The decision that was taken on 23 June in relation to free movement was that it should be the UK Government who determine the immigration rules for people coming to the United Kingdom from the European Union. We will be putting forward proposals to the House in due course on what those future arrangements should be. We will not be stopping immigration from the European Union—we will not stop people coming into the United Kingdom—and we recognise that people will still move from the EU into the United Kingdom, but the important point is that the rules governing that movement will be determined by the UK Government.

The Prime Minister is right that the UK is leaving the institutions of the European Union, not Europe itself. She is also right to talk of this country as “global Britain”. This nation is one of the world’s leading aviation powers and is an island trading nation. May I seek an assurance that, as we increasingly become a conduit between the rest of the world and Europe, the importance of aviation will be paramount?

Obviously a key element of the negotiations will be ensuring that we see no disruption to aviation arrangements so that people are able to continue flying between the UK and other parts of the European Union and elsewhere in the world. We recognise the importance of our aviation industry in terms of not just the work of the airlines themselves and our airports, but aviation manufacturing, which is also important to us.

I assure the hon. Gentleman that we recognise the severity and urgency of the crisis taking place in east Africa. More than 20 million people face the risk of dying from starvation because of war and drought. Again, it is this country that is leading the way in delivering life-saving support. We have announced that we will match, pound for pound, the first £5 million donated by the public to the Disasters Emergency Committee’s new east Africa crisis appeal, to which he referred. I assure him that we take every opportunity to ensure that countries around the world recognise the importance of international aid, and of supporting countries when we see terrible disasters such as this famine coming into being. The UK’s record, and what we do, enable us to say to others that they should do more.

It is my honour to chair the all-party parliamentary group on blood cancer. Today we launched an inquiry into greater awareness of the condition and the patient experience. I seek assurances from my right hon. Friend that the additional £10 billion going into the NHS in this Parliament will in some way be spent on ensuring that we tackle this third-biggest cancer killer.

My hon. Friend is right to raise this subject. Many people have not heard much about this particular cancer, and are probably not much aware of it as an issue. I can assure him about what the NHS is doing. Over the last few years, we have seen a significant improvement in cancer survival rates. We have seen an increase in the number of people being referred on because of potential cancer cases, and an increase in the number of people being treated for cancer. This is a record on which we want to build.

The reality of the starting point we are at is that we are going to sit down with the European Commission and, obviously, representatives of the European Council and the European Parliament, to negotiate the relationship that is going to be right for the United Kingdom and right for the rest of the European Union. The discussions I have had so far indicate that there is a recognition on both sides of the negotiation of the importance of making sure that we get a very good free trade agreement.

I commend the Prime Minister on her statement. Does she agree that now is a good time to consider raising environmental and animal welfare standards as we leave the European Union? For example, we currently cannot stop the export of live animals.

The position we have taken is that, when we leave the European Union the acquis will be brought into UK law through the great repeal Bill, so that at that point everybody will know where they stand in relation to the various rules and regulations we have abided by as members of the European Union. Thereafter, of course, it will be open to this Parliament to determine the standards we require and the regulations we wish to see across a whole raft of areas, including those my hon. Friend mentions.

This is a matter that we and others in the international community will be looking at. Of course, at the moment President Assad is still there in Syria. We have said from the beginning that we want to see a political transition away from President Assad, but we are very clear that we need to look carefully at all the actions that have been taken in relation to the conflict in Syria and ensure that people are held to account for those actions, including, obviously, the ones that break international humanitarian law.

I congratulate my right hon. Friend on, and thank her for, the robust stance she took in representing the United Kingdom at the recent EU Council meeting. Will she say whether any of the leaders of the 27 expressed a wish not to want to trade with the UK in goods and services?

I am very happy to tell my hon. Friend that when I have been meeting leaders bilaterally, they have been very keen to express their desire to continue to trade and have a good trading relationship with the United Kingdom.

I have said on a number of occasions, including last week, that I hope to be able to address that issue at an early stage. I repeat my earlier comments in relation to our expectation for EU citizens, and I repeat once again that it is for this House not simply to ignore the interests of British citizens who are living in European Union member states. We must ensure that their rights are guaranteed, as the rights of EU citizens living here will be guaranteed.

I commend my right hon. Friend’s statement to the House. Last Friday evening I held a public meeting in my constituency for EU nationals concerned about the Brexit vote, and was heartened by a majority seeing the opportunities of the UK leaving the EU possibly leading to reform for their home countries in the future. Given Wallonia’s effective veto on the Canada-EU agreement, what discussion was there among other EU leaders about the need for EU reform?

It is up to the 27 member states to discuss among themselves the future shape that they wish the European Union to take once the United Kingdom leaves. I have raised with other leaders the importance of their paying attention to the message that was given by the UK vote to leave the European Union, but I leave it to them to discuss the future of the EU without the UK.

I very much welcome the Government’s announcement this week that they plan to ban plastic microbeads in many cosmetic products, including face scrubs and toothpastes. As well as the moral stance that the Government take in forums such as the G20 on anti-slavery and free markets, my request is that we continue to be world leaders in taking forward environmental policies so that we can protect our marine wildlife and the rest of the planet.

I thank my hon. Friend for his comments about our decision on microbeads. They have an impact on marine life and it is clearly right that we ban them in certain products. We are seen to be leading on issues such as climate change, and we can lead on the wider area of environmental concerns.

The number of European economic area foreign national offenders who have been deported has tripled since 2010-11, from just over 1,000 to well over 3,000. We are making progress in that field.

At the beginning of this year, a Dutch resident entered through Gatwick airport, very swiftly assaulted a member of staff there, went before the local magistrate, and was released, without having any address, on to the streets of Crawley. Several days later, they hammer-attacked two female police officers. Will my right hon. Friend reflect on the difference between the rhetoric about sharing criminal records and the reality as experienced by all too many of our constituents?

I am aware of this case, as my hon. Friend came to see me to raise it. Given the circumstances that he has set out, I can fully understand why he chose to do so, and why he has raised the case again today. He referred to criminal records exchange. The tools are there, but operational decisions will be made by those involved at any point in time. As I have indicated, the police have significantly increased the number of criminal record checks that they make, but whether and at what point they make those checks are decisions for them.

I reassure the hon. Gentleman that we are in regular discussions with the Irish Government about how to improve security at their external border because, obviously, there is the common travel area between Ireland and the United Kingdom. We have already done a lot of work with the Irish Government on data sharing and the sorts of systems that might support improved security, and we will continue that work.

In contrast to some hon. Members who have spoken, I wish to pay tribute to the hard work and dedication of Border Force officers at Gatwick, especially with regard to their recent apprehension of terror suspects. May I have an assurance that they will continue to get the support that they need from the Home Office?

I can give my hon. Friend that assurance. As I have said, we now have a Border Force that is more flexible and that is able to use its resources appropriately. The director general is continually looking to ensure that resources are appropriate at ports and commensurate with the traffic that they are experiencing. He rightly praises the Border Force officers at Gatwick who, along with those elsewhere, do an excellent job.

The hon. Gentleman may know that I have had my own interactions with the European convention on human rights, when the European Court of Human Rights has been used to try to prevent me from deporting people from the United Kingdom. In certain key cases, we were able to ensure the deportation or extradition of individuals who we believed were a danger here in the UK. The operation of the European Court of Human Rights and the European convention on human rights should indeed be looked at, which is why the Government are looking at introducing our own Human Rights Act and possibly a Bill of Rights, which will interact with the ECHR.

An important section of the UK border exists in my constituency at Gatwick airport. I seek my right hon. Friend’s assurances that Border Force has been strengthened at that location, particularly given that it accepts so many flights from the vast Schengen area. We need to ensure that terrorists who might have made it into Europe cannot then make it into the British Isles.

Yes. Border Force has looked across airports and sea ports to see where it needs to enhance the checks that it provides. It is very conscious of the fact that the coming weekend is a particularly busy one for Gatwick at the start of a holiday period. It will take action accordingly.

We constantly look at the measures that we need to take here in the United Kingdom to protect against an attack. Following the Charlie Hebdo attack, discussions were held by the police with various media outlets to discuss with them their security. Of course, following the terrible attacks that took place in Paris on 13 November last year, we have looked further at the whole question of protective security. The right hon. Lady is right—the current national terrorist threat level is at “severe”—a terrorist attack is highly likely. The decision as to what that threat level should be is a matter for the independent joint terrorism analysis centre.

In 2014 I was very grateful to my right hon. Friend the Home Secretary for increasing Prevent funding to Crawley constituency. Can she give assurances to the House that she will continue those efforts to ensure that young British Muslims are not tempted by the vile and sick propaganda of Daesh that she has rightly condemned?

I can absolutely give my hon. Friend that assurance. We have taken a number of steps in relation to an uplift in Prevent funding that is taking place. Also, an important step that we took was putting the Prevent duty on a statutory basis. From everything I have heard, I think that is already having an impact out there and ensuring increasingly that those in the public sector who come into contact with young people and others, but particularly young people, are looking to spot the signs that somebody may be being taken down the route of radicalisation, and to take appropriate action.

I assure the hon. Gentleman that I regularly meet the Commissioner of the Metropolitan Police to discuss a number of issues relating, obviously, to the policing of London, but also to any wider responsibilities he has.

I very much welcome my right hon. Friend’s statement, particularly with regard to the doubling of resources for airport security during this Parliament. She will know that, over the weekend, Gatwick airport had to be closed after someone with a firearm—likely to be a French national—was foiled. Will she join me in paying tribute to Sussex police and all who work in security at Gatwick airport for their vigilance?

I am aware that an incident took place at Gatwick airport, which was dealt with very professionally by the police. I certainly commend the work of the Sussex police at Gatwick airport, but also for their wider work to keep people within the county safe.

The right hon. Gentleman makes an important point. I am tempted to say that very few of us work to Brussels office hours, but he is absolutely right that it has to be a 24/7 operation. We need co-operation across Europe, but we also need to work with the countries in Africa where the criminal gangs are operating. That is why the National Crime Agency has ensured that its new organised immigration crime taskforce has people in Africa who are able to work at a local level, with European input, to break the criminal gangs.

We also have the proposal from the European Union, which has been masterminded by High Representative Federica Mogherini, to take action off the Libyan coast through the common security and defence policy. Of course, that depends on the consent of the Libyan Government. As the right hon. Gentleman will know, that is not something that is possible at the moment, but work on the stability of Libya is part of the important work that needs to go on.

In recent days, we have seen the closure of the German-Austrian border. Does my right hon. Friend, whom I commend for her statement, agree that that shows the naivety and nonsense of the Schengen treaty? Will she rule out this country ever being a signatory to it?

My hon. Friend tempts me to talk about Schengen, as did the hon. and learned Member for Edinburgh South West (Joanna Cherry) who spoke for the Scottish National party. I simply say that we are not a member of Schengen. Decisions on borders within Schengen and the operation of the Schengen border code are matters for countries that are within the Schengen zone. We are not a member of it and we do not intend to be a member of it.

The secure area will be in place in the autumn: we are working on putting it into place. I would expect it to be policed by the French police, because the British police do not police in other member states. We are providing £12 million, and the security arrangements we are putting in place in Calais will be paid for from that sum of money.

I commend my right hon. Friend the Home Secretary for her comprehensive statement on tackling attempted illegal immigration from Calais. Can she assure me that the UK Border Force will not be diminished at other points of entry, such as Gatwick airport and elsewhere, where attempted illegal immigration can occur?

I recognise the significance of Gatwick airport for my hon. Friend and his constituency, and I assure him that UK Border Force is constantly looking to ensure that it is able to maintain security at all types of ports. That includes looking at security arrangements at some sea ports which have perhaps not had the same focus in the past.
