The shooting down of MH17 over the skies of Ukraine was a tragedy that shocked the world. On behalf of the Leader of the Opposition, who is visiting Washington, I join the Prime Minister in expressing our heartfelt and deepest sympathy to the relatives of those who have lost their lives. All of us have been outraged by the images of the site left open for anyone to trample over, and the way that the bodies of the deceased have been handled with what looks like casual indifference. We have all been horrified, but what must it be like for the families of the deceased to see that?
Those families face not only grief and loss, but multiple practical issues. Will the Prime Minister identify a senior Minister to co-ordinate support for them? That role was performed by my right hon. Friend the Member for Dulwich and West Norwood (Dame Tessa Jowell) after 9/11, 7/7 and the tsunami. Will he ensure that his Government do everything they can to enable the international community to help secure the site, repatriate the bodies, and gather the evidence that shows who is responsible? Does he agree that as soon as the investigation of the disaster is complete, there should be an emergency meeting of European Heads of Government to consider what further steps should be taken? It appears that international civil aviation regulators imposed no restrictions on crossing that part of eastern Ukraine. In the light of the attack on flight MH17, is there now specific travel advice for British citizens planning to go abroad?
As the Prime Minister set out in his statement, evidence is growing that this was not simply a tragedy but a terrible crime. Surely this is a moment of reckoning for Europe. This is the moment for a strong and determined EU to step up to its responsibilities and confront the Russian actions. Europe must show its sorrow, but it must also show its strength. I welcome the Prime Minister’s commitment to seek a toughening of EU sanctions against Russia at tomorrow’s EU Council meeting. Will he tell the House what measures he wants to be considered? Will he support decisive steps to extend sanctions not just against specific individuals but against Russian commercial organisations, to dissuade President Putin from the supply of arms and the support for separatists that he is now providing across the Russian border?
Turning to the horror that is unfolding in Gaza, it is intolerable to see the harrowing images of hospitals overwhelmed, mortuaries overflowing and parents devastated as they cradle their dying children. Yesterday the world stood witness to the most bloodstained day. Since the start of this conflict, 20 Israelis have been killed, 18 of whom were soldiers. More than 500 Palestinians have been killed, including countless children—innocent young children whose short lives have been ended in the most brutal and horrific of circumstances.
We cannot reduce this conflict to a ledger of casualties, but we must acknowledge the scale of suffering in Gaza, because the life of a Palestinian child is worth every bit as much as that of an Israeli child. Every death of a Palestinian child will fuel the hatred, embolden Israel’s enemies and recruit more supporters to terrorist groups such as Hamas. We stand up for Israel’s right to defend itself, but this escalation will not bring Israel lasting security.
Does the Prime Minister agree with UN Secretary-General Ban Ki-moon that we must continue to press for an immediate ceasefire, an immediate end to the Israeli military operation in Gaza, and an end to the rocket fire by Hamas; that all sides must respect international humanitarian law; and that Israel must exercise maximum restraint?
What is the Prime Minister’s view of the report suggesting that Israel is using flechette shells? Does he agree that the only way to avoid the cycle of violence and perpetual insecurity in the region is to address the root causes of the conflict and that there must be an immediate return to the negotiating table and talks on a two-state solution? As Ban Ki-moon said:
“Israelis, but also Palestinians, need to feel a sense of security. Palestinians, but also Israelis, need to see a horizon of hope.”
I thank the right hon. and learned Member for Camberwell and Peckham (Ms Harman) for her response and also for her condolences for those who have lost loved ones. She is absolutely right to say that what has happened over the skies of Ukraine is a deeply human tragedy; that is how we should see it first and foremost. Our thoughts should be with the victims and their families and on the need to get the bodies off the site and to have that site properly dealt with. That is our first priority. She asked a number of specific questions and made some specific points. On the consular work that is being done, the Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for Boston and Skegness (Mark Simmonds), is leading on that. In time, I will want to discuss directly with the victims’ families how best we can take care of all their needs and concerns.
The right hon. and learned Lady asked whether there should be an EU Heads of State/Heads of Government European Council emergency meeting. I certainly do not rule it out, but, in the first instance, we should task our Foreign Ministers, who are meeting on Tuesday night, to set out the tough measures that are necessary to show that Europe is heading on a different path. Then she asked about the travel advice to UK citizens. Of course, Eurocontrol is the organisation that sets the parameters for where aeroplanes can and cannot fly, whereas we give advice about individual countries to which people should and should not travel, and that information is regularly updated on the Foreign Office website.
The right hon. and learned Lady is absolutely right to say that this is a moment of reckoning for Europe, and I very much hope that the European Council will not be found wanting. She asked specifically about the steps that should be taken. As she knows, we have the tier 2 sanctions, some of which have already been put in place, but there is more that can be done, such as naming individuals and increasing the number of asset freezes and travel bans. I suggested at the European Council last week that that number should be broadened to include the cronies and oligarchs around President Putin and other leaders, even if there is not a direct link between them and Crimea and Ukraine. I made some progress on that on Wednesday night, and I hope to make some more progress. It is time to start to go into the tier 3 sanctions. For instance, future military sales from any country in Europe should not be going ahead. We have already stopped them from Britain. A number of other suggestions were made about airlines and banks, particularly those connected with Crimea, which have not yet been acted on, so there is a whole set of things that needs to be put in train with a very clear message.
On Gaza, the right hon. and learned Lady is absolutely right that we cannot look at the situation in terms of a ledger of casualties. Again, this is a deeply human tragedy. Anyone seeing those pictures in Gaza of the children running across the beach before their young lives are snuffed out—as a father of three, I cannot help but be incredibly moved by that. What is happening in Gaza is absolutely heartbreaking. We have to be clear, though, about how this could most quickly be brought to an end: that is for Hamas to stop the rocket attacks on Israel. If it stops those, all the other things that we need—the end of the Israeli operation, and the ceasefire—would be in place.
Again, I agree with the right hon. and learned Lady on the root causes. We need to make progress with the two-state solution. That is not going to happen while we do not have a ceasefire and while Hamas is subjecting Israel to rocket attacks. That is the root cause of this, and that is the thing that needs to change and change quickly in order to bring peace to the middle east.

Commons ChamberMy hon. Friend has made an extremely good point. We must do more to make it easier for small businesses to take people on. However, this morning’s figures are good news. The claimant count is down by 3,700 on the month, unemployment as defined by the International Labour Organisation is down by 9,000 on the quarter, and crucially, as my hon. Friend has said, employment is up by 167,000 on the quarter.
We are helping small businesses by cutting the small business rate of corporation tax, we have the “one in, one out” rule so that new regulations will be limited, and we have a new enterprise capital fund to provide additional equity finance. We need to do all those things, but I think we also need to do more to help small businesses to take people off the unemployment register and put them back into work.
I join the Prime Minister in paying tribute to ranger Aaron McCormick of 1st Battalion The Royal Irish Regiment, who died on Sunday. His brave service in our armed forces will be remembered, and we send our deepest condolences to his family.
I also join the Prime Minister in sending our warmest congratulations to Prince William and Kate Middleton on their engagement.
Will the Prime Minister tell the House how many fewer police officers there will be as a result of his 20% real-terms cut in the police budget?
It will be up to individual police forces—[Hon. Members: “Ah.”] This is very important. It will be up to individual police forces to try to ensure that they maximise resources in the front line. What we said in the spending review was that it was possible to retain the high level of visibility and activity of police on our streets. That is the challenge to every police force in the country, and I think that when we look across police forces and see how many officers there are in human resources and information technology and performing back-office functions, it is clear that we can succeed.
Her Majesty’s inspectorate of constabulary says that while there are, of course, efficiencies, cuts of beyond 12% will inevitably result in cuts in the number of front-line police officers, yet the Prime Minister is asking not for 12%, but for 20% cuts. As usual, he has ducked the question, and he will not admit how many front-line police he is cutting. He used to be very clear about protecting front-line services. This is what he said on 2 May:
“any cabinet minister if I win the election…who comes to me and says, ‘Here are my plans’ and they involve frontline reductions, they’ll be sent straight back to their department to go away and think again.”
So what did he say to the Home Secretary?
This question has been asked of the right hon. and learned Lady’s own former Home Secretary—now the shadow Chancellor—and this is what he said. [Hon. Members: “Answer.”] He was asked—[Interruption.]
Thank you, Mr Speaker. Andrew Neil asked the shadow Chancellor a very simple question:
“Can you guarantee if you form the next Government that police numbers won’t fall?
Alan Johnson: No.”
That is what Labour said. It can engage—[Interruption.] If the right hon. and learned Lady wants to, why do we not engage in a proper debate about how we try to make sure we maximise resources on the front line? That is what we are asking the police force to do, and that is what the Opposition should be involved in, instead of this cheap game.
We were absolutely clear in our manifesto, and the former Home Secretary was absolutely clear, that we would guarantee central Government funding to protect front-line services. No wonder the Prime Minister’s Back Benchers are so silent: he is planning to cut their police forces by 20%. [Interruption.] Their constituents will be astonished to see them cheering 20% cuts in the police budget.
The Prime Minister will be aware of the report of the chief constable of Greater Manchester setting out how front-line police numbers will have to be cut. What does the Prime Minister say to the people of Greater Manchester, who will be deeply worried about the cut in police numbers?
First, let me answer the point the right hon. and learned Lady made about what Labour said after the election. The shadow Chancellor was asked about—[Interruption.] Well, the right hon. and learned Lady raised the point about what was said after the election, and the Shadow Chancellor said:
“If Labour had won the general election, the Home Office budget would have been cut and the police would have had to make savings.”
That is what it said.
The right hon. and learned Lady asks about Greater Manchester, so let me answer specifically about Greater Manchester. First, the chief constable of Greater Manchester has said that his plans are putting “the maximum resources” on front-line policing, and I am not surprised he is able to say that, because here are the figures for the employment levels in the back-office functions: human resources, 187 people for that force; fleet vehicle maintenance, 106 people; finance, 106; IT—[Interruption.] Well, Opposition Members want to know the facts about Greater Manchester police, and these are the facts about Greater Manchester police. Guess how many people are involved in IT in Greater Manchester police: 225. This is the debate we ought to be having: how do we get resources from the back office on to the front line? How do we do it when right now only 11% of police officers are on the streets at any one time? That is the mess we have inherited; that is the mess we are going to clear up.
But the chief constable’s report is clear. As well as cutting important back-office staff, front-line police will have to be cut; that is what the report says. The Prime Minister says—he always says this—that all this is unavoidable because of deficit reduction. In that case, can he explain why he is spending what the Association of Police Authorities says is £100 million creating new elected police commissioners at the same time as cutting police numbers?
The police commissioners will replace the police authorities—that is the point. The key issue, which the right hon. and learned Lady has now addressed, is that we are doing this because we inherited the biggest budget deficit in the G20. It is no good Labour talking about cuts, because it was planning 20% cuts. We are just having to introduce measures to deal with the mess that Labour made, but instead of just top-down cuts, we want to work with these organisations and say, “How do we help you to maximise the impact on the front line?” That is why we are scrapping the stop form—Labour introduced that— and that will save 450,000 hours of police time. We are going to limit stop-and-search reporting, and that will save another 350,000 hours of police time. This is the nonsense, the bureaucracy and the form-filling that Labour put in place. We are freeing the police officers to get out to do the job that people want them to do.
By the way, it is an extra £100 million and the Prime Minister is spending it on elected police commissioners when that extra £100 million is the equivalent of hundreds of police officers. Police numbers do matter in tackling crime—of course they do. Will he drop his proposal for elected police commissioners and give the police the resources they need to protect front-line policing?
The straight answer to that is no, I will not, and I will tell you why. It is about time we had more accountable police forces in our country. I want there to be police commissioners so that when they do a good job calling the police to account and they are fighting crime in the way that local people want, they get re-elected. If they do a bad job, they will get thrown out. We all think that democracy is a great thing in here; what about a bit of democracy in policing as well?
What local people want is to see their local police on their local streets. There he is posing as the guardian of probity in public finances. It cannot be denied that he knows a thing or two about posing. Why, at the same time as he is cutting police numbers, did he choose to use public money on not only a vanity photographer, but on putting staff from Tory headquarters on to the public payroll, with taxpayers footing the bill. Why did he do that?

Commons ChamberWith permission, Mr Speaker, I would like to make a statement on my visit to China and the G20 summit in Korea. First, however, I am sure that the whole House will want to join me in welcoming the liberation, at last, of Aung San Suu Kyi. Her tenacity and courage in the face of injustice has been truly inspiring. I spoke to her this morning to pass on the congratulations of everyone in this country on her release and her remarkable stand on democracy and human rights. We must now work to ensure that her release is followed by freedom for more than 2,000 other political prisoners in Burma and that this becomes the first step towards the people in Burma genuinely being able to choose the person whom they want to run their country.
In China and Korea, my main focus was on jobs and growth. In China, I led one of the biggest and most high-powered British business delegations ever. This helped to win new business for Britain worth billions of pounds, involving businesses all over the UK and cities across China. We strengthened our ties on trade, education and culture, all the while raising our concerns with China on issues such as human rights where we have a difference of view.
In Seoul, Britain had four priorities, the first of which was to continue to win recognition for the importance of fiscal consolidation, with those countries with the greatest deficits taking the fastest action. The second priority was to get a clear commitment from all countries to fight protectionism and take the steps necessary to boost global trade. The third priority was to help move development issues up the G20 agenda, and the fourth was to address the global imbalances that were at the root of the global financial crisis and which still hold back growth in the world economy.
I believe that we made good and important progress on all four of those priorities and I will now take each in turn. First, on fiscal consolidation, it is now perfectly clear what the consequences are if we ignore the dangers of large deficits—we see markets questioning our economy, interest rates rising, confidence falling and the economy back in the danger zone. That is where Britain was only a few months ago, but because of the measures we have taken that is no longer the case. Countries with larger deficits need to act on them and do so now. That was exactly the view of the G20. In Seoul, we agreed that
“failure to implement consolidation would undermine confidence and growth.”
We also agreed to
“formulate and implement clear, credible, ambitious and growth-friendly fiscal consolidation plans”.
There can be no clearer statement of our collective intent.
Secondly, on trade, as the world comes out of recession with some countries moving more slowly while others, including the new emerging powers, forge ahead, there are inevitable pressures in some quarters for protectionism. The G20 has been a vital forum in fighting to keep markets open. Increasing trade is the biggest boost and the biggest stimulus we can give to the world economy. It does not cost any money, it is not a zero-sum game and it creates wealth and jobs. So, against a background of rising protectionist pressures, the G20 reaffirmed its determination to learn the lessons of the past and avoid the trade barriers and beggar-my-neighbour policies that wrecked the economy in the 1930s. It refreshed its commitment
“to keeping markets open and liberalizing trade and investment as a means to promote economic progress for all”,
and pledged to
“roll back any new protectionist measures that may have arisen”.
On the Doha round, let me say that it is incredibly frustrating that this trade round is almost 10 years old and that world leaders say again and again that it is going to be completed, but that the situation still remains stalled. The longer it has gone on the more difficult it has got, because the world economy has changed so fast that the deal has become outdated. Both developed and developing countries are looking for more from the round. I do not want to raise hopes artificially but I think that some real progress was made in Seoul.
The language of the communiqué refers to 2011 as the “critical window of opportunity” and crucially refers to the “end game” of the negotiations. As I proposed at the Toronto summit, we have to make the deal bigger by having a wide, across-the-board negotiation. What changed at this summit is that the US said that if a good and fair deal comes forward it will be taken to Congress, so we all instructed our trade negotiators to put more on the table so that a deal can be done. I am determined that Britain should do everything it can to push this agenda forward.
Thirdly, on development, it is right that the G20 is now playing a bigger role in this issue. As well as the very richest nations, the new emerging powers have a huge role to play in helping some of the poorest people and countries. There is a real recognition of the importance of trade, infrastructure and finance in the Seoul agreement. I also raised the importance of continuing our aid programmes. Britain is keeping its promises on aid and I pressed others to do the same.
On the trade agenda, together with South Africa and with Ethiopia and Malawi, which were there to represent Africa, Britain mobilised the G20 behind
“the vision of a free trade area”
for Africa. Only 10% of Africa’s trade is within the continent of Africa, so knocking down the trade walls between African countries can help unleash economic growth, which will benefit them and us, too.
Fourthly, on imbalances, there are huge trade surpluses in some countries and deficits in others. According to the IMF, such balances are forecast to get worse, not better. Alongside protectionist pressures, we have seen the sign of so called “currency wars”. The G20 agreed the Seoul action plan, which included agreeing to move
“towards more market determined exchange rate systems”
and to refrain from “competitive devaluation of currencies”. However, the issue of trade imbalances goes beyond currencies. Just as countries with big budget deficits must cut public spending, which is right for them and for the world economy, so countries with big trade deficits need to save more, consume less, and export more. If that is not accompanied by higher consumption by surplus countries, world growth will be lower and protectionist pressures higher and we will repeat the mistakes of the past. In the end, it is as simple as that. By acting together, we can maximise world growth and cut world unemployment. Imbalance is not some obscure economic issue; it is about jobs.
Trade imbalances have also led to an imbalance of funds—a wall of money in the east and a wall of debt in the west. That was part of the problem that helped pump up some of the bubbles that led to the crash that affected us all. As part of the Seoul action plan, we agreed that we would
“pursue the full range of policies to reduce excessive external imbalances and maintain current account imbalances at sustainable levels.”
The issue of imbalances will never be solved overnight, but the key thing is that it is being discussed in a proper, multilateral way, with some progress being made.
On other issues, the summit also delivered important progress on financial regulation and the reform of global institutions. To those who say that the G20 is not effective, I say that the last Basel accord on capital ratios, Basel II, took nine years. With the G20 behind it, Basel III has been done in just 18 months. Reform of the IMF to make it more representative of the global economy has been discussed year after year. The G20 has finally got the deal done.
On climate change, President Calderon briefed the G20 on the plans for Cancun and we received a report from the UN Secretary-General’s high-level advisory group on climate change financing.
This summit delivered important progress in managing the tensions that are present in the global economy. In my visits to China and the G20 summit, we have protected and promoted our national interests. We have taken vital steps towards the strong, balanced and sustainable global growth that we need. We secured recognition for acting on the deficit, support for more action on trade and development and agreement on working to rectify the imbalances that threaten global economic stability. Ultimately, this will win more jobs and growth for Britain, and I commend this statement to the House.
I thank the Prime Minister for his statement and advance notice of it. We should all agree with what he said about Burma. As we celebrate the freedom of Aung San Suu Kyi, we must remember that there is still a long journey before there is a free and democratic Burma. I also welcome the release of Paul and Rachel Chandler. I am sure that the whole House wants to send them its best wishes. I welcome the Prime Minister’s work on his visit to China.
Turning to the G20 summit, I welcome the South Korean Government’s success in keeping development on the agenda. Development aid is important for the lives it saves, but, as the Prime Minster says, it makes an important contribution to global growth. I also welcome the fact that he pressed the G8 countries that were in Seoul to keep their promises on aid, as we are.
Turning to climate change, will the Prime Minister tell us how the promises made at Seoul will be turned into action at Cancun? We welcome the continuation of work to reform the financial regulatory framework that was set in motion at previous G20 meetings. The increased stringency of the Basel committee’s capital requirements is a welcome step in making banks across the world more stable, but further work is needed to implement those reforms, and we recognise that that is difficult. Will the Prime Minister tell us how to balance the need for financial stability with the need for economic recovery and growth?
We all know that, for the UK, global economic growth is always important. We are a trading nation. Jobs in this country depend on strong exports, which in turn depend on a growing global economy. Will the Prime Minister acknowledge that that dependence is even greater because of the decisions that he has taken on the economy here at home? Cutting public spending and increasing VAT will dampen domestic demand, and that will hit jobs. The Office for Budget Responsibility has shown that because of the cuts that he is making, Britain must increase exports by more than £100 billion just to sustain growth and jobs. How can that happen if our export markets are failing to grow?
Does the right hon. Gentleman recognise that the global economy on which we are now even more reliant is fragile? That is why this G20 was so important. The most recent figures show that growth in our largest export market, Europe, has halved and that the US is still facing high unemployment and slow growth. Does he acknowledge that with growing disagreements between major economies about currencies and trade restrictions, co-ordinated action through the G20 is more important than ever? Does he recognise that this G20 was a missed opportunity?
No one expected the problems to be solved overnight, but it is a problem that the summit provided no co-ordinated action to support jobs and growth worldwide, little progress on reaching agreement on currencies, particularly between China and the US, little assurance by way of anything practical to prevent a resurgence of protectionism, and no concrete action to restart the Doha round of trade negotiations.
This was the fifth G20 summit since the global financial crisis hit in 2008. During that time, the UK provided leadership for co-ordinated global action. Why did the Prime Minister fail to offer that leadership in the run-up to and at Seoul at such a crucial time for jobs in this country and for the global economy? The question that everyone is left asking is, what was his strategy? What was he aiming to achieve? Did he have any proposals for jobs and growth? What were they?
No one expected that the summit would be straightforward, but the problem is that no one even knew what the Prime Minister was trying to do. Tonight he will say in a speech that Britain is
“at the centre of all the big discussions. Producing the ideas.”
So what were his ideas for the G20 and what did he say in those big discussions? Is it not the case that because he has not taken action on jobs and growth in Britain, he cannot lead in the debate about jobs and growth internationally? Is it not the truth that because he refuses to recognise that the economic crisis was global, he cannot engage with international efforts to tackle it? Britain needed to send a statesman to that summit, but all we sent was a spectator. By watching from the sidelines of the G20, the Prime Minister has let Britain down.
Oh dear. First of all, it is lovely to see the right hon. and learned Lady back.
On the Chandlers, I very much agree with what the right hon. and learned Lady said. I spoke to Paul Chandler this morning. It is hard to imagine what that family has been through, and it is great that they are now safely in Kenya and are soon to fly home. I am sure the whole House will want to wish them well.
Let me try to answer all the right hon. and learned Lady’s points. On development, which is something that Britain very much puts on the agenda at such meetings—I spoke up very firmly about the pledges that we had made—she is right in one sense. We talk about global imbalances. There is a huge imbalance between the rich world and the poor world, and if we can get people in the poorest parts of the world to join the world economy, we will all benefit.
On climate change, the key point is we are prepared to sign up to another Kyoto-style period, but we have got to have global agreement where others agree to sign agreements as well. That is the point that we will continue to push. The right hon. and learned Lady raised a point about the introduction of the Basel III accords and how we balance wanting safety in our financial institutions with an increase in bank lending. That is one of the reasons why Basel III is phased in the way it comes in.
The right hon. and learned Lady raised the issue of the deficit and made the usual accusation that, in Britain, we are acting too fast in dealing with it. I just think that Labour is completely wrong about this. The alternative to dealing with the deficit would not be some beautiful period of uninterrupted growth; it would involve putting ourselves in the same category as countries in which interest rates are rising and confidence is falling. That is the alternative, and that is where she and her party would have landed us.
The right hon. and learned Lady said that there were great disagreements over currencies, but if she looks at the language of the communiqué—perhaps next time she will read it before writing her script—she will see a lot of agreement on not having competitive devaluations over imbalances. She is right to say that this issue is not going to be solved overnight; I said that in my statement. We are asking different countries to do different things in order to achieve a maximum global outcome. That is tough and difficult, but there was progress at the summit. I also heard direct from the Chinese about their plans to rebalance their own economies.
The right hon. and learned Lady asked what we had brought to the table. The idea of a pan-African trade deal was not on the G20 agenda; we put it on the G20 agenda. The idea of pushing further ahead on Doha by making the deal bigger was a French, German and British initiative that we did at Doha and that pushed the Americans and others to go further. On the issue of imbalances, the key compromise to get the Americans and the Chinese together was again something that was pushed very much by the Germans and the British.
I think that the right hon. and learned Lady is completely wrong about this. If Labour had been at this G20, it would have been completely isolated over the issue of the deficit. Everyone else in the room was signing a communiqué on how we have to take early action on deficits. That is the consensus, but Labour is completely outside the consensus. One group of people represented at the meeting was the International Monetary Fund, and I suspect that if she had been there, she would have been locked in a room with them.

Commons ChamberMy hon. Friend makes a very good point. Everyone in the country—the trade unions included—knows that we have to cut public spending, that we have to get the deficit down and that we have to keep interest rates down. It is the height of irresponsibility for shadow Ministers to troop off to the TUC and tell it that it is all right to go on strike. They should be ashamed of themselves.
May I join the Prime Minister in paying tribute to Kingsman Darren Deady from 2nd Battalion the Duke of Lancaster’s Regiment? We honour his bravery and we think of his family and friends as they mourn their loss. May I give my condolences to the Prime Minister and his family on the loss of his father? The words he used to express his love for his father touched everyone. Today, as we welcome the Prime Minister back to his place, I also congratulate him and Mrs Cameron on the birth of their new baby.
Let me ask about an issue that is of great concern on both sides of the House—the trafficking of women and girls for sex. This week, a gang was convicted here in London of bringing girls as young as 13 to this country to be sold for sex. The work of the police and prosecutors has protected young women from that gang, but this evil trade is growing. All parties in the House are united in their abhorrence of it. Will the Prime Minister update us on the work that is being undertaken to stop it?
I thank the right hon. and learned Lady not only for what she said about the serviceman whom we lost in Afghanistan but for her very kind words about my father and our new daughter. I am very grateful for what was said last week by the shadow Lord Chancellor and for the letters that I have received from Members right across the House. It is very touching and heart-warming that people think about one at times like these, so I thank them for that.
Let me take this opportunity to say something about the right hon. and learned Lady, as I think this will be the last time that we face each other across the Dispatch Box. She is the third Labour leader with whom I have had to do battle—she is by far the most popular—and she has used these opportunities to push issues that she cares about deeply such as the one she raises today. She has been a thorough credit as the stand-in leader of the Labour party and I thank her for what she has done.
The issue of the trafficking of women and girls is an extremely important, sensitive and difficult one. I have been to see some of the exhibitions that have been run, including the one by Emma Thompson, about how bad the problem is. We are committed to working across the Government to do everything we can to help the police, to help at our borders and to make sure that we have in place all the laws and systems to bring this evil trade to an end. It is something that, tragically, has grown over recent years. We often talk about how we have ended slavery in our world, but we have not; it is still with us and this is the worst manifestation of it.
I thank the Prime Minister for his complimentary words—it is just as well that I am not wearing a hoodie.
I welcome what the right hon. Gentleman says about human trafficking, and I am grateful to him and the Deputy Prime Minister for working with us on it when they were in opposition. Will the Prime Minister help to build on that work by agreeing that the United Kingdom will opt in to the new European directive on trafficking in human beings, which the Commission proposed in March?
I thank the right hon. and learned Lady for raising that point. We are looking carefully at the issue. From looking at the directive so far, we have discovered that it does not go any further than the law that we have already passed. We have put everything that is in the directive in place. I am happy to go away and look again but, of course, as we do when thinking about all the things that we have to consider opting in to, we have to ask ourselves not only what is in this directive and whether we are already doing it—the answer in this case is yes—but what might be the consequences for our security and borders, and our ability to take decisions in the House. That is the consideration that we have to make, and I give absolutely no apology for saying that this Government will look at these things very carefully before signing them.
But the difficulty is that the Government have already indicated that they will opt out of the directive. If we are already complying with it in this country’s laws and practices, as well as working internationally, we should be proud of that and step forward to sign the directive. Will the Prime Minister reconsider?
I have already answered that, but let me make some additional points: first, the directive itself is still being finalised; and, secondly, there are opportunities at any stage to opt in to something of which we approve. However, the key point is that we must examine the directive and then ask whether opting in would add anything to what we already do in this vital area—[Hon. Members: “Yes.”] Hon. Members say yes, but the fact is that we do all the things that are in the directive today, so we then have to ask whether opting in would in any way endanger our borders and immigration system. That is a question that a responsible Government ought to ask, and it is a question that this Government will ask.
The right hon. Gentleman is hanging back on this—he should step forward and sign the directive. The point is that trafficking is an international crime. The traffickers work across borders, so we have to work across borders to stop them. Will he reconsider and opt into the directive?
I have answered the question. The fact is that we have to work internationally. We are working internationally as well as making sure that we have what we need at our borders and in our police service here in the UK. We are also looking at something that the previous Government did not put in place: a proper border police force, which would make a real difference to securing our borders. However, as I said, when looking at such directives, it is right to ask not just whether we are already doing the things that are in them, but what might be the other consequences of signing up. That is a sensible thing to do; the previous Government signed far too many things without ever thinking about what the consequences would be.
I am disappointed by the Prime Minister’s answer. I know that some in his party are irrationally hostile to Europe, but he should not let them stand in the way of stopping human trafficking.
I have one last question before I go. When the Conservatives were in opposition, they regularly complained that we had Prime Minister’s questions only once a week. Now that the right hon. Gentleman knows just how enjoyable the experience is, does he plan to bring it back to twice a week?
It is one of the few things that Tony Blair did of which I thoroughly approve. Quite seriously, having worked for Leaders of the Opposition and Prime Ministers who did Prime Minister’s questions, I think that a half-hour session once a week is good not only so that Parliament can grill the Prime Minister, but so that the Prime Minister can grill everyone in his or her office to find out everything that is going on in government. That is the right way to do these things.
I know that we are not saying goodbye to the right hon. and learned Lady—it is only au revoir—and that she will be the deputy leader under whichever leader the Labour party elects. I note that she can spend some time over the coming days contemplating what to do with the four votes that I think she has in the election, because she is of course a member of a trade union, a Member of Parliament, a member of the Labour party and a member of the Fabian Society. Her position can be combined with her husband’s, whom I believe has another three votes—democracy is a beautiful thing!

Commons ChamberI thank my hon. Friend for her question. She is absolutely right. Sometimes students can get a bad press for what they do, but we can see from the example of Loughborough that they have focused on doing things for other people and raising money for charity. They should be congratulated.
I join the Prime Minister in paying tribute to Bombardier Samuel Robinson, 5th Regiment Royal Artillery; to Marine David Hart, 40 Commando Royal Marines; to the Marine from 40 Commando Royal Marines who died yesterday; and to the three soldiers from 1st Battalion the Royal Gurkha Rifles who lost their lives yesterday and those who were injured. Everyone will share the Prime Minister’s concern about what happened. It is right to have a thorough investigation, but as he said, we must not lose sight of the importance of the work our troops are doing in Afghanistan.
May I ask the Prime Minister about Northern Ireland? Although it is now highly unusual for people in Belfast to see such violence on their streets, everyone will be worried about the events of recent days. Will the Prime Minister update the House and tell us what discussions he has had with the First Minister and the Deputy First Minister? Although this is a devolved responsibility, will he join me in paying tribute to the professionalism and bravery of the men and women of the Police Service of Northern Ireland?
I certainly join the right hon. and learned Lady in paying tribute to that police service. Anyone watching the pictures on our television screens last night could see how brave and how restrained the police were in the way that they dealt with behaviour that was, frankly, completely unacceptable. To update the House, last night was the third night of violence, the most serious of which was in the Ardoyne district in north Belfast. Over 80 police officers have been injured after being attacked with, for instance, petrol bombs, pipe bombs and bricks. The police came under fire on Sunday night, and shots were fired again last night. The police have been forced to retaliate with battle rounds and water cannons, but, as I have said, I think that anyone who watched what they did or who, like me, has had a briefing from David Ford, the Policing and Justice Minister, will know that they acted with real restraint.
I keep in touch regularly with the Secretary of State for Northern Ireland, who has been in Belfast as well, to ensure that everything that needs to be done is being done. As the right hon. and learned Lady knows, however, this is a devolved issue, and, having devolved policing and justice, we should allow David Ford and the First Minister and Deputy First Minister to give the lead that they are indeed giving.
I am grateful to the Prime Minister for his answer. I reiterate what I said earlier: we will continue to support and work with the Government in their efforts to ensure a peaceful future for all the people of Northern Ireland.
This week the Government published their White Paper on the national health service. They say that they will get rid of targets. Can the Prime Minister tell us whether patients will keep their guaranteed right to see a cancer specialist within two weeks of seeing their GP?
May I first make one further response on the Northern Ireland issue, with which I think everyone will agree? Now that we have a police service that is fully representative of the whole community in Northern Ireland, there is no excuse for anyone not to co-operate with that police force. We all know that in the end these things are not dealt with just by the police; they have to be dealt by the communities as well, working with the police to bring people to justice for completely unacceptable behaviour.
As for the NHS, what we have decided is that we will keep targets only when they actually contribute to clinical outcomes. We all want to see a higher cancer survival rate. I am afraid that, after 13 years of Labour government, we have not the best cancer outcomes in Europe, and we want the best cancer outcomes. That means rapid treatment, yes, but it also means rapid follow-up, and it means people getting the radiotherapy, chemotherapy and drugs that they need. Those are all essential. The one thing that we on this side of the House will do is continue to put real-terms increases into the NHS, whereas I understand that it is now Labour policy to cut the NHS.
Quite apart from the anxiety of having to wait, results are best if treatment starts as soon as possible. That is why it is important to be diagnosed and to see a specialist quickly.
The Prime Minister has not answered the question. The whole House will have seen that. He has dodged the question, just as his Health Secretary did. This is what the Health Secretary said in the House when he, too, was dodging the question:
“I have not said that we are abandoning any of the cancer waiting-time targets at the moment”.—[Official Report, 29 June 2010; Vol. 512, c. 698.]
I ask the Prime Minister to give us a straight answer. Will cancer patients keep their guarantee to see a specialist within two weeks—yes or no?
For some people, two weeks is too long. That is the whole point. If a target contributes to good clinical outcomes, it stays; if it does not, it goes.
Now let the right hon. and learned Lady answer a question. Is it your policy—[Interruption.] I know that the right hon. and learned Lady is not involved in the leadership election, which basically involves sucking up to the trade unions, but she is capable of answering a question. Is it Labour policy to cut the NHS?
Order. I hope that the right hon. and learned Lady will confine herself—as I know she will want to do—to her role, which is not to answer questions but to ask them.
Thank you, Mr Speaker, and the Prime Minister has still not answered. He is obviously ditching the guarantee for cancer patients, but he has not the guts to admit it to the House. Perhaps he can be more straightforward with this question. The White Paper says that his reorganisation of the NHS will mean extra up-front administration costs, but it does not give the figure. Surely he must know the figure. How much extra will it cost next year?
We are cutting £1 billion of administration from the NHS. We are cutting administration costs by 45% over the next Parliament. Obviously Labour Members cannot answer questions, because they have no answers, but perhaps it is not unfair to point out that they are now defending the bureaucracy of the NHS. We say that the primary care trusts and the strategic health authorities—all that additional bureaucracy—should go. We want the money to be spent on treatments, on patients, on doctors and on nurses. The right hon. and learned Lady is left defending the vast bureaucracy that saw the number of managers go up far faster than the number of nurses. Is that still Labour policy?
The Prime Minister is talking about longer-term speculative savings, but he has not answered my question. It is no good him resorting to his usual ploy of asking me questions. I am asking about the real costs of his reorganisation next year—the very time when he says his priority will be cutting administration and cutting the deficit. The White Paper admits that there will be extra costs because of loss of productivity, staff relocation and redundancy. Does the Prime Minister stand by what he said just a few months ago about NHS reorganisations? He said:
“The disruption is terrible, the demoralisation worse—and the waste of money inexcusable.”
We are not reorganising the bureaucracy; we are scrapping the bureaucracy. Is it really Labour’s great new tactic that the right hon. and learned Lady will be left defending the bureaucracy of primary care trusts and strategic health authorities and all the quangos and all the bureaucrats, all of whom are paid vast salaries and huge pensions? Is that the new divide in British politics: they back the bureaucracy, we back the NHS? [Interruption.]

Friend has fought a long and noble campaign on this issue, and has made very strong arguments—I know how strong they are, because every time I get into a Hercules, whether in Afghanistan or elsewhere, the pilots always immediately complain about having to move from his constituency to mine. He makes a good point about economic development, and we will ensure that, if this goes ahead, we will see good, strong economic development in his constituency.
I support what the Prime Minister has said on the fifth anniversary of the terrible 7/7 bombings. Today we remember those who were killed and injured, and their families and friends. We pay tribute to the emergency services, which responded with such care and such courage, and we stand with the Government in our determination to defeat those who would bring terror to our streets.
There has been a lot of progress on tackling domestic violence, but still every year hundreds of thousands of women are victims of it. Many of the perpetrators are sent to prison—rightly, in my view—but now the Justice Secretary has embarked on a sentencing review, and has suggested that short sentences do not work. However, often what is needed in domestic violence cases is not rehabilitation, but a clear message to the perpetrator that it must not be repeated, and a clear message to the victim that the justice system takes this seriously. That is what a short sentence can do. Will the Prime Minister confirm that the sentencing review will not stop magistrates giving short prison sentences for domestic violence?
First, I thank the right hon. and learned Lady for what she said about the anniversary and the tribute that she rightly paid to the emergency services, which played an unbelievably brilliant role on that day, and to the many people who helped them.
The right hon. and learned Lady is absolutely right to raise the issue of domestic violence. For too many years it was an issue that police forces and prosecutors did not deal with properly, and to be fair to the last Government, good progress has been made over the past decade. I agree that there are occasions when short sentences are required, and indeed the Lord Chancellor takes exactly the same view. He said in the speech—[Interruption.] It is very important to read the speech, not just the headline. He said:
“In my opinion, abolishing all short-term sentences altogether…would be a step too far. We need penalties for the anti-social…recidivist.”
We need to ensure that magistrates have that power, but the review is important to try to ensure that we get this right.
I thank the Prime Minister for that reassurance. It is reassuring that the promise that the Liberal Democrats made at the election is not going to be carried forward. I notice that the Justice Secretary is not looking very cheerful; perhaps he should go down to Ronnie Scott’s to cheer himself up.
May I congratulate the Prime Minister on, instead of listening to his new partner, listening to his mother? In the election he told us that his mother was a magistrate and that she told him that magistrates needed the power of short sentences. Quite often, it is the right thing for somebody not to listen to their new partner but to listen to their mother, so I am glad that he has done that on this occasion.
I turn to something else mentioned in the election campaign. The Prime Minister said that any Minister who comes to him with cuts to front-line services
“will be sent straight back to their department to go away and think again.”
Does that apply to the Home Secretary?
First, may I say that in my experience there are very few people more cheerful than the Lord Chancellor. He is celebrating his 40th anniversary in this House, and he likes to point out that he was elected before the Chancellor of the Exchequer was born. He brings enormous experience and good humour to all our counsels.
I am delighted that the right hon. and learned Lady has brought up the issue of my mother, who served on the Newbury bench for many, many years. I have to say that one of the biggest challenges she had—[Interruption.] As well as me, one of the biggest challenges that she had, and one of the reasons why she needed to hand out so many short sentences, was badly behaved CND protestors outside Greenham Common. [Interruption.] I do not know whether the right hon. and learned Lady was there. Anyway, if she wants to have more episodes of “Listen With Mother”, I am very happy for that at any time she would like.
On the Home Office, of course we have to make savings. We have to make savings across Government. It is not going to be easy, but absolutely we must ensure that we do everything we can to protect the front line. However, I simply do not believe that when we look at the Home Office budget there are not examples of waste and inefficiency and things that we can do better. The right hon. and learned Lady went into the election calling for 20% cuts in every Department. That was her policy—a policy of 5% cuts each year. Ours is 6% cuts each year, so these are Labour cuts as well.
We went into the election very clear about protecting police numbers. I am asking the Prime Minister a straightforward question, which he has so far failed to answer. At Prime Minister’s questions, he was asked by my hon. Friend the Member for Westminster North (Ms Buck) this very simple, straightforward question:
“Will there be fewer police officers at the end of this Parliament”—[Official Report, 23 June 2010; Vol. 512, c. 287.]—
compared with now? He skirted around her question and did not answer it. Will he answer it now?
Of course there will be difficult decisions, but let me—[Hon. Members: “Ah!”] A simple question was put to the shadow Home Secretary before the last election. [Interruption.] Wait for it:
“Andrew Neil: Can you guarantee if you form…the next government that police numbers won’t fall?
Alan Johnson: No”.
But my right hon. Friend the Member for Kingston upon Hull West and Hessle (Alan Johnson) went on to say—I think that that was selective quoting—that we would guarantee the funding that would ensure police numbers and the numbers of police community support officers. We were absolutely clear about that. The Prime Minister’s Lib Dem partners said that they would have 3,000 more police officers on the beat, while he said that he would protect front-line services. Is either of those promises going to be kept? People who are concerned about crime want to know.
There is nothing selective about the word no. That is what the shadow Home Secretary said when he was asked whether he could guarantee that there would be no cuts in police numbers. Let us remember why we are here. We have a £155 billion budget deficit. The Labour party went into the last election promising 50% cuts in capital spending and 20% cuts in departmental spending. We are clearing up the mess that Labour made. I sat at the G20 table last weekend and, looking round the table, thought, “Who’s got the biggest budget deficit? Is it Brazil? No. Is it Spain? No. Is it Argentina? No.” Labour left us in a situation where we get lectured by Argentina on the state of our budget deficit.
If the right hon. Gentleman had read the Office for Budget Responsibility report, he would have seen that its forecast for Government borrowing was lower than the forecast that we made before the election—if he had read it, he would probably also have found that the Chair would not have resigned immediately after being appointed. Is it not clear that these are the Government’s crime policies—that the right hon. Gentleman is threatening to take away the police officers people want on the beat, cutting down the right of local residents to CCTV and making it harder for the police to use DNA evidence? Those are his policies. Let me ask him a straightforward question: does he think that those policies are more likely to make crime go down or go up?
The point is that under the last Government violent crime and gun crime went through the roof. The right hon. and learned Lady—[Interruption.] They almost doubled.
Before the election, we were hearing all about tougher policies and more police from the Conservatives; now all that seems to have sailed off with those prison ships that the right hon. Gentleman was promising to buy. We were clear: we said when we first came into government that we would bring crime down, and we did. Will he promise that under his Government he will keep crime coming down? If he will not make that promise, it is only because he knows, as we all know, that his policies will put crime up.
Mr Speaker, I was only trying to boost sales.
I can promise the right hon. and learned Lady one thing: I will not be wandering round my constituency in a stab-proof vest. That is what it came to under the last Government. Gun crime went up, violent crime went up, reoffending of prisoners went up, every prison place cost £45,000, more than 10% of prisoners should not have been there because they are foreigners, half of them are on drugs and 40% of them commit a crime on the way out of prison. That is the record that we have inherited, and that is what we will be clearing up.

Commons ChamberI am sure that the whole House will wish to join me in paying tribute to the Royal Marine who died on Thursday, the soldier from the Royal Dragoon Guards who died yesterday, and the soldier from 1st Battalion the Mercian Regiment who died from wounds sustained in Afghanistan in Birmingham yesterday. We should constantly remember the service and the sacrifices made on our behalf by our armed forces and their families, keep them in our thoughts and prayers and thank them for what they do on our behalf.
With permission, Mr Speaker, I would like to make a statement on our intelligence services and allegations made about the treatment of detainees. For the past few years, the reputation of our security services has been overshadowed by allegations about their involvement in the treatment of detainees held by other countries. Some of those detainees allege that they were mistreated by those countries. Other allegations have also been made about the UK’s involvement in the rendition of detainees in the aftermath of 9/11. Those allegations are not proven, but today we face a totally unacceptable situation. Our services are paralysed by paperwork as they try to defend themselves in lengthy court cases with uncertain rules. Our reputation as a country that believes in human rights, justice, fairness and the rule of law—indeed, much of what the services exist to protect—risks being tarnished. Public confidence is being eroded, with people doubting the ability of our services to protect us and questioning the rules under which they operate. And terrorists and extremists are able to exploit those allegations for their own propaganda.
I myself, the Deputy Prime Minister and the coalition Government all believe that it is time to clear up this matter once and for all, so today I want to set out how we will deal with the problems of the past, how we will sort out the future and, crucially, how we can make sure that the security services are able to get on and do their job to keep us safe. But first, let us be clear about the work that they do. I believe that we have the finest intelligence services in the world. In the past, it was the intelligence services that cracked the secrets of Enigma and helped deliver victory in world war two. They recruited Russian spies such as Gordievsky and Mitrokhin, and kept Britain safe in the cold war. They helped disrupt the Provisional IRA in the 1980s and 1990s.
Today, these tremendous acts of bravery continue. Every day, intelligence officers track terrorist threats and disrupt plots. They prevent the world’s most dangerous weapons from falling into the hands of the world’s most dangerous states. And they give our forces in Afghanistan the information that they need to take key decisions. They do this without any public—or, often, even private—recognition, and despite the massive personal risks to their safety.
We should never forget that some officers have died for this country. Their names are not known; their loved ones must mourn in secret. The service that they have given to our country is not publicly recognised. We owe them, and every intelligence officer in our country, an enormous debt of gratitude. As Minister for the intelligence services, I am determined to do everything possible to help them get on with the job that they trained to do and that we desperately need them to do.
However, to do that, we need to resolve the issues of the past. While there is no evidence that any British officer was directly engaged in torture in the aftermath of 9/11, there are questions over the degree to which British officers were working with foreign security services who were treating detainees in ways they should not have done. About a dozen cases have been brought in court about the actions of UK personnel—including, for example, that since 9/11 they may have witnessed mistreatment such as the use of hoods and shackles. This has led to accusations that Britain may have been complicit in the mistreatment of detainees. The longer these questions remain unanswered, the bigger will grow the stain on our reputation as a country that believes in freedom, fairness and human rights.
That is why I am determined to get to the bottom of what happened. The intelligence services are also keen publicly to establish their principles and integrity. So we will have a single, authoritative examination of all these issues. We cannot start that inquiry while criminal investigations are ongoing, and it is not feasible to start it while so many civil law suits remain unresolved. So we want to do everything that we can to help that process along. That is why we are committed to mediation with those who have brought civil claims about their detention in Guantanamo. And wherever appropriate, we will offer compensation.
As soon as we have made enough progress, an independent inquiry, led by a judge, will be held. It will look at whether Britain was implicated in the improper treatment of detainees, held by other countries, that may have occurred in the aftermath of 9/11. The inquiry will need to look at the relevant Government Departments and intelligence services. Should we have realised sooner that what foreign agencies were doing may have been unacceptable and that we should not have been associated with it? Did we allow our own high standards to slip, either systemically or individually? Did we give clear enough guidance to officers in the field? Was information flowing quickly enough from officers on the ground to the intelligence services and then on to Ministers, so that we knew what was going on and what our response should have been?
We should not be for one moment naive or starry-eyed about the circumstances under which our security services were working in the immediate aftermath of 9/11. There was a real danger that terrorists could get their hands on a dirty bomb, chemical or biological weapons, or even worse. Threat levels had been transformed. The urgency with which we needed to protect our citizens was pressing. But let me state clearly that we need to know the answers, if things went wrong, why, and what we must do to uphold the standards that people expect. I have asked the right hon. Sir Peter Gibson, former senior Court of Appeal judge and currently the statutory commissioner for the intelligence services, to lead the inquiry. The three-member inquiry team will also include Dame Janet Paraskeva, head of the Civil Service Commissioners, and Peter Riddell, former journalist and senior fellow at the Institute for Government.
I have today made public a letter to the inquiry chair setting out what the inquiry will cover, so Sir Peter Gibson can finalise the details with us before it starts. We hope that it will start before the end of this year and report within a year. This inquiry cannot and will not be costly or open-ended; that would serve neither the interests of justice nor national security. Neither can it be a full public inquiry. Of course, some of its hearings will be in public. However, we must be realistic; inquiries into our intelligence services are not like other inquiries. Some information must be kept secret—information about sources, capabilities and partnerships. Let us be frank: it is not possible to have a full public inquiry into something that is meant to be secret. So any intelligence material provided to the inquiry panel will not be made public, and nor will intelligence officers be asked to give evidence in public.
But that does not mean we cannot get to the bottom of what happened. The inquiry will be able to look at all the information relevant to its work, including secret information; it will have access to all relevant Government papers, including those held by the intelligence services; and it will be able to take evidence—in public—including from those who have brought accusations against the Government, and their representatives and interest groups. Importantly, the head of the civil service and the intelligence services will ensure that the inquiry gets the full co-operation it needs from Departments and agencies. So I am confident the inquiry will reach an authoritative view on the actions of the state and our services, and make proper recommendations for the future.
Just as we are determined to resolve the problems of the past, so we are determined to have greater clarity about what is and what is not acceptable in the future. That is why today we are also publishing the guidance issued to intelligence and military personnel on how to deal with detainees held by other countries. The previous Government had promised to do this, but did not, and we are doing it today. It makes clear the following: first, our services must never take any action where they know or believe that torture will occur; secondly, if they become aware of abuses by other countries, they should report it to the UK Government so we can try to stop it; and thirdly, in cases where our services believe that there may be information crucial to saving lives but where there may also be a serious risk of mistreatment, it is for Ministers, rightly, to determine the action, if any, that our services should take. My right hon. Friends the Foreign Secretary, Home Secretary and Defence Secretary have also today laid in the House further information about their roles in those difficult cases.
There is something else we have to address, and that is how court cases deal with intelligence information. Today, there are serious problems. The services cannot disclose anything that is secret in order to defend themselves in court with confidence that that information will be protected. There are also doubts about our ability to protect the secrets of our allies and stop them ending up in the public domain. This has strained some of our oldest and most important security partnerships in the world—in particular, that with America. Hon. Members should not underestimate the vast two-way benefit this US-UK relationship has brought in disrupting terrorist plots and saving lives.
So we need to deal with these problems. We hope that the Supreme Court will provide further clarity on the underlying law within the next few months. And next year, we will publish a Green Paper which will set out our proposals for how intelligence is treated in the full range of judicial proceedings, including addressing the concerns of our allies. In this process, the Government will seek the views of the cross-party Intelligence and Security Committee. I can announce today that I have appointed my right hon. and learned Friend the Member for Kensington (Sir Malcolm Rifkind) as the Chair of that Committee for the duration of this Parliament.
As we meet in the relative safety of this House today, let us not forget this: as we speak, al-Qaeda operatives in Yemen are meeting in secret to plot attacks against us; terrorists are preparing to attack our forces in Afghanistan; the Real IRA is planning its next strike against security forces in Northern Ireland; and rogue regimes are still trying to acquire nuclear weapons. At the same time, men and women, young and old, all of them loyal and dedicated, are getting ready to work again around the world. They will be meeting sources, translating documents, listening in on conversations, replaying CCTV footage, installing cameras, following terrorists—all to keep us safe from these threats. We cannot have their work impeded by these allegations, and we need to restore Britain’s moral leadership in the world. That is why we are determined to clear things up, and why I commend this statement to the House.
May I join the Prime Minister in paying tribute to the Royal Marine who died on Thursday, the soldier from the Royal Dragoon Guards who died yesterday, and the soldier from 1st Battalion the Mercian Regiment, who died from wounds sustained in Afghanistan yesterday? Our thoughts are with their grieving families.
I am grateful to the Prime Minister for his statement. The use of torture is morally abhorrent and has no place in this country or in any civilised society. It is against our law in this country, and indeed it is one of only a small number of offences that can be brought to court in this country no matter where in the world the offence was committed. It is a grave crime against humanity, and its prohibition is embodied in international law. There must be no hiding place for those who practise it and no excuse for those who turn a blind eye to it. The United Kingdom should always be at the forefront of international efforts to detect and expose torture and to bring those responsible for it to justice. To play our part in leading the world, we must lead by example.
I reiterate our condemnation of the US Guantanamo detention centre. It is clearly in breach of the law, which is why it is not on the US mainland and why we made great efforts to secure the release of British nationals and British residents from Guantanamo—the only country that successfully brought back its citizens. With our having secured the release of all our citizens and all but one of our residents, may I ask whether the Prime Minister is continuing the efforts that we made to bring back the final remaining British resident who is still detained?
May I agree with the Prime Minister that it is right that anyone who takes part in or aids and abets torture is criminally liable and must be accountable for their actions and responsible to the criminal courts? There is, of course, a criminal investigation under way, which was referred to the police by the then Attorney-General Baroness Scotland. Will the Prime Minister confirm that that investigation will proceed to its conclusion independently and unimpeded?
I agree with the Prime Minister that it is right that we have proper accountability for our security services, and I reaffirm our support in that respect for the work of the Intelligence and Security Committee. I welcome his appointment of the right hon. and learned Member for Kensington (Sir Malcolm Rifkind) to chair the committee. He will undertake that important work with the integrity and commitment for which he is respected in all parts of the House, ensuring that the ISC plays its part in the strong framework of accountability that includes accountability to Ministers; to the heads of the agencies; to the two commissioners for the intelligence services, both retired High Court judges; to the independent reviewer of terrorism legislation Lord Carlile, to whom I also pay tribute; and to the courts.
I welcome the publication today of consolidated guidance for intelligence officers and the military on the questioning of suspects held overseas. That was a complex process, which we committed to and was under way, so we are pleased that it has been completed with publication today.
I hope that the administrative inquiry led by Sir Peter Gibson, who is one of the Intelligence Services Commissioners, which the Prime Minister has announced today, will help bring the matter to a conclusion. Can he tell the House a bit more about the terms under which the inquiry will be conducted? What will it be able to do that the Intelligence and Security Committee is not able to do? Will the inquiry have extra powers that the ISC does not have, and if so, what?
The Prime Minister has told the House that the inquiry will be able to have some of its hearings in public; the ISC, of course, can do that. He has told the House that the inquiry will be able to look at all the information relevant to its work, including secret information. As I understand it, that is the case with the ISC. He says that it will have access to all relevant Government papers, including those held by the intelligence services, and I very much hope that that will be the case for the ISC. He also says that it will be able to take evidence in public, including from those who have brought accusations against the Government and their representatives and interest groups. That is, of course, the case with the ISC too. He concluded that the inquiry would have the full co-operation of the civil service and intelligence services, and of course we hope that that is always the case with the ISC.
The Prime Minister has confirmed that concluding the question of criminal responsibility will take precedence, and that the administrative inquiry will start only when the criminal investigation and any proceedings thereafter are concluded. As he said, there are currently under way a number of cases in the civil courts in which former detainees are taking action against members of the security services. Can he clarify more specifically the effect of the mediation in advance of the administrative inquiry on these cases? Can he confirm that those cases will not be superseded by the inquiry, which would need the consent of the plaintiffs and any future plaintiffs? Can he clarify the circumstances in which compensation might be awarded if the courts ultimately found that there was no liability?
Will the Prime Minister acknowledge the importance of the Human Rights Act 1998, which enshrines in British law the European convention on human rights and the protections that article 3 affords:
“No one shall be subjected to torture or to inhuman or degrading treatment or punishment”?
Will he affirm to the House today his support for the Human Rights Act, which ensures that, when there is a breach of human rights, including the right not to be tortured, the victim can take action in our courts rather than spending up to seven years taking the case to the European Court of Human Rights in Strasbourg? Will he reaffirm that it is never right for us to deport from this country those who would face torture in their home country?
I invite the Prime Minister to reaffirm the UK’s support for the work of the United Nations to end torture, including the convention against torture and the 2002 optional protocol, which establishes an international system of inspections for places of detention.
So that the security services can proceed with their important work to protect this country, with all inquiries concluded, will the Prime Minister confirm how long he expects the inquiry to take from when it starts work? He said that it would take no longer than a year. We hope that it can start as soon as possible, but will he explain how he believes that it will be able to start before the end of the year?
I endorse the Prime Minister’s support for the difficult and often dangerous work of our security services. The whole country has reason to be grateful to officers from all branches of the intelligence services for their fearless work throughout the world to keep this country safe.
May I thank the right hon. and learned Lady for her response and questions? She is right to pay tribute to the security services. It is because we revere and respect what they do that we want to get on with the inquiry and get it done. To answer one of her questions, that is why it is limited to a year, and I hope that it gets started before the end of the year.
Let me deal with the questions in turn. I agree with the right hon. and learned Lady about torture—we have signed countless prohibitions against it, we do not condone it anywhere in the world, and we should be clear that information derived from it is useless. We should also be clear that we should not deport people to be tortured elsewhere, but we should redouble our efforts—my right hon. Friend the Foreign Secretary will be doing that with the Home Secretary—to ensure that we can have guarantees from other countries so that we can deport people to them knowing that they will not be tortured.
On Guantanamo, we are making efforts on behalf of the case that the right hon. and learned Lady mentioned. As she probably knows, it involves a UK resident rather than a UK national.
On whether the current criminal case can continue unimpeded, yes, of course it can. It is a matter for the police and the prosecuting authorities.
The right hon. and learned Lady made several points about the Intelligence and Security Committee. I thank her for her comments about my right hon. and learned Friend the Member for Kensington. He will do an excellent job and it is an important committee. However, in answer to why there is an inquiry rather than the Intelligence and Security Committee doing the job, the inquiry will be led by a judge and will be fully independent of Parliament, party and Government. That is what we need to get to the bottom of the case. The fact that it is led by a judge will help ensure that we get it done properly. Although I have ultimate respect for the Intelligence and Security Committee, during the previous Parliament, there was such a run-around between the Government and the Committee—not about holding an inquiry, but about publishing the guidance—that I wonder whether the right hon. and learned Lady is taking the right line on that. It is much better to have a judge-led inquiry—[Interruption.] She has not taken a position, and I am pleased to hear that.
The right hon. and learned Lady asked why we should try to mediate civil cases. We want to clear the decks, get the inquiry done and sort out the problem, so why not try to mediate the existing civil cases, roll them up, deal with them, hold the inquiry, get to the bottom of what happened, and set out the guidance for the future so that we remove the stain on Britain’s reputation and ensure that our security services can get on with the work? I do not see an alternative; I think that the Government have gripped the matter quickly and comprehensively. I think that is the right answer so we can move on.

Commons ChamberMy hon. Friend is right to raise this, and it is right that decisions should be made locally. We want to make sure that all the latest technology for alternatives to incineration is considered, so that we can make sure that we are using the best ways to achieve a green approach.
We were very concerned this morning to read reports that as a result of the right hon. Gentleman’s Budget, 1.3 million jobs will be lost. Can he confirm that this was an estimate produced by Treasury officials?
The right hon. and learned Lady should know—[Interruption.] I will give a surprisingly full answer if Opposition Members just sit patiently. This morning the Office for Budget Responsibility produced the full tables for the Budget for employment in the public and the private sector. That never happened under a Labour Government, right? As shown in the Budget, unemployment is forecast to fall every year under this Government, but the tables also show public sector employment. It is interesting that from the tables we can see the effect of Labour’s policy before the Budget and the effect of our policy after the Budget. What the figures show is that under Labour’s plans, next year there would be 70,000 fewer public sector jobs, and the year after that, there would be 150,000 fewer public sector jobs. We have had the courage to have a two-year pay freeze. I know we have all been watching the football, but that was a spectacular own goal.
I know that the right hon. Gentleman has published some new figures today, but it is the figures that he has not published that I am asking about—the figures that show that 1.3 million jobs will be lost. Why will the Prime Minister not publish those Treasury documents? Why is he keeping them hidden?
The forecasts that are published now are independent from the Government. That is the whole point. [Interruption.] It is no good Opposition Members chuntering about that. They now support the Office for Budget Responsibility, completely independent of Government. The right hon. and learned Lady’s approach is extraordinary. Before the election the shadow Chancellor, the then Chancellor, was asked on BBC radio on 23 April 2010, and the transcript says:
“‘Will you acknowledge that public sector jobs will be cut?’ Darling: ‘It’s inevitable.’”
But even the OBR says that under the Prime Minister’s Budget, unemployment will be higher than it would otherwise have been. It says that on today’s figures and it said that on last week’s figures. Can the right hon. Gentleman confirm that the secret Treasury analysis shows that under his Budget, 500,000 jobs will be lost in the public sector, but even more will be lost in the private sector?
The figures published today show 2 million more private sector jobs. They show 1.4 million more people in work at the end of this Parliament. They show unemployment falling every year. It is not really any surprise that the former Labour Minister, Digby Jones, after the Budget said—[Interruption.] Why not listen?
The Opposition gave him a peerage. They might as well listen to what he had to say. He said:
“I think that sign has gone up around the world saying Britain is serious about sorting out its economic mess”.
He is right. It is a pity he did not say it when he was in office.
The right hon. Gentleman has not answered the question about the 1.3 million. He has not agreed to publish those documents. He should know what abject misery this unemployment will cause to individuals, to families and to communities. Can he tell us now how much extra it will cost in unemployment benefits?
The right hon. and learned Lady does not seem to understand. Unemployment will be falling during this Parliament. We have published the full figures, but it is not now us publishing the figures, it is the Office for Budget Responsibility. She must understand that this is something the Labour party now supports. Let me repeat: the figures show that unemployment in the public sector would be higher under Labour’s plans next year and the year after. When she gets to her feet perhaps she will tell us whether she now supports the pay freeze to keep unemployment down?
Mr. Speaker, you can always tell when the right hon. Gentleman does not want to answer a question, because he asks me a question. He should recognise that under the OBR figures published today, unemployment is higher than it would have been because of his Budget. The same is shown in the OBR report last week. He will not tell us how much more the Treasury will have to pay out in benefits to people without work as a result of his Budget. Will he tell us how much less will be coming in in taxes as a result of fewer people in work because of his Budget?
There will be more people in work. Like every Labour Government, the Opposition left us with unemployment rising and at the end of this Parliament unemployment will be falling. That is the difference. My advice would be to look at the figures before standing up and asking the question. If one looks at the figures one sees higher public sector unemployment next year and the year after under Labour. The right hon. and learned Lady has slotted the ball straight into the back of her own net.
We will look at the figures if the right hon. Gentleman will publish them. We know that because this Budget hits jobs, the Treasury will have less money coming in and more money going out. Does not that make reducing the deficit even harder and more painful, with bigger tax rises or even deeper cuts in public services? Why are the Lib Dems just sitting there letting this happen? No one who voted Lib Dem voted for this.
The right hon. Lady talks about reducing the Budget deficit, but we have not heard one single proposal for cutting the deficit. We all know that the Opposition left us the biggest Budget deficit in the G20—the biggest Budget deficit in our history. We have been having a good trawl for the stupidest piece of spending that they undertook, and I think we have found it. It was in her own Department, which spent £2.4 million doing up the Department, including £72,000 each on two-storey meeting pods known as peace pods. This is what they were for—[Interruption.] It is true. I am reading from her own Department’s staff magazine. Taxpayers have a right to hear where their money went. This is where it went. It was
“a 21st century…space of quality, air and light, where we can…relax and refuel in a natural ebb and flow.”
That is what has happened. They have gone from peaceniks to peace pods, and bankrupted the country in the process.

Commons ChamberWith permission, Mr Speaker, I would like to make a statement on the G8 and G20 summits which took place in Canada.
First, I am sure the whole House will join me in paying tribute to the seven British servicemen who have lost their lives in the last week: from 40 Commando Royal Marines, Sergeant Steven Darbyshire; from 1st Battalion the Mercian Regiment, Colour Sergeant Martyn Horton, Private Douglas Halliday, and Private Alex Isaac; from the Yorkshire Regiment, Lance Corporal David Ramsden; and from the 4th Regiment Royal Artillery, Bombardier Stephen Gilbert, who died from injuries he received in an explosion earlier this month; and we also remember the soldier from 101 Engineer Regiment who died yesterday. As the country marked Armed Forces day this weekend, people did so with tremendous pride but also with great sadness. We must never forget what these men, and so many of their colleagues, have given for us, and our thoughts should be with their friends and their families.
As I have said, I am determined that our forces will not stay in Afghanistan a day longer than necessary. I led a discussion at the G8 where we made it clear that we
“fully support the transition strategy adopted”
by international partners. We are not after a perfect Afghanistan—just a stable Afghanistan able to maintain its own security and prevent al-Qaeda from returning. So the G8 sent a collective signal that we want the Afghan security forces to
“assume increasing responsibility for security within five years.”
The presence of large-scale international forces cannot be an indefinite commitment. We need to get the job done and bring our troops back home.
Let me report to the House on the main conclusions of the G8 and G20. I have placed copies of the communiqués in the Library so that people can see the details of what was agreed. The G8 is a good forum for the leading democratic economies to give proper strategic consideration to the big foreign policy and security issues. It has also played a vital role in helping the richer nations to improve the future of the poorest people in our world.
In my view, those two vital functions of this forum should continue. I want to take each in turn. On the big security issues, we discussed the middle east peace process and agreed the importance of putting pressure on both sides to engage in the proximity talks, with the aim of creating the conditions for direct talks later this year. President Obama specifically said that he would make this his priority in the coming months. While the changes Israel have proposed are welcome, they do not go far enough, and the communiqué says that the current arrangements in Gaza
“are not sustainable and must be changed.”
On Iran, UN Security Council resolution 1929 was welcomed. The communiqué states that all countries should “implement it fully.” Since the G8 includes Russia, I believe that this was significant. The UK also made the case for all members of the G8 to have positive engagement with Turkey, which could have a key role to play both in resolving the Iran issue and in encouraging progress on middle east peace. We also discussed North Korea, deploring and condemning the sinking of the Cheonan, and the vital topics of nuclear disarmament and non-proliferation.
On development, while the G8 has played an important role in increasing aid spending by the richest countries in the world, some of those countries have not met commitments that they set out. I stressed the importance of transparency and accountability, and the accountability report that has been published sets out what countries have done in meeting their commitments. While not perfect, it represents good progress in ensuring that countries cannot make promises without being held accountable for them and for failing to meet them.
Even at a time when our countries face difficult budget decisions, it is important that we maintain our commitment to helping the poorest in the world. The UK is maintaining its commitment to increase spending on aid to 0.7% of gross national income. That gives us the opportunity to exercise leadership on behalf of the poorest. At the same time, in order to take the public with us, we also need to ensure that every penny will reach those who need it most. That means transparency and accountability along the lines that we are introducing. It also means that the projects we support must be deliverable, practical and measurable, addressing the causes of poverty and not just alleviating the symptoms.
The Muskoka initiative on maternal and child health agreed at the G8 is a case in point. Today in the United Kingdom, the chances of dying in pregnancy and childbirth are 1 in 8,200. In parts of Africa they are as high as 1 in 7. That is something we can change and must change, and the resources agreed, including a big contribution from the UK, could lead to an additional 1.3 million lives being saved. As the White Ribbon Alliance for Safe Motherhood points out, if we save the mother we save the family, and if we save the family, we build a stronger society and a stronger economy.
I turn to the G20, which is now clearly the right forum for all the leading economies of the world to discuss the vital economic issues. The key goal of the G20 is to continue the recovery of the world economy and secure sustainable growth. The argument proposed by some that deficit reduction and growth are mutually exclusive is, in my view, completely wrong. The whole approach underlined by the International Monetary Fund for this G20 and the subsequent meeting in Seoul is about how the world should maximise growth through the right combination of three things: deficit reduction; tackling imbalances, particularly through actions by emerging economies; and structural reform in the advanced economies. There was broad agreement on all three, which is reflected clearly in the communiqué.
On deficit reduction, the G20 agreed that
“those countries with serious fiscal challenges need to accelerate the pace of consolidation”
and that there was a risk that
“failure to implement consolidation would undermine confidence and hamper growth.”
The advanced G20 economies committed to at least halve current deficits by 2013 and stabilise Government debt-to-GDP ratios by 2016. While we agreed that the speed and timing of deficit reduction will vary with national circumstances, the verdict of the G20 was unequivocal: for countries with large deficits, the time to act is now. Britain has one of the largest deficits in the G20, and the summit specifically welcomed the plans set out in our Budget last week.
On addressing the fundamental imbalances, China’s recent decision to move towards greater exchange rate flexibility is clearly very welcome. On financial reform, the G20 agreed a set of principles on bank levies to ensure that the financial sector makes a
“fair and substantial contribution towards paying for any burdens associated with government interventions to repair the financial system”.
That is very much in line with the plans for a bank levy that my right hon. Friend the Chancellor announced in his Budget. On ensuring that the banks in all countries can withstand future crises, we also agreed that
“the amount of capital will be significantly higher and the quality of capital significantly improved”.
The new standards should be finalised by the Seoul summit in November. The Basel accord took 10 years; this looks like it could be completed in a little over one.
Although the drawing up of clear, robust new rules is essential, it is important that they are not implemented too quickly. We do not want a further monetary squeeze or a reduction in bank lending at this stage of the recovery. The biggest stimulus we could give the world economy today is the expansion of trade. While the G20’s agreement to extend its pledge that no additional trade barriers should be put in place is welcome, continued failure to make progress on Doha is deeply disappointing. It has now been eight years in negotiation, and frankly, there can be little confidence that as things stand the round will be completed rapidly. That is a tragedy, because a completed trade round could add $170 billion to the world economy.
The UK led the working session on this issue at the G20. One potential way of making progress is to try to add to the benefits of the round, including more things in it, so that all parties can see reasons for going that final mile. This was supported by President Obama, and the director-general of the World Trade Organisation, Pascal Lamy, suggested that all trade negotiators should return to the table and consider, vitally, both what it is they really need from the round and what it is they are prepared to offer to get it moving again. This should lead to a report at the Seoul meeting in November. In my view, too many people still see this as a zero-sum game, where one country’s success in exports is somehow another country’s failure. This is nonsense: everyone can benefit from an increase in trade flows. We will play our part in breaking the logjam, and I want this country to lead the charge in making the case for growing trade flows around the world.
On climate change, while the G8 communiqué was strongly positive on limiting the rise in global temperatures to less than 2°, the G20 communiqué was more limited. This is partly because some countries do not see the G20 as the forum for discussing this issue. In discussions, it was also clear that there was widespread disappointment at the way that Copenhagen failed to deliver a legally binding global deal. We must not give up on this, and we will be playing our full part in pushing for a successful outcome at Cancun.
This long weekend of summitry was a good opportunity to build Britain’s bilateral relationships. Among others, I had useful meetings with President Obama, President Hu of China, Prime Minister Singh of India and Prime Minister Erdogan of Turkey. In building a very strong friendship with our leading European partners, I also suffered the exquisite agony of watching England lose 4-1 to Germany in the company of my good friend Chancellor Merkel and the German summit team. While I cannot recommend the experience of watching England lose football to Germany in the margins of a G20 summit, I do commend this statement to the House.

May I thank the Prime Minister for his statement? The G8 and G20 summits covered many issues of importance to the United Kingdom, not least the need to work internationally to sustain the UK economic recovery that began last year. The G20 declaration rightly identifies the G20’s
“achievements in addressing the global economic crisis”,
saying that the G20’s
“efforts to date have borne good results. Unprecedented and globally coordinated fiscal and monetary stimulus is playing a major role in helping to restore private demand and lending.”
Now that the Prime Minister has joined other G20 leaders in endorsing those pro-growth policies that have put the global economy back on the road to recovery, will he acknowledge the role of the former Prime Minister, the right hon. Member for Kirkcaldy and Cowdenbeath (Mr Brown), in shaping that approach and winning support for it at the G20, thereby laying the foundations for that recovery internationally and here at home?
Is it not inconsistent for the Prime Minister to sign up to this approach abroad while continuing to denigrate that approach here at home? We welcome the G20’s commitment to
“‘growth friendly’ fiscal consolidation plans”
and the target of halving deficits by 2013. Will he confirm that this target is entirely consistent with deficit reductions that the Office for Budget Responsibility showed would have been achieved by 2013 under our plans? Will he confirm that nothing in the G20 statement provides any justification whatever for his choice to cut the deficit further and faster? Indeed, is it not the case that only last week President Obama called on world leaders to
“learn from the consequential mistakes of the past when stimulus was too quickly withdrawn and resulted in renewed economic hardships”?
The G20 calls for growth-friendly fiscal consolidation, but how is it growth friendly to cut investment allowances for manufacturing firms, to scrap the regional development agencies and to cut back on investment in high-tech, export-oriented British firms such as Sheffield Forgemasters? How is it growth friendly for his Government to take an approach that the OBR says will cost 100,000 jobs?
With President Obama and major emerging economies, including India and Brazil, warning against the risk of Budget cuts too early and too deep, is it not clear that on the question of timing and content, the summit’s conclusions on deficit reduction amount to no more than an agreement to disagree? Given the risk of deflationary policies in the eurozone and the fact that growth forecasts in the United States have been revised downwards, is not weak demand the major threat to growth? Is it not the case that Government policy should still play a part in sustaining demand? Is it not clear, given that demand in our export markets again looks fragile, that the assumption of a 40% increase in UK exports, on which last week’s Budget plans were based, looks very optimistic? To which markets does the Prime Minister expect that 40% increase in exports to go?
The Opposition welcome the G8’s commitment to support the international security assistance force’s efforts in Afghanistan. As the Prime Minister recognised in his statement, this will be a crucial year for Afghanistan, with the Kabul conference and elections in September. Because military effort must pave the way for, and go alongside, a political settlement in Afghanistan, will he update the House on preparations for the Kabul summit and Afghan elections?
Surely there is agreement on both sides of the House that we do not want our troops to stay in Afghanistan one day longer than necessary. We look forward to when the Afghan Government can guarantee their people’s stability and security, and thereby make us safer, as the Prime Minister has said previously. Will he therefore clarify his remarks on Afghanistan? He said:
“We can’t be there for another five years”.
Does the Prime Minister believe that that assists our troops in their task in Afghanistan? What effect does the Defence Secretary believe the Prime Minister’s comments will have on the morale of our troops fighting day by day on the ground in Afghanistan? Is it not the case that, as the Defence Secretary has said, setting artificial time scales is a very dangerous game to play?
May I now turn to the G8 approach to tackling global poverty? Is the Prime Minister aware of the deep frustration within the development community at what it sees as a major retreat by the G8 on its commitment to help the poorest? In particular, how can he, as one of the G8 leaders, justify the decision to drop the commitment of the 2005 Gleneagles summit to increase aid by $50 billion by 2010? That G8 commitment was hard won by the previous Labour Government. Is he aware that Save the Children called that “shameful”, and that Oxfam described the G8 statement as being
“lower than our lowest expectations”
on maternal mortality?
Writing on the eve of the summit, the Prime Minister said:
“Too often these international meetings fail to live up to the hype and promises made”,
but instead of strengthening the resolve of G8 leaders to deliver the promised action, he has allowed them to renege on their promises. Does that not reflect badly on his international leadership, for which the very poorest will pay a heavy price? Can the Prime Minister tell us how hard he tried to get the other world leaders to stick to, and deliver, the Gleneagles promises? He apparently told journalists that as
“the new kid on the block”,
he was focusing on a different aid target, namely the UN’s 2015 millennium development goals. Will the Prime Minister attend the key UN summit on the millennium development goals this September in New York? If he is not planning to do so, could he reconsider his decision in order to put the G8’s and the world’s efforts towards achieving the millennium development goals back on track?
I thank the right hon. and learned Lady for her response.
We are preparing for the Kabul summit by having repeated conversations and meetings with President Karzai and others. I have met him twice since becoming Prime Minister, once here in the UK and once in Afghanistan, and my right hon. Friend the Foreign Secretary will attend that important meeting.
The right hon. and learned Lady asked me to clarify the perfectly obvious statement that British troops should not be in Afghanistan in five years’ time. Let me put it to her the other way around. It was a Labour Government who took us into Helmand province in 2005. Is she really saying that 10 years later we should still be there? We want to get the job done, train up the Afghan army and police and bring our troops back home. She would be better advised to seek cross-party agreement on that than to take the position that she has chosen.
The right hon. and learned Lady then made some remarks about global poverty. Of course I deplore the fact that some G8 members have not stuck to the promises that they made at Gleneagles in 2005, but the slippage that she was trying to blame on the new Government took place between 2005 and 2010. The person to whom she wanted me to pay tribute—I would be delighted if he could be bothered to turn up to the House—was either Chancellor of the Exchequer or Prime Minister during that time.
The right hon. and learned Lady asked me to attend the UN summit on the millennium development goals in September in New York. I was intending to do so, but for reasons of paternal health—we have been talking about maternal health—I hope that I will be otherwise engaged in the UK, as we are having a baby. My right hon. Friend the Deputy Prime Minister will be at the summit and doing a very good job.
The right hon. and learned Lady’s whole premise on which she based her argument about the G20, the need to tackle deficits and get growth is completely wrong. The whole point about the G20 is that if you combine fiscal consolidation in the countries that need it with expansion and dealing with the imbalances from emerging economies, you can maximise world growth. That is what it is about. She says that there is no case for going faster in those countries with excessive deficits—on the IMF figures we have the biggest deficit of all—but the Labour party is now completely isolated on this issue. The G20’s view is that
“it is clear that consolidation will need to begin in advanced economies in 2011, and earlier for countries experiencing significant fiscal challenges at present”—
and that is the UK. So the Labour party is isolated from the G20.
Let us see how Labour is getting on with the US. Tim Geithner, the US Treasury Secretary, said about the UK Budget:
“I think they’ve got the right balance, the right objectives and I think they’re demonstrating that again you have to act so that people can see you’re committed to follow through”.
So Labour is now isolated from the Americans. What about the Europeans? José Manuel Barroso, the President of the Commission, said in Toronto that there is no more room for deficit spending. So Labour is now isolated from the Europeans.
Let me end with the IMF, because that is where we would have ended up if that lot had stayed in power. The IMF was clear:
“In this regard, credible and coherent fiscal plans should be clearly communicated as soon as possible. There is a pressing need…for fiscal consolidation in G-20 advanced economies”.
If that is not done, it could, says the IMF,
“weigh on the recovery and raise market pressure in an environment of elevated uncertainty about sovereign debt risks.”
There we have it. Whether it is the US, the EU or the IMF—and I could add in the OECD—the Labour party is now completely and utterly isolated.
As for quoting President Obama, here is one I prepared earlier. He said that
“we have been very impressed with the leadership that David Cameron has shown thus far. He has, I think, taken a series of steps on some very tough issues and…is prepared to make…decisions on behalf of…his country.”
The right hon. and learned Lady’s attempt to claim that somehow we are not completely in tune with the US, the EU, the G20 and the IMF is an attack that simply is not going to take off.

Commons ChamberMy hon. Friend is absolutely right to raise the contribution that our Territorial Army plays in serving our country. He is also right to remind us how many people have served in Iraq and Afghanistan. There are some 600 volunteer reservists serving today. Standing up for our armed forces is not just a Government responsibility: it is a social responsibility, and something that we should all do. We should pay tribute to those businesses that help people to volunteer and take part. We should remember their service in doing that as well.
May I join the Prime Minister in paying tribute to Marine Paul Warren from 40 Commando Royal Marines, who died on Monday, and to the member of 40 Commando Royal Marines who died yesterday? They fought with bravery and they died in the service of their country.
The Chancellor announced yesterday that the Government will bring forward relinking the basic state pension to earnings to 2011 rather than 2012. Can the Prime Minister tell us how much money the Treasury has set aside to pay for that next year?
Actually, what the Chancellor did yesterday was more complex than that. He said—[Interruption.] This is an extremely important point, and hon. Members will want to listen. We have a triple lock in place to make sure that the pension upgrade is at the highest level possible. Next year, therefore, because of what we expect will happen with the retail prices index, the pension will be upgraded and increased along with it. When the right hon. and learned Lady gets to the Dispatch Box the next time, will she confirm that Labour’s plans were to uprate benefits by less than the consumer price index?
There was nothing complicated at all about the question, but it was one that the Prime Minister did not seem to want to answer. The answer is that the Government have not set aside a single penny for that big promise to pensioners. Next year prices are due to go up more than earnings, so bringing forward the earnings link by a year does not give pensioners anything extra. But although pensioners get nothing from that change we all know they will pay more in VAT. The Chancellor promised to provide help for pensioners. I am sure that pensioners, including those in the Southwark Pensioners Action Group, or SPAG, which the hon. Member for Bermondsey and Old Southwark (Simon Hughes), knows well, will want to know: are pensioners better off or worse off as a result of the Budget?
I have to say to the right hon. and learned Lady that there is a danger in asking the second question without having listened to the first answer. The first answer is that the pension will be uprated by RPI, which is likely to be higher than earnings next year. In terms of how much money we are putting into the state pension system—[Interruption.] How much, they ask? We are putting in £1 billion over the Parliament—£1 billion. What a contrast. In 13 years, Labour never linked the pension back to earnings. We have done it in two months.
The Prime Minister is not being straight about this. We know that there will be no increase in the pension from linking it with earnings a year early. A pensioner will not benefit from the cut in tax from raising the personal allowance either, because they do not get that if they are over 65, but they will pay more VAT. The Chancellor promised to help pensioners. Will the Prime Minister not admit that pensioners will be worse off under his Budget?
Perhaps I could recommend to the right hon. and learned Lady the Budget Red Book, although in her case I suspect it is the unread book. If she looks at page 41, she will see £1 billion going into the state pension system in this Parliament. What a contrast. We all remember the 75p increase for pensioners. Under our triple lock system, that can never happen again.
Page 41, table 2.1, item 48 states:
“Basic State Pension: introduce triple guarantee”.
Money set aside: zero. The Prime Minister is not being straight about his promise to pensioners.
Can I ask the Prime Minister about families with children? Families with children, with an income of less than £40,000, may be breathing a sigh of relief that they still have their tax credits, as that was on the news last night. But is it right? Can he confirm that—as he promised in the election—families on less than £40,000 will not lose their tax credit?
What we are doing is making sure that the less well-off families get the most money. What a contrast again. Since 2004, child poverty went up by 100,000 under a Labour Government. In this Budget, child poverty does not go up by a single family.
Once again, the Prime Minister is not answering the question. The truth is that, despite the Chancellor’s promise, the Budget small print shows big cuts in eligibility for tax credit. The Prime Minister promised that no family on less than £40,000 a year would lose child tax credit. Will he admit that that is not the case? Will he admit that there are families on a joint income of £30,000 who will lose all their tax credits?
The point that the right hon. and learned Lady has got to address is who left us in this mess. Who left a budget deficit of £155 billion, with absolutely no proposals to deal with it? Who put forward—[Interruption.]
Thank you, Mr Speaker.
Who put forward £50 billion of cuts, without outlining a single penny piece? The whole country can see what is happening here: one party put us into this mess; two parties are working together to get us out of it.
I think that what the electorate detest is broken promises, and people will want to know how the right hon. Gentleman’s Budget will affect them. He was not straight with pensioners. He was not straight with families. He was not straight on VAT. When the Chancellor got up to present his Budget, he proclaimed:
“I am not going to hide hard choices…in the small print of the Budget documents. The...public are going to hear them straight from me, here” —[Official Report, 22 June 2010; Vol. 512, c. 167.]
Is not the truth that that was his first promise and that he broke it even before he sat down?
The right hon. and learned Lady talks about broken promises. We remember, “No more boom and bust.” What happened to that promise? We remember, “Prudence with a purpose.” What happened to that one? We remember, “We’ll protect the poorest,” when Labour took away the 10p tax rate. The fact is that the Labour party has got absolutely nothing to say about the biggest problem facing this country, which is the massive budget deficit. It might be adopting Greekonomics, but we are sorting out the problem.

Commons ChamberI am sure that the whole House will join me in paying tribute to Trooper Ashley Smith from the Royal Dragoon Guards, who was killed in Afghanistan last week. He died serving our country, and our thoughts are with his family and friends. We have also heard news this morning that a member of 40 Commando Royal Marines has died from his injuries. He is the 300th member of the British armed forces to lose his life as a result of the conflict in Afghanistan.
When such a tragic milestone is reached, we should re-emphasise our support for our armed forces and for all that they do. Inevitably, some will use this moment to question our mission and our purpose there. We are paying a high price, but let me be clear: we are in Afghanistan because the Afghans are not yet capable of securing their own country from terrorists. It is for our own national security that we help them. When they can do it alone, we will leave. In the meantime, we must give our armed forces everything they need to get the job done, and that includes our unequivocal support right across the country.
With permission, I should like to make a statement on last Thursday’s European Council. It was rightly focused on securing the economic recovery, and it was unanimous that this required early action on budget deficits. The Council also dealt with Europe’s growth strategy, the need to sort out the problems in the eurozone and our approach to the G20. It also delivered important progress on Iran. I would like to take each point in turn.
On deficits, the conclusions from the Council could not be clearer. Delaying action would entail “major risks”, and the Council called on member states to meet budgetary targets “without delay”. Since the last European Council, the problems in Greece and the scale of the sovereign debt crisis have become apparent to almost everyone. That is why there is such unanimity across the EU for early action. It is also why President Barroso paid tribute to the efforts the UK Government, saying:
“Consolidation is necessary for confidence and without confidence there will be no growth.”
On growth, the Council agreed a new strategy called Europe 2020. This follows on from the Lisbon agenda, the aim of which was to make Europe the most competitive market in the world. The document has some worthwhile objectives, including raising the level of research and development and improving education. This should not interfere with national competencies, so I secured explicit agreement that the new strategy must be
“fully in line with the relevant Treaty provisions and EU rules and shall not alter Member States’ competences”.
We should be clear that all the strategies in the world cannot conceal the fact that EU countries all need to get to grips with the real problems that harm our competitiveness—not by endlessly setting targets, but by taking action. This includes action on the extent of our debts, on the affordability of our pensions and on the scale of our welfare dependency. Europe has never lacked strategies, but European countries have frequently failed to deliver them.
We will also continue to press for the real stimulus that European economies need—that is, more trade, more international investment and more action to break down the barriers to business. This means pushing for agreement on Doha, reforming and completing the single market and making the process of trade easier. Even without Doha, there is a huge amount that countries across the world can do to facilitate trade. I want Britain to be one of the driving forces in helping to bring this about.
Next is the eurozone. Britain is not in the euro, and, let me be clear: we are not going to join the euro—[Hon. Members: “Hear, hear.”]—but a strong and successful eurozone is vital for the British national interest. Already, about half our exports go to the EU, four fifths of them to the eurozone. As this House is aware, however, with the situation in Greece and the need for a support package from the other eurozone members, there is no doubt that the eurozone as a whole faces real challenges. So I was generally supportive of the Council’s efforts to strengthen the eurozone governance arrangements, but I was equally determined to ensure our national interests are protected.
On budget surveillance, let me be clear: the UK Budget will be shown to this House first and not to the Commission. Of course, we will share projections and forecasts, just as we do with the International Monetary Fund and other international bodies: so, co-ordination and consultation, yes; clearance, no, never.
On sanctions, for those who breach their economic obligations, the Council agreed that
“Member States’ respective obligations under the Treaties will be fully respected”.
Because of this, and because of the special opt-out negotiated by the last Conservative Government, sanctions cannot be applied to the UK under the current framework.
Sorting out the eurozone and adding to its governance arrangements is clearly vital for Europe. There may well be significant changes coming down the track. Whether they require treaty changes or not, our position will be the same: we will back measures that will help sort out the eurozone; we will not back measures that pass power from the UK to Brussels. As we are not members of the euro, we will not back measures that draw Britain further into financial support for the euro area.
On the G20, the EU Council discussed our priorities for the upcoming meeting. As well as taking action on the deficit, the Council also agreed about the importance of reforming the financial system. It is vital that the meeting in Canada back the right action on reserves and on capital.
On the issue of a banking levy, the European conclusions were helpful. We wanted the Council to endorse the idea of countries introducing a levy on financial institutions to ensure they make a contribution to rebuilding public finances. We did not want the Council to mandate a particular form of levy or how the money raised should be used. I am pleased to say the Council conclusions reflect that approach.
On Iran, we argued that it is time for action, not just words. The Council conclusion refers to measures, including restrictions on trade, banking, transport and the oil and gas industry. Final agreement will be reached at the Foreign Ministers’ meeting.
The Council also reached important conclusions on Iceland’s application to join the EU. This country should be a good friend to Iceland and a strong supporter of continued EU enlargement. But Iceland does owe the UK £2.3 billion in respect of the compensation paid by the Government to UK investors, following the collapse of its banking sector. We will use the application process to make sure that Iceland meets its obligations, because we want that money back.
Finally, it is important that even in difficult times we support people in the poorest countries who suffer from the most severe poverty. The European Council reaffirmed its commitment to achieving development aid targets by 2015 and, supported by the UK, to review that annually.
The Council delivered good outcomes for Britain. Our citizens do not want new structures to talk about things, but a new resolve to do things, such as getting a grip of our massive budget deficit, developing the single market and building the conditions for strong, sustainable and balanced growth. That is what the Council was all about. I commend the statement to the House.
May I join the Prime Minister in paying tribute to the two soldiers who have lost their lives: Trooper Ashley Smith from the Royal Dragoon Guards; and a Royal Marine from 40 Commando Royal Marines. As the Prime Minister has said, 300 members of our forces have now given their lives in Afghanistan in the service of our country. We pay tribute to their bravery and honour their sacrifice, and our thoughts are with their families. I strongly agree with the Prime Minister about the cause for which our soldiers are fighting in Afghanistan: they are fighting there to keep our streets safe here. That is why the Opposition join the Government in support of our troops and their mission. As we approach Armed Forces day, let us remember all our servicemen and women, whether they are stationed abroad or at home. Their skill and courage are unsurpassed.
I thank the Prime Minister for his statement. First, may I endorse his support for the summit’s declaration on Iran, which again shows that on issues of international concern, we who are EU member states have a bigger impact when we combine our efforts? Does he agree that while the threat of a nuclear-armed Iran remains a matter of the utmost concern, the international community is now more united than ever before in searching for a peaceful solution, and that the active EU diplomacy we have seen in recent years has played an important part in that? Will he tell us whether there is a timetable for further EU action on Iran? Will he confirm the importance not only of sanctions and diplomatic pressure, but of international engagement with the people of Iran? Will he therefore give an undertaking that the BBC Farsi service will be protected from any threats to the budget of the BBC World Service?
Secondly, may I also welcome the EU summit’s strong commitment to meeting the millennium development goals by 2015 and the Prime Minister’s endorsement of that? The terrible crisis of drought, food shortages and starvation in Niger is a vivid reason why we must have international action on development. Will he not be a stronger voice in the EU, for the whole of the EU to make development a priority, if his Government continue to prioritise development? Following the Labour Government’s commitment, the European Commission recommended that all EU member states should consider legislating to enshrine the 0.7% aid target, which the Labour Government established. Will the Prime Minister take forward in this Session of Parliament the Bill that we introduced to make that target legally binding?
Is it not the case that we can only be effective in Europe if what we say and do there is matched by what we say and do at home? In that regard, may I commend the Prime Minister on his reference in his pre-summit article to what he describes as the
“shocking inequality of women in many parts of Europe”
and what he says is the “urgent need for change”? If he recognises the “shocking inequality” of women elsewhere in Europe, can he act on it here? Will he show Europe that he means at home what he says in Brussels by committing himself to implementing the Equality Act 2010 as soon as possible and to pressing on with the plan to make employers publish the gender pay gap?
What will the Prime Minister do about his Tory MEPs who clearly have not got the message at all and abstained in the vote on the millennium development goals, and who voted against measures to combat gender inequality only last week? He thinks it is “shocking”, but they seem to be all in favour of it.
The Council focused on economic growth, and I welcome the summit’s adoption of the Europe 2020 strategy for growth, which stated that
“priority should be given to growth-friendly budgetary consolidation strategies”
and that
“increasing the growth potential should be seen as paramount to ease fiscal adjustment in the long run.”
In other words, it said, “Don’t undermine growth when you’re cutting borrowing”, and, “You need growth to be able to bring borrowing down.” According to the official summit conclusions, one of its main objectives is
“to unlock the EU’s growth potential, starting with innovation and energy policies”.
We agree with that. That is what the Prime Minister signed up to in Brussels. However, he is doing something very different here at home. How does it help growth to cut business investment support, and how does it
“unlock the EU’s growth… starting with… energy”
to cancel the loan to Sheffield Forgemasters allowing it to build the next generation of nuclear power stations? Does this not mean that Europe, as well as the United Kingdom, will lose out as South Korea and Japan proceed with that work?
Let me turn to the important question of financial services. We welcome the intention to implement a new system of levies and taxes on financial institutions, and to explore an international approach. May I ask the Prime Minister to say more about the progress report on the work of the taskforce on economic governance? There is a British representative on it, and the taskforce has implications for the United Kingdom as well as for eurozone countries. Which, if any, aspects of enhanced economic governance might be applied to the United Kingdom?
This was the Prime Minister’s first European Council. He is now representing our country in Europe. So is it not time for him to have a sensible rethink about the wisdom of continuing to exclude himself from the grouping of centre-right political leaders? The European People’s party includes President Sarkozy, Chancellor Merkel, and the Prime Ministers of Sweden, Italy, Poland and many other countries; but instead of meeting them to prepare for the summit, the Prime Minister has a meeting with one Polish MEP to prepare for Britain’s contribution.
The general election is over. The right hon. Gentleman is Prime Minister now. Will he put aside his pandering to his Europhobic Back Benchers and agree with his Liberal Democrat coalition partners on this point? That is what would be in Britain’s interests.
Well, the right hon. and learned Lady is right about one thing: the general election is over.
The right hon. and learned Lady is absolutely right about Iran. We do need great unity on this issue; and Europe forging ahead together with a very strong statement about sanctions, then introducing sanctions, is right. She asked when it would be finalised. That will happen on 26 July, at the Foreign Affairs Council, and the sanctions should come into effect in October.
The right hon. and learned Lady asked about the BBC service in Farsi. I can confirm that it will continue to be funded well, because it is important. We should be looking at all the elements of soft power and how we project our influence in the world, and that is clearly one of them.
The right hon. and learned Lady mentioned the millennium development goals and the importance of prioritising development. We agree with her about that. It was on the insistence of the British, among others, that we put the annual review of development assistance into the Council conclusions, partly so that we could ensure that other countries are living up to the obligations under which they place themselves. We will continue to do that, although we are clearing up the most almighty financial mess at home. As for making it legally binding, we agree with that, and will produce plans to make it happen.
The right hon. and learned Lady spoke about consistency, and about the importance of recognising the gross inequality of women. We will set out measures for greater transparency, including transparency in pay. We are in favour of that.
The right hon. and learned Lady mentioned our MEPs at great length. I can tell her that I will be keeping a careful watch on what Labour MEPs vote for, because they do not always vote in a sensible way.

Commons ChamberMay I thank my hon. Friend for that helpful suggestion? He knows that I share his views about the need for a tough response to crime. The challenge is going to be delivering that tough response at a time when the last Government left us absolutely no money. What I would say to him is that we have to address the failures in the system: the fact that half of all prisoners are on drugs; the fact that more than one in 10 are foreign nationals who should not be here in the first place; and the fact that 40% commit another crime within one year of leaving prison. That is the record of failure that we have inherited, and it is the record of failure that we have to reform.
I join the Prime Minister in paying tribute to the Royal Marine of 40 Commando who died on Monday and to the two soldiers from the 1st Battalion the Duke of Lancaster’s Regiment who died yesterday. We honour their sacrifice, and we remember all our servicemen and women who are fighting so bravely for our country.
Although this morning saw the unemployment claimant count fall, unemployment is still too high. Behind the figures are real people and real concerns. Can the Prime Minister promise that none of the policies that he will put in his Budget next week will put more people out of work?
First, I agree with the right hon. and learned Lady that any rise in unemployment is a tragedy, not least for those people desperately looking for work who want to put food on the table for their families. The figures this morning give a mixed picture. On the one hand, the claimant count is down; on the other hand, the International Labour Organisation measure of unemployment is up by 23,000. What I can say to her is that we will bring in our Work programme as soon as we can, which will be the biggest, boldest scheme for getting people back to work, and everything that will be—[Interruption.] Hon. Members should remember why we have had record unemployment in this country: because of the record of failure that we inherited. What I can tell the right hon. and learned Lady is that everything that we do in the forthcoming Budget will be about giving this country a strong economy with sustainable public finances and clearing up the mess left by the person sitting next to her, the right hon. Member for Edinburgh South West (Mr Darling).
In fact, ILO unemployment is down on last month, and the Prime Minister should welcome that. He has criticised our plans, but the Office for Budget Responsibility says this week that, under Labour’s plans, unemployment is set to fall. Will he promise that he will not do anything in his Budget next week that will cause unemployment to rise? We are talking about his policies in his Budget.
First, the right hon. and learned Lady is just wrong about the figures. The ILO figures are up, and the claimant count is down—
Yes, they are; if she looks at the figures, she will discover that. She asked about the Budget. I have to say that I am still waiting for the Budget submission from the Labour party—[Interruption.] Let me tell hon. Members why. Before the last election, Labour set out £50 billion of spending reductions, including £18 billion of reductions in capital spending, but it did not set out where one penny piece of that money was coming from. So, while Labour Members are looking forward to the Budget next week and asking what we are going to do, perhaps they could have the decency to tell us what they would have done.
The Prime Minister did not listen to what I said about ILO unemployment, which is that it is down on last month, and he did not answer the question either. He has already cut the future jobs fund, and he will not guarantee to drop policies that would push unemployment up. He talks about the deficit, but how does putting more people on the dole help to get the deficit down?
Perhaps the right hon. and learned Lady should consider this statement about the importance of sorting out the budget deficit—[Interruption.] Hon. Members ought to listen to this:
“Public finances must be sustainable…If they are not, the poor, the elderly, and those on fixed incomes who depend on public services will suffer most.”—[Official Report, 2 July 1997; Vol. 315, c. 303.]
Who said that? It was the right hon. Member for Kirkcaldy and Cowdenbeath (Mr Brown), when he used to talk some sense, in the old days.
As the Prime Minister is talking about new politics and transparency, will he confirm that the Office for Budget Responsibility has forecast that, under the plans that we put in place, unemployment and borrowing will be lower than we forecast in our Budget, not only this year but next year and the year after? Will he confirm that, and will he welcome it?
First, should the right hon. and learned Lady not welcome the fact that these things are now independently determined, rather than fiddled in the Treasury? What the Office for Budget Responsibility shows is that the structural deficit is going to be £12 billion higher, and that the growth forecast that the Chancellor of the Exchequer produced at the time of the Budget was a complete fiction.
I can answer the Prime Minister’s question, although, to be fair, he is supposed to be answering mine. Yes, I do support the OBR, but he will not say whether he welcomes the forecast that I set out earlier. It is clear what he is doing: he is talking down the economy and the public finances in order to soften up the public for the cuts that he wants to make. Does he not realise that, in doing that, he is also undermining business confidence? How can that be right?
What the right hon. and learned Lady and other Labour Members need to remember is this: never mind talking the economy down, they did the economy down. They left this country with a £155 billion deficit—the biggest deficit in our peacetime history. They are the ones who let the banks go rip. They told us that they had abolished boom and bust, yet they gave us the biggest boom and the biggest bust. They were the ones who told us we were going to lead the world out of recession; our recession was longer and deeper than others. They have not told us about one single penny of the £50 billion that they were going to cut—not one penny. Do you know where they ought to start? Why not start with an apology?
If the Prime Minister thought that our spending plans were so bad, why did he back them right up until the end of 2008, praising them as “tough”? One minute he is praising them, then he is calling them reckless. This is not so much magic numbers as the magic roundabout that he has been on. We all agree that the deficit needs to come down, but will he promise that in the Budget next week he will not hit the poorest and he will not throw people out of work? Does he agree with us that unemployment is never a price worth paying?
The figures were wrong, and the jokes were not much good either. Never mind the magic roundabout, what we are all enjoying on the Government Benches is the Labour leadership election, although it is by day beginning to look more like a Star Trek convention—beam me up! What the right hon. and learned Lady has to answer is this: before the election, her Government set out £50 billion of cuts, but not a single penny was aligned to a single programme—not one pence of the £18 billion they were cutting from capital spending was aligned to one single bit of capital expenditure. Before she starts challenging us about cuts, they should first of all apologise for the mess they have left; second of all, tell us where the cuts were going to come to under their Government; and third of all, recognise that the responsible party, in coalition, is dealing with the deficit and the mess that they left behind.

Commons ChamberWith permission, Mr Speaker, I would like to make a statement. Today, my right hon. Friend the Secretary of State for Northern Ireland is publishing the report of the Saville inquiry—the tribunal set up by the previous Government to investigate the tragic events of 30 January 1972, a day more commonly known as “Bloody Sunday”. We have acted in good faith by publishing the tribunal’s findings as quickly as possible after the general election.
I am deeply patriotic; I never want to believe anything bad about our country; I never want to call into question the behaviour of our soldiers and our Army, which I believe to be the finest in the world. And I have seen for myself the very difficult and dangerous circumstances in which we ask our soldiers to serve. But the conclusions of this report are absolutely clear: there is no doubt; there is nothing equivocal; there are no ambiguities. What happened on Bloody Sunday was both unjustified and unjustifiable. It was wrong.
Lord Saville concludes that the soldiers of Support Company who went into the Bogside
“did so as a result of an order… which should have not been given”
by their commander. He finds that
“on balance the first shot in the vicinity of the march was fired by the British Army”
and that
“none of the casualties shot by soldiers of Support Company was armed with a firearm”.
He also finds that
“there was some firing by republican paramilitaries... but... none of this firing provided any justification for the shooting of civilian casualties”,
and that
“in no case was any warning given before soldiers opened fire”.
Lord Saville also finds that Support Company
“reacted by losing their self-control... forgetting or ignoring their instructions and training”
and acted with
“a serious and widespread loss of fire discipline”.
He finds that
“despite the contrary evidence given by the soldiers… none of them fired in response to attacks or threatened attacks by nail or petrol bombers”
and that many of the soldiers
“knowingly put forward false accounts in order to seek to justify their firing”.
What is more, Lord Saville says that some of those killed or injured were clearly fleeing or going to the assistance of others who were dying. The report refers to one person who was shot while
“crawling… away from the soldiers”
and mentions another who was shot, in all probability,
“when he was lying mortally wounded on the ground”.
And the report refers to a father who was
“hit and injured by Army gunfire after he had gone to… tend his son”.
For those looking for statements of innocence, Saville says:
“The immediate responsibility for the deaths and injuries on Bloody Sunday lies with those members of Support Company whose unjustifiable firing was the cause of those deaths and injuries”,
and, crucially, that
“none of the casualties was posing a threat of causing death or serious injury, or indeed was doing anything else that could on any view justify their shooting”.
For those people who were looking for the report to use terms like murder and unlawful killing, I remind the House that these judgments are not matters for a tribunal, or for us as politicians, to determine.
These are shocking conclusions to read and shocking words to have to say, but we do not defend the British Army by defending the indefensible. We do not honour all those who have served with distinction in keeping the peace and upholding the rule of law in Northern Ireland by hiding from the truth. So there is no point in trying to soften, or equivocate about, what is in this report. It is clear from the tribunal’s authoritative conclusions that the events of Bloody Sunday were in no way justified.
I know that some people wonder whether, nearly 40 years on from an event, a Prime Minister needs to issue an apology. For someone of my generation, Bloody Sunday and the early 1970s are something that we feel we have learnt about rather than lived through. But what happened should never, ever have happened. The families of those who died should not have had to live with the pain and hurt of that day, and with a lifetime of loss. Some members of our armed forces acted wrongly. The Government are ultimately responsible for the conduct of the armed forces, and for that, on behalf of the Government—indeed, on behalf of our country—I am deeply sorry.
Just as the report is clear that the actions of that day were unjustifiable, so too it is clear in some of its other findings. Those looking for premeditation, those looking for a plan, those even looking for a conspiracy involving senior politicians or senior members of the armed forces, will not find it in this report. Indeed, Lord Saville finds no evidence that the events of Bloody Sunday were premeditated. He concludes that the United Kingdom and Northern Ireland Governments, and the Army, neither tolerated nor encouraged
“the use of unjustified lethal force”.
He makes no suggestion of a Government cover-up, and he credits the United Kingdom Government with working towards a peaceful political settlement in Northern Ireland.
The report also specifically deals with the actions of key individuals in the Army, in politics and beyond, including Major-General Ford, Brigadier MacLellan and Lieutenant-Colonel Wilford. In each case, the tribunal’s findings are clear. The report does the same for Martin McGuinness. It specifically finds that he was present and probably armed with a “sub-machine-gun”, but concludes
“we are sure that he did not engage in any activity that provided any of the soldiers with any justification for opening fire”.
While in no way justifying the events of 30 January 1972, we should acknowledge the background to the events of Bloody Sunday. Since 1969, the security situation in Northern Ireland had been declining significantly. Three days before Bloody Sunday, two officers in the Royal Ulster Constabulary—one a Catholic—were shot by the IRA in Londonderry, the first police officers killed in the city during the troubles. A third of the city of Derry had become a no-go area for the RUC and the Army, and in the end 1972 was to prove Northern Ireland’s bloodiest year by far, with nearly 500 people killed.
Let us also remember that Bloody Sunday is not the defining story of the service that the British Army gave in Northern Ireland from 1969 to 2007. That was known as Operation Banner, the longest continuous operation in British military history, which spanned 38 years and in which over 250,000 people served. Our armed forces displayed enormous courage and professionalism in upholding democracy and the rule of law in Northern Ireland. Acting in support of the police, they played a major part in setting the conditions that have made peaceful politics possible, and over 1,000 members of the security forces lost their lives to that cause. Without their work, the peace process would not have happened. Of course some mistakes were undoubtedly made, but lessons were also learnt. Once again, I put on record the immense debt of gratitude that we all owe those who served in Northern Ireland.
I thank the tribunal for its work, and thank all those who displayed great courage in giving evidence. I also wish to acknowledge the grief of the families of those killed. They have pursued their long campaign over 38 years with great patience. Nothing can bring back those who were killed, but I hope that—as one relative has put it—the truth coming out can help to set people free.
John Major said that he was open to a new inquiry. Tony Blair then set it up. That was accepted by the then Leader of the Opposition. Of course, none of us anticipated that the Saville inquiry would take 12 years or cost almost £200 million. Our views on that are well documented. It is right to pursue the truth with vigour and thoroughness, but let me reassure the House that there will be no more open-ended and costly inquiries into the past.
However, today is not about the controversies surrounding the process. It is about the substance, about what this report tells us. Everyone should have the chance to examine its complete findings, and that is why it is being published in full. Running to more than 5,000 pages, it is being published in 10 volumes. Naturally, it will take all of us some time to digest the report's full findings and understand all the implications. The House will have an opportunity for a full day's debate this autumn, and in the meantime the Secretaries of State for Northern Ireland and for Defence will report back to me on all the issues that arise from it.
This report and the inquiry itself demonstrate how a state should hold itself to account and how we should be determined at all times—no matter how difficult—to judge ourselves against the highest standards. Openness and frankness about the past, however painful, do not make us weaker; they make us stronger. That is one of the things that differentiates us from the terrorists. We should never forget that over 3,500 people, from every community, lost their lives in Northern Ireland, the overwhelming majority killed by terrorists. There were many terrible atrocities. Politically motivated violence was never justified, whichever side it came from, and it can never be justified by those criminal gangs that today want to drag Northern Ireland back to its bitter and bloody past. No Government I lead will ever put those who fight to defend democracy on an equal footing with those who continue to seek to destroy it, but nor will we hide from the truth that confronts us today. In the words of Lord Saville:
“What happened on Bloody Sunday strengthened the Provisional IRA, increased nationalist resentment and hostility towards the Army and exacerbated the violent conflict of the years that followed. Bloody Sunday was a tragedy for the bereaved and the wounded, and a catastrophe for the people of Northern Ireland.”
Those are words we cannot and must not ignore, but I hope what this report can do is mark the moment when we come together, in this House and in the communities we represent; come together to acknowledge our shared history, even where it divides us; and come together to close this painful chapter on Northern Ireland's troubled past. That is not to say that we must ever forget or dismiss that past, but we must also move on. Northern Ireland has been transformed over the past 20 years and all of us in Westminster and Stormont must continue that work of change, coming together with all the people of Northern Ireland, to build a stable, peaceful, prosperous and shared future. It is with that determination that I commend this statement to the House.
May I thank the Prime Minister for his statement? As he said, it is more than 12 years since the then Prime Minister Tony Blair set up the Saville inquiry to establish the truth of what happened on what became known as Bloody Sunday. For the 14 families whose loved ones were killed, for the 13 who were injured, for the soldiers and their families, for all those whose lives would never be the same again, the report has been long-awaited. We all recognise how painful this has been, and the Prime Minister has been clear today. He said that there is no ambiguity, that it was wrong; he has apologised and we join him in his apology.
I also join the Prime Minister in thanking Lord Saville and all those whose work contributed to the report. The report speaks for itself and it speaks powerfully.
I remind the House of what Tony Blair said on the day that the House agreed to establish the Saville inquiry. He said that Bloody Sunday was a day we have all wished “had never happened” and that it was “a tragic day” for everyone. I reiterate his tribute to the dignity of the bereaved families, whose campaign was about searching for the truth. He rightly reminded the House of the thousands of lives that have been lost in Northern Ireland. May I restate our sincere admiration for our security forces’ response to terrorism in Northern Ireland? Many lost their lives. Nothing in today’s report can or should diminish their record of service. They have been outstanding.
The Prime Minister has acknowledged that the Saville inquiry was necessary to establish the truth and to redress the inadequacy of Lord Widgery’s inquiry, which served only to deepen the sense of grievance, added to the pain of the families of those who died and were injured, outraged the community and prolonged the uncertainty hanging over the soldiers. I am grateful to the Prime Minister for reminding the House that the setting up of the Saville inquiry played a necessary part in the peace process. Does the Prime Minister agree that, notwithstanding the considerable cost of this inquiry, its value cannot be overestimated in both seeking the truth and facilitating the peace process? Does he believe that Saville has now established the truth?
How the Government handle the report is of great importance, so I thank the Prime Minister for committing to seek a full day’s parliamentary debate on it. Will he consider allowing for a period of time between the debate in each House, so that what is said in this House may be considered before the debate in the Lords? When will he be in a position to say what, if any, action will be taken in Government as a result of the findings of the Saville report? What will be the decision-making process, and will the process be as transparent as possible?
The Prime Minister must recognise that some will no doubt raise the possibility of prosecutions. The prosecution process is independent, but has he been asked to consider the question of immunity from prosecution if we are instead to take things forward by a wider process of reconciliation? Is the time now right to move towards a process for reconciliation, building on the work of the Consultative Group on the Past, chaired by Lord Eames and Denis Bradley? Can there now be a comprehensive process of reconciliation to address the legacy issue of the troubles, such as that proposed by my right hon. Friend the Member for St Helens South and Whiston (Mr Woodward) when he was Secretary of State for Northern Ireland? Does the Prime Minister agree that that is what is now necessary?
The peace process is a great achievement by the people of Northern Ireland as well as by politicians. It is a process built on the value of fairness, equality, truth and justice. This House has played its part, not least in agreeing to the Saville inquiry. The Belfast agreement, the St Andrews agreement and, of course, this year’s Hillsborough castle agreement are all great milestones on the path to a lasting peace. Does the Prime Minister agree that the completion of devolution just a few weeks ago is relatively new and fragile and still requires great care? Our response to Saville must be as measured as it is proportionate. We have sought the truth; now we must have understanding and reconciliation.
May I conclude by expressing the hope that while people will never forget what happened on that day, this report will help them find a way of living with the past and looking to the future?
May I thank the right hon. and learned Lady for what she has said? I do not think there are any significant divisions between us on this vital issue and, as she said, how we respond to this matters: it matters for the peace process, it matters for the families and it matters for our country. She is right that the value of this is getting to the truth. Of course we can argue about the process, the time and the money, but that is secondary to the issue of the substance, and the substance is about getting to the truth on this issue. The right hon. and learned Lady raised a number of specific questions, and I shall try to deal with them.
The idea of leaving a period of time between the debates in the Commons and the Lords is very sensible, and I will ask my right hon. Friend the Leader of the House to look at that—although, of course, we are not responsible for timings in the Lords. In terms of the action the Government should take, I should point out that this report is 5,000 pages long; as the right hon. and learned Lady has seen, it is the most enormous document, and it will take some time to go through all of it and identify all the points that need to be responded to. That will be led by my right hon. Friends the Secretaries of State for Defence and for Northern Ireland. They will consider it and come to me with suggestions for what needs to be followed up, and I think we will have to see how others respond to this very full report too.
The right hon. and learned Lady raised the question of prosecution. She is right, of course, to say that these are decisions for the Director of Public Prosecutions to take in Northern Ireland and that should be entirely independent. On the issue of immunity, I am informed by the Advocate-General that the evidence given to the inquiry is subject to the undertaking given by the Attorney-General in February 1999
“that evidence given by witnesses to the Inquiry would not be used to the prejudice of that person in any criminal proceedings except proceedings where the witness is charged with giving false evidence.”
I think that is the right position.
The right hon. and learned Lady will know that we do not agree with some parts of the Eames-Bradley report, particularly the idea of universal recognition payments; we do not think it is right to treat terrorists and others in the same way. I think that it is right to use, as far as is possible, the Historical Enquiries Team to deal with the problems of the past and to avoid having more open-ended, highly costly inquiries, but of course we should look at each case on its merits. May I thank her again for the way in which she has responded to this important statement for Britain, for Northern Ireland and for a peaceful future for our country?

Commons ChamberWith permission, Mr Speaker, I would like to make a statement on Afghanistan. First, I am sure that the whole House will want to join with me in paying tribute to Private Jonathan Monk from 2nd Battalion the Princess of Wales’s Royal Regiment and Lance Corporal Andrew Breeze from 1st Battalion the Mercian Regiment, who have both died in Afghanistan. Our thoughts and prayers are with their families and friends. Their service and sacrifice for our country must never be forgotten.
It was my fifth visit to Afghanistan, but my first as Prime Minister. I held talks with President Karzai and visited our troops in Helmand. I want to set out for the House how this Government will approach our mission in Afghanistan, and how that mission is progressing, but first let me stress the importance of such updates. The whole nation is touched by the heroism of this generation of our armed forces, who are fighting to protect us in harsh conditions far from home, and I believe that the country, and this House, are entitled to the facts. That is why this statement will be the start of a pattern. There will be regular updates to the House, with quarterly statements by the Foreign Secretary or the Defence Secretary, and we will publish on a monthly basis much more information on the progress we are making. This will include updates on the security situation, on recruiting, training and retaining the Afghan security forces, on progress in appointing and supporting provincial and district governors, and on progress in development work, including health and education.
Our main focus, however, will be on the security situation. For example, in the six months to March 2010, the Afghan national army grew by almost 20 %, with more than 17,000 people joining the ranks, but the Afghan police are assessed to be ineffective or barely able to operate in six of the 13 key provinces in General McChrystal’s plan. Good news or bad, we want to take the country with us in what is this Government’s top foreign policy priority.
Let me address the first question that people are asking. Why are we in Afghanistan? I can answer in two words: national security. Our forces are in Afghanistan to prevent Afghan territory from again being used by al-Qaeda as a base from which to plan attacks on the UK or on our allies. Of course, the al-Qaeda training camps and the Taliban regime that protected them were removed from Afghanistan in the months after 9/11, and the presence of NATO forces prevents them from returning, but Afghanistan is not yet strong enough to look after its own security. That is why we are there, and with the help of the greater efforts of the Pakistanis to hunt down al-Qaeda in their own country, we are now placing al-Qaeda under pressure on both sides of the border. Eighteen months ago, the then Prime Minister told this House that some three quarters of the most serious terrorist plots against Britain had links to the border area. Today I am advised that the threat from al-Qaeda from Afghanistan and Pakistan has reduced, but I am also advised that if it were not for the current presence of UK and international coalition forces, al-Qaeda would return to Afghanistan and the threat to the UK would rise.
The next question is how long must we stay. The Afghan people do not want foreign forces on their soil any longer than necessary, and the British people are rightly impatient for progress. Our forces will not remain in Afghanistan a day longer than is necessary, and I want to bring them home the moment it is safe to do so. The key to success is training and equipping the Afghan security forces at every level to take on the task of securing their country, so that Afghans can chart their own way in the world without their country posing a threat to others, and our forces can come home, the job done, their heads held high.
That is why we back the strategy developed by General McChrystal, commander of the international security assistance force, and endorsed by President Obama and NATO. That strategy involves protecting the civilian population from the insurgents, supporting more effective government at every level, and building up the Afghan national security forces as rapidly as is feasible. We want to transfer security responsibility for districts and provinces to Afghan control as soon as they are ready, but that must be done on the basis of the facts on the ground, not a pre-announced timetable.
The current year is the vital year. We are six months into an 18-month military surge, and we must now redouble our efforts to drive progress. Central Helmand has, along with Kandahar, been the heartland of the Taliban. It is from there that they gave safe haven to the al-Qaeda network in Afghanistan. That is why the operation in central Helmand is crucial to the success of the whole mission. Four years ago, we went into Helmand with 3,000 troops. I do not think anyone now seriously argues that that was sufficient. Today, there are around 30,000 troops there, with 8,000 British working alongside 20,000 US Marines. In total, we have more than 10,000 troops in the country as a whole. With the arrival of reinforcements and the continued growth of the Afghan security forces, we are now evening out the ISAF presence in the main populated areas in Helmand.
That is an absolutely crucial point. In the past, we have simply not had enough soldiers per head of population for an effective counter-insurgency campaign. Today, although the rebalancing is still work in progress, the situation is much improved. The arrival of a US Marine expeditionary force, combined with additional contributions from other ISAF partners including the UK, has given a huge boost to the resources available to ISAF in Helmand. For example, the Marines have arrived with some 80 aircraft and helicopters of their own, which are now available to support all ISAF forces in Helmand.
It is clear that we have made real progress in central Helmand this year. A degree of normal life has returned to places such as Nad Ali, where the bazaar is open again and people are going about their daily business in an area that was until recently completely infested with insurgents, but the progress is not yet irreversible. Inevitably, there will be tough fighting as Afghan forces, with ISAF support, hold the ground we have taken and push the insurgents out of further towns and villages.
During my visit, I was able to announce a further £67 million to double the number of counter-improvised explosive device teams, to tackle the most serious threat facing our young men and women. So with the improvements made in the past year, many of the acute shortages that hampered us so severely in our initial deployment in Helmand have been dealt with, but I do not pretend that every equipment shortage has been resolved. We will need to adapt constantly and deal with problems as they arise.
The whole country is incredibly proud of our armed forces, and I believe we need to do more to recognise these remarkable men and women and place them at the front and centre of our society. That is why I announced a doubling of the operational allowance for service in Afghanistan, backdated to 6 May; and that is why I believe it is right that we renew and reaffirm our commitment to the military covenant, that crucial contract between our country and those who risk their lives to ensure our security.
I do not pretend that we can succeed, either in Helmand or in Afghanistan, by military means alone. Insurgencies usually end with political settlements, not military victories, and that is why I have always said that we need a political surge to accompany the military one. We need better to align our development spending with our overall strategy, and I have announced £200 million to be spent on training, strengthening the police services and government institutions; and, crucially, we need a political process to help bring the insurgency to an end.
As a first step, that means getting individual Taliban fighters to put down their weapons, renounce violence and reintegrate into Afghan society, and the successful peace jirga earlier this month should enable that process to move ahead more swiftly. However, it means more than that. For there to be long-term political stability, everyone in Afghanistan, including those in the south, must feel that the Government is theirs, that it is their country, and that they have a role to play. As I agreed with President Karzai, we must start working towards a wider reconciliation process, leading to a political settlement that works for all the peoples of Afghanistan.
We are seeing a good example of that in Kandahar where, importantly, the process getting under way is largely Afghan-led. Alongside military operations by Afghan security forces together with international forces, it includes, for example, the shura of several hundred local elders conducted yesterday by the local governor, which President Karzai attended, and a major drive by the Afghan Government, with our support, to improve public services and the rule of law. From now on, what is happening around Kandahar and in Helmand should reflect a deeper understanding of the influence of tribal structures in Afghanistan. In the past, we simply have not paid enough attention to that and to the unintended consequences of some of our policies. I want us, for example, to take a careful look at the contracting policy of ISAF, to ensure that the money going into the local economy from the huge contracts that are let has a positive impact and does not help fund local militias or, even worse, the insurgents.
This is the vital year. We have the forces needed on the ground and we have our very best people, not just those in the military, but those leading on the diplomatic and development front. I do not pretend that it will be easy and I must warn the House that we must be ready for further casualties over the summer months, as the so called “fighting season” resumes and as ISAF extends its activity. But I say to the House what I said to our young servicemen and women in the dust and heat of Helmand on Friday: they are fighting thousands of miles away to protect our national security here at home. Like their predecessors, they have the support and gratitude of the whole nation. When we have succeeded in enabling the Afghans to take control of their own security, our troops can begin to come home. Even after our troops have left Afghanistan, the relationship between Britain and Afghanistan must continue as a strong and close one. Likewise, we want to continue to build on our relationship with Pakistan. These long-term relationships are, quite simply, essential for our national security. I commend this statement to the House.

I thank the Prime Minister for his statement. I welcome both his early visit to Afghanistan since coming into government and the increase in the operational allowance that he announced. All those serving in Afghanistan should know that they have the admiration and respect of the whole country and of Members from all parts of the House. Will he continue with Armed Forces day on 26 June?
May I restate Labour’s support for our mission in Afghanistan, which is, as the Prime Minister rightly said, first and foremost to protect our national security. As this was his first statement to the House on Afghanistan and the first occasion on which we have responded as the official Opposition, may I assure him that as he proceeds to take difficult decisions in the best interests of our mission in Afghanistan and of our troops, he will have our full support. In that spirit, I welcome the £67 million that he has announced to help tackle the IED threat. Will he inform the House in more detail as to what that will be spent on? We understand that there will be 13 extra Mastiff vehicles, and we welcome that. Will they be in addition to the £67 million? As there is also a need for well protected vehicles with greater manoeuvrability, will the Prime Minister confirm that the Government will proceed with a second batch of 200 light protected patrol vehicles?
On the strategy in Afghanistan, the Prime Minister has reaffirmed that, despite the challenges, progress has been made. Will he confirm that the Government are continuing the strategy that the UK has been pursuing and that it has not changed? If it has changed, will he tell us in what respects? It is common ground that our work in Afghanistan needs to bring together security, development and diplomatic efforts. Will the Prime Minister update the House on the discussions he has had with President Karzai? I assure him that the Government will have our support to take through a strategy that sees that the Afghans are strong enough to take responsibility for their own security and prosperity. I welcome the £200 million that he announced for building up the Afghan army, police and civil service. Will he reassure the House that that will not be at the expense of vital existing development programmes elsewhere in the world?
Will the Prime Minister update the House on discussions that he has had with US Defence Secretary Gates and on whether they have addressed the proposed withdrawal of Canadian forces in 2011? A stable Afghanistan requires a stable Pakistan. Will the Prime Minister update the House on the discussions he has had with President Zardari and Prime Minister Gilani of Pakistan?
On the families of our troops, will the Prime Minister follow through on the important work that the former Defence Secretary was doing, with my support, to back up the wives, partners and families of our armed forces?
On the strategic defence review, will the Prime Minister reassure the House that the front line will not be weakened? In opposition, the Prime Minister and his Defence Secretary argued for a bigger Army and for the expansion of the Army by three battalions. Will that go ahead?
Finally, will the Prime Minister explain to the House the reasons for the departure of Sir Jock Stirrup and Sir Bill Jeffrey? Will he confirm that they will both play a role in the strategic defence review and that they will remain until it is completed? May I ask him to join me in paying tribute to Sir Jock Stirrup and Sir Bill Jeffrey for their service to the nation?
I thank the right hon. and learned Lady for her response—both for what she said and the way in which she said it. I know that we will have our differences across these Dispatch Boxes, but on the issue of Afghanistan there is great unity on the Labour and coalition Benches—[Interruption.] Well done; well spotted. That is important, because our troops like to know that everyone in the House is behind what they are doing.
On the specific questions that she asked, Armed Forces day will go ahead as planned on 26 June. She asked about the £67 million spent on countering the IED threat and whether it is in addition to the patrol vehicles that are already on order. Yes; I can confirm that it is. She asked about the strategy generally and what has changed. What I would say—I note what the Foreign Secretary said in his speech on the Queen’s Speech—is that we are six months into the McChrystal-Obama strategy of the military and political surge and we want to see that strategy through, so there is continuity in that regard. We must be absolutely clear in our focus on the national security perspective of what we are doing. That is not to say that development work and the building of schools, hospitals and other things are not important—it is just to get our priorities straight. In the end, our route home and our route to a successful Afghanistan is to put security first. That needs to be very clear. On the question about development aid, the £200 million is additional to the existing work we are doing in Afghanistan.
I very much agree with what the right hon. and learned Lady said about backing the wives, partners and families of all those who serve in our armed forces. In recent years, we have put enormous pressure on those families and we need to do more to help them. I have RAF Brize Norton in my constituency and I know the very severe pressures that we put on people. In all the issues around military families—whether it is about the schools their children go to, the health centres they use or time for leave—we want to do more to help, and we are going to give real focus to that.
The right hon. and learned Lady asked about the strategic defence review and whether it would cover the size of the Army. Of course, it will cover all of the issues in defence. Finally, she quite rightly paid tribute to Sir Jock Stirrup and Bill Jeffrey, and I join her in paying tribute to them. They both have been, and are, extremely strong and dedicated public servants, and everyone in this country owes them that thank you. Sir Jock Stirrup, as the right hon. and learned Lady knows, actually extended his time as Chief of the Defence Staff before the election because he wanted to see continuity—he wanted to see that service continue—and I was very pleased that that happened. For some time he has had in mind standing down in the autumn, at the end of the strategic defence review—at the end of October—and that is indeed what he is going to do, and what Bill Jeffrey is going to do. That will give the new Government time to put in place a proper transition for a new Chief of the Defence Staff to take on the vital work that Sir Jock has done. Let me say again that he has done a superb job as Chief of the Defence Staff. I am working with him extremely well. He came with me on the trip to Afghanistan, and he deserves the gratitude of the House of Commons.

Commons ChamberFirst, the hon. Gentleman will note from the coalition agreement, as I am glad to remind everyone, that we are protecting NHS spending. There will be real increases in NHS spending under this Government year on year. I absolutely understand the concerns that there are about wanting to keep services local to people. I know that is the case in Lakeland, and it is also the case with the West Cumberland hospital. I am very happy to ensure that there is a meeting between the Health Secretary and the hon. Gentleman to discuss the matter and ensure that we keep services local. A lot of the reconfigurations that took place under the previous Government caused an enormous amount of pain and unease in local areas and did not actually lead to improved services.
I join the Prime Minister in paying tribute to the four soldiers who have died in the service of our country in the past week: Marine Anthony Hotine from 40 Commando Royal Marines, Lance Corporal Alan Cochran and Corporal Terry Webster from 1st Battalion the Mercian Regiment, and a soldier from 3rd Regiment Royal Horse Artillery. They fought with bravery, and today we remember not just the sacrifice they made but the loved ones they leave behind.
I support what the Prime Minister said about Cumbria and join him in expressing our heartfelt sympathy to the family and friends of all those who were killed or injured. The police investigation is under way. Can he update us on the work that the Government are doing, and is he in a position yet to tell the House whether the Government have any plans to reconsider the regulations on guns? As the Home Secretary rightly said in her statement last week, we have to learn any lessons we can.
I thank the right hon. and learned Lady for her words. It is right to reflect on this appalling tragedy and think about how best we can go forward. Specifically on gun laws, we need to be clear first about the full facts of the case. We also need to determine the type and scope of reviews that will take place after this tragedy. Of course the Home Office will look again at the gun laws in the light of the tragedy, and I can also announce today that the chief constable of Cumbria has already written to the president of the Association of Chief Police Officers asking him to support a peer review, to be conducted by national police experts on firearms licensing and police firearms response and tactics. Those reviews will become publicly available documents. We should not leap to conclusions, and I do not believe in knee-jerk legislation. We have in this country some of the tightest gun laws, but of course we should look again at them.
On the issue of what sort of review is right for people in west Cumbria, I will be meeting two of the west Cumbrian MPs whose constituencies are affected straight after Prime Minister’s questions in my office, and the right hon. and learned Lady would be very welcome to join us with the Home Secretary to discuss that matter. In the end, we must ensure that we do the right thing by the people of west Cumbria and that they are properly served by the things that we decide as a Government.
I fully support everything that the Prime Minister said in that answer, and may I say that I am sure that the visit that he and the Home Secretary made to Cumbria was very much appreciated?
Just before the general election, the Electoral Commission published a report showing that despite the efforts of electoral registration officers, there are still serious concerns about the number of people who are eligible to vote but who are not on the electoral register. Given that the Government are committed to major reform of constituency boundaries, will the Prime Minister undertake not to press forward with those changes on the basis of an electoral register that excludes 3.5 million people?
First, I agree with the right hon. and learned Lady that it is important that people who are eligible to vote register to vote, and we want to see that sped up and improved. My right hon. Friend the Deputy Prime Minister is taking forward that work. We also want to see individual voter registration, because there has been a great increase in fraud in recent years, but even as that work goes ahead it is important that we have reform so that we have equal-sized constituencies across our country. Those of us who support the first-past-the-post voting system want to make it more fair by ensuring that seats are the same size across our country. Where on earth is the unfairness in that?
The danger is that if the Prime Minister presses on in the way he has indicated, he will be making the system less fair, not more fair. As he said, the Deputy Prime Minister acknowledged to the House this week that there is a problem with the register. The Electoral Commission study found not just the number of people who are not on the register, but who they are: a third of all black people, half of all young people, and half of all private sector tenants are not on the register, despite the work that has been undertaken by electoral registration officers. Those people will not be counted if the Prime Minister redraws constituency boundaries now. He says he wants equal constituencies, but does he accept that he cannot have equal constituencies based on an unequal register?
I have to say to the right hon. and learned Lady that she had 13 years to sort out the issue of voter registration. What is interesting about what happened over the last 13 years is that elections used to be determined by a few officials in the Home Office. We have now got the vast bureaucracy of the Electoral Commission. It spends millions of pounds every year, employs dozens of people, holds huge great reviews, spends vast amounts of money on advertising, but has not succeeded in its task.
We will press ahead to get people to register, but I have to ask the right hon. and learned Lady this again: what on earth is unfair about equal-sized seats? My hon. Friend the Member for Isle of Wight (Mr Turner) has, I think, to look after about 110,000 constituents, but some Opposition Members have about half that. That is simply not fair.
The Prime Minister has shown that he is not listening to the argument that he cannot redraw the boundaries, which is his Government’s proposal, until the problem of the register is sorted out. He has shown that he is not listening to argument, but pressing on regardless. That is not the new politics; it is downright unfair.
May I move to another issue? [Interruption.]

Before the election, the coalition parties talked about ending what they called the surveillance society. The coalition agreement said that the Government would further regulate the use of closed circuit television, but on Monday, the Home Secretary could not tell the House what that would mean in practice. Can the Prime Minister tell us now?
First, I am not surprised that the right hon. and learned Lady wanted to move on to another subject. Let me make one last point on the previous question—[Interruption.] I am sorry if it is painful, but it is important. She says that it is not right to redraw boundaries until we have sorted out the electoral register, but I have to point out that we fought the last election on redrawn boundaries, so I think we have a long way to go on that. There was, I have to say, just a whiff of special pleading.
On surveillance, let me be clear that I support CCTV cameras. I have them in my constituency and they are very effective, and when I worked at the Home Office many years ago I championed such schemes, but I think everyone understands that the level of surveillance has become very great in our country. As well as the issue of CCTV, there is the issue of how many different sorts of officials are allowed to enter people’s houses without permission. We will be bringing forward legislation to deal with that. I know that the Labour party has given up on civil liberties, and that the right hon. and learned Lady used to be head of what was the National Council for Civil Liberties—that was all a long time ago—but we on this side of the House think civil liberties are important.
May I ask the Prime Minister the question again, because I was asking not about people entering people’s houses, but about CCTV? Can I tell him what Theresa was saying to me on Friday? [Hon. Members: “Theresa?”] Not the Home Secretary, but Theresa from the Poets Corner estate in my constituency. That Theresa is the one who knows about living on an estate that needs CCTV. Let me tell the Prime Minister that such people do not want to be told by this Government that it is going to be made harder to get the CCTV that they need on their estates. I press him on this because it is about people feeling, and being, safe in their communities. Will he guarantee that he will not do anything to make it harder to get or to use CCTV?
The right hon. and learned Lady should understand that this is all about proportionality and making sure that we have a system that helps protect people while respecting civil liberties. It is extraordinary how the Labour party is becoming more and more authoritarian. Hearing the right hon. Member for Morley and Outwood (Ed Balls) talk about immigration, it seems we have the new Alf Garnett of British politics. It is one of the biggest U-turns that any of us can remember: for 13 years, not a word about immigration or our borders, but now they are all in a race. Perhaps it is time to move on to another subject, and the right hon. and learned Lady can tell us what she thinks about immigration.

Commons ChamberI am grateful to my hon. Friend for asking that question. I do not always give him answers that make him happy, but this time I can. There will be a draft motion, by December, which the House can vote on. I have always supported a predominantly elected House of Lords, and I am delighted that agreement has been reached on the coalition programme. [Interruption.] I can already hear what a challenge around the House it is going to be to achieve the consensus that we need, but I hope that after all the promises of reform, this time we can move towards a predominantly elected second Chamber.
I join the Prime Minister in paying tribute to Corporal Stephen Curley and Marine Scott Taylor from 40 Commando Royal Marines, and to Gunner Zak Cusack from the 4th Regiment Royal Artillery. As the Prime Minister said, they were brave men who died in the service of our country. We must never forget the sacrifice that they made.
I strongly support what the Prime Minister has said about the dreadful shootings in Cumbria. We offer our deepest sympathies to the families of those who have been killed and our strong support for the police, the emergency services and the local communities in Cumbria.
May I ask the Prime Minister about the Israeli interception of the Gaza flotilla? I am sure that he agrees that there has been a tragic loss of life, which has angered the Palestinians and dismayed friends of Israel, too. Can he tell the House what is the current position of the British nationals who have been detained by the Israelis? Will he tell us how the Government can contribute to international efforts to make the Israelis recognise that the blockade of Gaza is prolonging the suffering of the Palestinians and making peace in the middle east even harder to achieve? This blockade must end.
I thank the right hon. and learned Lady for what she said about our troops, and also for raising the issue of the events off the coast of Gaza. What has happened is completely unacceptable; we should be clear about that. We should also deplore the loss of life. Indeed, I have spoken to the Prime Minister of Turkey to extend our condolences for the Turkish citizens who have been lost. We should do everything we can to make sure this does not happen again; I stressed this point in a conversation with Prime Minister Netanyahu of Israel.
In answer to the right hon. and learned Lady’s specific questions about British nationals, 42 British nationals are caught up in this. I believe that around 37 of them have had consular access and that all of them will be coming home, and we need to make sure that they are reunited with their families as fast as possible.
The right hon. and learned Lady also raised the issue of international efforts to get the blockade open. As she knows, and as the shadow Foreign Secretary will know, we should do everything we can through the United Nations, where resolution 1860 is absolutely clear about the need to end the blockade and to open up Gaza. I would say in addition that friends of Israel—and I count myself a friend of Israel—should be saying to the Israelis that the blockade actually strengthens Hamas’s grip on the economy and on Gaza, and it is in their own interests to lift it and to allow these vital supplies to get through.
I thank the Prime Minister for that answer, and I know that we will be hearing more from the Foreign Secretary in a statement immediately after these questions.
Can the Prime Minister give me an answer on another important issue—one that I raised with him last Tuesday—about prosecuting rape? We know that it is often only after many rapes that a defendant is finally brought to court, and it is often only at that point that previous victims find the courage to come forward. By making rape defendants anonymous, he is going to make it harder to bring rapists to justice.
I know that the right hon. and learned Lady cares very deeply about this issue, as do I. The fact that rape convictions are so low in this country is a scandal, and we need to improve on that. That means working with the police, and also doing more to help rape victims, including backing rape crisis centres.
On the issue of anonymity, I sat on the Home Affairs Committee that examined this issue; it was of course a Committee in a previous Parliament, dominated by Labour Members, and very ably chaired by Chris Mullin. We came to the conclusion that there was a case for saying that between arrest and charge there was a case for anonymity. The coalition agreement mentions the issue of anonymity, and we will of course be bringing forward proposals, which the House can then examine and debate. I think that there is a case for this to happen, but I understand what the right hon. and learned Lady says—that it is important that the publicity around a case can help to bring forward other people who have been raped. I understand her case, but I think that this does represent a good way forward.
I welcome the Prime Minister’s recognition of the first point. However, does he not also recognise that to single out rape defendants, which is what he is proposing to do, sends a very powerful message to juries in rape cases that the rape victim is not to be believed, and sends a devastating message to rape victims that, uniquely of all victims, they are not to be believed?
I do not accept that. The Home Affairs Committee looked at this very carefully and came to conclusion that in this case there was a case for extending anonymity, also because in rape cases, obviously, those who have been raped have anonymity themselves, and that was the case with this limited extension. We will be bringing forward proposals that can be debated and discussed in the House of Commons. We all want the same thing, which is to increase the number of successful rape prosecutions and to send more rapists to jail: that is what this is about.
I am sorry, but I think that that is a disappointing answer, because the Prime Minister shows no understanding of the progress that has been made on prosecuting rape, and he does not realise how seriously this will turn the clock back.
May I turn to another subject that I believe the Government should reconsider—the married man’s tax allowance? It would go to only one in three married couples, and would cost half a billion pounds a year. Can the Prime Minister tell the House how that would contribute to cutting the deficit?
I am an unashamed supporter of families and marriage, and I simply do not understand why, when so many other European countries—I remember often being lectured when I was on the other side of the House about how we should follow European examples—recognise marriage in the tax system, we do not. I believe that we should bring forward proposals to recognise marriage in the tax system. Those in our happy coalition will have the right to abstain on them, I am happy to say, but I support marriage. We support so many other things in the tax system, including Christmas parties and parking bicycles at work, so why do we not recognise marriage?
If we are going to get control of public spending in the long term in this country, we should target the causes of higher spending, one of which is family breakdown. We should do far more to recognise the importance of families, commitment and marriage—and let me just say that any recognition of marriage that we put in the tax system will also be recognition of civil partnerships, because commitment is important, whether someone is straight or gay.
So the Prime Minister is seriously saying that he expects us to believe that he thinks a £3 a week tax break, which will cost the Exchequer half a billion pounds a year, will keep families together. No wonder the Deputy Prime Minister is sitting so quietly by his side—because on this one, Nick agrees with me. We do not need it, it will not work, and they should drop it.
I am afraid the right hon. and learned Lady has a slightly short memory, because when she was sitting over here on the Government Benches, an enormous recognition of marriage in the tax system was introduced by the Labour Government in—wait for it—inheritance tax. [Hon. Members: “Oh!”] Yes, they massively increased the threshold for inheritance tax that can be transferred between husband and wife. If recognising marriage in the tax system is such a good thing for the better-off, why do we not do it for the less well-off? [Interruption.]
