Her Majesty's Government what action the Higher Education Funding Council for England has taken to restrain the growth in senior management pay in the higher education sector.

Minister Johnson, the Minister for Universities and Science, in his speech at Reform on 20 July 2017, called on the sector to put an end to increasing vice chancellor pay and provide justification for the exceptional circumstances for large pay awards to improve value for money.

He also announced that he will be issuing new guidance to the Office for Students (OfS) to use its powers to address this problem.

Universities are autonomous bodies and it is their responsibility to determine pay arrangements for their staff. However, Minister Johnson has called for action to put an end to the upward spiral in vice chancellors’ pay.

The Government’s 2017/18 grant letter to the Higher Education Funding Council for England (HEFCE) stated:

“The Government is clear that efficiency includes demonstrating restraint in senior pay and remains concerned about the substantial upwards drift in salaries of some top management. We would like to see senior leaders in the sector exercise more pay restraint.”

HEFCE issued guidance to the sector on severance pay and the remuneration of senior staff in June 2017: http://www.hefce.ac.uk/pubs/year/2017/CL,172017/ (copy attached).

It states that governing bodies and remuneration committees should always bear in mind the principles outlined and to record clearly the rationale behind their decisions, including any divergence from the guidance.

Her Majesty's Government what advice they, or their agencies, give to universities on the appropriate fee level to set in respect of undergraduate courses.

Fees for English domiciled undergraduate students studying at Higher Education Institutions that are funded by the Higher Education Funding Council for England (HEFCE) are subject to maximum fees, which are set in legislation. HEFCE funded institutions that have an access agreement in place for widening participation with the Office for Fair Access (OFFA) can charge a higher fee than those that do not. In addition, HEFCE funded institutions that have demonstrated high quality teaching by achieving a Teaching Excellence Framework (TEF) rating can charge up to a higher fee than those that do not.

Her Majesty's Government whether, in the past 12 months, they, or their agencies, have advised any university, or universities, that proposed fee levels were unacceptably high; and if so, what that advice was.

The government does not assess the fees of individual institutions. It sets maximum fees for eligible students in legislation. Only those institutions with an access agreement in place for widening participation with the Office for Fair Access (OFFA) can charge fees up to a highest cap.

Universities are autonomous bodies and it is for them to determine pay arrangements for their staff. However, the Government, in the 2017/18 Higher Education Funding Council for England (HEFCE) grant letter stated:

Jo Johnson, the Minister for Universities and Science, has continued to call on the sector to show restraint in Vice Chancellors' pay and for the sector to demonstrate more leadership especially at a time when students are concerned about value for money.

Academy trusts are responsible for setting their own remuneration for staff, and best placed to consider the factors relevant to their decisions on this. It is essential that we have the best people to lead our schools if we are to raise standards.

We hold an analysis of multi-academy trusts that pay staff more than £150,000, but do not have a list of those between £140,000 and £150,000. The analysis does not identify the names of the individuals nor whether they are the chief executive. The latest available data, for the year ended 31 August 2015, is in the table below, which identifies 71 trusts (3%) paying over £150,000. We expect data for the year ended 31 August 2016 to be available by the end of July 2017.

Information about remuneration is available in trusts’ financial statements published online by Companies House (available by searching “Companies House service”).
