Lords ChamberAgain, the noble Lord raises an important point. If we were to put figures to that, there is about £4.8 billion in government subsidy. He is quite right that the rest comes from rail revenue, which is about £9.8 billion. It is important that there has been a review of the current process; we should await the outcome of that consultation and the Government will then take any necessary decision at that time.
My Lords, is the Minister aware that passengers are now using consumer laws to gain refunds from their credit and debit card providers? This is a very worrying practice. Will the Minister issue a clear instruction to Southern that this is its obligation? It should be met and the situation ought to be monitored.
The noble Lord is right to raise the important issue of compensation for Southern passengers. The Government are acutely aware of the challenges on that network, as many from across your Lordships’ House have also made clear to me during our debates on this issue. As the noble Lord will be aware, we have issued additional compensation schemes but we continue to work with and monitor Southern, and to hold it to account for any issues which arise. If the noble Lord has specific matters or a particular case to raise, I ask him to please write to me.

To ask Her Majesty’s Government what plans they have to ensure that rail franchises and companies have published detailed alternative travel plans in advance of the industrial action planned over the Christmas and New Year period.
My Lords, we condemn the industrial action being held over the coming weeks, and the further disruption this will cause to passengers. We urge the unions to call off these needless strikes.
Southern is working closely with Network Rail and fellow operators to mitigate the effects of these strikes as far as practicable, and is putting out as much information as it can to keep passengers informed on what travel arrangements will be in place.
My Lords, we now face 16 days of utter chaos, with a corresponding impact on travellers, tourists and, more importantly, our economy, and there is more to come. Is it not time for the Minister to accept that this crisis demands a tough response from the Government? Will they seriously consider taking control of the Southern franchise, if only by appointing an administrator until such time as the situation becomes normal?
The noble Lord raises a point we have mentioned before about the governance of this franchise, but the important thing is to segment this. The strikes taking place on Southern rail help no one. Let us bear in mind that of the 99% of people directly impacted by the new contract, only one person has not signed a new contract. Therefore we have to ask why the strikes, which I accept compound the challenges which the line faces, are still happening. However, the Government have put in place remedial action. The noble Lord will be aware of the appointment of Chris Gibb specifically to look at the issues and challenges faced by this network. He is due to produce a report for the Secretary of State at the end of this year.

Lords ChamberI am sure that many of those who know the rail industry also know that Chris Gibb himself also brings around 30 years’ experience. His appointment will expedite the resolution of what has been, as the noble Lord rightly points out, a long-standing dispute; obviously, the people who are suffering are the customers.
My Lords, Southern is boasting about returning to service some of the trains which were cut—about 350 of them a few weeks ago. Yesterday a 12-coach train was reduced to five and this morning a 12-coach train was reduced to four. Is anybody monitoring the situation to find out what the impact has been on individual commuters and, more importantly, the tourist trade and the economy of this country?
Again, the noble Lord is right to point out the operational challenges posed to consumers and those visiting the UK. I assure him that the new Rail Minister is in constant dialogue with the operator and with Network Rail. In addition, it is important to note that while a reduced timetable has been in operation, I am pleased to say that 119 services which were originally suspended have today been reintroduced, which I hope will have a positive impact on the scheduling of services.

To ask Her Majesty’s Government what assessment they have made of the decision to cut the number of services provided by Southern Rail.
My Lords, GTR is introducing an amended timetable so that passengers have much-needed certainty about getting to work and home reliably. Some 85% of services will run and more staff will be available during peak hours. This will be in place until train crew availability returns to normal. This is now a big test for RMT as to whether it continues this unjustified dispute that has been inflicting chaos on passengers’ lives or works with the operator to urgently resolve this matter.
My Lords, today’s headline, “Meltdown”, adequately sums up the daily chaos suffered by people on Southern Rail. Fewer, shorter, cancelled or no trains; passengers turfed out of trains; and a complete lack of information—such has been the daily reality in the lives of many people for months, and there is no end in sight. Does the Minister agree that the most ridiculous suggestion to emerge has been to cut up to 350 trains a day? Is it not time for him to call Thameslink management to his office and tell them that they are not fit and proper persons to run our railways and that the only thing that should be slashed is their franchise?
First, I agree with the noble Lord that the situation at Southern is totally unacceptable. The point was well made by my right honourable friend the Prime Minister. In addition to that, this new timetable seeks to provide the reliability which is acutely needed right now. I accept that there is a reduction in services, but this is what the provider is saying it can provide reliably. On the issue of withdrawing such a franchise, let us not forget that part of that franchise concerns the modernisation of rolling stock as part of the modernisation of that whole network. Information for passengers on this new timetable is being provided through websites and through other sources of information on platforms and trains.
