Commons ChamberI thank my hon. Friend; he has been consistent in his campaigning on this issue, which I know is of great importance to his constituents. We remain committed to establishing fairer fishing policies that truly work for coastal communities. The deal that we have agreed with the European Union would see the UK leave the common fisheries policy, providing the UK with full control of its waters as an independent coastal state. We remain committed to coming out of the common fisheries policy.
I refer the hon. Gentleman to the answers I gave earlier in relation to universal credit and the importance of this system, which is encouraging people into work—200,000 more people are in work under universal credit and 700,000 people are getting money that they were entitled to but not receiving before. Universal credit is helping people into work and making sure that work pays.

Commons ChamberAs I have indicated to others—and as she knows, because we have previously sat down and discussed these matters—I am always happy to reach out and talk to Members across the House. I have a different opinion from the hon. Lady on a second referendum, because I believe we should deliver on the first.
In 2002, the then newly elected chairperson of the Conservative party said:
“Twice we went to the country unchanged, unrepentant, just plain unattractive. And twice we got slaughtered.”
That chairperson is now the Prime Minister. Has the prospect of bringing her rotten deal back a third time made her reflect on those comments?
What I reflect on is the need to ensure that we deliver Brexit and that we do it in a good way for the United Kingdom.

Commons ChamberYes. My hon. Friend is absolutely right. This is not just an arbitrary date. It is a date to which the House effectively agreed when it triggered article 50, because it understood that the article 50 process was a two-year process, and, as I said in response to the Leader of the Opposition, that process will end on 29 March 2019. I do not believe that extending article 50 resolves any issues, because at some point Members must decide whether they want a no-deal situation, to agree a deal, or to have no Brexit.
Let me first thank Denis for his commitment to serving in our armed forces. All our armed forces do an incredibly important and brave job for us.
I am sure that the hon. Gentleman will not expect me to be able to look at the details of the case at the Dispatch Box on the Floor of the House, but I will ask the Home Secretary to look into it and respond to him.

Commons ChamberThe hon. Lady will perhaps want to reflect on the nature of the question that she has just asked me and on the way in which she has put that question. May I just say to her that this is not a renewed commitment to the Belfast agreement? We have consistently committed to the Belfast agreement, and we remain committed.
The Prime Minister will recall that the very first answer she gave at Prime Minister’s questions this year was in response to my question about the EU settlement scheme. I warmly welcome the decision to scrap the pay-to-stay element of that scheme, but may I now ask her to go a step further? Will she end the stress for our EU friends, neighbours and colleagues, save the UK taxpayer money, and scrap the scheme altogether—simply guarantee their rights?
We are guaranteeing their rights, but we want to ensure that those EU citizens are able, in future, to show that they have that settled status here in the United Kingdom. That is why the scheme is so important.

Commons ChamberI am sure that the whole House would like to join me in paying tribute to Lord Paddy Ashdown who sadly died last month. From his service in the Royal Marines through to his time in this House and then as High Representative for Bosnia and Herzegovina, he served his country with passion and distinction and he will be sorely missed.
In recent days, we have seen instances of threats of violence or intimidation against Members of this House, including my right hon. Friend the Member for Broxtowe (Anna Soubry), and members of the media. I know the whole House will join me in condemning those threats. Politicians and the media should be able to go about their work without harassment and intimidation.
This morning, I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today.
I echo the Prime Minister’s comments on Lord Paddy Ashdown and, of course, on the disgraceful behaviour and threats to politicians and journalists going about their business.
Like those in the rest of the UK, 235,000 EU nationals in Scotland were treated to a Christmas removal threat via social media from the UK Home Office telling them to register if they want to stay in the UK after December 2020. Friends, neighbours, colleagues—people vital to the Scottish economy—were shamefully told to pay to stay in their own homes. Will the Prime Minister confirm what will happen to those not registered by December 2020? Does she realise that, for those affected, this feels less like a hostile environment and more like a xenophobic one?
We recognise the huge contribution that EU citizens have made to our economy and our society, and we want them to stay. The EU settlement scheme will make it simple and straightforward for them to get the status that they need. EU citizens have until June 2021 to apply and the cost of applying is less than the cost of renewing a British passport, but if the hon. Gentleman is concerned about the interests of EU citizens, he can back the deal, which enshrines their rights.

Commons ChamberThe House will have a decision to take and it will be in the House’s hands as to whether it wishes to support a deal. We cannot wish no deal away. If we are not going to leave with no deal, we have to have an arrangement and a deal with which to leave the European Union.
In her statement, the Prime Minister talked about integrity and the millions who trusted in democracy. What does she say to those same millions who have witnessed the dark money scandal, Vote Leave breaking the law, cash for votes, the Government gerrymandering the Brexit Committees, a legitimate Bill of the Scottish Parliament being prevented from getting Royal Assent by her court action, and pulling the vote on the deal halfway through the debate? Where is the integrity on those matters? The people deserve their say.
I believe it was the case that the issue of the continuity Bill in Scotland was discussed with the Government at the time. The Government made clear their position in relation to that Bill and to this matter. There were discussions with the Scottish Government throughout the passage of the European Union (Withdrawal) Act and we have ensured at every stage that we have consulted and engaged with the Scottish Government and, indeed, the Welsh Government on these matters.

Commons ChamberIt is a responsibility of Members of this House, when they come to look at the deal that the Government put before them, to recognise what the potential alternatives are in relation to no Brexit or no deal.
What we have witnessed today is the evaporation of any lingering vapours of credibility from this Prime Minister and a Government that she leads in name only, after the cowardly decision to postpone or stop the vote. After more than two years of pandering to Tory Back-Bench infighting and coming up with this mess, is it not time that she took responsibility? If the Leader of the Opposition has the backbone to press a no-confidence vote tomorrow, will she abstain or will she do the honourable thing beforehand and resign?

Commons ChamberI am happy to give my hon. Friend that confirmation. Businesses are very clear about the importance of maintaining those just-in-time supply chains. Similarly, of course, many constituents are concerned to ensure that we are able to make decisions for ourselves about who should be migrating to the United Kingdom without having that free movement. This deal delivers on both.
The Prime Minister repeats again and again that this is a good deal, but not only has she failed to convince this House but the National Institute of Economic and Social Research says that, under her plan, tax revenue would fall by 1.5% to 2% annually—that is £18 billion to £23 billion less for public services. How does she account for the gap between her side of a bus-plus-plus spending promises for the NHS and this reality?
The spending promises on the NHS were clearly dealt with at the Budget in November.

Commons ChamberThe hon. Gentleman has found an ingenious way of asking the same question that some of his colleagues have asked. I answered that question earlier. This House will have a meaningful vote on the deal and, obviously, following that meaningful vote, if that deal is agreed, we will put the withdrawal agreement and implementation Bill in place. It will be this Parliament that will determine that Bill and progress it through Parliament.
I return to the point that it is so important that politicians on both sides of the House recognise that, having given the vote to the British people, we deliver on the vote of the British people and that we in no way, as the shadow Foreign Secretary and the Labour party are suggesting, attempt to go back to the people and try to tell them that they got the first decision wrong. No, they have made their decision and we are delivering on it.
The Prime Minister has mentioned the unique arrangements with the Government of remain-voting Gibraltar in order to protect their economy. Why has she ruled out the same unique considerations for the people of remain-voting Scotland?
The hon. Gentleman will recognise that the geographical position of Gibraltar is a particular issue, and obviously arrangements have been put in place over a number of years with Spain. That situation is different from that of Scotland, which of course, as part of the United Kingdom, will be leaving the European Union. Gibraltar will be leaving alongside the United Kingdom and we will ensure that the arrangements are in place to protect its economy.

Many highland businesses rely on EU national employees simply to operate. Given that the Prime Minister’s Government already make a charge of up to £1,000 per year per person for non-EU nationals, will she categorically rule out any such immigration skills charge for EU nationals after the UK leaves the EU?
We recognise that, after the United Kingdom leaves the European Union, there will still be those in the EU who wish to come to work and study here in the UK, and that there will still be UK citizens who wish to work and study in the European Union. We will bring forward our proposals for those arrangements in due course.

Commons ChamberThe strikes that took place were about degrading the chemical weapons capability such that we can alleviate and prevent further humanitarian suffering. Of course it is right that we need diplomatic effort to get a political solution to what is happening in Syria, and we will continue to push on that diplomatic effort, as we do with a variety of international partners. We will continue to support the UN intervention and the Geneva process.
The Prime Minister has described this action as a targeted strike that does not increase tensions in the region. If that is the case, can she confirm that she has ruled out the possibility of any retaliation from Russia?
As I have said in response to a number of questions, when we were looking at this action, one of the issues we took into account was the need to ensure that we minimised the risk of escalation—we did that.

Commons ChamberAs I have said all along, and as I repeated earlier, we believe it is important that the Spanish constitution is upheld and that the rule of law is upheld.
The Prime Minister is right to stress the importance of standing up for shared values “within our continent and beyond.” That being the case, what does she think about politicians being arrested in Catalonia to suppress the peaceful democratic process?
As I have just said in answer to the hon. Member for Cumbernauld, Kilsyth and Kirkintilloch East (Stuart C. McDonald), and as I will continue to say, we believe that the Spanish constitution should be upheld and that the rule of law should be upheld.

Commons ChamberMy hon. Friend has raised a point that others are concerned about as well. Of course, universities are autonomous from the Government, so it is up to them how they set the pay of their vice-chancellors and what level they set it at, but they should recognise that students and taxpayers are all contributing to our higher education system and expect value for money. The Office for Students, which has now been set up, will be acting to ensure greater transparency in relation to senior staff pay and requiring a justification for the total remuneration package that is awarded to the head of the provider and the provider’s most senior staff, so we will now start to see a light being shone very clearly on the issue that my hon. Friend raises.
We will be working with the fishing industry, both fishermen and fish processors, to ensure that we do see a bright future for the fishing industry. I want to see three things: we will take back control of our waters, we will ensure that we do not see British fishermen unfairly denied access to other waters, and we want to rebuild our fishing industry. But it is the Conservative party that is committed to coming out of the common fisheries policy; the hon. Gentleman’s party wants to stay in the common fisheries policy.

Commons ChamberI am very happy not only to send Christmas wishes to the principal, staff and students at Fareham College, but to congratulate them on working hard to achieve such excellent results. My hon. Friend is absolutely right. This is about ensuring that young people have the skills, training and education they need for the jobs of the future. It is about building a Britain fit for the future.
The hon. Gentleman is right that we have to deal with cases where somebody has a terminal illness with the utmost sensitivity. These issues have been raised before. The conditions and principles applied to terminally ill people claiming universal credit are in fact the same as those for people claiming employment and support allowance, and have remained the same for successive Governments. A number of approaches can be taken, and there are several options for how people progress through the system, but he is right that we should deal with terminally ill people with sensitivity. That is what the system intends to do.

Commons ChamberOf course this is an important issue. As my hon. Friend said, we have seen great progress in providing higher standards of cancer care for all patients. Survival rates are at a record high and about 7,000 more people are surviving cancer after successful NHS treatment compared to three years ago. Of course we want to do more on this issue. He raised a very specific point. I understand that the Department of Health is adopting a phased approach to investment, as the national cancer programme runs for a further three years. I would be happy to meet my hon. Friend to discuss the matter.
I will ask the Secretary of State for Work and Pensions to look at this issue. As the hon. Gentleman knows, we are working on how universal credit is rolled out and how it is dealt with in relation to individuals. I am sure he will understand that if particular things within universal credit apply to people in particular circumstances, they can be applied only if the jobcentres are aware of those circumstances. I will ask the Department for Work and Pensions to look at the matter.

Friend, I have seen grandparents in my constituency, through my constituency surgery, who have been concerned about decisions that have been taken in relation to their grandchildren when they themselves were willing to provide a home and support for them, so he has raised a very important issue. There is of course already a duty on local authorities in legislation to ensure that, wherever possible, children are raised within their family, and the statutory guidance does make particular reference to grandparents, but adoption agencies must also consider the needs of the child first and foremost. Each case will be different, but I think the message he is giving—of grandchildren being able to be brought up in their family, wherever possible—is a good one.
I made the point earlier about the importance of universal credit. We have made changes in the implementation of it and we are listening to concerns that are being raised—we are making more advance payments available—but the hon. Gentleman might also like to recognise that, thanks to the unprecedented devolution of powers to Scotland that we have given, including over welfare, the Scottish Government have the ability to take a different path if they wish to, so there might be action in Holyrood.
