My Lords, I assure the noble Baroness that in all our direct interactions with Israel, we make the case for ensuring clarity on what is allowed. In the warehouses near Al Arish that I visited with the Foreign Secretary, I saw for myself goods rejected under the banner of dual purpose. We asked for clarity, and we will continue to do so. That is why it was important to appoint a co-ordinator, who is doing an excellent job in establishing real clarity on what is allowed in. We are working with key agencies on the ground and ensuring that the acute needs are directly met. There is an immediate need for basic foods and medicines to enter Gaza, and we are making that case very clearly to Israel.

Let me say again that the United Kingdom, rightly, is a friend to many countries, including Israel. Being a friend means standing with Israel, as we did—this House stood together—when those horrific events unfolded on 7 October. I have said that on that day—it is perhaps reflective of the period we are in, from an Abrahamic perspective—I made three calls to Israel. One call was to a friend of mine who is Muslim, in Israel. The second was to a friend who is Jewish, in Israel. The third was to the Christian Archbishop Hosam, in Jerusalem. Why? Because this is a common cause of our common humanity. Israel is a country which is a democracy, and we recognise it as a friend. But it is also important, on the other side of the coin, that we challenge and present constructive advocacy and bring a lasting solution to this conflict. We would all agree, irrespective of the angle we come at it from, that this conflict has gone on for too long and has cost far too many lives.

My Lords, a report stated that famine was imminent. That was 10 days ago, so Gaza is experiencing famine right now. The Minister gave examples of aid that is getting through, which is only a fraction of what is needed, because the Israeli Government are constantly putting barriers in the way. The Minister stated that now, the Israeli Government want to flood Gaza with aid. Are those just words? Will the Minister acknowledge that the Israeli Government are responsible for the mass starvation of Palestinians?

Afghanistan: Girls and Women

To ask His Majesty’s Government what representations they have made to the Taliban concerning its commitments to allow Afghan girls to go to school and Afghan women to work.

My Lords, the latest announcements banning Afghan women from universities and aid work represent a further violation of the rights and freedoms of Afghan women and girls, and they have no religious or moral basis. We are working with the United Nations, NGOs and other donors to understand the impact of the bans and to ensure that lifesaving humanitarian assistance continues wherever possible. Alongside international partners, we will also continue to press the Taliban directly to lift those draconian decrees.

I thank the Minister for his response. While we are waiting for the Taliban to shift their stance on women’s rights, what is plan B? Women are being erased from public life and are starving. My understanding is that there are some in the Taliban leadership willing to talk about women’s rights. Are there plans for the Government to make an official visit to Afghanistan, to talk directly with the Taliban on women’s rights? Also, are there plans to talk to the countries that have a good relationship with the Taliban, for example by convening a meeting with the various stakeholders? Ambassadors in London, particularly from Muslim-majority countries, could be brought together for a meeting. Are there plans to convene such a meeting?

My Lords, I assure the noble Baroness that we are doing all the above. Indeed, from the time of the Taliban’s takeover, we have engaged directly with neighbouring countries. We are working directly with the United Nations. In fact, earlier this morning, I met with Sima Bahous and Amina Mohammed, the Deputy Secretary-General of the UN, who had just returned from visits to Afghanistan and the near neighbourhood. I am dealing with various Muslim countries directly, including the OIC, on engagement. We are also engaging directly with the Taliban; a number of visits have been made by our chargé from Doha, and those will continue.

I agree with the noble Lord about the destabilising activities of the IRGC. Under our sanctions policy, about 78 sanctions on Iran are in place, including those restricting the destabilising activities of the Revolutionary Guard. I note what the noble Lord says about proscription, but he knows that I cannot give him that assurance at this time. We keep all issues such as proscribing organisations on the table. I will reflect on the noble Lord’s comments, and I am sure that others will as well.

My Lords, I commend the bravery and resilience of the Iranian women, and I commend the men who are standing shoulder to shoulder with them. I welcome the Government’s sanctions on the morality police, but will they really be effective? How many of them will travel to the UK or hold assets here? Could we extend these sanctions to more senior political figures, and to other sectors—for example, by working with sporting bodies to ban Iranian athletes and sporting teams from competing in international competitions? Would that be more impactful?

My Lords, I first welcome the noble Baroness. I have not yet had an opportunity to answer a question from her, so I welcome her to this House. I also welcome her insights on this matter and other issues. She raised the important issue of alignment, which the noble Lord, Lord Collins, also mentioned. We are working with the United States and other key partners, including the European Union, on sanctions policy—when we act together, it is more effective. The noble Baroness raised a number of other areas where we can perhaps also act. I cannot speculate, but we will keep all options under consideration.
