My Lords, is it not the case that, although we send observer teams to oversee the actual election, much of the stealing of elections takes place before any observer team actually arrives there? Was it not significant that the violence that I witnessed after the 2018 election took place after the observer teams left? We are seeing the parallel experience this time: it is before and after the observer teams are there that is the real problem in relation to elections in Zimbabwe.

My Lords, I will certainly reflect on and take back that suggestion. I often see the written details of reports which come through, some of which are quite detailed, and they are harrowing—I use the word deliberately. I can only imagine what some of these pictures would depict, but I will certainly reflect on what the noble Baroness has said.

My Lords, I think the vast majority of the population welcomes the Government’s decision to diplomatically boycott the Olympics along with other countries, but do they really believe that Coca-Cola and other major multinational corporations should be sponsoring the Beijing Olympics and thereby indicating support for a Government who are willing to commit the atrocities to which the noble Lord, Lord Alton, referred?

My Lords, as someone who worked in the private sector, I think it is important that companies look at the responsibility of their own actions. I am sure they will take note of the decision not just of the UK but of other countries to announce that diplomatic boycott.

My Lords, I agree with the right reverend Prelate. As he will be aware, in international fora such as the 43rd Human Rights Council in March, we have made our position very clear. He also raises the importance of working with international partners in this respect, and we have done so on the situation with the Uighurs, as we have with the situation in Hong Kong.

My Lords, there is a litany of cases, whether concerning international relations or human rights, where China’s contribution to the world is going backwards. In the past 12 months, is there any aspect of international relations with the Chinese that has actually got better rather than worse?

My Lords, in the current pandemic, I have deliberately used the phrase “the interdependency of humanity” when we have seen the response on Covid-19. We have worked very closely with China, particularly on the procurement of equipment such as PPE. We continue to work closely as we prepare for COP 26 next November. Both countries, the United Kingdom and China, will be hosting international events in this respect, and collaboration is important.

The noble Lord makes two important points. I assure him that we share the disappointment over the fact that the target for the summit was not met. He is indeed correct that countries such as the UAE did not announce any donations. However, we continue to lobby those countries to step up, as I said in my original Answer, and we will continue to do so bilaterally.

On the Covid response, the challenge is immense. Yemen was suffering prior to Covid, and it has made the situation worse. We are working closely with the likes of the World Health Organization, which has led the UN Covid-19 response in Yemen. The UN has set out an additional $180 million-budget to tackle Covid in Yemen. I also assure the noble Lord that we will continue to lobby partners for a lasting peace agreement to resolve the conflict, without which we will continue to have these crisis situations. We are very cognisant of our role as the UN Security Council penholder on Yemen.

My Lords, I welcome the Government’s commitment to their contribution, which highlights the failures of other countries. I also welcome last night’s Channel 4 piece, which highlighted the tragedy that is developing in Yemen. Can the Minister say what role the international intervention on Covid in Yemen, and other organisations, can play in the tragic set of circumstances in Yemen?

I am very much aware of its work there, and it underlines the importance of a collaborative approach on the ground. Some 80% of the population of Yemen needs assistance, and that applies very much to the Covid issue. We also need the involvement of the different parties to the conflict to ensure that we can provide the healthcare support that is required to deal with the Covid challenge. DfID estimates that up to 100,000 people will be impacted directly by Covid, and the death rate will correspond to that. The issue is acute, and we need to act now.

My Lords, we condemn totally the violent behaviour of some protesters and we are deeply concerned that Zimbabwe’s security forces acted completely disproportionately in their response to the protests. There are also disturbing reports of security forces using live ammunition and partaking in indiscriminate arrests.

On 17 January, my honourable friend the Minister of State for Africa summoned the Zimbabwean ambassador. She urged the Zimbabwean Government to stop the disproportionate use of force, reinstate access to the internet and investigate any alleged human rights abuses.

I thank my noble friend for that Answer. I particularly welcome the fact that the Foreign Office and the Minister of State for Africa took prompt action in summoning the Zimbabwean ambassador for discussions on the subject. Will my noble friend clarify whether there have been any discussions with SADC, the African Union or similar organisations to put pressure on the Zimbabwean Government to end all these actions? Is it not clear that a Government who are willing to shoot their own subjects, in most cases apparently for no reason whatever, should not be a member of the Commonwealth?

My Lords, I assure my noble friend that we are working very closely with international partners—he mentioned SADC and the African Union—and in particular with South Africa, to urge the Government in Zimbabwe to stop their disproportionate use of force and reinstate the internet, which I understand has been reinstated in part today.

In terms of further work in this respect, my honourable friend the Minister for Africa will also attend the EU-AU ministerial in Brussels today and tomorrow afternoon, which will discuss Zimbabwe in particular. On the issue of the Commonwealth, as Minister for the Commonwealth, I say that we all subscribe to the values of the Commonwealth—of ensuring pluralist democracy and the upholding of human rights. Many saw during the Commonwealth summit the Government’s commitment to encourage among other partners the new Zimbabwe to come forward for membership. Clearly, the events that have unfolded recently put that into question—but of course, it is a matter not for the UK but for the Commonwealth as a whole.

The noble Lord will appreciate that I will not speculate on who may or may not lead Zimbabwe. It is a fact that Emmerson Mnangagwa, to whom he referred, was removed as Vice-President by Robert Mugabe and the current Administration. As to what happens thereafter, we expect, hope and desire first and foremost that peace and stability prevails. Of course, there is a constitution to be respected. It would be premature for me to speculate on any delays in elections scheduled for next year, or indeed on whoever in the coming days will be at the helm of government in Zimbabwe.

My Lords, I thank the Minister for his answer to the previous question. It would be premature to welcome any change of Government, because we do not know what form that Government will take. I speak as a former resident of the country. I ask him to ensure that, when consideration is given to what may happen in the coming months and years, we recognise that there are several hundred thousand Zimbabweans resident in South Africa and in other countries around Zimbabwe. Therefore, any instability that occurs in Zimbabwe may have serious implications for the other countries in that part of the continent.

I thank my noble friend, who speaks very aptly. We have always been concerned about the situation in Zimbabwe and its impact on the surrounding regions. I alluded to this in the Statement but, irrespective of which party has led the Government and notwithstanding the situation on the ground in Zimbabwe, we have stood firm and side by side with the people of Zimbabwe. We have seen from recent economic conditions on the ground and in the situation under Robert Mugabe’s leadership that the people have suffered dreadfully. However, at the same time, the British Government, irrespective of political colour, have stood resolute in supporting Zimbabwe’s citizens. We continue to provide £80 million per annum in bilateral support, in crucial areas such as education and health, and it is important that that support has continued irrespective of who has led Zimbabwe.

Considering the question asked earlier, will my noble friend identify how many working days in this country have been lost over the last six months, and what proportion of those working days arise from disputes with the RMT on one line or another, including in Greater London, where the Mayor said that there would be no disputes?

I agree with the right reverend Prelate. The noble Baroness raised this issue, and I will take it back and put it into play. One of my areas of responsibility at the Home Office is as Minister for Countering Extremism. That means meeting the challenges of extremism in all its ugly guises and bringing together voices to unite against extremism. The noble Baroness’s suggestion, endorsed by the right reverend Prelate, is something that I will take back. We will look to make progress with faith leaders, and those of no faith. This goes way beyond any faith; it is about how we as a country come together. People of faith and no faith should stand united against all kinds of evil.

My Lords, my noble friend will be aware that I and several hundred gay rugby players were partying in gay nightclubs in Florida only last week and the week before. We are therefore very conscious of the events of the last two days. However, it is a hate crime. The target happened on this occasion to be the LGBT community, but it could have been any other community on another occasion. Will the Minister please encourage a British response to this? That means not just saying, “We will ensure that Pride is safe”, but encouraging the nation at large to come out and show its support for Pride events, wherever they may be, because British people are not cowed by such events.

First, I say to my noble friend that our reports say no British citizens were impacted, and I am pleased to hear that all are safe. That said, he is right. I agree with his sentiment that we as Britain deal with these issues head on, and that means bringing people and communities together. The best response to any extremist or terrorist threat is to unite against such threats. By doing so, as we have done previously and are doing again today, we will show extremists of any guise that we will defeat their voices of evil.

The noble Lord is right to raise the issue of pollution. That is why the Government are taking full consideration of the Davies Commission’s powerful recommendations on mitigating those impacts, so that appropriate consideration is given to ensure that those impacts can be mitigated, whatever the final decision on south-east expansion.

Does my noble friend recognise that there are concerns in all parts of this House that the announcement on the runway should not be made close to the recess? On a day when the Chancellor is discussing the economic benefits of staying in the EU, will my noble friend please acknowledge that every single day or week that this decision is delayed is a loss to this country?
