My Lords, under the existing rules, a ban lasts for four years, which takes athletes out of an Olympic cycle. However, the main point here is that those who cheat, and the national bodies that are found to have cheated and not to have abided by the code of governance, will lose their funding.

My Lords, given that for some 30 years successive Governments have been seriously considering introducing legislation to tackle the scourge of doping in sport, does the Minister agree that we should follow the example of the Italians, the Dutch, the Australians, the Belgians and, earlier this year, the German Government, all of whom have introduced legislation to protect clean athletes against those who knowingly take performance-enhancing drugs to defraud their fellow athletes out of selection, medal prospects and, in many cases, their careers?

Yes, I agree with the noble Lord. I will not comment on the ill-judged tweet but with record attendance and viewing figures, this latest Women’s World Cup can leave us in no doubt as to the growing significance of the women’s game. It is vital that we hold the players in the same esteem as that afforded to the men’s side.

My Lords, does my noble friend agree that the best way we can celebrate the success of the England women’s football team—the third best team in the world—is for Government, the Football Association and above all the British Olympic Association to work together to send a women’s football team as part of Team GB to Rio 2016? In the same way, when I was chairman of the British Olympic Association we relentlessly campaigned—successfully—for women’s football in London 2012. Does my noble friend not agree that what was right for women’s football in London 2012 is right in 2016 and beyond?

To ask Her Majesty’s Government what assessment they have made of the recent arrests of FIFA officials relating to charges of corruption.

My Lords, Her Majesty’s Government welcome the investigations that are now under way into the allegations of bribery and corruption. These revelations have shown how important it is for sports bodies to uphold the highest standards of governance, transparency and accountability. International bodies should be no different, and that is particularly true for an organisation such as FIFA. The Government also fully back the FA’s position that change and reform are urgently needed at the top of FIFA, including its leadership.

My Lords, will my noble friend agree that resolving the crisis of governance in FIFA can best be achieved through its pockets, and where individuals are guilty of corruption, through prison? Will he ask his right honourable friend the Secretary of State to call in the FIFA sponsors which have significant business interests in the United Kingdom and to make absolutely clear to them the importance of adopting FTSE 100 governance standards when determining investments in FIFA? Does he agree that such action is preferable to resorting to boycotts of major sporting events, which will principally serve to damage home nation footballers and fans of the game, not least because some prominent European delegates voted in favour of Sepp Blatter’s re-election?

My Lords, I thank my noble friend for those questions. He mentioned first a factor relating to sponsors, and I will certainly raise it with my right honourable friend the Secretary of State. As my noble friend will be aware, my right honourable friend has already spoken of the need for sponsors to consider the reputational risk of continued association with FIFA, as well as the strong message it will send FIFA if they withdraw. Although that is ultimately a decision for the sponsors, I am sure they will not be in any doubt about the Government’s view of FIFA under Blatter’s leadership. My noble friend also mentioned a boycott of the World Cup. We agree that withdrawal from FIFA competitions by the FA should not happen at the expense of the players and fans, particularly if such a boycott is unlikely to achieve the aims of bringing reform to FIFA.

My Lords, I thank the noble Lord for his very kind welcome once again to the Dispatch Box. It has been some long years since I last did it. He mentioned three points. On Qatar and the workers’ charter, we have very close relationships with Qatar, which we are continually keeping under review. In response to a request by FIFA on 12 February 2015, the supreme committee announced this workers’ charter, developed with the International Labour Organization, which seeks to protect the rights of migrant employees. The charter includes measures on health and safety, living and working conditions, wages and grievances. It also highlights plans to ensure that all workers are treated equally and fairly. We will keep a careful watch on what is happening.
The noble Lord also mentioned organisations and banks, and asked whether any investigations were ongoing in this country. It is currently too early to say, but no doubt the SFO will keep a very close watch on what is happening in both America and Switzerland, and will be taking great care to keep an eye on these events.
On the noble Lord’s third point, the BBC journalists have now been released. Great concerns were raised between ourselves and the Qatari Government, who claimed that the BBC crew trespassed on private property. The BBC has demanded a full explanation from the Qatari authorities, while FIFA issued a statement saying that it is to investigate this. Any instance relating to an apparent restriction of press freedom is a concern to FIFA.

Will my noble friend take this opportunity to recognise and congratulate the Swiss authorities on their co-operation with the US judicial authorities, particularly given the presence in Switzerland of many of the international sports federations? Will my noble friend also reinforce the point that the key to resolving crises in sports administrations, whether international or national, from Salt Lake City to FIFA, is the need for state-of-the-art good governance, transparency, accountability and professional management equivalent to that of a FTSE 100 company, and a move away from their own lex sportiva, under which, as with FIFA, they too often hide behind in order to operate?

My noble friend is quite right. As the House knows, he is very experienced in matters of international sport. As the Secretary of State said in his Urgent Question, “These revelations have shown how important it is for sports bodies to uphold the highest standards of governance, transparency and accountability”.
