My Lords, the noble Lord is quite correct. The Government’s view is that reform of FIFA is urgently needed, as I said before, but it should not be, and it is not, at the expense of football development across the world. That would suggest that only Sepp Blatter can develop football, and not others; that is clearly not the case. I should also like to highlight the fantastic work that the FA and the Premiership are doing overseas to develop the game at grass-roots level.

My Lords, earlier this year I made a very modest transfer to my son’s account in New York, using one of the banks mentioned in the US indictment. I had to jump through hoops in order to persuade the bank that this was a legitimate transaction. Can the Minister assure the House that the Serious Fraud Office will conduct a forensic investigation into why vast sums of money were paid to corrupt FIFA officials via the British banking system, without any alarm bells seemingly being sounded in any of the banks concerned?

The noble Baroness is quite right—sometimes, when an individual wants to make a bank transfer between different countries, they do have to jump through hoops. Yes, noble Lords can rest assured that the SFO is taking a keen interest in what is happening. It has not opened a formal criminal investigation, but it continues actively to assess material in its possession.

My Lords, I thank the noble Lord for those questions. He wishes the Government to convene a summit. We already have a common position. My right honourable friend the Secretary of State is in constant liaison with Greg Dyke, has spoken to him again today, and will speak again before the end of the week before Greg Dyke goes to Berlin for the football final there and a congress being held by UEFA beforehand. We will continue to work with the sponsors, the home nations’ football associations and our counterparts across Europe. I reiterate that our Minister for Sport has written to all her counterparts throughout Europe on this issue.
The noble Lord also mentioned the situation relating to any possible police investigation. As I understand the situation at present, Barclays, Standard Chartered and HSBC are carrying out an internal investigation. However, I also know that the SFO and the FCA will be keeping a very keen eye on what is going on.

My Lords, how do the Government respond to the comments of the FA chairman that while an FA boycott of FIFA might have little impact, a boycott by UEFA—a move he would personally support—would have a real impact? What are the Government doing to try to make this happen? In particular, have they had any discussions with France and Spain, who actually voted for Sepp Blatter’s re-election, to try to persuade them to take part in a co-ordinated European boycott?

My Lords, the noble Baroness mentioned a boycott of FIFA by UEFA and basically called for a possible boycott of FIFA competitions such as the World Cup. This was described as the nuclear option by the Secretary of State last week, and is something that we will, of course, have to keep under review.

My Lords, I thank the noble Lord who is well known in this field and is a man of honour and integrity. He raised important points. I am sure that my right honourable friend the Secretary of State will take careful note of what he said. The SFO will carefully monitor what is happening in both America and Switzerland with regard to the investigations.

My Lords, allegations about FIFA are nothing new. There have been repeated suggestions that all has not been well for a very long time. Sepp Blatter should hang his head in shame and resign immediately rather than wait to be forced out for the appalling state of FIFA’s affairs. The UK Bribery Act requires firms to guard against the risks of corruption so that staff and management are simply not put in a position where inappropriate influences are brought to bear. These principles are urgently needed in sport where the fans rely on good governance to secure the best for their competitions. Therefore, I ask the Minister to look at the principles set out in the Bribery Act to see how these might be applied to sporting governing bodies to ensure that those involved in sports governance are subject to the same rules on propriety, ethics and transparency as we would expect from public officials and business leaders.

I cannot add much more to what the noble Baroness has said, which links in with what my noble friend Lord Moynihan said. As regards her points on the Bribery Act, this is not something I am aware of but I will ensure that she gets a reply.
