Lords ChamberTo ask His Majesty’s Government what assessment they made, if any, of the impact of the Khojaly massacre in 1992 in respect of the recent hostilities between Armenia and Azerbaijan; and what steps they took, if any, to send condolences to the people of Azerbaijan on the anniversary of the massacre on 26 February.
My Lords, the events of 1992 were a tragic episode in the history of the Azerbaijani people and were rightly condemned by the Government of the day. Our ambassador to Azerbaijan laid a wreath at the memorial in Baku on 26 February as a mark of our condolences on the loss of life. We have made no formal assessment of the Khojaly massacre in the context of recent hostilities.
My Lords, the objective of this Question is to encourage the UK Government to go beyond issuing a formal message of condolences and to take appropriate action to honour the victims of this sad and tragic event.
My Lords, my noble friend caught me somewhat unawares by the succinctness of his question. Of course we recognise the events of the tragic episode that took place in Azerbaijan, as I said. I stress that there is no violent solution to the conflict between Azerbaijan and Armenia. We urge both sides to engage internationally. We support the engagement that takes place between those countries and the organisations that facilitate it, such as the OSCE.

Lords ChamberMy Lords, the noble Lord is right to draw attention to our role as chair-in-office. We put LGBT rights at the heart of our work on human rights within the Commonwealth. I am pleased to share with him that a number of countries, particularly South Africa and Botswana, have made progressive steps on this agenda and they are engaging directly on this issue with the Eswatini Government.
My Lords, this has clearly become a venal regime. How best might it be removed?
My Lords, democracy is one way, and all power to the people.

Lords ChamberMy Lords, I share the noble Baroness’s concern. We are engaging pragmatically on the TRIPS waiver. However, when looking into some of the hurdles that developing parts of the world have faced, we see that the main issue is still a lack of skills, in terms not just of health infrastructure but physical distribution of the vaccine even once it is in country. Vaccine hesitancy is also a large barrier. As I have said, we are engaging on the TRIPS waiver, but we are very clear that any negotiation should not lead to a reduction in the quality of the vaccine.
My Lords, who decided that this country would donate 100 million Covid vaccines to the rest of the world and who chose which countries should be the beneficiaries?
On the 100 million vaccines, as my noble friend will be aware, this was very much part of our drive during our leadership at the G7 and it was announced by my right honourable friend the Prime Minister. On distribution, we are looking at key factors. Ultimately, we look at our own ability to provide vaccines, both through COVAX and bilaterally. We then make a decision on the availability of those vaccines as well as the ability to distribute them across the world. That decision is taken by the FCDO.

Lords ChamberMy Lords, I totally agree with the noble Lord; those points are being made. On the COP engagement, it was the Minister for Africa, my honourable friend Vicky Ford, who met with the President of Zimbabwe.
The British Government have already expressed their concerns over the continued incarceration of a pro-democracy activist and MDC Alliance youth leader, who has now been released on bail having been in jail for 202 days for allegedly inciting public violence when he whistled at Harare’s busy Copacabana terminus. This is despite the fact that he has filed an appeal against both conviction and sentence in the High Court. The noble Lord, Lord Ahmad, has advised that the British Government and embassy in Harare are in touch with his lawyers while awaiting the outcome of his appeal. The UK regularly urges the Zimbabwe Government to meet their international and domestic obligations by respecting the rule of law and the freedoms enshrined in the Zimbabwean constitution. What else might be effective?
My Lords, my noble friend is right to point out that our ambassador is engaged directly in raising various human rights issues, including the case he mentioned, and will continue to do so. What more can we do? We continue to work with key partners on ensuring that human rights are upheld according to the constitution.

Lords ChamberIf we were to identify such individuals, with all sensitivities considered, we would see what support could be offered. The noble Baroness points to a very vulnerable category; I agree with her, and we continue to work with all channels, including international partners, to reach that particular group.
To what extent are the Government potentially willing to use the provision of overseas aid to Afghanistan as a lever to put pressure on the Afghan Government to grant the freedoms and rights of women?
My Lords, overseas aid is an important part of our package, but the Taliban must live up to their promises, and no aid will be directed through those channels. We need to work with agencies on the ground to ensure that those who most need the aid receive it.

Lords ChamberMy Lords, why are the Government proposing to reduce funding for the Health Partnership Scheme, which has been one of the big successes of DfID’s increased overseas aid expenditure programme? The HPS has trained over 93,000 health workers across 30 countries, especially in Africa and Asia, 191 partnerships have been formed and 210 projects delivered. If some reduction in planned overseas aid expenditure is necessary, I am sure there are other, less valuable and less affected areas than the HPS.
My Lords, I hear what my noble friend says. But, as I have already indicated, these have been extremely difficult budget rounds. However, I can assure him that we are working with multilateral organisations; indeed, some of the additional funding we are providing through the World Health Organization will focus on global health priorities, including universal health coverage, providing support to professional midwifery, and sexual and reproductive health.

Lords ChamberMy Lords, the noble Baroness will be aware that, as part of the trade and co-operation agreement, we have agreed various protocols. There is not a specific resolution for each and every profession but, as I said in response to an earlier question, we are looking at this very constructively with our European Union friends to ensure that we can unlock any issues or particular challenges for workers, as the noble Baroness has suggested.
My Lords, many religious communities are not yet aware of how they will be affected by Brexit. They have relied on EU members to fill temporary posts; this will be hit when free movement ends on 31 December, along with routes for the previous temporary priest cover for summer holidays, for example. They can no longer sponsor a worker in the tier 5 category to fill the post of temporary minister of religion. Do the Government anticipate that the basis of an individual’s visits will fall within the visitors’ visa rules?

Lords ChamberThe noble Lord makes a very valid and practical point. That is exactly the focus for ensuring long-term resilience, as he suggests.
My Lords, sending disaster relief can be less than successful and very expensive. There is thus a case for overseas territories having their own reserve units. As an example of those set up through my noble friend’s help, the Caymans and the Turks and Caicos have their own units. I believe that the Channel Islands have had reserve units for two or three centuries, or more. For how many other British Overseas Territories would it be viable to have their own reserve units?
I assure my noble friend that we are taking the example of the territories that have established these reserve units to see how others can build up their capacity and capability. I continue to engage with my noble friend who initiated this process. I assure my noble friend Lord Flight further that the overseas territories work very much in a collaborative fashion, as I have seen myself, whether in the sharing of assets or training, or in learning from each other. We as a Government facilitate those discussions.

Lords ChamberMy Lords, I am sure that the Government are aware that the World Food Programme has already commenced distributing food in the Tigray region to the tune of 20,000 tonnes to support around 1.3 million people. As nearly 3 million need help, will the Government support the UN in its efforts to provide extra aid to extend that supply to the other 1.7 million people?
My Lords, my noble friend is right to raise the issue of the UN World Food Programme, which has provided food assistance for 2.9 million people. He will be pleased to hear that, thanks to this being a priority issue for us, we now have an envoy, Nick Dyer, who covers humanitarian issues, conflict and famine, and who has visited Ethiopia to determine what the current priorities are. As I said to noble Lords in answer to previous questions, the situation in Tigray itself remains very fluid. A lot of the details are unknown, which is why we will continue to press, as the first priority, for unfettered humanitarian access to the region.

Lords ChamberMy Lords, on the first question, this is an ongoing process. I do not have a specific figure, nor do I think it would serve a specific purpose. The scheme is open to all 2.9 million and we will continue to support any applications. On the point about former military personnel, as the noble and gallant Lord knows, a proportion of the Hong Kong Military Service Corps hold British dependent territory citizen status. That now translates to BNO status. On his wider point about those who remain, officials continue to have discussions with Home Office colleagues.
My Lords, some 20 years ago, I set up and ran a Hong Kong committee within the China group to inform itself of what was going on in China. Would it be a good idea for the Government to set up something like this again?
My Lords, I note my noble friend’s suggestion and will reflect on it. I assure my noble friend and all noble Lords that we are watching the situation in China specifically, particularly that of human rights in Hong Kong and Xinjiang. I have said before, and reiterate, that we want a progressive relationship with China. China it is an important partner on the world stage, when it comes to the challenges of climate change and the Covid pandemic. Therefore, it is important that it stands up for the rights not just of others but of its own citizens. We will continue to raise issues of the abuse of human rights anywhere in the world.

Lords ChamberThe noble Lord speaks about the situation on the ground with great insight. I agree with him, which is why we have consistently raised the importance of the Hong Kong authorities—particularly the Chief Executive, Carrie Lam—having a constructive dialogue with the people. According to Carrie Lam herself, it is a fact that the original proposal on which these protests were based is dead. I note that it has not yet been formally withdrawn; we are watching that very carefully. On the more general issue, it is important that Hong Kong resolves its issues within the parameters of both the agreement that has been signed and the autonomy it enjoys. On the broader issue of human rights, particularly those raised directly with the United Kingdom, wherever we see human rights usurped and the rights of citizens denied, we will raise our voice as a strong voice for human rights around the world. We have raised our deep concerns with both the Hong Kong and Chinese authorities on this issue.
My Lords, does the Minister accept that the deal the Thatcher Government did with China was wise but did not cater for full-scale democracy in Hong Kong? While there is hope that the situation may move towards that, I suggest that the right posture for the time being is the deal done with China by the Thatcher Government.
I assure my noble friend that we continue to impress on both the Hong Kong and Chinese authorities, in the bilateral engagement that we have had, the importance of the principles of the agreement that guaranteed autonomy for Hong Kong. It is something that should be held; it has held thus far. Despite historic pressures, “one country, two systems” has largely held together. It is important that it continues to do so, for the agreement runs until 2047. We hope the rights enshrined in that agreement will also be upheld thereafter.
