The Rwanda scheme is an extremely important part of our basket of responses. I will do everything to ensure that we drive down small-boat arrivals: that is the promise we have made to the British people, and that is the commitment I will deliver.

One of the ways of dealing with illegal migration is to look at the number of cases. Can the Home Secretary say how many legacy backlog cases there are—if they have yet been triaged—and how many of those result from illegal migration?

The historic backlog has been reduced by 65%. It has fallen by more than 59,000 cases since the end of November 2022. We have recruited 2,500 asylum decision makers, and we have increased tenfold the pace at which these decisions are made.

My right hon. Friend makes a number of important points. Prior to this invasion, Vladimir Putin’s desire was to limit other countries joining NATO, but because of his attack, we have had direct applications from Sweden and Finland. Finland has now joined NATO, and Sweden is well on the way towards doing so. His desire was to prevent Ukraine from further integrating with western structures, but his invasion has driven Ukraine to do that very thing. His invasion was meant to fracture NATO, fracture the transatlantic alliance, but it has strengthened it. He created the Wagner Group to bolster his power in Russia, but his creation has undermined his authority. Everything that Vladimir Putin has done has been counterproductive to his own explicit aims. That is why I have no doubt that, with our continued support and that of the international community, the Ukrainians will prevail and return their country to its sovereignty.

May I start by wishing the Foreign Secretary and his family well?

At the NATO Parliamentary Assembly in Luxembourg, we unanimously passed a declaration with a clause that specifically recognises the Wagner Group as a criminal and terrorist organisation. Could the Foreign Secretary ensure that the Prime Minister also supports that at the Vilnius summit?

The right hon. Lady makes an important point about the nature of the Wagner Group. I know that there are variations in the definitions used to describe it. The UK sanctions the Wagner Group in its entirety and also certain key members of it. We will continue to ensure that we undermine the ability of that mercenary organisation to create conflict, not just in Ukraine but around the world.

Our ambassadors play a skilful role in NATO and I wish to place on the record my thanks to Fleur Thomas in Luxembourg, which hosted the NATO Parliamentary Assembly, for her excellent briefing. What assessment has the Foreign Secretary made of Sweden actually joining NATO, which will strengthen its unity, before the Vilnius summit?

The UK’s position has been clear on this: Sweden should join soon. Our desire, which is shared by all allies with the exception of a couple, is that Sweden should be a full member by the time of the Vilnius summit. We aspire to have a flag-raising ceremony and for Sweden to play a full part in the discussions at Vilnius. That will continue to be the aim towards which we work.

British nationals Morad Tahbaz and Mehran Raoof still remain incarcerated in Iran. What is the Foreign Secretary going to do to bring them home?

I assure the right hon. Lady that we continue to make every effort to support British dual nationals incarcerated in Iran. This remains an ongoing piece of work, and she will understand that it is not always possible, or in the best interests of the individuals, for us to go into details. However, I assure her that it remains a priority for the UK, and is one of the reasons why it is important that we maintain a bilateral diplomatic relationship with Iran.

Will the Minister please update the House on the cases of the British citizens Morad Tahbaz and Mehran Raoof, who are still in Evin prison in Iran?

I can assure the House that the UK Government remain completely committed to securing the full release of British dual nationals held in Iran. That passion has not been diminished. I assure the right hon. Lady and the House that we will continue to work on this with as much alacrity and passion as ever we have.

I can confirm that the Defence Secretary has been doing a lot of work in that area. The Foreign Secretary was in Riga not so long ago. We absolutely recognise that our northern partners, the Baltic states and the Scandinavian countries, are in a geographically difficult and vulnerable place. I can assure my hon. Friend that our support for freedom, democracy and peace extends to that part of the world, as well as to more high-profile issues such as those in Ukraine.

12. What diplomatic steps she is taking to help ensure the release of detained British citizens during negotiations with Iran.

I can assure the right hon. Lady and the House that we remain committed to securing the immediate and permanent release of those British dual nationals unfairly detained in Iran. We continue to work together with our international partners. The Foreign Secretary pressed the Iranian Foreign Minister on 8 November for Anoosheh Ashoori, Morad Tahbaz and Nazanin Zaghari-Ratcliffe to be released and to return home to be with their families as soon as possible. I raised their cases with my Iranian counterpart, Deputy Foreign Minister Bagheri Kani, on 11 November. We continue to call on Iran to do the right thing and allow the immediate release and return home of these British dual nationals.

I thank the Minister for his answer, but that was in November. Anoosheh Ashoori is on hunger strike and he needs diplomatic protection. He is innocent. Nazanin Zaghari-Ratcliffe, six years a hostage: innocent. Morad Tahbaz, an environmentalist: innocent. Mehran Raoof, a trade unionist: innocent. Will the Minister commit to working closely with the United States special envoy Robert Malley to bring these innocent hostages home?

I would remind the right hon. Lady of the point I made before. Our Department works tirelessly, daily, in our attempts to bring these people home and we do so not because questions are raised in the House or sent to us in correspondence but because it is the right thing to do and it is what we are committed to doing. We work tirelessly with international partners, both in the region and across the Atlantic, to bring about the release of these people, whose detention is completely illegitimate and completely wrong and is the sole responsibility of the Iranian Government. They are the ones who are in the position to release these people and we call on them to do so immediately.

I and other Ministers have made it clear that the reduction in official development assistance spending is driven by the worst economic crisis this country has faced in 300 years. Luckily— no, not luckily; thankfully—because of our world-class vaccine roll-out programme, our economic recovery seems to be working at pace. We have the fastest recovery among our G7 partners. Hopefully that will mean we are able to recover to the 0.7% level, which we are committed to returning to as soon as possible. Unfortunately, I am not able to give an accurate prediction of the future trajectory of the UK economy and, therefore, cannot give the hon. Lady a specific point in time. It remains our aim and commitment to return to 0.7% as soon as the economic conditions allow.

I thank the Minister for his attention to this subject. Could I ask a double-headed question? I am sorry, but time is obviously limited. What accountability is there to ensure the money is actually going to where it should go, and when was the last time the Minister spoke to Martin Griffiths?

To answer the second question first, I speak with Martin quite regularly. I cannot remember the precise date on which I last spoke to him, but he and I have an excellent working relationship, and we speak quite regularly.

With regard to accountability, we take the prevention of aid diversion incredibly seriously. We probably have one of the most robust donor frameworks, and we always ensure that where possible, we minimise aid diversion, because we know—particularly in areas of conflict—that diverted aid can go to reinforce the conflict, rather than to humanitarian aid. Work is ongoing in this area, as it is in all others.
