My Lords, the noble Lord is again right to raise this issue. Last week we issued a joint statement on media freedom but also on the broader rights of human rights defenders, as well as calling for a cessation of the continuing raids, including on trade union offices. On specific actions we have taken already, we continue to use the mechanism of sanctions and are looking to act on it in accordance with other countries as well, and we will look at other measures we can take against Belarus while applying pressure on Russia, which of course supports the current regime in Belarus.

My Lords, I welcome the Minister’s support for the OSCE efforts, but in this instance there is a case for dialogue as well as sanctions. Have any Ministers met with Svetlana Tikhanovskaya, the leader of the opposition currently in exile in Lithuania, and offered her any assistance to achieve dialogue with President Lukashenko’s regime? Secondly, what are Her Majesty’s Government doing to support the chairman in office of the OSCE, who has offered, subject to Covid restrictions, to visit Minsk? I declare my position as president of the OSCE Parliamentary Assembly, which is itself ready to support efforts to achieve dialogue on reform in Belarus.

My Lords, on my noble friend’s second question, we have already urged Belarus to co-operate directly with the OSCE on implementing the recommendations. On his first question, my right honourable friend the Foreign Secretary has engaged directly with the opposition leader to see how we can further assist her efforts.

My Lords, the Government’s position remains that the issue of Taiwan is to be settled by people on both sides of the Taiwan Strait. As I said already, we continue to lobby for Taiwan’s participation in key organisations where it has a pivotal role to play.

My Lords, I thank my noble friend for the answers he has given, which suggest that we are very well disposed towards Taiwan. However, that is only one element. In the UK, we have seen the City of London withdraw its invitation to Taiwan to participate in the Lord Mayor’s Show and British Airways rewrite its destination listings so that Taiwan and, indeed, Hong Kong, are listed under China. Does my noble friend agree that we should be giving organisations such as the City and British Airways every support to resist this pressure from China, which is quite improper?

My Lords, individual companies and organisations will make their own decisions. The United Kingdom continues to acknowledge Taiwan. Whenever we categorise Taiwan we do so under the designation of country or region, and we will continue to do so. Individual companies will make their own decisions.

The right reverend Prelate raises an important human rights issue, and in particular the situation of the Uighurs in China. He will know that, as Human Rights Minister, I have consistently raised this issue, as has my right honourable friend the Foreign Secretary, both through bilateral engagement with the Chinese authorities and the Chinese Government, and through the Human Rights Council, as we are currently doing—yesterday a statement was made specifically on Hong Kong. We are working with other partners, a point raised by the noble Baroness, Lady Northover, to ensure that there is consistency of message and delivery. Where there are human rights abuses, we will stand up, with our partners, and challenge China, to ensure that the rights of all are guaranteed.

Concern about China’s actions in Hong Kong has been expressed in your Lordships’ House. Will my noble friend the Minister specifically indicate to the House this morning what steps Her Majesty’s Government have taken to establish an international contact group to put pressure on China to respect its legal and moral obligations towards Hong Kong?

My noble friend raises an important point about the responsibilities that China has. I assure him that we will push on that, not just through the contact group but through bilateral conversations with key partners. He will acknowledge that we remind China that the imposition of the proposed law in Hong Kong is in direct conflict with its international obligations under the joint declaration. As my noble friend knows, that treaty has been agreed by the UK and China, and registered with the United Nations. We will continue to push on that. My right honourable friend the Foreign Secretary has made clear the actions that we will take if China continues to persist in imposing this law.
