The noble Baroness raises a lot of very detailed numbers in her question, but the principle of dividends for public companies is well established and every other public company produces dividends for its investors. Perhaps I might take away those thoughts and come back to her.

My Lords, may I assist the Minister? It is one thing a company paying a dividend if it makes a reasonable profit, but does he not agree that it is completely different if a company is borrowing heavily to pay a dividend? I ask him also to comment on this, because he has not done so yet: we are all for the leaders of these industries being properly rewarded, but they should not be given bonuses when their environmental duties fall short.

I entirely agree with my noble friend on that issue. Ofwat will also take forward a consultation to consider a ban on water bosses receiving bonuses when their company has committed a serious criminal breach. As part of that consultation, Ofwat will consider the criteria for a ban on bonuses. This would likely include successful prosecution for a category 1 or 2 pollution incident, such as causing significant pollution at a bathing site or conservation area.

The noble Lord is absolutely right about this issue. Both Defra and the Government have been crystal clear that agriculture is at the forefront of any trade deals we negotiate. We reserve the right to pause negotiations with any country if progress is not being made. We recently did this with Canada, which the president of the NFU welcomed as a relief for farmers. All imports need to meet our food safety requirements, and free trade agreements do not change our protections for food safety, animal welfare and the environment.

My Lords, does the Minister agree that if we are serious about food security, we should do all we can to stop large solar arrays being put on high-quality agricultural land? Does he also agree that the way forward is to ensure that solar panels are put on warehouses across the country and located alongside motorways and railways?

My noble friend is correct. There is a presumption against planning on grade 1, grade 2 and grade 3 land. He is entirely right that solar energy and any other developments need to be appropriately sited to achieve the right result.

I completely agree with the noble Baroness on the restorative qualities of access to nature, for not just young people but people of any age. The Government have spent considerable amounts of money on improving access for the public to not just our urban spaces but wider spaces, with the creation of new national parks and other areas. I completely agree with the noble Baroness on her point.

My Lords, will the Minister find time today to look at the damage being done to various tracks and byways open to all traffic—so-called BOATs—where, quite often, off-roaders are not just causing damage to the local environment but disturbing walkers, riders and other people who want to enjoy the countryside?

It seems like a similar issue to bikes on pavements—bikes on paths in the countryside. This is a really difficult area, and one I come across a lot in my private life, with people accessing the countryside in inappropriate ways. Paths are narrow, and it is often quite dangerous when someone on a mountain bike, or a group of people on mountain bikes, is coming down that path. It is intimidating, and it is very challenging to find a safe place and a safe way to make those two meet. I sympathise with my noble friend.

The noble Lord raises a very good point. I do not have the exact details of the requirement he is asking for, so perhaps the best thing I can do is write to him on that.

My Lords, I declare my interests in the register. The Minister will be aware that we import 45% of the food in this country, and surely one of the lessons from the Ukraine war is the added emphasis on food security. Can the Minister say something about import substitution, and can he also give the House some assurance that the sustainable farming incentive does not always prioritise environmental schemes over food production?

I thank my noble friend for his question. The Government take the issue of food security extremely seriously, and we are absolutely committed to producing high-quality British food for British consumers. Getting the balance right between what we produce through our SFI programme—or our ELMS programme, I should probably say—is a fine judgment between getting the environmental and biodiversity improvements we all want to see, and producing food for the country.

My Lords, rising temperatures obviously go hand in hand with rising sea levels and coastal erosion. The latter is having a particularly serious impact on parts of the Norfolk coast. Can the Minister confirm to the House that a previous policy of managed decline is no longer in place and that we will do all we can to help the communities affected by the impact of such events?

My noble friend will be aware that the Government have committed north of £5 billion for flooding and coastal erosion. We are now half way through that programme. I will write to my noble friend specifically about the Norfolk coast.
