My Lords, I thank the noble Lord for his question. He raises the subject of police numbers. The important thing is to look to the future. My right honourable friend the Prime Minister has announced a further 20,000 increase in the police force. Importantly, we will be aiming for 6,000 in year one, 8,000 in year two and 6,000 in year three. I am confident that the police will deal with all the demands on their time.

My Lords, does the Minister accept that the clear-up rate for crime has dropped from more than 17% five years ago to under 8% on the most recent figures, and that one element of that is undoubtedly the reduction in community teams as a result of the cutback to the number of police officers available? Can he give a guarantee that, with the increases coming back to we hope somewhere near where the figure stood a few years ago with the 20,000 additional police recruits, emphasis will be given to community teams to ensure that intelligence is picked up?

The noble Lord makes a good point, particularly on the community teams and the valued work they carry out. The noble Lord will be aware that the deployment of officers is a decision that will be made by the local chief constables and the democratically accountable police and crime commissioners, so where these resources go will be in their hands.

My Lords, does the noble Earl accept that the creative industries make a massive economic contribution to these islands? The cuts that may be affecting them may emanate from local government, but the benefit of the economic input does not come to local government. Can central government find some way of ensuring that we do not lose out on the creative arts and the economic benefit that they bring to these islands?

My Lords, I do not agree with the noble Lord that we are losing out on creative arts, but I can tell him about examples of our funding, such as creative content tax relief. The noble Lord is no doubt aware of that. BIS, DCMS and UKTI offer access to finance, skills and export funding programmes. Then there is funding via arm’s-length bodies and other organisations, such as the British Film Institute, Arts Council England and Innovate UK.

My Lords, on the last point made by the noble Lord, Lord Wallace, concerning the Bahrainis, I do not have any information on that in my brief, but I will, of course, write to him. I know that, with his experience in the department, he is very well aware of the conditions out there. He also asked about the overall supply of weapons to Saudi Arabia. He will remember, because I am sure he came to this Dispatch Box himself on this subject on many occasions, that extant licences are subject to review and can be suspended or revoked where the export is no longer consistent with the criteria.

My Lords, does the fact that UK companies can make huge profits from the sale of arms to countries such as Saudi Arabia justify the Government appearing to be closing their eyes to atrocities that may be perpetrated by the Governments of such countries? If not, where do the Government draw the line? Should that line not be quite transparently based on humanitarian principles and not on corporate self-interest?

My Lords, I can assure the noble Lord, Lord Wigley, that we are not closing our mind to the situation in this part of the world. The whole of the Horn of Africa, and Yemen in particular, is a place of desperate need where a peaceful outcome is very important. As was said in the Statement, there is movement and it is now thought that a peaceful process is possible, but there is still much work to be done.

My Lords, will the noble Earl assure the House that, if all four objectives are fully achieved in the negotiations, Ministers across all government departments will support a vote to stay in the European Union?
