Commons ChamberI rise to support the motion in the name of the Prime Minister and to associate myself with the comments that hon. and right hon. Members have made with great eloquence so far.
While I have the indulgence of the House, I want briefly to take only a few moments to report that the city of Leicester—and indeed, my constituency—is immensely proud, delighted, excited and honoured to be hosting Her Majesty the Queen, His Royal Highness the Duke of Edinburgh and Her Royal Highness the Duchess of Cambridge tomorrow, for the start of the diamond jubilee tour. Tomorrow, Her Majesty will be visiting one of the country’s most dynamic universities—De Montfort, in the city of Leicester. Our cathedral will be hosting the Queen—I believe for her first visit—for a service led by the Bishop of Leicester, and our directly elected mayor, Sir Peter Soulsby, will welcome Her Majesty to the iconic clock tower in our city centre.
As well as celebrating Her Majesty’s diamond jubilee, tomorrow is also about celebrating the city of Leicester and the thousands of Leicester people, of all backgrounds, who make our city the strong, diverse and vibrant place it is today. Throughout the last 60 years, families have come from all parts of the Commonwealth and all parts of the world to make Leicester their home. Under Her Majesty’s reign, Leicester and Britain have become more diverse, and stronger, too. Although we are diverse, we are united as a city. Tomorrow, people from Leicester, of all backgrounds, all communities and all faiths, will welcome their Queen—their Head of State. Perhaps they will welcome her in the varied dialects spoken in our city: “A Salaam O Alikum”, perhaps; “Namaste”, perhaps; “Sat sri akaal”, perhaps; or, more simply, perhaps the more familiar “Welcome to Leicester, your Majesty.”

Commons ChamberThe Minister is a keen follower of my website, so he will know that I support initiatives to build social capital in communities. When I visit voluntary groups, I am very struck by the extent to which they have benefited from the future jobs fund. From a big society point of view, was it not a mistake, therefore, to abolish that fund?
I am indeed an avid follower of the hon. Gentleman’s website, and a most interesting document it is, too. The fact is that, alas, the future jobs fund offered only a very temporary fix. By contrast, we are trying to create a framework within which the voluntary community sector has long-term prospects that it can build on through achievement and by providing the taxpayer with value for money.

Commons ChamberThe point is this: we should make sure that NATO is the cornerstone of our defence and we should be very clear about our own defence responsibilities—I have spoken about the Falklands. We need to win the argument in Europe that there is no point in having endless competing defence headquarters. What we need throughout NATO, particularly in Europe, is greater defence capacity, and we need to encourage other European partners to invest in that.
Will the Prime Minister explain how he will take action, as he says, if this non-EU treaty under which the 25 nations can take advantage of the full force of the EU institutions, encroached on our national interest and undermined the single market?
Let me explain: there are uses of the EU institutions set out in previous treaties—mostly put through this House by the Labour Government—but this treaty outside the EU goes further than that, and that raises legal issues. We have said very clearly, including in the EU Council last night, that if that were to encroach on the single market and threaten this country’s national interest, we could take action, including legal action.

Commons ChamberI shall ensure that my right hon. Friend the Chancellor takes note of my hon. Friend’s suggestion. We want to make it easier for small voluntary organisations and mutuals to bid successfully. One thing that we aim to do is to get contracts chunked up into smaller lots. We have much bigger contracts, generally, than France or Germany would have in equivalent circumstances, which tends to militate and be biased against the interests of smaller businesses and voluntary and charitable organisations.
3. What assessment his Department has made of the role of the big society initiative in tackling social exclusion.
The big society is all about building social capital, which is key to solving social exclusion. There are four places where most of us build the relationships that sustain us: in the family, in school, in our communities and at work. We are taking action to build social capital in all of those through a focus on the 120,000 most troubled families, through competition and raising standards in schools, through community organisers and the community first initiative in communities and through the Work programme, the rehabilitation revolution and the drug and alcohol recovery programme.
I thank the Minister for that answer and I know that he is sincere in wanting to see civic society flourish, as am I. In Leicester, many organisations who work with vulnerable people at risk of social exclusion, such as the Shama women’s centre or those at the Saffron Lane resource centre, increasingly find that their grants and pots of money are being cut. Does the Minister think he will be able to create the big society on the cheap?
As I said the previous time the hon. Gentleman asked such a question, he is extraordinarily assiduous in this area. I have done some further research on where he has been recently and the Saffron Lane centre that he describes is, I am glad to say, one area where the community organisers to which I referred will be located. While I am at it, it is clear that the hon. Gentleman drags the Government with him every time he goes anywhere. He also visited the Eyres Monsell centre and that is now receiving a £50,000 grant from the community grants system. We can be said to be delivering not on the cheap but on the expensive in the hon. Gentleman’s constituency.

Either the Leader of the Opposition has no control over his aides, who are randomly briefing the press about his position, or he failed to tell the House, in his minutes and minutes of speaking, that he would not have signed the treaty. If he would have signed it, he can say I made the wrong decision, but if he would not, he will have to accept that I made the right decision. He either has to have the courage of his convictions or give an answer.
Will the Prime Minister confirm that his veto does nothing to strengthen financial services in the way that he would want? Now that he has adopted a position of isolation, does he think he is more or less likely to win those safeguards in the future?
The key safeguard that we did get was against a treaty without proper protections and safeguards for the single market. It was in Britain’s interest to do that, and that is what the hon. Gentleman needs to understand.

Commons ChamberDoes the Paymaster General not recognise that many public sector workers taking industrial action today do so reluctantly, with a heavy heart and because they feel that what is on offer is simply not fair? May I press him a little further on his answers to my hon. Friends the Members for Birmingham, Northfield (Richard Burden) and for West Dunbartonshire (Gemma Doyle)? Is he now saying that he is definitely prepared to countenance meaningful negotiations on the 3% increase?
I have made it as clear as I possibly can, but I will say it again: the savings represented within the pension schemes and within the comprehensive spending review period by an average 3.2% increase in contributions must be delivered. We have made that clear.
We have made it clear also that we are willing to entertain suggestions on how those savings can be delivered in other ways. We have heard no such suggestions, so those contribution increases—the first of which will go through in April, and which are actually of the same order of magnitude as those that would have gone through under the previous Government’s reforms in any event—will go ahead.

Gentleman wishes to make the case for why more and more taxpayers’ money should be spent on subsidising union officials, let him do so, and let him explain to his constituents why that is good value when what they want is taxpayers’ money to be spent on front-line public services, on which the most vulnerable people in our society depend.
6. What recent progress he has made in increasing the number of central Government contracts secured by the third sector.
Since May 2010 there have been 702 purchase orders for third sector services by the Department of Health alone. There have also been 94 contracts with third sector organisations from five different Departments: four from the Department for Culture, Media and Sport, 21 from the Ministry of Justice, 15 from the Department for Environment, Food and Rural Affairs, 47 from the Department for Work and Pensions and seven from the Department for Transport. Those contracts have a total value of more than £488 million. Unfortunately, I cannot say how that compares with the previous Government’s record as records were not kept at that time.
I am grateful to the Minister for that answer. In the last week, I met a voluntary third sector organisation in my constituency called Tolsam, which does a lot of valuable work with the young unemployed and those not in education, employment or training. Given the scale of the youth unemployment problem our country now faces, will Ministers consider introducing a requirement that third sector organisations that work with NEETs and the young employed are favoured when awarding contracts?
The hon. Gentleman, who I have discovered has a very honourable record of visiting social enterprises in his constituency, makes a good point. We do believe that there is great merit in including in public sector contracting provisions that reflect social value and social outcomes. We are working on that and we intend to proceed with it.

Commons ChamberI think my hon. Friend is absolutely right. That is the assurance that people seek—you should not change the rules of the game and you should not give away powers that are not yours to give away. The British people should have a block on that; that is what we have put into place. No Government should rule out for ever putting questions in a referendum—after all, this Government had a referendum on the alternative vote—but that is not what I am saying; I am saying that the bedrock of our views about a referendum in a parliamentary democracy is that you should not give powers away from Parliament without asking the people first.
Ahead of tonight’s vote, with a rebellion apparently looming, will the Prime Minister tell us what advice he has taken from the former Prime Minister, John Major? [Interruption.]
Oh, thank you very much. Well, the hon. Gentleman can have plenty of advice from a former Prime Minister because he used to work for one. I do not know whether it appears on his CV; my advice would probably be to leave it off!

Commons ChamberWe shall certainly keep the pressure on the banks. It is worth making the point that in spite of the difficulties, there are 500,000 new private sector jobs in our economy compared with the time of the election. However, we need to have in place all the things that help businesses to expand and grow. Bank finance is just one of those things. We have the Merlin agreement, which is increasing lending to small businesses, and we also have what the Chancellor has said about credit easing to ensure that we consider other ways of expanding credit in our economy.
Q11. This week, I had the privilege of meeting Hafsah Ali and Joseph Hayat from the Ready for Work campaign. They are impressive young people campaigning against rising youth unemployment. Will the Prime Minister tell us what has happened to his vow earlier this year to reverse the trend of rising youth unemployment? Will he also tell the House when he last met a young unemployed person?
Youth unemployment has been rising since 2004—it went up during the growth years as well as in the difficult years. We need a comprehensive strategy that deals with all the problems of youth unemployment, including the fact that there are too many people leaving school aged 16 who spent 13 years under a Labour Education Secretary—so the Labour party needs to take some responsibility—and who left school without qualifications to help them get a job. This is about ensuring that we have better education, a welfare system that helps people into work and a Work programme that provides not phoney jobs, as the future jobs fund did, but real work for real young people.

Commons ChamberI can confirm that staff in the Crown Agents have always been outside the civil service compensation scheme. In April, I used the powers available to me under the scheme rules to allow service in the Crown Agents to count for compensation purposes for the voluntary schemes currently being run by the Department for International Development. I am aware that there are a few cases in which questions have arisen around service before joining the Crown Agents. My officials are actively engaged in clarifying what commitments were made at that time to these staff.
7. What estimate he has made of the financial cost to the voluntary and community sector organisations of recent public disorder in England.
Since the riots, we have remained in close contact with our strategic partners, who are feeding in information about the impact of the riots on community groups. I have a meeting next week with community groups and sector representatives to discuss that impact and the way forward.
I am grateful to the Minister for that answer. At the height of the disturbances that hit Leicester, the Age Concern ambulance bus was torched. Despite what the Prime Minister indicated to me in his statement of 11 August, Age Concern is not eligible for the compensation schemes. Will the Minister look urgently at setting up a compensation scheme for charities so that Age Concern in my constituency can replace its ambulance bus as quickly as possible?
I was as shocked as anyone by the torching of the Age Concern ambulance. My understanding is that under these circumstances, damages are recoverable from the high street support scheme. I have been informed that officials have sent that information through. I would be very happy to meet the hon. Gentleman and representatives of Age Concern if there are continued problems with this issue.
My hon. Friend is absolutely right. This is important and I am sure that there will be all-party agreement on it. As well as having a tough response from the criminal justice system to the riots—we have seen that tough response, with some exemplary sentences handed out very rapidly by the courts system; I praise all those who have been involved in speeding up the justice system—at the same time we need to do more to strengthen communities, to strengthen families, to increase discipline in schools and to make sure that our welfare system supports responsible behaviour rather than irresponsible behaviour. We will be bringing forward proposals along those lines and I hope that they will have support from everyone in this House.
Q2. Before the summer, the Prime Minister took part in a TV documentary that highlighted fears of crime and antisocial behaviour on the Saffron Lane estate in my constituency. Does he expect crime and antisocial behaviour on that estate, and across Leicester, to increase or decrease when he cuts 200 police officers from the Leicestershire force?
