an answer of some type to that, even if not at this precise moment? He might be able to give something in writing. When one Minister refers to another in the department, it suggests that the department does not know what is happening.
I am sorry that the noble Lord feels that way, but it is a matter for the Secretary of State. That is what I said. I will, of course, write to the noble Lord, copying the noble Baronesses, Lady Royall and Lady King, in on the specific issues raised.
