Lords ChamberI will just make my position clear on behalf of these Benches in returning to the point made by the noble Lord, Lord Cormack. I am very much in sympathy with the points made by the right reverend Prelate the Bishop of Leeds. All I will say is that I am willing to play my part as the leader of these Benches in trying to reach an accommodation as to how we resolve these proceedings without having to go through all the amendments one by one. However, I stress that this will happen only if those on the Government Front Bench are prepared to engage with, no doubt, the Bishops’ Benches, myself and the Opposition. It will not work without the willingness of the Government Front Bench.
My Lords, I will very briefly support the amendment of my noble friend Lord True, but before that I will clear up a point in the light of the remarks of the noble and learned Lord, Lord Goldsmith, and the proposal made by my noble friend Lord Cormack. As both rightly pointed out, in her opening remarks the Leader of the Opposition alluded to the prospect of her Motion becoming unnecessary if the Government were to guarantee safe passage for the Bill, should it arrive. I need to put on record, lest there be any misunderstanding, that no such prospect was raised prior to today’s sitting with my noble friend the Government Chief Whip. That was the first time we had heard of that proposal. By that time the noble Baroness had already placed her Motion in the hands of the House. All I can say is that the usual channels, at least in so far as the Government are concerned, are always open.
I will make some brief remarks on the amendment of my noble friend. I focus, as other noble Lords will do, on the practical effects of this Motion. Its main effect, as has been said, is a guillotine. Setting aside the issue of precedent, I do not think that one can dismiss this as some kind of run-of-the-mill measure. The practical effects of the guillotine will be wide ranging and deeply damaging to the ability of the House to scrutinise legislation as fully as it needs to. Many of us have observed over the years how much the House prides itself on the scrutiny of legislation and how seriously it takes its role in the legislative process. My noble friend Lord Forsyth was quite right in all that he said earlier. The Business of the House Motion as tabled would shackle noble Lords to procedures that only the noble Baroness the Leader of the Opposition and the noble Lord, Lord Rooker, who I understand will pilot any Bill that arrives from the Commons, would have any control over. What does that do to the principle of self-regulation?
The House as a whole must be free to take important decisions about how and at what speed it conducts its business. As my noble friend the Leader of the House said earlier, the Motion would limit the number of noble Lords who could make meaningful contributions at Second Reading. It would mean that amendments not reached before the guillotines could be agreed only on a unanimous basis, meaning that noble Lords, no matter what experience they bring, would be unable to have their amendments debated or decided upon fairly. This Motion means that the House is being asked to agree that, should the Commons send us a Bill, that Bill should be passed without full debate and proper scrutiny, and that the role of Members of this place should be bypassed. No noble Lord, in my opinion, should find that even remotely acceptable.

Lords ChamberNortholt is not being considered at the current time. It is a very valuable facility for the RAF, as well as for the services generally—it is located close to the centre of London—so it is not on the MoD’s list at present. However, I recognise the point that my noble friend makes: it is clearly a valuable site.
Can the noble Earl say a little more about the centres of gravity as they affect the Army in Scotland? He mentioned the position of the light infantry battalion in Edinburgh—3 Rifles is presently stationed there and has been for some time. It is widely rumoured that one place that is to be disposed of is Fort George in Inverness-shire, where one of the battalions of the Royal Regiment of Scotland—the Black Watch—is stationed. That raises a question: if Fort George is closed down, will there be any place for a battalion of the Royal Regiment of Scotland to be stationed in Scotland? If not, what is proposed? There is something to be said for having at least one of the Scottish battalions stationed within Scotland, not some distance south of the border.
I am very grateful to the noble and learned Lord. Fort George is a site of historical importance to the Army; there is no question about that. It is home to the Black Watch, but it has many minus points. It is an isolated site; it is not good for retention for the Army; it is a long way from the training estate; and it costs £1.6 million a year to run. It is therefore on our disposals list, but we are clear that 3 Scots will relocate to an alternative location in Scotland. After all, the origins of 42 Regiment Foot, which is how Black Watch originated, were from the Tay. Although I cannot say that it will move back to the Tay, the fact that it is in Fort George is perhaps a product of history more than anything else. We will engage with the Scottish Government and the local authority to identify the most appropriate combination of development types to maximise the opportunity that Fort George presents. We now have time to engage with local authorities generally about how this is to be managed.

Lords ChamberThe noble Baroness makes a very important point. NICE guidance on the first of the new hepatitis C drugs is expected in June this year. Pending that, in April last year NHS England introduced an early access scheme for the new hepatitis C therapies. Over 700 patients have now been treated as a result of that policy, including some of those who were infected by blood or blood products in the 1970s and 1980s. NHS England is considering a further early access policy to include patients with cirrhosis, which it is aiming to have in place in the first half of this year. I think that should be of comfort to many patients.
I am very grateful to the noble Earl for repeating the Statement. He may be aware that the report was very badly received by the public in Edinburgh, which is a source of concern. One of the people, no doubt someone affected by the disaster, was shown on television burning the report. Against that background, and appreciating of course that this is primarily a Scottish matter, will the noble Earl take steps to ensure that the Statement itself and some of the reassuring remarks that he and indeed the noble Lord opposite have made are drawn to the attention of the media in Scotland, as the more it can be put across that this is a valuable report that has done a great deal of work and sets a basis for further study, the more the public will be reassured? I would be grateful if the noble Earl would do that.
