Commons ChamberMy hon. Friend makes an excellent point about the need to improve flood defences, which is why we are investing £2.6 billion in 1,000 flood defences in England in the next six years. The Humber estuary, the area he represents so well, is one of four areas that will benefit from trials on long-term ways of making all our country more resistant to flooding.
I will, of course, ensure that there is a proper meeting with the hon. Gentleman and his colleagues on this subject, which is extremely important. I know that our friends in the EU will be wanting to go further to improve things not just for musicians, but for business travellers of all kinds, because there is a mutual benefit.

Commons ChamberI understand completely the exasperation of people that, four and a half years after the Brexit referendum, we are still debating this subject, and I understand the desire to move on. I also accept the proposition that a thin deal is better than no deal, but this is not only a thin deal; it is a bad deal. A far better deal could and should have been negotiated by the Government and still could be.
In the nearly 20 years that I have spent in this House—15 of them on the Front Bench—there have been many occasions when I have voted for a proposition with reservations; that is the nature of parliamentary and party politics. But there are occasions when that proposition is too damaging to support. I accept that there is a valid argument at this stage, as laid out by my right hon. and learned Friend the Leader of the Opposition, to move on and for the Opposition to build on this bad deal. I also accept that in politics, many decisions—perhaps most—are not between what is right and what is clearly identifiable as wrong but are on a continuum between what is unpalatable and what is unacceptable. Clearly, no deal is unacceptable. This bad deal is certainly unpalatable and, in places, unacceptable because of the ideological approach taken to negotiations by this awful right-wing shambles of a Tory Government who are determined to set Britain on a path that will damage it culturally and economically.
While I understand the desire to move on, I simply do not understand why it is necessary for those who believe that this is a bad deal to vote for it and dip their fingertips in the indelible ink of this abject failure of national ambition. The deadline we are up against today is an entirely artificial one, sustained only so that the Prime Minister can say that he has met his own political timetable. The truth is that the transition period could have been extended or the deal could have been introduced on a provisional basis to allow the House to thoroughly scrutinise it line by line, rather than follow the “take it or leave it by lunchtime” timetable that the Government have artificially manufactured today.
My right hon. and learned Friend the Member for Holborn and St Pancras (Keir Starmer) was right to talk about the red tape for manufacturing in this deal, checks for farmers, burdensome regulation on businesses and the fact that the consequences of the deal will be economically damaging. In addition, the Government have chosen to end the Erasmus educational programme for young people, there is no proper recognition of professional qualifications and they will remove work permit-free access across the EU for touring musicians, who have already been unable to work for the last year due to covid. In the last few days, that issue alone has triggered a petition to Parliament of more than 200,000 signatures. Less than a year ago, the hon. Member for Selby and Ainsty (Nigel Adams), who was at the time the Minister for Sport, Media and Creative Industries, said in Westminster Hall:
“It is essential that free movement is protected for artists post 2020.”—[Official Report, 21 January 2020; Vol. 670, c. 56WH.]
That is just one example of the failure of the Government to deliver even on their own woefully inadequate promises in relation to this deal. This is a thin deal. It is a failure, even on the Government’s own terms. In short, it is a bad deal, and I will not be voting for it.

Commons ChamberThere have been very positive discussions with the devolved Administrations, including in Wales, about a joined-up Christmas, but can the Prime Minister do something about the terminal incontinence of the Chancellor of the Duchy of Lancaster in continuing to leak the details of those discussions, undermining the trust and respect needed for those discussions to succeed?
What I can certainly say is that it does not help to read about confidential discussions in the papers. I must say that a lot of the stuff I have read seems to be very wide of the mark, but I am grateful to all colleagues in the DAs for the co-operation that they are showing in the work we are doing together.

Friend the Member for Altrincham and Sale West (Sir Graham Brady) if I did not understand his question, but we certainly can publish all the evidence that we have about the consequences for non-covid patients of failing to keep the autumn surge of covid under control. There is abundant evidence that overwhelming the NHS in the course of the next few weeks and months would do huge damage to people’s ability to access the services they need for cancer, for heart disease and for many other types of interventions that people need, in addition to covid. I would be very happy to share that with both my hon. Friend the Member for Newton Abbot (Anne Marie Morris) and my hon. Friend the Member for Altrincham and Sale West.
When SAGE advised a national firebreak lockdown, the Welsh First Minister introduced one, which my constituents are now undertaking here in Cardiff West. Given the Prime Minister’s statement today, does he agree that Mark Drakeford was right to act?
As I have said throughout this afternoon, I make no apology for doing my utmost to keep this economy going and to keep our kids in school, as indeed we are, and for avoiding the consequences of a national lockdown. The hon. Member will have heard the voices that have been raised across the House throughout this afternoon, both in favour of a lockdown and the many passionately against it. We have a very difficult balancing job to do—balancing lives, balancing livelihoods—and that is what we are doing.

Friend in praising the efforts of the Transport Minister, who has been incredibly energetic and determined to make sure that colleagues in Kent from all parties are kept informed on the progress of our preparations. The smart freight portal is being shared with hauliers and others as we speak. It is currently in its beta phase and we want to ensure that it is further refined, but the straightforward approach that it should provide should enable us to minimise any disruption that my right hon. Friend or his constituents face. I am absolutely confident it will be in place; if it were not, other measures would need to be taken, but they would not be as helpful as the smart freight system.
We have heard it all now: it is just, according to the Chancellor of the Duchy of Lancaster, “an unfortunate sequence of events”, otherwise known as the Lemony Snicket defence—all the fault of evil uncle Olaf and his foreign friends. But on the serious point about this, consider how it will affect, for example, our musicians who go on tour. They are usually not part of large operations. They might take their instrument, fly on a budget flight, try to sell some of their merchandise, cross a few borders in the European Union—that is how they scrape a living. They are making no money now. Will he please consider the consequences of no deal, admit that this is not a frivolous issue but a matter of people’s livelihoods, and seriously engage with it rather than take this frivolous and superficial approach?
I am very grateful to the hon. Gentleman, but I certainly would not take a frivolous approach towards the livelihoods of anyone, whether they are freelance musicians or anyone else who contributes to the health, prosperity and economy of this country. That is one of the reasons why we are so anxious to secure an agreement with the European Union and why we have been working so hard and in such a dedicated fashion in the Withdrawal Agreement Joint Committee. I mentioned earlier that as a result of the progress that we have made with Vice-President Maroš Šefčovič, the rights of 4 million EU citizens in the UK are now guaranteed, as are the rights of over 1 million citizens of the UK in the EU. More needs to be done to ensure that we can have a free trade agreement, but I absolutely take seriously the rights of citizens—whether they are, as I say, freelancers or others—to continue to be able to work and live freely.

Commons ChamberThe reality is that the disease is rising across the country. We have seen in other European countries and around the world that it sometimes rises fastest in one place rather than another. The sensible thing is to tackle it in a local way, which is what we are doing.
Between 27 September and 3 October, 89% of positive cases were reached by local authority public health tracing in Wales, but for the equivalent period just 74% were reached by the outsourced, centralised system in England. That is not ideology; that is just better virus-control policy to save lives. Test and trace needs trust to be effective. Does the Prime Minister now acknowledge that outsourcing the system was an error?
No—no more than getting a vaccine or test device from the private sector is an error. We need a mixture of public and private and of national and local, and that is what we are doing.

On the substantive point that my right hon. Friend makes, he is absolutely right. There is no better champion of the automotive sector than the West Midlands Combined Authority Mayor, Andy Street. The roundtable that I had with him, as well as the opportunity I have had with him to visit Jaguar Land Rover to talk to Ralf Speth and others, have impressed upon me the importance of doing everything we can to support that sector, on which so many jobs depend. That is why we are so anxious to secure a deal.
My hon. Friend is right. We want to help and support business. That is why we have provided the funding that we have. One reason for publishing the reasonable worst-case scenario today is to draw attention to the fact that, if we do not all work together, there will be disruption, but if we do work together, there are huge opportunities to be seized.
Seven thousand HGV lorries parked end to end would stretch from this building to Dover—that is the scale of the problem that the Minister has set out. Where will the 29 extra lorry parks be? We need to know that. This is about Government preparedness. His statement seemed to be all about passing the blame on to business for the chaos being caused by his Government.
No. The hon. Gentleman, by emphasising that figure, is helping, because what we want is to avert that scenario. As I pointed out, it is not a prediction, but it is a warning. He is right that there is a responsibility on Government, which is why we have invested in the sites in Ebbsfleet and North Weald, Ashford, Warrington and the west midlands. Should we need to deal with specific areas of traffic management in Kent, steps have been taken with the Kent resilience forum to do just that. The reason for publishing the scenario today is to avert that happening. I hope he will work with businesses in his constituency to make sure they let Government know what more they need to be ready.

Friend is absolutely right in what he says about fusion research, where we lead the world at Culham, and he is right in what he says about vaccines and about hydrogen, and indeed we also lead the world in satellite technology, and of course he is completely correct in what he says about Sussex wines, which are the world’s—or among the world’s—finest.
The right hon. Gentleman is the captain of the ship of state as we navigate the perilous waters of Brexit, of covid and of civil unrest, and his priority is to rearrange the deckchairs of Whitehall. If this really is a merger, presumably— [Interruption.] I will allow him to chunter, and then I will ask my question. If this really is a merger, will the Secretary of State for International Development and the Foreign Secretary, both of whom are sitting on his Front Bench now, be applying equally for the new job of Colonial Secretary?
The hon. Gentleman spoke of the post of Colonial Secretary; I do not know quite what planet he is on. We are going forward with a single new Whitehall Department for international affairs, which I believe will add greatly to this country’s global throw-weight. [Interruption.] Opposition Members should applaud this change. It reflects what is done by the overwhelming majority of countries in the OECD—most of our friends and partners; indeed, all our friends and partners I can think of. We should get with the programme and support it.

Commons ChamberThe number of tests capable of being administered and being administered has increased significantly in recent days, as we move towards our 100,000 target. My hon. Friend is right: careworkers are at the front of the queue. We now have across the United Kingdom 48 testing centres, each of which will have two military units assigned to them, in order to be able to do mobile testing, and care homes are our first priority.
I want to press the Minister further on what he said to my hon. Friend the Member for Leeds West (Rachel Reeves) about deaths in care homes. He said that “every life is precious”. We know from the CQC that 4,343 people died in care homes between 10 April and 24 April, and that is just up to four days ago. We now know that one in three people are dying from covid in care homes. Why are the Government not doing a better job of valuing every tragic loss and informing policy better by making it a real priority to have up-to-date figures on all deaths from covid-19?
We do value every life. Every life is precious, and the deaths of those in care homes, in our hospitals and in the community are a source of grief, sadness and loss to us all. The figures that we produce are the figures that the Office for National Statistics validates. It is vital that Government figures are supported by the ONS, so that they are robust and detailed, but we will work with everyone constructively to ensure that we have the appropriate data and our response is tailored in accordance with those facts and with the science.

Commons ChamberAbsolutely—financial services matter not just in the City of London, but in Edinburgh, Perth, Leeds and across the United Kingdom. It is a dynamic and growing sector and it is important that we make sure we have the right arrangements for them. We hope that the EU will report by June on the prospects for equivalency in financial services. That commitment was made in the political declaration. It did not subsequently appear in the EU’s negotiating mandate, but I am confident that by June the EU will have completed those equivalency assessments.
In our future relationship, it is important that musicians, performers and so on can move freely and continue to go to Europe, and that European performers can come here on a reciprocal basis. What is the Minister’s understanding of the Government’s position on that?
