My Lords, first, we welcome the Jeddah declaration of 11 May, which provides a degree of respite. The trajectory is moving in the right direction, but more needs to be done for a sustainable ceasefire. The noble Lord mentioned the work of the APPG, which I am well versed in. I know of the important work that has been done over the last 20 years. When I visited Darfur, I saw directly the impunity which prevailed regarding the crimes committed at that time. In a particular chapter of the APPG report, there is an extensive number of recommendations. I suggest that I write to the noble Lord outlining some of the steps we have taken, including those based on the recommendations we are considering.

My Lords, holding perpetrators to account for their actions is essential, both for the sake of those who have suffered so greatly in this conflict and to ensure that the people in charge know they will be held responsible. Does my noble friend the Minister support the call from Sudanese women’s human rights defenders and women’s groups, supported by the International Service for Human Rights, for the Human Rights Council to establish an international investigation mechanism with sufficient resources to investigate and document sexual and gender-based violence?

My Lords, as my noble friend is aware, I am the Government’s lead on, and the Prime Minister’s special representative for, preventing sexual violence in conflict. Tragically, we again see women and girls in Sudan being targeted specifically. On the issue of the Human Rights Council, my noble friend will also be aware that the United Kingdom, as penholder, led on the resolution, which we believe was practical and drew attention to the current crisis as it unfolded. It is probably the strongest statement we have seen from the HRC in this respect. I recognise the points my noble friend raised, and I assure her that the Government are very much seized of what more can be done in this area.

My Lords, the United Kingdom is proud to co-host the Ukraine Recovery Conference with the Government of Ukraine. Preparations for the conference are in collaboration with our Ukrainian colleagues, and the event will focus on the role of the private sector in supporting recovery and reconstruction. It will provide a platform for the Government of Ukraine to set out their reform efforts, particularly in relation to the business environment, and for international partners to signal their ongoing support and commitment to Ukraine.

I am grateful to my noble friend the Minister for that update, and commend the Government on co-hosting this conference and on all they are doing to support Ukraine. A significant amount of further support can come from the proceeds of the sale of Chelsea Football Club, some £2.3 billion, due to be given to a charitable foundation to help the victims of this conflict in Ukraine and elsewhere. I appreciate that this is a very complex process, but it has been around a year since the sale. Can my noble friend the Minister tell me whether the funds will be released in time for the recovery conference and confirm which Minister is responsible for making progress on getting this money to those who need it?

On my noble friend’s second question—and I thank her for her strong support of the Government’s position—ultimately His Majesty’s Treasury will lead on this issue. The proceeds from the sale of Chelsea FC are frozen in a UK bank account, as she said. Humanitarian experts outside government are responsible for the highly complex process of establishing a foundation to manage and distribute the proceeds. I take on board her suggestion about the importance of perhaps moving forward on this at the time of the conference. I cannot give a specific assurance at this time, but I will share her concerns and suggestions with my colleagues at the Treasury.

My Lords, I assure the noble Lord that we are doing exactly that. What better example could there be, perhaps, than seeing the Deputy Secretary-General of the United Nations—the second most senior person in international, multilateral organisations, herself a hijab-wearing Muslim—together with Sima Bahous, the leader of UN Women, also a Muslim, being part of the UN high-level delegation that attended? What that demonstrated to the Taliban directly was not just that they must engage women but that women must be pivotal to any society progressing. In every progressive society, irrespective of what the religion is, that is essential to ensure that society is progressive and that people prosper.

My Lords, the Taliban are still hunting down women who held public positions. Recently, the ex-MP Mursal Nabizada was killed. Can my noble friend the Minister tell me whether there is anything we can do to help these women—these human rights defenders—who are in such danger in the country?

My Lords, I join my noble friend, and I am sure all of us, in expressing abhorrence at these actions, which, literally, as my noble friend said, identify individuals. First and foremost, we must protect their identity. That is why, with some of the NGOs we are supporting on the ground, particularly some of the women’s charities, we are we working directly with them, but, in the detail we sometimes provide, at their behest and for their protection, we do not share those details. We are also working directly with women leaders. My noble friend Lady Hodgson and I met separately with some of the women leaders who were directly involved with the Government. I think that also provides a very important conduit to the kinds of priorities that are needed for woman representatives, be they human rights defenders or, indeed, ex-politicians within Afghanistan.

Yes, we are. However, I do not want to deny for a moment that the challenges are immense. We have just seen a very fragile peace agreement being reached; we need to ensure that it is sustained and strengthened, and that those who committed these crimes are held fully to account. As the noble Lord will know, we made an additional commitment of £12.5 million; part of that money will be allocated to national mechanisms in conflict-related areas, where we can help to build national accountability mechanisms and support the training of judges and prosecutors.

My Lords, further to my noble friend’s comments on the dire humanitarian situation, I say that we believe there to be around 13 million people who now need humanitarian assistance because of the hostilities. Can he update me on any progress that has been made on humanitarian access since the ceasefire?

My Lords, we are providing additional access. As my noble friend will be aware, in the last 18 months alone, we have allocated nearly £90 million to support efforts, including humanitarian efforts. Existing supply routes continue to operate, but we are working with partners such as UNICEF and, in particular, the WFP. Over the last 18 months, it has provided supplementary feeding, for example, to 115,000 malnourished mothers and children in northern Ethiopia, and to 226,000 people in drought-affected communities in southern Ethiopia. When we see the scale of the humanitarian suffering, however, we see that there is so much still to be done.

My Lords, I will follow up and update the noble Lord on his second point. On his first point, of course, the United Kingdom stands very firm in our defence of freedom of religion or belief around the world. It is important that we remain steadfast in that. As a country, we celebrate the rich diversity of faith or belief. Indeed, our own journey, while it may have been challenging, is testament to this. As we look around the rich tapestry of faith institutions in the United Kingdom today, we have church steeples, cloisters, gurdwaras, synagogues, mosques and temples; that really demonstrates how we celebrate faith. Equally, many are denied their right to faith or belief around the world. That is why we held a conference earlier this year; the noble Lord was directly engaged with that. He also knows of my personal commitment to ensure that this remains a key priority for His Majesty’s Government.

My Lords, the work described in the Question from the noble Lord, Lord Collins, is undoubtedly needed. Front Line Defenders identified at least 358 people who were killed in 2021 because of their work defending rights. We have heard that in the Government’s integrated review there is a commitment to work with civil society and human rights defenders as a priority. We have an upcoming review of that; can my noble friend the Minister commit that that will remain a priority?

My Lords, I assure my noble friend that it remains a priority. Indeed, very recently after the appointment of the new Government my right honourable friend the Foreign Secretary, the new Minister for Development, Andrew Mitchell, and I met civil society organisations directly to ensure that each of their priorities was fully understood, both in terms of the work we are doing in defending human rights around the world and equally in terms of understanding their development priorities.

My Lords, I agree with the noble Baroness that the challenge is immense across Ethiopia. In particular, 9 million people in northern Ethiopia are in need of life-saving aid due to the conflict and nearly 30 million people require life-saving humanitarian aid throughout Ethiopia in 2022. The UK has been working with our UN partners. We were involved with the very first set of convoys that went in to provide humanitarian relief and continue to do so. We have been lobbying the Ethiopian Government to restore access to cash banking and communications, and since November 2020, the UK has provided more than £86 million to support vulnerable crisis-affected communities across Ethiopia, reaching communities in the Tigray, Afar, Amhara, Oromia and Somali regions.

My Lords, around 26,000 women and girls need services following conflict-related sexual violence. This violence has led to babies being born and their mothers ostracised. Can my noble friend provide an update following the deployment of the UK’s Preventing Sexual Violence in Conflict Initiative team and say when its report will become available?

My Lords, as my noble friend will be aware, CRSV remains a key priority for the UK Government. The Foreign Secretary has made sexual violence in conflict one of her top priorities. In northern Ethiopia, the UK has provided £4 million of support to survivors of sexual violence. My noble friend is correct that we have deployed experts; we are working with UNICEF and the UNHCR to ensure that full support can be provided to survivors. I will be pleased to provide a briefing to my noble friend on the detail of our support and the focus we hope to bring at the PSVI conference in November.

My Lords, in relation to the impending food crisis and the 20 million tonnes of grain that are being held hostage by Russia in Ukraine’s Black Sea ports, Russian Deputy Foreign Minister Rudenko offered yesterday to provide a corridor for vessels carrying food to leave Ukraine, but only if some sanctions are lifted. What is the Government’s position on this?

My Lords, I assure my noble friend that food security is very much at the forefront of not just our thinking but our policy. Over the next three years, we will direct more than £3 billion of support to the most vulnerable countries, particularly in Africa. Yesterday, in engaging with G7 partners, Foreign Minister Kuleba said, I believe, that this agricultural crisis will not be for just one cycle but will be repeated.

There is grain in Ukraine currently. The issue is that Odessa and the Black Sea are blocked and mined. This requires Russia not just to show full co-operation but to pull back. It could demine certain parts where the Ukrainians themselves have provided mines—they know where they are—as part of the support. Equally, however, what guarantees do we have once we get into the Black Sea? That is where Crimea comes in. The Black Sea allows Russia to embargo any ship going through. Of course, mines remain a constant challenge.

My Lords, the noble Baroness raises a very valid point, and I assure her that the United Kingdom has been and remains very much a place where people seek sanctuary. That applies to the Uighurs specifically and indeed to any other persecuted community around the world. This is a tradition and a right that continues to be alive—and long may it continue.

My Lords, can my noble friend share the Government’s assessment of British business’s supply chain activity in Xinjiang? What support is being provided to enhance transparency for British consumers who wish to know the origin of the products they are purchasing?

My noble friend raises a valid point. In terms of practical steps, the Department for International Trade is very much focused on the provisions we will bring forward in the modern slavery Bill. Within that, we will seek to provide advice to business on this specific issue. Alluding to the sourcing of particular products is a valid suggestion, and I will certainly share that with colleagues at the FCDO and DIT.

My Lords, first, I acknowledge and congratulate my noble friend on assuming the role of chair of Malaria No More UK, a charity we worked very closely with in the run-up to CHOGM in 2018. Turning to the specifics of the Question, the World Health Organization’s 2021 World Malaria Report notes that the Covid-19 pandemic contributed to an estimated 6% increase in malaria cases and a 12% increase in malaria deaths in 2020. The UK remains a very strong supporter of the Global Fund to Fight AIDS, Tuberculosis and Malaria, providing £4.1 billion to date. We also invest in research to help people to access new malaria treatments and diagnostics and support countries to strengthen their health systems.

My Lords, today is World Malaria Day. It is possible to end malaria within this generation, but we need continued UK leadership to do so, so I thank my noble friend the Minister for that Answer. My noble friend mentioned the Global Fund; does he agree that it is one of the most effective and best value for money investments we can make with UK aid? This year will see the Global Fund replenishment. Can my noble friend give me any reassurance that the UK will make an ambitious pledge, as the United States has just done, to help get progress back on track?

My Lords, as I have said, the United Kingdom has invested £4.1 billion in the Global Fund to date and during the last replenishment. My noble friend is correct: the Global Fund’s investment case for the seventh replenishment has been presented to the Government. We are looking at this and reviewing our support in line with our published approaches to health systems and our commitment to strengthen work to end preventable deaths. We will announce our commitment in the near future.

On the noble Lord’s second point, and as I have indicated, we are liaising with Karim closely and will certainly take that up with him. On his earlier point about arrivals here, I shall share that with the Home Office. We offer a wide range of support, but I shall come back to the noble Lord on that particular issue. The case that the noble Lord mentioned is unfortunately, regrettably and tragically not the only one. We have been following the Deputy Prime Minister of Ukraine, who has articulated clearly the widespread nature of conflict-related sexual violence. We are engaging directly with the leadership of Ukraine to ensure that it knows that it has our full support. We will extend our support in every respect on this important issue.

My Lords, it is a tragic reality that in conflicts and crises around the world sexual violence has become a weapon of war. I welcome the Foreign Secretary’s commitment to do more to tackle sexual violence in conflict. Does my noble friend have any update on the idea of a new international convention that would help to hold perpetrators to account?

My Lords, my noble friend is of course right. We are working through a new initiative to strengthen our approach to sexual violence launched by my right honourable friend the Foreign Secretary. We are increasing the number of countries that are now part of that. As I indicated, I shall also be at the UN in a couple of weeks’ time, where this will be primary among my engagements bilaterally. I can share with your Lordships’ House that we have already made a public commitment to holding a specific event on preventing sexual violence in conflict. We are finalising some of the dates, but it is likely to be in the last quarter of this year.

My Lords, first I recognise the valuable work done by the noble Lord, Lord Collins, in his work on the APPG, and I wish him well—I understand he is recovering from Covid. In this respect, I also recognise that he has consistently raised this issue and our commitment, underlying the ongoing commitment from the UK, to this important priority. The noble Baroness asks a very valid question about how we can fulfil key objectives. The whole idea is to ensure that, right at the point of planning, all these elements within nutrition are incorporated—not just in the direct commitments on nutrition but that they are recorded as nutrition programme objectives in the wider work that the FCDO does. We constantly review impact assessments as well to see the effectiveness of our work and, of course, I will take back the question of the specific programming that we will be doing as this comes through. As I have said already, we hope the markers will be in place later this year, and at that point I am sure there will be further discussions.

My Lords, I very much welcome the Government’s new eight-year commitment to nutrition. Can my noble friend the Minister share any more detail on this? What will be the split between nutrition-sensitive and nutrition-specific programming? And what will be the phasing of the spend? My noble friend will know the urgency of this work—by the end of this year, over 30 million additional children could be subject to wasting because of the impacts of Covid-19.

My Lords, I fully recognise the importance of both elements of our programming and ensuring that our £1.5 billion commitment covers both nutrition-specific and nutrition-sensitive interventions and investments. We are currently going through the business-planning process, and we will then be able to provide more information on the expected nutrition investments for the 2022 to 2025 spending periods, and I will update my noble friend accordingly. But I can reassure her that we remain among the top 10 bilateral donors in investing in nutrition.

My Lords, as the noble Lord will be aware, there are various strands. The Taliban themselves are not a homogenous group, and there are various factions within the Taliban which control various parts of the country. However, promisingly, I was updated that with the commitments we have made and the support we have given to organisations, such as the World Food Programme, they have been able to distribute humanitarian aid and support not just to a selective number of regions but to most parts of the country. We are encouraged that there is good co-operation on the ground, but this could change very quickly, so we should we remain ever vigilant. I assure the noble Lord that I will continue to update your Lordships’ House accordingly.

My Lords, the Answer acknowledges the impact on women and girls, and we have seen brave women protesting in the streets across Afghanistan. Can the Minister tell me if any women have been part of the UK delegations meeting the Taliban, and does he agree that such representation sends an important message of support to women in Afghanistan?

My Lords, the answer to my noble friend’s first question is positive: it is “yes”. We are engaging directly through our diplomats. Secondly, I have certainly been encouraging other key partners, for example Qatari Minister Al Thani and Amina Mohammed, the Deputy Secretary-General of the United Nations. Women are an integral and leading part of the world community. If the Taliban want to engage, it is important that we also fully support women’s full engagement. Equally, I can share with my noble friend that some leading lights of the former Afghan Government are right here in the United Kingdom. Earlier this week, I met with the brave, courageous Fawzia Koofi, and we are working directly with Afghan women who were part of the Administration, such as Hasina Safi, the former Minister for Women, to ensure that our next steps and future policies are informed by those who know best, who are the women of Afghanistan.

My Lords, the United Kingdom has delivered over 21.2 million doses to recipient countries. Some 16.6 million have been distributed through COVAX, a further 3.4 million doses are with COVAX for allocation and distribution and another 6.3 million will be delivered to it directly from AstraZeneca in the coming weeks. In addition, 4.6 million doses have been delivered bilaterally to 17 countries, including Jamaica, Kenya and Indonesia.

My Lords, unvaccinated populations will mean more variants and we must redouble our efforts to help to vaccinate the world. Will my noble friend agree to update the House in writing at the end of this calendar year, and at the next deadline of June next year, with details of how many vaccines the UK has shipped and indeed delivered? Responsibility for global vaccines seems to sit across multiple departments: FCDO, DHSC, BEIS, DIT and of course the Treasury. We have seen the success of our domestic vaccine efforts, thanks to a focused and dynamic Minister, so will the Government consider giving one Minister responsibility for global vaccination?

My Lords, my noble friend is, of course, aware of the significant cuts to the aid budget but implementing the OECD policy marker for nutrition at programme design stage will cost the Government nothing and make the remaining aid—what is left for nutrition—much more impactful. Do the Government have any plans to do this by creating nutrition objectives across broader development programmes?

My Lords, my noble friend speaks with great insight and expertise. Let me assure her that the Government have worked with other key donors to promote adoption of the new OECD nutrition policy marker. Indeed, the UK’s 2019 ODA spend data that was published recently included the nutrition policy marker for the first time. She makes an important point, and it is very much part of our thinking.

My Lords, I agree with the noble Baroness, and I am sure I speak for all noble Lords in paying tribute to those brave women. We have managed to ensure that many women have been part of our evacuation programme, but many remain, including the girls’ orchestra, which I know well, and I will continue to work with all noble Lords on facilitating the safe passage of those particularly courageous women in Afghanistan.

My Lords, can we hear some more specific detail on how we are going to provide support to the women human rights defenders who are at such high risk? Are we helping, for example, with targeted documentation, advice on safe routes, specific support at the border and extraction to the UK?

My Lords, I totally agree with the noble Lord. I assure noble Lords that, as my daughter said, I was “not very Lord-like” in vocalising my support when the second goal went in at Wembley. Nevertheless, it showed the real diversity and strength of our country: we come together for a common purpose. Sport is a living, working example of exactly that.

My Lords, I welcome the report’s focus on gender. It specifically highlights the plight of girls in Pakistan at risk of forced marriage, violence and slavery. According to the FCDO’s own Development Tracker website, bilateral support to Pakistan is being cut by £175 million compared with what it was in 2019. Can my noble friend the Minister confirm that Development Tracker is accurate and that this is the correct figure?

There has been a reduction in development support to Pakistan, but my noble friend will acknowledge the important work we are continuing—for example, the AAWAZ programme until 2024, with a specific focus on women and girls. That was part and parcel of my recent diplomatic engagement in Pakistan. When I visited on 22 June to 23 June, there was a reassurance. We are also seeing what practical further steps we can take to ensure that any reductions in support are met through direct diplomatic engagement.

My Lords, we fully understand and recognise the implications of the challenging decisions we have made, to which I have already alluded not just today but previously. However, I am sure that the noble Baroness recognises that we continue to spend a large proportion of our budget on overseas development aid when compared to other countries, including G7 members. Undoubtedly, the temporary reduction has had an impact on the programmes we are carrying out both through multilateral agencies and in country. On impact assessments, as I said in answer to a previous Question, we have done an equality impact assessment to understand important issues in our programmes relating to girls’ education, for example. As I also said earlier, we are currently considering the publication of that very equality impact assessment.

My Lords, I deeply regret that the Government were not able to compromise on what is clearly the will of the democratically elected other place. I hope that they are reflecting carefully on Mr Speaker’s words about an effective and meaningful vote, as this issue is not going away. One of the consequences of the aid cuts and the ceiling of 0.5% is the limits it places on our response to Covid-19. For example, we have not been able to make a contribution to COVAX since the cuts were announced. I welcome the Prime Minister’s focus on global vaccinations at this weekend’s G7 summit. However, can the Minister tell me whether any UK donations will be over and above the 0.5%, or will there have to be further cuts to UK aid to pay for them?

My Lords, as my noble friend will know, the 0.5% reductions that we have made were carried out on a one-year settlement. As a Minister responsible for multilateral agencies in a number of country projects where development assistance plays an important role, we are now working very much with country partners on the basis of the budgets agreed. We stand by the more than £0.5 billion contribution that we have made to the COVAX facility, and I know that my right honourable friend the Prime Minister is looking to further announcements that may be made in the aftermath of the G7 meeting.

My Lords, on the peacebuilding fund, we have retained our contribution at the same level as in the previous financial year. The noble Lord is well aware of the challenges we have faced on funding. I have been dealing directly with our support for multilateral agencies, particularly with the United Nations, and have engaged directly at the most senior level—indeed, I am looking forward to my meeting with the Secretary-General tomorrow, when he is in London for the G7.

I reiterate that the United Kingdom stands very much at the forefront of peacebuilding initiatives. Of course, it is not just about funding but also about the contributions we make in terms of peacebuilders, peace mediators and peacekeepers, as well as our support for training initiatives, through both FCDO funding and the MoD.

My Lords, one issue that UN agencies, other delivery partners, countries that the FCDO works in and parliamentarians are struggling with is transparency over these cuts. The Government have a duty to be more transparent. I am sure my noble friend the Minister will point me to the FCDO annual report. Can he tell me when that report will be published? I still await an answer to my question to the Foreign Secretary on 27 April and to my noble friend on 17 May. Is my noble friend now in a position to tell me when the department will publish the equalities impact assessment?

My Lords, on my noble friend’s second question, we are seeking to do that at the earliest opportunity, but I can reassure her that the equalities assessment across all areas was very much part of our thinking and our decision-making, including across bilateral country spend. We are working on the annual report and looking to produce it—it will be later this year. When I have a specific date, I will of course inform my noble friend.

My Lords, on the noble Lord’s second point, I agree that our medical professionals play an incredible role around the world. Certainly, I am keen to explore with the noble Lord and key Ministers, including my colleague Minister Morton, to see how through the contributions we make to health through institutions such as the World Health Organization we can continue to leverage that expertise. On Myanmar specifically, of course with the coup the situation has been extremely difficult. The noble Lord is correct in saying that we are cancelling future activity on this particular programme, but we will fund a round of grants to support voluntary health partnerships working in Myanmar.

Does the Minister recognise the importance of assisting low-income countries to prevent the spread of Covid and to treat the disease? Given the closure of this programme, how will the FCDO ensure that countries can learn from our clinical experience?

My Lords, first, I agree with my noble friend and I assure her that the FCDO and the Government are committed to supporting low-income countries to tackle Covid-19, both to reduce the impact of Covid-19 and because of course we all recognise the importance of vaccines globally. This includes supporting countries to learn from each other as well. I assure my noble friend that we are looking quite specifically at country-by-country programmes, and health support is an essential handrail within our ODA support that we will continue to prioritise.

My Lords, I was pleased to see sexual and reproductive health referred to at last week’s Commonwealth Health Ministers’ meeting. Does my noble friend agree that access to comprehensive sexual and reproductive health services and rights and comprehensive sexual education are essential to achieve the aims of the Government and the Commonwealth on 12 years of quality education? If so, will he commit the Government to putting these issues on the agenda at the next Heads of Government Meeting?

My Lords, notwithstanding the reduction, I agree with the noble Lord that we remain among the leading donors, but we recognise the large gap between donor funding and the resources required. We are now investing in research into innovative financing options—for example, exploring the use of social impact bonds and public/private partnerships—to meet that funding gap. I assure the noble Lord that it remains an important focus, not just in soft power but because we save lives by the investments we make.

My Lords, conflict and its legacy, such as landmines, disproportionately affects women and girls. Cutting support to these and other programmes is undeniably going to make life harder for women and girls around the world. While full impact assessments of the cuts were not carried out, there was an equalities impact assessment. Will my noble friend the Minister commit to publishing this, in line with the Equality Act 2010?

My Lords, I regret that girls’ education has had less funding allocated this year because of the cuts; that shows that, with the scale of the cuts, even that priority is suffering. On cuts to sexual and reproductive health spending, I understand that the UK flagship programme WISH is being closed and that there will be significant reductions—in the region of 70% to 80%—to reproductive health supplies. Can my noble friend the Minister tell me how much funding will be allocated to sexual and reproductive health and rights spending this year?

Nevertheless, we continue to support humanitarian efforts in Yemen and the political efforts to bring about a peaceful settlement to this conflict.

My Lords, one of the terrible consequences of the conflict in Yemen is the increase in child marriage. According to CARE International, more than two-thirds of girls are now married by the age of 18, as their families struggle to cope. The UK has long been a global champion and a leading donor in the efforts to end child marriage. Can the Minister tell me what we are doing to help the girls of Yemen, and give me any reassurance that the UK’s vital work to end child marriage will be protected from the cuts to international development spend?

My Lords, my noble friend is right, and the United Kingdom stands firm in its opposition to the abhorrent practice of child marriage. We will continue to defend the rights of children, particularly young girls, who are vulnerable to this. That work will continue not just in Yemen but elsewhere. As I am sure my noble friend recognises, the access situation in Yemen is extremely challenging. Therefore, the political settlement must proceed, and then we can look forward to playing our part to ensure that the rights of every girl in Yemen and elsewhere are protected.

My Lords, when others on the world stage challenged the need for action on women’s sexual and reproductive health, the United Kingdom has been proud to defend comprehensive sexual and reproductive health rights, including at the UN Security Council, covering issues such as family planning. These are fundamental to empowerment and the health of girls and women. For example, between 2019 and 2020 alone, UK aid helped over 25 million women and girls access and use modern methods of contraception.

My Lords, the Department for International Development had an impressive track record in promoting gender equality globally, thanks in part to its ground-breaking strategic vision for gender equality. Can my noble friend the Minister tell me if the Foreign, Commonwealth and Development Office is committed to that strategic vision and, if not, how will it ensure that supporting women and girls is at the heart of what it does?

My Lords, from sovereign equality to gender equality. We have seen some very welcome progress from President Biden’s Administration on sexual and reproductive health and rights. Does the Minister agree that we have a great opportunity to work closely in partnership with the United States in international development to make real progress on gender equality and SRHR? Specifically, can he say how the Government will make the most of this opportunity in the coming months and years?

My Lords, the United Kingdom has committed to equitable access to safe and effective vaccines through multilateral collaboration. COVAX is the best way to deliver this. By pooling global resources, it enables the development, purchase and distribution of vaccines. We will be able to offer vaccines to COVAX only when we are certain that we have doses surplus to the needs of the UK population. That will be a decision for the Health Secretary.

My Lords, I am grateful to my noble friend the Minister for that update. The Prime Minister rightly got credit after his announcement at the G7 meeting that the UK would donate its surplus vaccines. We know that one of the main issues is supply, but of course it is also cost. I appreciate the Government’s generous funding to COVAX, Gavi and other organisations, but I have just one question for the Minister. Can he confirm that the cost of the surplus doses for low-income countries will be met by the UK and that we are not just transferring the ability to buy the vaccine to COVAX?

My Lords, the details of how and when the vaccines will be shared are still being confirmed, but there are further discussions to be had on the point my noble friend raises with COVAX and vaccine manufacturers. She will be aware that we are contributing £548 million for global equitable access through the COVAX AMC. That remains the primary area of UK support.

My Lords, the noble Baroness is right to raise those camps. We have raised concerns directly. Our ambassador on the ground has also raised concerns with the Eritrean authorities. I assure the noble Baroness that the issues of violence in this conflict, particularly gender-based violence and sexual violence, are at the forefront of our approach and challenges, and once the situation settles, we must ensure that perpetrators are held fully to account.

My Lords, the UN interagency response plan for this crisis is less than 60% funded, and the UK has an important role to play here, but nearly three months on from the announcement that the Government will cut £4 billion from our overseas development budget, we have yet to see any details of how these cuts will be made. Will they come from UN agencies, which are doing such vital work in Tigray, or from bilateral programmes such as our important nutrition work in Ethiopia? Can my noble friend the Minister tell us when any information on these cuts will be made available to Parliament?

My Lords, I can assure the noble Baroness that we are focused very much on ensuring that the most vulnerable are supported in this conflict, particularly those in Tigray, and our funding—whether through multilateral or bilateral support—is focused on that. On the specifics of future funding, we are currently reviewing our ODA budget for this year, and I will, of course, share that with my noble friend as soon as that decision is made.

My Lords, acknowledging the significance of remittances is particularly important at the moment, with the global impacts of Covid-19 and as our own development assistance to low-income countries is being cut so substantially, so I welcome my noble friend’s reassurance that this subject will be discussed at the G7. There are many stakeholders who need to be involved in improving the ease and cost of remittances, and some years ago the Government established the Action Group on Cross Border Remittances, chaired by Sir Brian Pomeroy, which brought those groups together. Can my noble friend tell me whether that group continues its important work and, if not, what it has been replaced by?

My Lords, I pay tribute to the work of the noble Lord, helping people not just in the United Kingdom but across the world. I listened carefully to what the noble Lord said and look forward to practical suggestions from him for how we can further strengthen our work in this area. I can assure him that we are looking particularly at famine and nutrition in fragile states. This is very much part of the development elements with which the FCDO is engaged.

My Lords, given the devastating impact of Covid-19 on low and middle-income countries, the need and the demand for overseas development assistance has never been greater. This is one of many reasons why the cut to the 0.7% is so regrettable. Can the Minister reassure me that spending on health infrastructure and on, for example, data systems, cold chain storage and the training of healthcare workers will be protected from the aid cuts? It is crucial in the fight against this and future pandemics around the world.

My Lords, answering my noble friend presents me with a bit of a challenge because, not so long ago, she was leading on this area, but I hope I can provide her with practical information in every sense. I look forward to working with her further on the prioritisations within ODA. My noble friend knows better than most the challenges that this has presented. I can assure her that global health remains a top priority for the United Kingdom. We are focused on overcoming Covid-19, as well as on supporting more resilient and healthier populations in developing countries. I currently have wider responsibilities within the FCDO. We are looking specifically at country plans to ensure that the most vulnerable are protected and that other issues such as those raised by the noble Lord, Lord Bird, on famine, do not present additional problems as we challenge the pandemic. We will ensure that the principles close to my noble friend’s heart continue to guide our work within the FCDO.
