Of course I understand the difficult position that some people may find themselves in, but I hope that everybody will also understand that it is our job to be responsible towards others and to avoid spreading the disease.

One of the biggest tragedies of the pandemic has been the isolation and desperation of those living in care homes and of their families at home, many of whom joined groups such as Rights for Residents. Can the Prime Minister assure them that they will now be able to visit their loved ones in care homes, with the use of testing and other measures to keep them safe?

What we are telling the people of this country now is that we back our fantastic nurses all the way. What they want is more nurses, which is why record numbers are in training and why we had 11,000 more in the NHS this year than there were last year. Those are fantastic investments in our country and in our society, and I must say that it is peculiar that, as I understand it, the Scottish nationalist party’s approach to healthcare is now to cut off the bottom of doors in schools in Scotland in order to improve ventilation.

Q5. As a proud Wulfrunian, I am thrilled that my city is at the front and centre of the Government’s levelling up White Paper. Getting jobseekers of all ages the skills they need to get into work will be vital to levelling up in Wolverhampton, and the City of Wolverhampton College is already doing this at its brand-new facility at Bentley Bridge, in my constituency. Will the Prime Minister join me in congratulating the college? Will he also meet me and my neighbour, my hon. Friend the Member for Wolverhampton South West (Stuart Anderson), preferably at the college, so that we can discuss how more jobseekers can get access to skills, potentially through the City Learning Quarter and that final bit of funding that we need?

The hon. Gentleman is completely right. It is an underestimated point in our favour that I do not believe, in the end, that Russia wants the kind of isolation that would ensue. Of the global institutions, Russia takes the UN very seriously. Russia values her membership of the UN Security Council. What he proposes about using the General Assembly is entirely right. But it is very important that we not only have tough measures but provide the avenue for diplomacy as well.

I thank the Prime Minister for sending such a strong and clear message to Vladimir Putin and everyone across the House for backing the Prime Minister on such a crucial issue. At such a worrying time, can the Prime Minister reassure British nationals in Ukraine that our embassy in Kyiv remains open to provide assistance should they require it?

Yes, I am very happy to give that reassurance. As I said just now, the embassy continues to function. At least 30 staff are there to look after British interests in Kyiv and around Ukraine.

The right hon. Gentleman talks about cutting CO₂ in half. Well, that is virtually what this country—this Government—has done. Since 1990, we have cut CO₂ by 44% and the economy has grown by 78%. That is our approach—a sensible, pragmatic Conservative approach that cuts CO₂, that tackles climate change and that delivers high-wage, high-skilled jobs across this country. Our net zero plan will deliver 440,000 jobs. That is what the people of this country want to see, and that is what they are seeing. They are seeing wages up, they are seeing growth up, they are seeing productivity up under this Government. If we had left it to the Leader of the Opposition, who is sadly not in his place, we would still be in lockdown. That is a point that the right hon. Gentleman might bring to the attention of the Leader of the Opposition, wherever he is currently self-isolating.

Q4. The Prime Minister will know that my hon. Friend the Member for Wolverhampton South West (Stuart Anderson) and I have both lobbied for funding for better training and skills provision for young people in Wolverhampton. The youth unemployment rate was unacceptably high pre-pandemic; now, sadly, it is the highest rate nationally. Will the Prime Minister urgently look at how the Government can level up opportunity so that young people in Wolverhampton can get the skills and the confidence that they need to find work?

My hon. Friend is absolutely right about Wolverhampton; that is why we are working flat out to ensure that young people in Wolverhampton benefit from the kickstart scheme, and we are working with City of Wolverhampton Council to ensure that young people get bespoke support for their return to work.

I have already explained that this is the biggest investment in our armed forces since the cold war, and there will be no redundancies across the armed forces.

I have been absolutely honoured this year to spend time with the Royal Navy, as part of the armed forces parliamentary scheme. In a world where new powers are using new tools to redefine the international order, does my right hon. Friend agree that it is vital that we now invest in new technologies such as cyber so that our fantastic armed forces personnel are fully equipped to face 21st-century challenges to our nation’s defence?

Yes, indeed, and that is why we are investing in cyber and in shipbuilding. By the end of this decade, we will have 24 frigates, as opposed to the 15 today.

I have a very high regard for Michael Marmot, and worked closely with him for many years. I believe that his advice is invaluable, and we will indeed make sure that as we come through the pandemic we look at the way in which it has impacted on the poorest and most vulnerable. We will indeed build back fairer.

The vaccine roll-out now offers hope and relief to vulnerable people who have spent months living in fear and isolation. We hear that 6.8 million vaccines have been delivered, which is an amazing achievement, and I thank everyone involved in the roll-out. The mass vaccination hubs are an important part of the scheme, but many of my constituents with mobility issues are worried that they are going to miss out on their vaccine, as they cannot make the journey to one of those larger hubs. Can the Prime Minister give them reassurance that they will be offered a vaccine locally—even in their own home—and that anyone unable to travel will be fully supported?

My hon. Friend makes a very important point, and I hope that she will give reassurance to her constituents that they need have no anxieties about that. They do not have to go to the vaccination centres. They can either go to their GP surgery or, indeed, they will be visited in their own home.

Of course. Businesses in Northern Ireland will receive exactly the same support on the basis of Barnett consequentials; that is inevitable.

I welcome the Prime Minister’s commitment to work at a local level, but I hope he will understand my disappointment that Wolverhampton has been lumped into a tier 2 system, despite the protestations of all three MPs and the local council. My fantastic pubs and restaurants have done everything asked of them, and now, because they are in tier 2, they face no financial support at all and a devastating effect on their viability. Will he urgently look at that?

I am grateful to my hon. Friend, but actually, the job support scheme is precisely available to pubs, restaurants and businesses in her constituency that may be open but are not able to trade as they normally would.
