Lords ChamberMy Lords, I assure the noble Lord that part of our approach on sanctions is one element of that: using the levers that we have, in working with key partners, to ensure that the current Government adopt that inclusive approach. The noble Lord is correct: looking at what Africa and particularly Zimbabwe provide, their critical mineral resources are a major opportunity. Zimbabwe is the biggest provider of lithium, along with the DRC. There are opportunities ahead, but it needs a Government who are inclusive and protect the rights not just of those coming in but of their citizens.
My Lords, the Minister will be aware that ZANU-PF has used the cover of the Zimbabwe-specific sanctions regime as a propaganda tool to excuse its economic mismanagement and corruption, which caused the economic crisis in Zimbabwe. Will the Government consider ending the specific geographic sanctions regime and focusing on the global human rights and corruption sanctions regimes? Will the UK make efforts to step up communications, particularly in the SADC region, to make clear the message that the Minister just gave: that we want to see prosperity for the people of Zimbabwe and that our sanctions are aimed not at them but at the corrupt and the human rights abusers of the ZANU-PF regime?
I pay tribute to the noble Lord for his work on the APPG. I agree that Zimbabwe has great opportunities, from looking at the people-to-people links with the United Kingdom. Again, it is demonstrable that the sanctions that we and other partners apply are not aimed at either the people or the economy. For example, our trade was £539 million in 2022-23, which is a direct challenge to what is sometimes said—that the sanctions have impacted the economy. What is needed is openness, transparency and accountability. I agree with the noble Lord; we will continue to look at our sanctions regimes. That is why I alluded to the global human rights sanctions regime, which allows us the very targeted sanctions, not just in countries such as Zimbabwe but across the world.

Lords ChamberI answered the noble Baroness’s question in part in response to my noble friend, but I agree with her. I commend her efforts, and those of all the observer missions, in observing the election. We hope that, ultimately, inclusive and pluralist democracies emerge, and that Zimbabwe can find its way back into the Commonwealth.
My Lords, in light of the developments in Zimbabwe—the widespread violence and intimidation of voters in the rural areas, the abduction and torture of many opposition activists and the continued detention of opposition Members of Parliament—will the UK Government be rather less equivocal and make absolutely clear that they do not regard these elections as free and fair and that the Government of Zimbabwe have no legitimacy? Will they make clear that, as long as this is the case, it will not be readmitted to the Commonwealth, as far as Britain is concerned, and that we will work with SADC colleagues to try to find resolutions to the problem?
My Lords, I commend the noble Lord’s work as an observer of Zimbabwe, and I am sure that he has seen the two statements that we have issued since the elections. I agree with him about the importance of working with key regional partners, including SADC, which is very much deployed and making the same representations that we are, along with other key interested parties, to ensure that there is a pluralist approach when it comes to democracy. Democracy needs stability, security and inclusivity to be sustainable—that point has been made consistently to the Zimbabwean authorities.

Lords ChamberMy Lords, while I appreciate the long-standing commitment and work of the noble Lord, where I disagree with him is that I believe that much has been achieved and is being done. As I said, we have consulted on this issue extensively; we continue to engage with the countries the noble Lord listed that are involved in the development of this concept. At the same time, as he and other noble Lords may be aware, the UK’s international corruption unit is a world-leading capability; it was set up in 2017 alongside the Five Eyes plus others. Much has been achieved: since 2017, the unit has received 247 referrals of grand corruption from over 40 countries and, as a result, has disseminated 146 intelligence reports, identified £1.4 billion-worth assets, and supported the freezing of £623 million-worth of assets and the forfeit and confiscation of £74 million. As I have said, our work continues. In 2022 alone, intelligence collated across these jurisdictions supported the identification of a further £380 million in stolen assets. We are working, and we are working in co-ordination. I appreciate the strong work the noble Lord has done in this area, but, as I have said, an international institution can be set up, as he will know from his own ministerial experience, only with the support of a broad range of partners. The Five Eyes partners are crucial, and we are working very closely with them.
My Lords, in his speech at Chatham House earlier this year, the Development Minister, Andrew Mitchell, pledged that the Government would
“bear down on … the flows of dirty money which … represent money stolen particularly from Africa and African people”.
Can the Minister tell the House what steps the Government are taking to achieve that objective? Would not the establishment of an IACC play a key role in such efforts? The Minister said that world opinion is not in the right place, so could he tell us what he and the Government are doing to lead on this issue to ensure that we get to a point where world opinion is in the right place?
My Lords, this is an ever-evolving challenge, and I fully accept the principle that more needs to be done; we continue to work on that. The noble Lord raised issues about Africa, so I will give examples of the international corruption unit’s success. In March 2021, the first £4.2 million of assets stolen by James Ibori, the former governor of Delta state, were returned to Nigeria. In Malawi, the dual UK-Malawian national Zuneth Sattar is alleged to have defrauded the Malawian Government of billions of kwacha. The ICU has seized 19 properties in the UK, as well as cars, including a Lamborghini and a Bentley, owned by Mr Sattar. Those are two examples; in Angola and Nigeria, the Government and this unit have seen other successes. I assure all noble Lords that we continue to be very seized of these and are working very closely with our key partners. We have seen results since the establishment of the unit in 2017.

Lords ChamberTo ask His Majesty’s Government what representations they have made to the government of Zimbabwe regarding the detention of opposition Deputy Chairperson and Member of Parliament Job Sikhala, who has been incarcerated for over a year in Chikurubi Maximum Security Prison and denied bail on 15 occasions.
My Lords, the United Kingdom is concerned by the ongoing detention of government critics in Zimbabwe, including Job Sikhala MP. The Minister of State for Development and Africa raised these concerns, and the case of Job Sikhala specifically, with Zimbabwe’s President Emmerson Mnangagwa, when they met in the margins of His Majesty the King’s Coronation last month.
My Lords, I thank the Minister for that Answer. I welcome to the Public Gallery Steven Van Zandt and Jerry Dammers, musicians and songwriters who have done so much to campaign for freedom and justice in southern Africa. Does the Minister agree that today freedom and justice are under vicious assault in Zimbabwe? Will he and his ministerial colleagues work with SADC Ministers and the Commonwealth to make it clear to ZANU-PF that there can be no return to normal relations until Job Sikhala and all political detainees are released, political violence stops, and genuinely free and fair elections take place?
My Lords, first, I acknowledge the noble Lord’s insights and expertise on all issues to do with Zimbabwe. He knows the country very well, and I appreciate his tabling of the Question. With regard to the specific issue of human rights and the importance of progressing on human rights before the elections on 23 August, I assure the noble Lord that we are engaging with all key partners. As he is aware, Zimbabwe is very keen to progress its membership of the Commonwealth, and human rights are a pertinent part of that assessment. I know that we are working very closely with the secretariat in that respect. Ultimately, if Zimbabwe rejoins the Commonwealth, it will be a matter for all members of the Commonwealth, so it needs a cross-Commonwealth approach.
I assure the noble Lord also that we are fully seized with the different abuses of human rights, which regrettably and tragically continue to happen. Even this morning, I have heard of further arrests in that respect. The information is still coming through, but I am aware of further arrests that have been made. We have called for full transparency and the release of those being held in an arbitrary fashion and, indeed, when cases are being pressed, that those court cases are held in a transparent form.

Lords ChamberMy Lords, I beg leave to ask the Question standing in my name on the Order Paper and, in doing so, declare my interest as co-chair of the All-Party Parliamentary Group for South Africa.
My Lords, South Africa and the International Partners Group—the IPG—chaired by the United Kingdom, have focused on establishing new structures to underpin the long-term partnership. These are now in place, as set out in the recent update to leaders, and work is under way to develop a South Africa-led investment plan ahead of COP 27. The COP president, my right honourable friend Alok Sharma MP, visited South Africa earlier this month to meet Ministers, the head of the Presidential Finance Task Team, the Presidential Climate Commission, Eskom and the groups from the mining community to underline our commitment to delivering this ground-breaking partnership.
I thank the Minister for his reply. Does he agree that the partnership is not only critical for South Africa’s energy transition but, if successful, it would have huge significance as a model throughout the world—provided, of course, that it provides finance to emerging economies such as South Africa on sufficiently advantageous terms? Does he also agree that UK and South African parliamentarians could play a constructive role in supporting the transition and ensuring that the necessary measures are implemented expeditiously? Would he therefore be willing to meet members of the South Africa APPG to discuss how to take this forward?

Lords ChamberMy Lords, I assure the noble Baroness that, when it comes to the world stage, we have nothing to preach about. I often say that we need to ensure that we make it clear, when we talk to others on a range of the key pillars of democracy, that our own journey was something of a struggle, to get to where we are in 2021. The job is never done. One needs always to reflect on one’s own backyard before we start talking about the importance of democracy elsewhere. That said, I believe that the United Kingdom is and remains a real beacon of democracy around the world, and we continue to share our experiences, lessons and history with others to see how we can strengthen democracy globally.
My Lords, it is fitting that we should discuss the International Day of Democracy as we remember the legacy of Nelson Mandela, who was laid to rest eight years ago today. Does the Minister agree that we could best honour his memory by supporting democratic Governments in southern Africa and standing with those in the region and across the world who strive for democracy against repressive regimes? Will he urge the Prime Minister to send a clear and unmistakable signal of that solidarity by visiting Zambia at the earliest opportunity to meet its recently elected President and visibly demonstrate our support for the people of Zambia and its democracy?
My Lords, I totally agree with the noble Lord. It is vital that we stand with democracies, particularly fragile or infant ones around the world, to see how best we can support them. The noble Lord talks about Zambia, and of course we have worked very closely with other key partners in ensuring that democracy not only prevails but is sustained. Indeed, there are notable achievements; most recently, for example, further afield in Africa, in Sudan, the continuing lobbying has resulted in a sense of the restoration of the legitimate Government—but you can never take your eye of the ball, and the noble Lord makes some very valid points.

Lords ChamberMy Lords, in response to my question on vaccine equity on 2 December, the Minister, the noble Lord, Lord Sharpe of Epsom, said:
“I think, actually, the first duty of a Government is to protect their own population.”—[Official Report, 2/12/21; col. 1456.]
Does the Minister recognise that omicron demonstrates that Governments cannot protect their own populations unless they first understand that, in a pandemic, acting in the global interest is the only way of protecting the national interest? If he does recognise that, why are the Government cutting support for African health services at their time of greatest need in delivering vaccines to their people?
My Lords, on the noble Lord’s second point, we allocated specific support for African nations and have continued to support them in that respect. On his first point about my noble friend’s response, it is important to secure domestic vaccinations, but I agree with what he has put forward: we are only as safe as everyone else is. Therefore, we must support other countries, but this is not a binary choice; we can do both. We can secure our own populations and help those elsewhere in the world as well.

My Lords, the UK remains concerned about the political situation in Zimbabwe. We regularly urge the Zimbabwean Government to live up to their own constitution by ensuring that the opposition, civil society and journalists are allowed to operate without harassment, and that due legal process is respected. The Minister for Africa reinforced these messages when she met President Mnangagwa on 1 November. Our embassy is also in touch with Mr Haruzivishe’s lawyers as we await the outcome of his appeal.
I am grateful to the Minister for his reply, yet despite the Government’s efforts, MDC youth leader Mako Haruzivishe remains incarcerated and the political and human rights situation in Zimbabwe continues to deteriorate. In the light of this, do the Government agree that regional leaders have a critical role to play in encouraging the Zimbabwean Government to respect human rights and the rule of law? Can the Minister tell the House what discussions the Government have had at ministerial level with the Government of South Africa and the newly elected Zambian Government in this regard?
My Lords, I pay tribute to the noble Lord’s role on the APPG. He is of course right that it is important that regional Governments have a role to play. In this regard, we have engaged directly at the highest level with the South African Government and we continue to engage with other regional partners, as well as regional associations, including the African Union, on this priority.

Lords ChamberMy Lords, there are many elements in the G7 discussions, but the noble Lord is right to raise the issue of food security. In any conflict zone, that becomes an immediate personal priority and I support his view. We have managed in Ethiopia, over many years, to support efforts on sanitation, school education and avoiding famine. However, the situation in Tigray in particular remains extremely worrying, not just with regard to the refugees in nearby Sudan but also with regard to the internally displaced refugees, whose numbers at the moment are very fluid.
My Lords, what discussions have the UK Government, as president of the Security Council, had with the African Union on efforts to find a peaceful resolution to the conflict and to secure urgent humanitarian access to Tigray?
My Lords, the noble Lord is right that there are important discussions to be had. I have already alluded to the UN Security Council meeting. In addition to this, we are talking to key players within Africa, most notably leaders in Sudan and South Africa, among others. We emphasise the important role of the UN and other agencies, as well as the African Union, in finding a resolution to this conflict.

Lords ChamberMy Lords, I agree with my noble friend. The UK supports the Financial Stability Board’s work to enhance cross-border payments, and we will work through the ambitions set at the last G20. I have alluded to the work of the G7; as I said, the UK encourages innovative fintech solutions connecting cross-border mobile wallets, because it is much easier and cheaper to send remittances in that way. We support that objective.
My Lords, the Minister will be aware of the figures showing a very significant reduction in the level of remittances, and the wider impacts of coronavirus on the economies of lower-income countries. In light of those figures, can he conceive of a worse possible time for the Conservative Party to decide to betray its manifesto commitment on 0.7%, when the poorest people in the world are in the greatest need?
My Lords, on the noble Lord’s last point, we have had various discussions on the announcement made on the reduction in ODA. As I have said before from the Dispatch Box, we will look to return at the earliest opportunity to 0.7%—but the fact is that we will still be spending one of the highest sums of any G7 country, amounting to £10 billion, on our ODA commitments. Equally, on the subject that we are discussing today—remittances—we are working, and indeed leading the world, in innovative solutions to reduce the cost of transactions and increase the number of remittances. As I said in my original Answer, remittances far outweigh ODA in developing parts of the world. Our eight countries of priority reflect the very objectives of our ODA spend, which is helping the most vulnerable around the world.

On the substantive issue of the SDGs, we remain committed to fulfilling and meeting our goals, and we continue to work with the US and other partners internationally in pursuit of that ambition.
My Lords, I declare my interests as set out in the register. Could the Minister tell the House what discussions the Government have had with the incoming US Administration on ensuring that the 2016 G7 pledge to phase out fossil fuel subsidies by 2025 is met, and can he confirm to the House that all UK fossil fuel subsidies will be removed by that point?
My Lords, we are engaging with the incoming Administration in line with the mandates, rules and precedents in the United States. Once the Administration take formal leadership, we will engage on the issues the noble Lord has mentioned. We are engaging extensively with the current US Administration, as we will with the new Administration during our leadership of the G7.
