Commons ChamberI think the hon. Lady knows that I have regular discussions with Vauxhall and its owner PSA. In fact, PSA has invested very substantially. One of its most recent major investments in Europe was to strengthen the Luton plant with the next generation of technology. We talked to it about investment in Ellesmere Port, which she knows is important.
In terms of charging points, we have one of the best charging networks in Europe, but we need to expand it further. As the hon. Lady knows, through the automotive sector deal we have a very close relationship with the industry and work jointly with it.
May I press the Secretary of State on yesterday’s statement from the Secretary of State for Wales in relation to Ford? There is capacity in the Bridgend plant and it would be a very good way to keep it open. Will he work with the Welsh Government to ensure that electric batteries can be constructed at Ford, to help to keep the jobs in and around my community?
The hon. Gentleman makes an excellent point. I am delighted he was in the discussion that we had yesterday and that he will serve on the taskforce that has been established. The quality of the workforce, its facilities and connections represent a fantastic opportunity for new investment, whether by Ford or by others in the automotive sector. We work very closely to bring in those investments.

Commons ChamberIf I am legally permitted, and I do not see why I should not be, I will put the letter of indemnity in the Library of the House. If I am not permitted to do so, I will find a way to share it, perhaps through the Select Committee. It reflects the fact that an industrial facility such as a steelworks is a hazardous environment, with a lot of risk. Given that the official receiver is legally responsible for that site, he should be fully indemnified. So the indemnities arise, for example, through liabilities that might arise from carrying out the proper performance of his duties as liquidator in maintaining, securing and funding the ongoing operation of the company’s undertakings and distributing its assets. So it is the work that the official receiver is engaged in that has the backing of this indemnity from the Treasury from the outset—from this morning, when the letter was sent.
It is clear from the Secretary of State’s statement that he cares deeply about the issue, but may I take him back to the question from my hon. Friend the Member for Hove (Peter Kyle) on a sector deal? The Secretary of State talks about why the deal cannot take place, but may I put it to him that the industry clearly is suffering and is not cash-rich and that could be a good reason to implement the sector deal now and take that risk to ensure that we protect jobs and the industry in the future? If there are no other reasons why the deal could not take place, that would at least give us some assurances for the future.
I am grateful for what the hon. Gentleman says. I am keen to have a sector deal in the steel industry. The nature of sector deals is the Government investing in certain capital improvements, research and development programmes or training programmes, and the industry investing alongside them. That is the essence of the deal. As is evident in the case of British Steel, it has not been possible for it to invest, which is why it has not been possible to conclude the deal. Given that, he makes a reasonable point: perhaps separately from the sector deal, other things could be done for a sector that is going through what is evidently a challenging time, not just here but around the world.

Commons ChamberMy hon. Friend makes an important point. It has been a clear part of our mandate to negotiate in a way that allows us to strike free trade agreements. That is provided for in the agreement that is on the table, but I think the wrong thing to do in furtherance of that would be to lose our ability to trade without tariffs and frictions with, as we might say, our existing customers.
The announcement from Honda today is devastating for the community of Swindon. Just up the road in Bridgend, which neighbours my constituency, Ford has announced voluntary redundancies. The Jaguar Land Rover contract is ending three months early and there is only one Dragon engine left, which will mean the employment of only 500 people beyond 2021. Going from 1,700 people down to 500 means far more redundancies in the long term. Ford has also supposedly warned the Prime Minister that a no-deal Brexit would be a catastrophe and that it would look to pull all its production out of the UK. First, what more can the Minister to do to support the Bridgend workers, particularly at Bridgend Ford? Secondly, I wish him luck in trying to convince the Prime Minister to take no deal off the table, because that would be catastrophic for the car manufacturing industry in this country, including Bridgend Ford.
The hon. Gentleman mentions Bridgend; I speak to Ford and its VP for Europe, Steve Armstrong, very regularly, and the hon. Gentleman is absolutely right that it is looking to us to resolve this matter. Steve Armstrong says that if we leave without a deal, it would be “pretty disastrous” and that it would
“force us to think about what our future investment strategy for the UK would be”.
However, he also says that the deal that has been negotiated would address these concerns, and I hope that given the hon. Gentleman’s interest in the workers in Bridgend, he will come to resolve this matter by voting for the deal.

Commons ChamberMy hon. Friend is right that it is important to take a long-term and strategic approach. That is exactly what we did with offshore wind, identifying a technology in which the supply chain could be located in the UK and creating jobs right across the country. That has been a great success. The opposite of that, however, would be to spread very thinly very expensive projects that do not, as the analysis demonstrates, have the potential for exports that offshore wind and others enjoy. That would reduce the economic prospects for firms across the country.
Part of the role of government is that a Secretary of State will have a vision for delivering and a vision for ideas. The Secretary of State has shown today that he does not have any vision for delivering services and improvements to the economy for the people of south Wales. We have had the scrapping of electrification and we are clearly no further forward with various projects the British Government can fund. Can we have a guarantee from the Secretary of State about when the British Government are going to start investing, so that the people of Wales can have some faith? All he is proving right now is that, with the Welsh Secretary and the British Government, the Tories really are failing Wales.
The Swansea city deal, to name one case in point, will be welcomed by the hon. Gentleman. In terms of planning for the future, making commitments that put on bill payers or taxpayers costs that are three times higher than are justified is no strategy for the long term. To saddle businesses and industries with such costs is a strategy for uncompetitiveness.

Commons ChamberMy hon. Friend has made an excellent point. Part of the programme involves test beds to demonstrate the new technologies. The demonstrations will be open to the public so that they can see for themselves, and they will begin in Milton Keynes, Greenwich, Bristol and Coventry. However, people are already experiencing these technologies through satnav, cruise control and automatic parking, and I hope that increasing exposure will reveal their benefits.
The Secretary of State mentioned Jaguar Land Rover. As he will know, Ford in Bridgend, which neighbours my constituency and employs hundreds of workers there, is pulling out of the contract early. Has the Secretary of State had any conversations with Ford about the possibility of converging its lines to produce electric batteries for electric cars?
The hon. Gentleman will be pleased to know that I shall be meeting the head of Ford’s European operations immediately after this session to discuss the fact that Ford has based its new development of electric and autonomous vehicles in Britain.

Commons ChamberI am always keen to meet people from the ceramics industry and from Stoke-on-Trent and the surrounding area. It is a fantastic industry for the future as well as the present—great strides are being made. It is an endorsement of the approach in the Green Paper of asking whether we should have sector deals that there was such an emphatic yes that some sectors, including ceramics, submitted their own proposals, and I am keen to take them forward.
I am sure that the Secretary of State is aware that I chair the all-party parliamentary group for the coalfield communities—if he was not, he is now—and the group has done significant work on trying to look at the regeneration of such communities. In relation to the White Paper, how does he intend to bring jobs and investment to those communities, which have suffered over successive generations in terms of job losses, economic growth and, indeed, health outcomes?
The hon. Gentleman makes an important point. The White Paper contains a substantial section on the importance of local places and the role they can play in reviving their economies. It looks in particular at establishing local industrial strategies that are not only about the big cities, but about smaller towns and communities. The strategy presents an opportunity to former coalfield communities and others to play a big role in helping to drive up their future prospects.
