I genuinely wish that I could please my right hon. Friend by waving a magic wand and making his wishes come true. Unfortunately, as Leader of the House, all that I can suggest are ways of raising the matter in the House. I can certainly take away his request for a debate in Government time, but he will appreciate that he needs to keep raising the matter with the appropriate Ministers so that they can carefully consider his specific requests.

A recent DWP assessment found a constituent fit for work. He is terminally ill and relies on regular dialysis, but the assessor stopped his benefits based on his adequate rapport and the fact that he was able to keep eye contact. The DWP’s culture of disbelief is plunging many vulnerable constituents into poverty, so can we please have a debate on the impact that such assessments are having on disabled people and vulnerable constituents?

The hon. Lady raises a serious constituency issue. It does sound concerning that the assessment was potentially wrong. At the same time, she will appreciate that the Government spend £55 billion a year on benefits to support disabled people and people with health conditions—up by more than £10 billion since 2010 and a record high. Under this Government, the number of disabled people in work increased by more than 950,000 between 2013 and 2018, so the Government’s policy is to support those with disabilities both financially, so that they are able to lead normal lives, and by helping them to get into work to enable them to have a more fulfilling life. Nevertheless, she makes a serious point. If she wants to write to me after business questions, I can take it up directly with the Department.

The hon. Gentleman will know that it is absolutely the Government’s aim to bring the main political parties in Northern Ireland together, with the UK and Irish Governments, to bring back a fully devolved Administration in Northern Ireland. That is an absolute priority for the UK Government. In the meantime, we obviously continue to talk about any essential measures that need to be taken. Ultimately, we want to see the talks that commenced on 7 May reach a fruitful re-establishment of the Northern Ireland Executive.

Earlier this week I announced that I am pregnant with my second child. As both my husband and I are MPs, the decision to have another baby was made possible only because of the introduction of proxy voting, and I wish to place on record my thanks to my right hon. and learned Friend the Member for Camberwell and Peckham (Ms Harman), to the Leader of the House, and to you, Mr Speaker, for pushing that forward. Parliament has made much progress in recent years, but late-night votes and an archaic voting system that can mean MPs walking around in circles through the Lobbies for several hours on end can be off-putting. May we have a debate in Government time about how we can make Parliament a more accessible workplace?

I am delighted—congratulations to the hon. Lady and her husband. That is fantastic news, and we all share in wishing her a fabulous pregnancy with no sickness, tiredness, or anything of that sort. She is right to say that proxy voting was an important step as many more new families come to this place, and it is right for the diversity of the House of Commons that many more young parents are coming here as representatives. I commit to doing everything I can to make this place more family friendly. The issues of how we vote and the late timing are matters for the House, and I encourage the hon. Lady to seek either a Westminster Hall debate or a Backbench Business Committee debate so that all hon. Members can share their views. Surprisingly to me and to her, not all hon. Members share our view about making this place family friendly.

I commend my hon. Friend for raising that issue and I pay tribute to the impressive performance of his excellent Conservative Hinckley and Bosworth Borough Council. We are committed to increasing the quality and quantity of recycling and to ensuring that it is easier for everyone. Local authorities play a vital role in waste collection and recycling and we are consulting on how we can help them to improve services. That consultation closes on 13 May, which is in fact my birthday.

Following the Windrush scandal, my constituent was plunged into financial difficulties. He was unable to see his father before he died because he could not afford the return flight to Barbados. He spent the last of his money on a one-way ticket to attend the funeral, but he is now stranded there. His request for an exceptional payment has rolled on for months while he has been plunged into poverty. May we have a debate in Government time about the effectiveness of the compensation scheme for Windrush victims?

I am genuinely sorry to hear about the situation of the hon. Lady’s constituent. As she will know, Ministers have apologised for the mistakes that were made. Windrush citizens are British and deserve to be treated as such, and a dedicated taskforce set up to handle those cases has so far helped more than 2,400 people to get the documentation they need. She will be aware that there is also a compensation scheme and, if she wants to write to me following business questions, I will raise her particular issue directly with Ministers.

I have recently been contacted by a constituent—an EU citizen—who worked here for many years before suffering ill health. She was previously entitled to housing benefit and employment and support allowance, but after these were absorbed into universal credit, she lost her entitlement because of stricter residency criteria. Many EU citizens have been plunged into poverty because of these benefit changes and no longer feel welcome, so can we please have a debate on the impact that universal credit is having on EU citizens living here?

The hon. Lady is raising a specific constituency issue, and I encourage her to raise that directly with the Department for Work and Pensions. I would say, again, that the Government’s priority is to make sure that EU citizens who have built their lives here and who have contributed so much to our society should continue to feel that they are very welcome here. That is the top priority and it is why we have introduced the EU settlement scheme to make sure that, as we leave the European Union, what we do will be entirely fair to those who have contributed so much to our society and our communities.

The hon. Gentleman mentions his private Member’s Bill again, and I commend his commitment to helping the most vulnerable people around the world. He will have received my letter this week in response to his. In addition to what I have said in recent weeks, he will know that the Government have done a huge amount—particularly in the region but also here at home—to help refugees from countries such as Syria. We have expanded our resettlement commitments to provide for more than 23,000 refugees by 2020, and we have committed more than £2.7 billion of humanitarian aid to the Syrian conflict. We must ensure, however, that our focus is on supporting the most vulnerable people who need international protection, and on encouraging those fleeing persecution to seek help in the first safe country they reach, as that is the fastest route to safety.

Demelza House children’s hospice provides outstanding end-of-life care to children in south-east London, yet only 20% of funds for children’s hospices come from central Government. Although the NHS long-term plan provided a welcome boost to the children’s hospice grant, it is still not enough to ensure that hospices are able to deliver their world-class services. May we have a debate in Government time about funding for children’s hospices?

I pay tribute to all the fantastic work done by children’s hospices across the United Kingdom. The Department of Health and Social Care is very aware of the issue of funding for children’s hospices. Questions to that Department are on Tuesday 26 March and I encourage the hon. Lady to raise the issue directly then.

The hon. Gentleman raises a very important issue and is absolutely right to do so. He will be aware that the Government are putting a record £12 billion into mental health issues to try to achieve parity of esteem between mental health and physical health issues, and at the heart of the NHS long-term plan is the biggest expansion of mental health services in a generation. It will see 350,000 more children, at least 380,000 more adults and, very dear to my own heart, 24,000 more new and expectant mothers able to access mental health services; that is very important. It will also see 24/7 mental health crisis care for adults, children and young people rolled out through NHS 111, giving them access to vital support when they need it, and for the first time ever we will have comprehensive access standards for mental health. So we are seeing change; it is absolutely vital that we do, and I thank the hon. Gentleman for raising this issue.

On the day before International Women’s Day will the Leader of the House join me in recognising that there are currently almost 4,000 women in prison in this country, many of whom have been victims of domestic abuse or require support for mental health or drug and alcohol addiction? Will she also recognise that at least 17,000 children are affected each year by maternal imprisonment? May we therefore have a debate in Government time on the female offender strategy?

From what the hon. lady is saying, it sounds as though the supposed joke was in extremely poor taste, and I certainly agree with her that when a business has to relocate jobs the greatest sensitivity needs to be paid to those who will have to relocate or lose their jobs. She is absolutely right in that regard, and she may well want to seek an Adjournment debate so that she can raise her concerns directly with Ministers.

Like many MPs, through my casework I have heard numerous stories of aggressive and inappropriate behaviour by bailiffs, often towards some of the most vulnerable. The Ministry of Justice has just closed a consultation on this issue, so may we please now have a debate, in Government time, about introducing an independent regulator for the bailiff industry and an ombudsman-style complaints procedure?

My right hon. Friend is absolutely right. I know he did a job share with one of our hon. Friends who was on maternity leave, and it was very good of him to do that. I think all hon. Members are committed to dragging us into the 21st century, and it is quite right that we do that.

Last year saw a whole range of events in Parliament to mark the centenary of some women getting the right to vote, and this year marks 100 years since the first woman took her seat in Parliament. I was really proud to take part in a lot of those events last year, and I know a lot of progress has been made. Other Members have mentioned the House of Commons nursery, which enabled me to put myself forward for Parliament. I have placed on record my thanks to those who made that happen, particularly you, Mr Speaker. However, when we talk about wanting to have a more diverse Parliament and we have things such as the nursery, is it not a contradiction that we have not yet introduced proxy voting? Does the Leader of the House agree that it is long overdue, and that if we want to break down barriers to women entering Parliament, we do need to take this very swift action?

On Sunday evening, 23-year-old Nicole Newman was killed crossing the road in Penge, and her eight-month-old baby remains in a critical condition in hospital. I am sure that the Leader of the House will want to join me in offering condolences to her family, including her partner Charlie. While there has been no suggestion that the driver was speeding, our council in Bromley has failed to implement 20 mph speed limits in residential areas, despite pressure from Labour councillors to do so. Can we please therefore have a debate in Government time on speed limits in residential areas?

May I first say that that is an absolute tragedy? I am sure that all hon. Members will want to send their deep condolences to the family. The hon. The hon. Gentleman makes a really important point about the issue of economic forecasting that presupposes different alternatives. In my view, economic forecasting is only as good as the inputs into the forecasting model. Although he says that there is not a Brexit dividend, the fact that I would rely on is that once we have left the European Union, we will no longer be paying the billions of pounds in net terms that we were previously paying to the European Union.

In the week before Christmas, my local food bank in Penge gave out 300 parcels to some of the most vulnerable. It is an outrage that at a time of year when most people are out celebrating, Tory austerity has meant that far too many rely on food banks for essential supplies. Can we please have a debate on the impact of Tory austerity on food bank usage and food poverty across the country?

Let me first pay tribute to all those who help out with food banks, either by donating to them or by running them; they do an amazing job in all our constituencies. The hon. Lady is right to point out that we absolutely do not want people to have to rely on food banks. However, there are now 630,000 fewer children living in workless households, and the numbers both of people and of children in absolute poverty are at record lows, with 1 million fewer people and 300,000 fewer children in absolute poverty at a time when income inequality is also down and lower than at any time under the last Labour Government. We are building a fairer society, jobs are growing and wages are rising faster than inflation. These are all very good things and are to be welcomed.

I am sympathetic to my hon. Friend; as constituency MPs we all have to find a balance between meeting housing needs and protecting the green and outdoor spaces around us. The national planning policy framework was updated in July, and it safeguards existing recreation areas unless there is clear evidence that the loss can be justified. As my hon. Friend knows, the planning system is locally led, so I hope that his planning authority has taken into consideration strongly held views about the recreation area in Oakfield.

The Government have faced repeated calls from Labour Members to bring privatised probation services back under public control. Following the shocking news that the largest private provider of probation services, Interserve, needs a bail-out, it continues to be awarded Government contracts, so may we please have an urgent debate about the future of privatised probation services?

The hon. Lady takes a significant interest in this issue, so she will know that Justice questions are next Tuesday, at which she might want to raise the matter. It is vital that offenders are properly supervised, and our reforms mean that up to 40,000 more offenders are being monitored than was previously the case. She raises an important issue, and I encourage her to take it up with Ministers.

My hon. Friend is right to raise this very important issue. He will be aware that we have provided the capacity for police and crime commissioners to access an extra £460 million this financial year. He will also be aware that my right hon. Friend the Home Secretary is determined to review the funding formula properly this year to make sure that police officers do have the resources that they need. We have Home Office questions on 3 December, and I encourage my hon. Friend to take the matter up there.

Earlier this month, two people were stabbed to death in my constituency, including a 15-year-old child. Locally we have seen cuts to the police, child and adolescent mental health services, schools and youth services. I very much welcome the general debate on youth violence, but can the Leader of the House confirm that Ministers from across Departments will attend that debate to ensure that we have joined-up, cross-departmental approach to youth violence?

The hon. Lady raises an incredibly important issue. I think that all our hearts go out to the victims of knife crime, particularly those young people who have died in such appalling circumstances. She will be aware that getting young people out of a life of crime leading to serious violence is both a priority for the Government and a core part of our serious violence strategy. That, as she will be aware, is precisely why I am giving Government time for this debate in a couple of weeks.

At Forest Hill School in my constituency, class sizes have gone up but per pupil funding is down by £191. The Chancellor’s money for “little extras” equates to just £45 per students, which goes nowhere near restoring the cuts to schools in my constituency. When can we have a stand-alone debate in Government time on education funding?

I hope that the hon. Lady will be as delighted as I am that there are now 1.9 million more children in good and outstanding schools than there were in 2010, and that 86% of schools in England are now rated good and outstanding, which is up from 68% in 2010. Many more children are getting the opportunity of a good education than under the previous Government. She is absolutely right to raise the issue of school funding. We are investing £1.3 billion in our schools, so the schools budget will rise by about £2.6 billion over this year and next, which means per pupil funding is protected in real terms. If she has a particular question, she may wish to ask it at Education questions on Monday 12 November.

My hon. Friend is right. Let me reiterate the undertaking by the Government Whips Office to provide even greater process, so that individuals who are paired will be specifically told the duration of the pair and with whom they are paired. I think that that will also reduce the number of errors. I can only say again that what has happened is extremely regrettable, and that the Whips are very apologetic about the error.

As a former employment rights lawyer specialising in maternity discrimination and flexible working, I have been shocked by some of the outdated practices in this place. While I am grateful to you, Mr Speaker, for relaxing the rules to allow my son to go through the voting Lobby with me, it really is time that we became a modern 21st-century workplace. Given that many Members have recently given birth or are currently pregnant, I echo the calls for an urgent vote on proxy voting before the summer recess, before it is too late.

The hon. Lady says that she is an employment lawyer, in which case she will know very well that Members of Parliament are not employees but office holders. It would be a very fundamental review that would say that MPs should become employees. The hon. Lady would have to consider by whom they would be employed, and the subsequent taking on of modern employment regulations. She has not been clear about what she is after, but I am absolutely clear about the fact that we will be debating this issue. We want to provide proper baby leave for new parents, but the hon. Lady cannot possibly suggest that we should become employees in order to do so.

The convention is for Members to be nodded through when there is reasonable notice and where there is serious illness. Yesterday at 11.55 am Labour asked for six Members to be nodded through. The Government made efforts to make what arrangements they could in that short time provided. As the hon. Gentleman will know, this is a usual channels matter for my right hon. Friend the Chief Whip and the Opposition Chief Whip.

Several constituents have recently come to me to request help with reconsiderations and appeals of Department for Work and Pensions decisions to stop their benefits. Many of these constituents have trouble filling out the forms because of learning disabilities. When may we have a debate specifically about the accessibility and appropriateness of DWP appeal procedures?

I completely agree with my hon. Friend. It is absolutely amazing that people who fly-tip seem to care not at all for the impact of their behaviour. Right across the country, in all opinion polls on what people care about, littering and fly-tipping are right up there among the areas that bother them the most. I certainly share his concern about this, and I encourage him to raise it at DEFRA questions on 7 June to see what more can be done about it.

I have been contacted by many constituents who have experienced issues when applying for 30 hours’ free childcare, and have experienced problems with this myself. Further, nurseries in my constituency are facing closure due to inadequate funding of the scheme. When can we have a debate about this supposed flagship Government policy, which is clearly not fit for purpose?

I am genuinely surprised that the hon. Lady raises this as a problem. She will be aware that we are spending about £6 billion every year on childcare support by 2020—a record amount of support—and investing £1 billion a year to deliver 30 hours of free childcare to needy children, with over 290,000 children benefiting from that last term. If she wants to raise this at Education questions, that would be very welcome, but no previous Government have done more than this one to help families deal with the cost of childcare.

As my hon. Friend would expect, I would be delighted to be able to deliver that. I share his enthusiasm for the United Kingdom’s prospects outside the European Union. He certainly might like to put that to every Department in Question Time.

As the Leader of the House might be aware, there are widespread concerns over the outsourcing of probation services to community rehabilitation companies, many of which are facing financial difficulties. I am aware of one serious case in my constituency where a violent offender was released without a risk assessment by the CRC. May we please have a debate or a statement on the future of outsourcing probation services to CRCs?

My hon. Friend is a strong champion for his constituency and he raises an important point. All banks must now comply with the access to banking standard, which requires consultation and careful thought before closures. He will also be aware that the Post Office now provides access to basic banking services for all retail banks. Nevertheless, he raises an important point and I encourage him to pursue it, perhaps with the Financial Conduct Authority or with this bank itself.

In recent weeks, I have noticed an increase in immigration casework. I have previously written to the Home Office about the effect that delays are having on my constituents. Data published by the Department last week showed that only 62% of MPs’ letters and 72% of emails are being responded to within its standard service timescale. May we please have a debate on the modernisation of Home Office correspondence so that Members and their constituents can receive responses in a timely fashion?

The hon. Lady raises an important point. Many of us have constituency cases related to visa challenges. I know from speaking to the Home Office that often the problem is one of slow responses from overseas countries to inquiries. It is difficult to totally be in control of response times, but she might want to raise her important point at Home Office questions.

I will certainly be happy to write on my hon. Friend’s behalf to my right hon. Friend the Transport Secretary. I am interested to know whether it is true that the strawberries for Wimbledon are being grown underground in Clapham; I wonder whether my hon. Friend can enlighten the House on that. He is exactly right to say that Crossrail 2 will be a very important measure to get people in London moving, and I am personally supportive of it.

I was shocked by the complete lack of clarity on school funding shown by the Secretary of State for Education on Tuesday. The claim by the Leader of the House that the funding formula for schools is fair simply will not ring true in my constituency, where school budgets have been squeezed year on year and our fantastic boys’ secondary school, Forest Hill School, has a deficit of £1.3 million. May we please have a proper statement and a debate on school funding before the summer recess?

I welcome the hon. Lady to her place and wish her every success in her new role. We are proud of the top-line achievement that there are now 1.8 million more children in good and outstanding schools than in 2010, but she is exactly right to point out that there are pressures on school budgets. That is being looked at very closely by my right hon. Friend the Education Secretary, and I will happily take up the issue with her.
