The noble Lord was typically enthusiastic about government policies. On the climate finance target, the Prime Minister said in the Statement that we regretted that the goal would be met later than 2020, as originally expected, but it is important to recognise that significant progress has been made. Under our presidency, 95% of developed countries have come forward with ambitious new commitments on finance, with some doubling or even going up to four times their commitment.

I agree that more needs to be done to ensure trust in the process. That is why we asked Canada and Germany to develop a delivery plan for the climate finance target with all developed countries. It remains one that, with commitments, we are confident can be reached, but we regret and acknowledge that the goal will be met later than 2020, as originally expected.

My Lords, the family of Alaa Abd el-Fattah will be grateful to know about all the remarks that the Leader has made today and the initiative of the Prime Minister, but he is still in prison and may go back on hunger strike. There are dozens, if not hundreds, of people in his position in different parts of Egypt. Will the Foreign Office pursue this issue on the basis of the human rights situation in Egypt and not just one person? I am sure that that is what the family would like.

Yes, my Lords, I agree. I am sorry if I have responded at too great a length, because there are other important matters before the House, but I thought that this case—the noble Earl is quite right to reaffirm it—is important and goes wider. Human rights are important in every context. We continue to raise other cases with the Egyptian Government. For example, the former Minister for Africa raised the case of Karim Ennarah with the Egyptian Foreign Minister during her visit to Cairo last month. We have expressed our deep concern on the case of Alaa Abd el-Fattah, we hope it will be resolved as soon as possible and I can assure the noble Earl that, more widely, we are concerned about and interested in issues of human rights in that country.

My Lords, many of us here have been lucky to visit Afghanistan, which, despite its troubles, remains one of the most beautiful and hospitable countries on earth. We tend to see the Taliban as a phalanx, but, in reality, it is a chequered movement, originally of students and mujaheddin, made up of many different groups. As Rory Stewart found on his famous long walk, there is a new regime on the other side of every mountain and, when the dust settles, warlords will continue to dominate—we must wait to see what coalition they come up with. Our response must surely be based on a multilateral consensus, through the UN.

It has been a privilege to work with a variety of Afghan NGOs over the years, most because of their ties with UK aid agencies. Let us not forget that aid workers can take risks and lose lives as often as soldiers. While some will be at risk now, others such as the Halo Trust, will decide to stay on, especially if they are seen and known to benefit local communities.

NGOs can and do already work in Taliban territory. I remember in particular an education programme in Badghis, where mothers trained as teachers so as to become less conspicuous. We will see a lot of compromises. People talk of wasted effort, but I feel that there has been so much change in 20 years that not everything will go backwards to pre 9/11. However, at this early stage, with some very alarming stories coming in, we should treat all Taliban PR claims with great caution. After all, the most extreme mullahs and fighters in rural areas will not necessarily pay attention to Kabul.

Meanwhile, refugees are rightly the world’s major concern. The sight of so many desperate men and women at Kabul airport has already persuaded Ministers of the necessity of a UNHCR resettlement scheme on the scale of the Syrian scheme. I welcome that, but can the Minister say whether we will now closely co-ordinate our response with that of the EU, as in the past? The ARAP scheme should be extended to civil society and include NGOs, journalists, the BBC and the British Council —anyone at risk because of their work on human rights.

Deportations of failed asylum seekers back to Afghanistan should of course cease, at least until the situation is more stable and individual cases can be reassessed. More immediately, once security at the airport is guaranteed and commercial flights build up, the Afghan refugees in most danger must be able to travel out of the country as soon as possible, perhaps through neighbouring countries.

Our entire aid programme will have to be reassessed. I expect the FCDO to attend to this as soon as possible, or when there has been some formal engagement with the new Government. NGOs that remain may very well become the best channels of UK aid.

Finally, I pay tribute to Alison Blake, our ambassador until June, who has worked tirelessly on behalf of the Afghan people.

My Lords, members of the Hong Kong forces who were recruited from Hong Kong and, in most cases, completed their service in Hong Kong are in that respect different from other members of the UK forces who may have served in the UK. Those serving in Hong Kong before 1997 would not have qualified for British citizenship on the basis of their service. There are a number of existing provisions within British nationality law under which former Hong Kong personnel may apply for citizenship, subject to meeting the relevant criteria.

As the Minister will know, there are other human rights concerns besides Hong Kong, notably the situation of the Uighurs. Can he confirm that there used to be a regular human rights dialogue, and whether that has now been abandoned?

My Lords, we lose no opportunity to express our views to the Chinese authorities on matters relating to human rights. Of course, those human rights are embedded in the Joint Declaration. However, I will have to write to the noble Earl about the extent to which regular talks on this subject occur.

My Lords, en principe I am against repealing the 1972 Act. I have a personal reason for this. My father was the 1960s equivalent of a UKIP leader. He campaigned against Europe and it irritates me that he has somehow posthumously won by means of an advisory referendum—referenced by the noble Lord, Lord Higgins—that not did not even express the will of the majority of registered voters.

Apart from that—I will get over it—I am unashamedly European. I have lived and worked in Europe and my degree was in European languages. I have Italian in-laws. I want to preserve peace in Europe. I support enlargement of Europe. I refuse to go into choppy, uncharted waters with a salt-caked smoke stack. I do not think that the Government have got it right.

However, I am also an independent. I sympathise with the Lib Dems, but I also understand some of the fears of Brexiteers about regulation, the eurozone, closer union and immigration. Those are genuine fears. But I would prefer that these vast issues were tackled inside Europe in some form or other. As the noble Lord, Lord Patten, and others made clear, this major decision is all about one party and not about the whole country. I see Brexit as a costly and desperate scramble to retain all of the undoubted advantages of the EU without having to sit around the table talking about them. Monsieur Macron was right: we are having our cake and eating it, but we are also getting bad indigestion.

The country now divides into three: the Remainers, the Brexiteers and those, like me, who are still asking, “How do we get out of this mess?”. The human cost of Brexit is undeniable: just look at the loss of NHS staff besides all the forecast effects on education, culture and the economy. But there may yet be a way out, short of complete withdrawal and without a second referendum.

Few of us want to sabotage the Bill. It is a necessary Bill and the debate is not about the Government’s plans—since on many things they have no plans. We must, and I am sure that we will, vote to retain all of our current EU-derived legislation. But along the way a few things stand out so starkly that they have to be mentioned, and they have been. We still do not know where we are going. Worse than that, on some issues we are going into a chasm or void—words used by the noble Lord, Lord Duncan, last week. But he also quoted Burns:

“Oh let us not, like snarling curs,

In wrangling be divided”.

The darkest hole is in the sea between Ireland and the United Kingdom, something equivalent to the Corryvrechan. The Government’s position on the border issue is muddy because they are trying to reconcile the irreconcilable between the Irish and Northern Irish positions. I urge the Government to show their hand soon and to be guided, as the noble Baroness, Lady O’Neill, said, by the Belfast principles, since as my noble friend Lord Eames and others said last week, they cannot leave the people in such uncertainty.

The people of Gibraltar share some of the uncertainty felt in Northern Ireland. How could the Government get so close to the cliff edge as to cause anxiety and even worse, if the people of Gibraltar are not given proper guarantees? Then, there is devolution. Last week’s debate showed clearly that the devolved Administrations were not properly consulted and that amendments in the Commons were never discussed. There are still many UK issues to resolve in the UK before we go back to the EU negotiating table.

Constitutional experts are still worried about the exceptional use of delegated powers and whether the Government should assign a single status to retained EU direct legislation. My noble friend Lord Kakkar showed how much damage there will be to science from any uncertainties that continue through the transition. Children’s charities and lawyers are concerned about the exclusion of the Charter of Fundamental Rights. Other people are in considerable doubt about future references to rulings of the ECJ. The Greens and many others say that environmental law is not being fully translated into UK law. We heard about that from the noble Baroness, Lady Featherstone. I shall be supporting amendments on all these issues unless the Government put down their own to meet these concerns.

I feel confident that this Parliament will now have a say on the final deal although, if it rejects the deal, there will have to be further renegotiation. The EU knows this and would like us to remain in Europe. I believe it is not impossible that, in the event of rejection, we shall have the opportunity to remain as a member under Article 50, but on new terms. If not, then the Government will have to look for some intermediate status, alongside the single market. No one seems able to forecast what that might be or even whether such a status exists.

In short, we have got ourselves into a mess. I doubt if any party, or any organisation outside Brussels, can pull us out of it but I hope and am confident that this debate will have made a contribution.

The noble Lord is absolutely right that UK co-operation with Europe on defence, law enforcement and internal security remains a key priority for this Government and will be at the forefront of our mind.

Perhaps I may return to the western Balkans. I was recently in Kosovo and can confirm that these countries will be delighted to see the United Kingdom standing up to Russia, or helping others to stand up to Russia, not least through technology. But there is the problem of European enlargement. We were a cornerstone of European enlargement in the Balkans. Will the Minister help me on the high-level dialogue between Serbia and Kosovo that is so crucial? Will we continue that process after Brexit, because the western Balkans needs to know these things now?

I can certainly reassure the noble Lord of our commitment to the western Balkans—and, indeed, of our commitment to offer our expertise in tackling some of the disinformation and cybersecurity threats that we have seen. The Chancellor announced that this would be underpinned by £1.9 billion-worth of spending this Parliament on cyber.

My Lords, it is a pleasure to follow a friend of over 50 years. Even Brexit will not divide us.

The Prime Minister’s foreword to the White Paper says that we are “a great global nation”. Few would quarrel with that. What concerns me today is our responsibility to that globe. Have the Government considered properly the effects of our proposed withdrawal on developing and post-conflict countries in particular, including Commonwealth countries and our own overseas territories? The noble Lord, Lord Morris, has just reminded us of Gibraltar. I have tabled an amendment because even the White Paper is silent on this.

Ironically, before last June’s fateful decision, David Cameron had presided over some of the higher moments relating to our global responsibilities, most notably the new dawn of the new sustainable development goals. Today the more vulnerable countries, which value their relationships with the UK, fear that our leaving the EU also means a downplaying of our international relations and our many commitments to help them. The noble Lord, Lord Anderson, said a lot more about that.

I start with the effect of Brexit on post-conflict countries in eastern Europe, having just returned from a visit to Kosovo, a country which we have championed and were the first to recognise. The Government can hardly deny that leaving the EU must mean giving up on enlargement, one of the cornerstones of our European policy. I have had reassurances from Ministers that we “remain committed to European security”, but what about the civilian CSDP programmes in Ukraine and Kosovo? The noble Baroness, Lady Smith of Newnham, made strong points on security. I expect the Minister will say something definite about this.

NATO will remain the principal channel of security in eastern Europe. However, Russia has always feared and exaggerated Europe’s influence on its own former protégés. The EU’s projection of ideas can have an implicit political impact and the Commission may have overreached itself in Ukraine. Surely, however, we must stand firmly behind the Copenhagen principles of human rights, democracy, transparency and the rule of law that underlay membership of the EU. The noble Lord, Lord Balfe, reminded us that we were behind many of these principles from their origin. I assume that they continue to apply post-Brexit, not just for two years but well beyond the time of our departure. They may be difficult to apply in some countries, but we must resolutely stand by them. I fear that leaving the EU could weaken that resolution.

The European Union also brings these ideas to the poorest countries. In Africa the UK has been prominent in EU programmes, such as those to defeat piracy and to rescue trafficked migrants from the Mediterranean. We need to know how we are supposed to continue these operations other than in partnership with the EU. Will the Minister comment on that at least? In Mali and Niger the UK has played a small part in the EU missions against terrorism which, on the whole, have been successful in containing al-Qaeda, especially in the north of Mali.

Trade is another major area that brings considerable uncertainties. Once we leave the EU, we will need to negotiate separate free trade agreements with all 78 African, Caribbean and Pacific countries that currently enjoy tariff-free entry into Europe. This will not be an easy process in itself, but if it is left to the last minute some of the poorer, smaller nations could be left high and dry as far as our trade relations go.

On aid, I hope it goes without saying that the UK will continue to join international partnerships devoted to health campaigns against HIV/AIDS, polio and malaria. I expect our leadership role there to be unchanged, but all this will have to be reviewed. We make a huge contribution to health services in Africa, just as health workers from Africa make a vital contribution to our own NHS. Long may this continue while they can obtain visas and rights of residence.

I am less certain where we stand with the European Development Fund and ECHO. The EDF focuses on the least developed countries and the UK is the third largest donor. Our departure will have a great impact. ECHO is the EU’s humanitarian programme. It monitors emergencies on a daily basis throughout the world. Both are programmes of major importance to the poorest and most disaster-prone countries and the ones that are vulnerable to climate change. The EDF is technically outside the EU budget but it is a significant instrument, linked to the Cotonou agreement. Have the Government calculated the effect of our withdrawing from these on the beneficiaries as well as on the programmes?

EU member states form the world’s largest source of development funding, and taken together they currently make a huge contribution to poverty reduction and help to defeat epidemics. The UK’s withdrawal presumably will not mean that we no longer share data with other European countries, yet without partnership of some kind, we will be losing that important connection in international health—just as my noble friend Lord Blair reminded us also happens in policing and with the European arrest warrant. Can the Minister explain how this will work? Far be it from me to present Cassandra-like forecasts of doom, but no one has yet done the homework, and our former civil servants on the Cross Benches are quite doubtful about the cost of the whole process. But what is certain is that by withdrawing, we remove an important pillar from the European structure of aid and development, which we know is bound to hurt our most vulnerable trading partners.

My Lords, I extend my thanks to the noble Lords, Lord Cormack and Lord Norton, for sustaining the effective second Chamber group, of which I am a keen member. I strongly support the proposals in the title of this debate. Membership of the group also means that I subscribe to all the tenets of the Steel Bill, including making the independent Appointments Commission into a much stronger statutory commission. The noble Lords, Lord Crickhowell, Lord Jay and Lord Forsyth, the noble Baroness, Lady Boothroyd, and many others have emphasised this. The noble Earl, Lord Glasgow, just talked about a similar commission.

I mention this first because the group recognised early on that the Prime Minister’s patronage has to be tackled at some stage of reform. I heard the warning given by the noble Lord, Lord Wakeham, about legislation. There has always been resentment of royal patronage, as the noble and learned Lord, Lord Judge, reminded us, and it is clear that in reducing our numbers to the size of the Commons we will have to have a cap on new appointments.

I am also encouraged by the decision of the Political and Constitutional Reform Committee to continue its previous work on reform and ensure that,

“the House of Lords continues to work well by addressing issues such as the size of the chamber”.

This chimes in very well with us. It intends to identify the “unarguable next steps” for Lords reform. What are they? Having read the call for written evidence, I conclude that the committee will focus a strong light on patronage and methods of appointment, and I welcome that as a measure which will certainly command public support.

My old friend the noble Viscount, Lord Hailsham, used the term “self-restraint”. That might perhaps avoid the need for legislation. The noble Lord, Lord Geddes, made a similar suggestion, and the noble Lord, Lord Gordon, spoke of moderation. Inevitably, the question of honours and rewards should be part of any discussion of future peerages which, in many people’s view, should be firmly separated from appointments to this House. Today’s Peers who have been rewarded may even feel happy to be released from taking part in the legislature when they come in only very occasionally.

I do not support a proportional cull with an election such as happened with Scottish Peers and as I experienced in 1999 with my 89 colleagues. That was all very well with hereditary Peers, most of whom hardly came into the House, but today it would be very divisive and would be influenced, perhaps even monopolised, by Whips and factions.

Naturally, I reassert the requirement for at least 20% of the House to be Cross-Bench Peers. In the past, that figure was 25% or more because of the Law Lords, but it has fallen to 22%. Cross-Bench life Peers are a unique feature in this Parliament. They are highly respected by the public, and I would even say that they are a cornerstone of our current democratic system. I dare to add that it happens that many, if not most, hereditary Peers can also claim similar expertise in various fields.

I have been pondering the special problem of Cross-Bench Peers, which is that they were given different instructions on arrival about attendance. Most independent Peers feel they are obliged to come only for subjects of which they have special knowledge or expertise, while those chosen by the Appointments Commission are required to attend as working Peers.

The noble Baroness, Lady Taylor, the noble Lord, Lord Foulkes, and others spoke about the concept of the working Peer. It may be a good principle, but it has contributed largely to the increase in the visible size of the House. The only reason that attendance has not risen faster—it has actually gone below 500—is that some Peers still do not feel under any obligation to come in regularly and, as experts—the noble Lord, Lord Cromwell, spoke of this—they may well have, and should have other, occupations. May that continue. Those Peers include a smaller number among the political parties and those who feel they received a peerage as a reward and an honour. There is a possibility that those Peers, both those rewarded and those making an occasional contribution, could be classified differently in future, but that is a subject for another day.

The noble Baroness, Lady Stowell, said in a previous debate,

“we must recognise that the gap between our headline size and our average attendance adds to some of the misunderstandings”.—[Official Report, 15/9/15; col. 1749.]

Before that, we must do more about retirement. That will be a little easier for the committee when it is set up. I have long felt that there should not be an age limit, but that Peers approaching 80 should be asked to talk to their Whip or Convenor about their contributions in the future. This might act as a gentle brake and a reminder that Peers cannot go on for ever. Of course, we all know that there are a few exceptions who not only go on for ever but make a real contribution even in their 80s and 90s.

We need to come up to date. It is fairly normal these days for human resources departments to interview and review staff on a regular basis. Most Peers are likely to have some direct experience of that. The noble Baroness, Lady Flather, said there are Peers in need of help and advice. We could appoint a human resources manager to oversee the process while keeping the responsibility within parties and groups. I shall be 74 next birthday. I feel relatively active now, but I am beginning to feel able to forecast my retirement in a few years.

Finally, I repeat that I fully support the principle of a cap on numbers. I strongly recommend that a committee is set up in the new year, not later, under the noble Lord, Lord Burns, I hope, as was mentioned by the noble and learned Lord, Lord Brown, to sort out those solutions that will in the end achieve unanimity.

My Lords, I am always comforted by the words of the noble Lord, Lord Maclennan, who knows more than almost any of us about the workings of the European Union. I have detected a degree of referendum worship in this debate, and that worries me. I am one of those who is unwilling to accept the so-called people’s verdict. I never wanted a simple majority vote of this kind. My gut feeling tells me that the UK is not suited to referendums: they are unnecessary and divisive. As has been pointed out, they are advisory and do not, and should not, formally bind Parliament.

Secondly, we know that we can correct the mistake in due course. Other referendums have had to be replayed, most prominently when Ireland rejected the Lisbon treaty in June 2008 and had to repeat the exercise the following year, with a swing of 20%. Better than that, like the noble Lord, Lord Howarth, I believe that there should and will be another general election. Thirdly, it was a neck-and-neck result. It was a protest vote, full of sound and fury. The British public and media love a good horse race. The Scotland poll was the same; it is like penalty kicks or goals in injury time. Either way, half the people remain dissatisfied. Compare that with votes following a sensible debate in the House of Commons. Parliament should represent people every four to five years and make decisions. Democracy does not require referenda and there is now a strong legal opinion that only Parliament can get us out of the European Communities Act 1972.

Fourthly, referendums can be manipulated by Prime Ministers for their own ends, to unite their parties. Harold Wilson did it in 1975; David Cameron did it in 2016, having fulfilled a promise to Eurosceptics. Then you get distortions: the referendum may not be about Europe at all. Popular issues like immigration, which surfaced in France in 2005, and abortion, as in Ireland in 2008, can skew the result. Again, we have heard the simplistic, xenophobic voices of anti-immigration. What happens after a referendum? Everyone is still reeling from the shock. Politics and family life are turned upside down. This is not how our affairs should be conducted.

Millions have signed up to the petition to reverse the referendum and to require a two-thirds majority. On the day before the vote I had the chance through the IPU to meet election observers from Europe. I talked to a young Swiss MP who was astounded that I should reject referendums since Switzerland is ruled by them. They can even have three on a given Sunday. Switzerland has its own political character and each canton may differ on policy.

Brexit has undoubtedly shaken the dice in Europe but most leavers conveniently forget that the EU is not monolithic. Closer union is not the unanimous view of member states and there are many countries outside the eurozone. Only last week, the Visegrad group of four eastern European countries warned the Commission against more euro-based integration. There is a spectrum of opinion in Europe. During the coming negotiations we should stay close to countries like Poland and the Czech Republic, not with any intention of breaking up the EU but in order to arrive at a more practical arrangement of the Union in which national parliaments take more initiative. In the EU Sub-Committee we spent some time on recommendations that would strengthen member state parliaments, and these should be followed up.

There is another dimension: international development, mentioned earlier by the noble Lord, Lord Bruce. I have always regarded part of the task of the first 12 or 15 member states to be to reach out to former communist countries and to assist them towards the democratic Copenhagen principles. To me, enlargement has been a formal responsibility of the Union. There are several practical examples of aid going to projects such as EULEX in Kosovo. We also need to keep the needs of applicant countries in mind. They are at this moment stricken by migration and terrorism.

We must assist the EU in achieving a better migration strategy. That should not be difficult. We need to realign ourselves and renegotiate the whole question of the single market and open frontiers. I celebrate our diverse society and our economy’s need for migration. The right wing all over Europe has taken encouragement from our exit vote and must be resisted with strong arguments. We should have learned something from the Dutch example in keeping down Mr Wilders.

I doubt that the EU will be hostile to us because we matter much too much to them. The noble Baroness, Lady Randerson, made the powerful case earlier for keeping our communications intact. The initiative must come from our own Government as soon as the leadership question is resolved. We must not enter the formal Article 50 negotiation but must set out a new manifesto with a view to a general election. A new start will not necessarily overthrow the referendum result, but it should provide a mandate for renegotiation on our own terms.

A referendum is neither a fair process nor a way of determining policy. It is an appalling muddle-maker. We must stop the in-fighting, support a stable new Government not dominated by Brexit, get closer to key European nations, come to terms with the EU, make use of the Commonwealth and the WTO and focus outwards once again on our relations with the Middle East, Russia and the rest of the world.

My right honourable friend the Prime Minister has a record on achieving change in Europe and that is why I have every confidence in him being successful. As I have already rattled through in repeating this Statement, he has succeeded in cutting the European Union budget—I would argue that that was to the benefit of everybody in Europe and not just the people of the United Kingdom. He has made other changes which have been first in terms of the way in which a Prime Minister has dealt with Europe. As far as the way in which he will see changes in the terms of his renegotiations, one of the areas in which he wants to ensure that he sees change is for Europe to support all of us who are members to create more jobs and growth. If that is not of benefit to the whole of Europe, then I do not know what is.

I am grateful to the right reverend Prelate for his clarity and I certainly endorse his remark that the Bishops in your Lordships’ House are always clear in their contributions. I also thank him for what he has said about Britain’s commitment to the figure of 0.7% for international aid. On what we are doing in support of the refugee crisis, I know that he and his colleagues think that the UK should do more and accept more than we have said we will. However we have made a clear commitment and we are getting on with putting that in place. I am very grateful to him and his colleagues for the support they are giving us in making the necessary arrangements to receive people who need this support and give them the warmest of welcomes. We are grateful to the church for everything that it does and its support for some of the measures that we are able to introduce, such as establishing a register of homes and places offered by individuals who want to make a contribution.

My Lords, is the noble Baroness not underestimating public opinion on the issue of refugees? We have heard about the Bishops’ statement. There has also been a strong statement from lawyers and judges, some of whom are sitting on these Benches. I think the Prime Minister was brushing off this issue earlier on and the Government are diverting attention to Syria very skilfully. The fact is that we have a commitment within Europe and we should be looking at that much more firmly.

I do not agree with the noble Earl. What the British public look for from us, as the Government, is to provide a compassionate response that reflects their desire for their country to show some real compassion and care. However they want to see that happen in a well-ordered way and ensure that it is not just compassion but something that delivers real support to people in a way that means they feel some positive benefit. I think that that is what we are doing. The Prime Minister talks of using our head and our heart and that is what we are doing as a Government.

To ask Her Majesty’s Government what steps they are taking to reduce the number of Peers eligible to sit in the House of Lords.

My Lords, our manifesto recognised the importance of addressing the size of the House. While we cannot continue to grow indefinitely, the measure most relevant in my view is the average rate of attendance. My first concern as Leader is making sure that Members attend and contribute when their expertise is needed and relevant, so that, as a House, we fulfil our purpose of giving the public confidence in what Parliament decides.

My Lords, I thank the Leader for those remarks. She knows that there is strong feeling on this issue in and outside the House. If a cross-party group such as the one convened by the noble Lord, Lord Norton, were to come up with workable proposals, and maybe a consensus on the balance of the parties and a gradual reduction in the number of Peers in this House, would the Government give it their fullest consideration?

Because we have made it clear in our manifesto that we do not intend to pursue comprehensive reform of the House of Lords, this provides a period of stability when, alongside the priority that I have outlined which is to assist Peers in their decisions about when to attend and when to contribute, if there are other proposals that noble Lords want to put forward that are workable and where a consensus can be reached, clearly I am very interested to hear them.
