Well, if I am wrong I am wrong, but I do not think there is much enthusiasm for building windmills as tall as Lincoln cathedral in urban areas. We can say that in theory we are in favour of onshore windmills, but I assure the hon. Lady that every time they are proposed, there is a gruelling process of public inquiries and fierce opposition lasting many years. How much better it would be to concentrate our resources offshore. As I have said, we are world leaders in offshore wind, and there is never any objection.

The report also refers to achieving net zero through better public transport. It talks of the importance of getting more people to use sustainable public transport rather than making individual car journeys. When I am down in London I hate using a car; I would much rather use the tube, the bus or even a Boris bike. However, it is different in rural areas such as Lincolnshire, where we have been calling for better public transport links for decades. Little has been done; indeed, the services have become worse and worse. Too often, we have fallen victim to service cuts when budgets from central Government have been reduced.

If services for people who live in less built up areas are only two-hourly, or even once a day—or indeed, in the village where I live, non-existent—those people have to rely on cars, not just to socialise but for essential activities such as working and shopping. If the Government are serious about net zero in public transport, they must radically upgrade our rural transport links, and that includes the frequency of service. However, that is never going to happen, because it is so fantastically expensive, so I am afraid we will be reliant on cars for decades, or perhaps forever in rural areas such as Lincolnshire. By all means reduce the carbon footprint of buses—put solar panels on them if you want—but a net zero bus that arrives only once a day will not be of much use to you.

It is now 2023, but the sale of all conventional cars is to be banned from 2030, and the sale of hybrids by 2035. Lincolnshire measures 2,687 square miles, or 1,719,600 acres. The Government need to make clear how they are going to roll out charging points across such a vast area, because it is simply not going to happen by 2030. Are they in touch with the energy supply companies? Have they had discussions with rural councils about the transition? I put it to the Minister, who represents a Scottish constituency, that this is simply not practical in rural counties, and we need to think very seriously about it.

The excellent report by my right hon. Friend the Member for Kingswood points out that the UK’s housing stock is much older than that of most similar nations. More than 50% of homes in England were built before 1965, and almost 20% before 1919. As the report says, that has a huge impact on energy efficiency. I live in an old house, and I know very well how difficult it is to heat such houses. Nearly 50% of low-income households in England are in homes with energy performance certificate ratings of D or lower, and on average they use 27% more gas and 18% more electricity than higher-rated homes. These are the least well-off people, but there is no point in our preaching to them about the value of heat pumps, which they cannot afford. Lower-income households simply do not have the disposable income to pay for this kind of investment, unless we are prepared to devote massive resources to helping them.

We are also paying the price of decades of failure to invest in clean nuclear energy. In the wake of OPEC and the oil crisis in the 1970s, France’s Gaullist Prime Minister Pierre Messmer realised how vulnerable his country was, and ordered a huge upscaling of French nuclear energy. As a result, France now has a cheaper, cleaner energy supply, and is selling the surplus to needy countries such as ours.

As I said, we need to approach this issue holistically. The UK’s contribution to carbon emissions is minuscule on the global scale. I am not saying that is an argument for doing nothing, but it is a fact. If we achieve net zero, the gain for the planet can be wiped out by a tiny percentage increase in China’s or India’s huge carbon emissions. These are growing developing economies. Let us be realistic about it: they look at us telling them to cut their emissions and think we are cheating them. They both have complex relationships with the west. We are very friendly with India, but we are the former colonial power there. The rise of Hindu nationalism makes that relationship even more complicated and difficult.

As for communist China, it views us with distain. Judging by China’s actions, it is not wholly convinced by environmentalism. If people view the world from a totally materialist utilitarian perspective, as a communist Government do, why would they be as environmental as we claim to be? They would see all the leading developed and industrialised nations such as ours, which were totally reckless when we were industrialising, lecturing them. Now that we are on top, we tell developing countries to toe the line and not do what we did to get to the top—that is their view. They view our preaching as hypocritical on the one hand and patronising on the other.

Is the right hon. Gentleman not making an excellent argument for why we should lead by example? We cannot tell others what to do unless we show leadership ourselves.

Yes, of course we should lead by example. I accept everything that is in the report and we must lead by example, but I hope that my right hon. Friend the Member for Kingswood, who was an excellent Minister and has written a wonderful report, accepts that some of the points I have made about being realistic, particularly in terms of rural areas, should be taken into account. That is the point I wish to emphasise.

For a low-tax Conservative, it is relatively easy to attack this measure—indeed, I could spend my entire five minutes doing so. I could quote the fates of previous conservative Governments, whether led by President George Bush in America or John Major here, who have put up taxes dramatically—John Major did so in a recession—and been punished at the polls. It is relatively easy to attack this measure but much more difficult to provide an alternative. The manifesto point need not be laboured. Labour produced a manifesto with all sorts of spending promises in 2005 and, arguably, they had more chance of foreseeing the global crash in the markets that followed during that Parliament than we ever had in foreseeing a pandemic. So I do not think the manifesto attack holds water.

I declare an interest, as it has always been a principle that once someone reaches pensionable age they get their state pension and do not go on paying national insurance contributions. Many people will feel aggrieved about the position on that; a constituent has written to me angrily saying, “I am 68. I stopped paying NICs at 65 and now you are asking me to pay them again.” That is a fair point, but this meets the challenge of, “Why should we subsidise pensioners at the same time as we are increasing NICs on the young?” Again, it is easy to attack but difficult to come up with an alternative.

The point about London and the south-east is an easy point of attack. Someone can buy a pleasant house in my constituency for less than £100,000 but that would not buy them a shoebox in London. Are we actually subsidising people who own million-pound houses in London? They can spend 30 years in a care home and can pay a very small proportion of that, because they can leave £900,000 to their children.

All these attacks can be made, but what is the alternative? That is what I ask the Labour party. They will not be a credible alternative Government unless they come up with a plan. I will happily give way to any Labour MP who says, “Right, I do not want to increase NICs. I shall increase income tax.”

I am struggling to understand the argument made by those on the Government Benches. In 2016, £350 million per week was promised to the NHS once we left the European Union. We have left the EU, but what has happened to the £18 billion? Should the NHS not automatically expect that money, given that on 1 January we left the EU?

It is very nice to be intervened on by somebody who has no chance of forming a Government.

I am afraid that all this talk of a wealth tax or a tax on dividends does not even begin to meet the problem. If we have a wealth tax, what happens in respect of two old-age pensioners who have almost no income and just have a capital asset? Is it fair—

I assure the hon. Member for Leeds West (Rachel Reeves) that no Government Member wants to degrade the rights or the dignity of working people—quite the opposite. We are not interested in turning us into some bargain-basement economy by lowering standards.

This Parliament seems to have a much calmer atmosphere. We seem to have passed through a hurricane, and we now have a solid majority. However, some would claim that we are simply in the eye of the storm and that another hurricane will hit us over a so-called hard Brexit and a failure to achieve a free trade deal. I doubt whether the free trade deal will be so difficult to achieve. After all, we start with exactly the same rules, regulations, tariffs and everything. If there is good will on both sides, as there certainly is on ours, I see no difficulty in achieving the free trade deal.

Much has been made of what the Food and Drink Federation said this week, but I see no difficulty there. Are we going to downgrade the Lincolnshire sausage compared with the Bavarian sausage? Are we going to produce low-grade orange juice? Of course not—we will keep our standards. I look at the Chancellor when I say this: there is use in the Government making it absolutely clear, when it comes to environmental standards, working rights and ensuring that we have good-quality products, that we are absolutely top-notch in the world and that we will not downgrade any of our standards. What would be absolutely intolerable is to sign up to a deal that says that for ever more, we have to follow rules made by another jurisdiction. That would be absurd, which is why I am opposed to remaining permanently in some kind of single market or customs union. I know that the Chancellor will be absolutely robust in resisting that, but the free trade deal can and will be achieved, because we are a party of free trade. We are open to the world—that is what we believe in. I am not a believer in a hard Brexit or a soft Brexit; I believe in a Brexit that is good for business—a business Brexit—and I am sure that the Chancellor does, too.

How will we increase our competitiveness in Europe and the world as Brexit takes place, if we are to maintain these excellent standards? I suggest, by way of a Budget submission to the Chancellor, who is sitting on the Front Bench, that we could learn lessons from the past. I think I have now sat through over 40 Budgets in this Chamber, and most have been frankly unimpressive. They have looked to the next day’s headlines in spending a bit more money here and there. The one Budget that really impressed me was Nigel Lawson’s Budget in 1988, because he had a vision. It was a vision of a lower-tax economy from a Chancellor who was determined to strip away the mass of allowances and ensure that we no longer had the longest tax code in the world after India. I remember when the Chancellor arrived as a fresh-faced young Back Bencher in 2010, a man who had been a success in the City of London, and I saw him as a Thatcherite. I want him to remember those early days and at the next Budget to take a leaf out of Nigel Lawson’s Budget.

Nigel Lawson said, “If you reward enterprise, you get more of it”. We are a Conservative Government with a solid majority. Have we got the courage of our convictions? Nigel Lawson reduced the top rate of income tax from 60% to 40%. Throughout the period of the Labour Government, they kept that top rate at 40%, except in the dying days when Gordon Brown increased it to 45%, and it is still at 45%. There is no economic justification for it, nor was there for George Osborne’s attack on young entrepreneurs through national insurance. Has the Chancellor got the courage in this Budget to do what Nigel Lawson did, to be a visionary and to start simplifying our tax system and rewarding enterprise? I would be very happy to give way to him, if he wants to make that clear. As I said to the shadow Chancellor, given that 30% of all income tax receipts come from the top 1% of income tax payers, I accept that it will be impossible, probably, to ever achieve the dream of a truly flat-rate tax system, but we can simplify it and gradually flatten taxes. Businesses are employing thousands of accountants to help them avoid taxation. Why can we not simplify our taxation system? I hope we can make progress on that.

I hope we can be a radical Government in other respects. I hope we do not feel we have to ape the Opposition in promising more and more public money. Of course, we have to spend more on the NHS—we have an ageing population with more and more treatments coming on stream—but we have to be a radical Government in trying to deliver outcomes. What is important is not what we spend on the NHS or social care, but the outcome, so we must not be afraid of promoting within the NHS private sector solutions that deliver more efficiency. What do the public care about? They care about their operation and treatment being on time. How that is delivered is not really a priority for them. I feel in his heart of hearts that the Chancellor agrees and is committed to achieving free-enterprise solutions.

I remember that the Liberal party in its heyday was a party of free trade and liberalism, so I hope this intervention will be part of that.

Will the right hon. Gentleman not accept that the many vulnerable people who need help who come to my surgery, and whom I see on a daily basis, need good public services?

Of course they need good public services, and we are a party of good public services, but we do not believe that the only way of improving public services is by increasing spending in real terms year in, year out. The best way to downgrade productivity and efficiency in the public services is by rapidly increasing spending without tight cost controls on outcomes. I am sure I can rely on the Treasury in that regard.

Where the Opposition have a point, and where we do have an argument, is that some of the big companies, particularly the American digital companies and tech giants, are not paying their fair share of tax. There is also an increasing feeling in this country—this is the one nation point—that the employment rights of some of the people at the bottom of the heap are being downgraded. The Conservative party has an historic opportunity to build on its alliance with working people to improve standards, workers’ rights and the ability of those big companies to pay taxes, and we can do that while also being an enterprise Government and rewarding hard work. By doing that, we can achieve a great deal.

The last part of the jigsaw—this alliance with working people—is the question: why do they vote Conservative? Why did they vote for Brexit? It is because they are fed up with cheap labour being imported into this country and fed up with their rights and employment opportunities being downgraded. If the Chancellor is now looking to the world in terms of immigration, let him ensure that we will no longer downgrade the rights of workers in this country by importing cheap labour. Let us have good-quality labour—people who have something real to contribute.

I believe that there is a real, historic opportunity for the Conservative party to build on this alliance with the working people in the north of England who have felt forgotten for so long. That opportunity is here, and I am confident that this Chancellor will deliver it.
