If I may say so, Mr Speaker, both your interjection on this matter and my previous answers cover the hon. Gentleman’s point.

Today the oil company Hurricane Energy has started production in a giant oilfield west of Shetland—the output is expected to be 20,000 barrels a day. Will the Leader of the House agree to a debate in Government time on how we transition to a much greener economy and transfer all current oil and gas revenues to the Scottish Exchequer so that they can be used much more productively and wisely in future, and not be frittered away by the UK Government?

I am tempted to say that the M&S closure will be a disaster for all the grey underpants that the hon. Member for Perth and North Perthshire (Pete Wishart) has talked about. They will obviously have to go elsewhere. It is a great shame and, after 88 years, a local tragedy—I can well understand that.

The hon. Lady raises an important point about the quality of the services available in train stations. All too often the toilets are closed late at night, when passengers may well want to use them, so I absolutely share her concern. She will be aware of the significant investment the Government are making in improving our rail infrastructure network, including the actual services available to passengers, but I encourage her to seek an Adjournment debate so that she can raise her particular local concerns.

I hear that the Driver and Vehicle Standards Agency, which runs driving test centres, may close a centre in Dunfermline in my constituency. That will cause great inconvenience to learner drivers and will come at a huge cost for driving schools and instructors. Will the Leader of the House agree to a debate on the strategic direction of the DVSA so that any proposed closures can be averted?

The hon. Gentleman will appreciate that that organisation is designed to be independent; it looks at where demand is, and manages its infrastructure and the availability of its learning centres independently of the Government. Nevertheless, I fully appreciate that a local closure is always disappointing. I encourage the hon. Gentleman to seek an Adjournment debate so that he can raise his particular concerns directly with Ministers.

The hon. Gentleman is denigrating this House. Yesterday, we were talking about compensation payments for people who have suffered from asbestosis and other appalling conditions. The Government seek to provide adequate time for such debates, but we do not then take people by the scruff of the neck and insist that they speak in them. If individual Members choose not to contribute to those debates, that is not the fault of the Government. The Government provided time for some very important statutory instruments to be debated yesterday. I also think that it is extremely offensive of the hon. Gentleman to make the assertions that he does. I can tell him that I was in a meeting until 7 o’clock last night.

Is the Leader of the House aware that 150 job losses at Babcock in Rosyth have been announced today following the Queen Elizabeth contracts coming to an end? Would she consider granting a debate in Government time on why the national shipbuilding strategy is not working for the industry, for my constituents or for the country?

I am very sorry to hear about the job losses in the hon. Gentleman’s constituency. I know that the Jobcentre Plus rapid support teams will certainly be available to help those who are looking to redeploy. He will be aware that the Government have a clear shipbuilding strategy to try to ensure that we have a thriving pipeline of future business, and I encourage him to raise his specific concerns at Business, Energy and Industrial Strategy questions on Tuesday 12 February.

My hon. Friend raises an incredibly important point and I am extremely sympathetic to it. Eradicating TB, malaria and the problem of HIV/AIDS is absolutely vital for the sake of our world. I would encourage him to seek a debate, perhaps in Westminster Hall, and I will consider whether we can give Government time to such a debate.

The Leader of the House is no doubt aware that Josep Costa attended Parliament this week as the Deputy Speaker of the Catalan Parliament, and met the Deputy Speaker of this House, the right hon. Member for Chorley (Sir Lindsay Hoyle). Catalan politicians, and indeed the former Speaker of the Catalan Parliament, are facing trial in Spain imminently for supporting the manifesto of their properly elected Government and respecting the will of their own Parliament. I am sure that no one in this House would want our Speaker placed in a similar position for any potential misdemeanours, but will the Leader of the House provide Government time to allow us to debate the situation in Catalonia, and for other Members to express their anger at some of the situations that properly elected politicians have to face in their own country?

The hon. Gentleman raises a very important point. Spain is a key ally. They are a very strong democracy and it is right that they, as they do, abide by their own laws at all times. Nevertheless, the hon. Gentleman raises an important point. He may well wish to seek an Adjournment debate, or to ask a question at Foreign and Commonwealth Affairs questions on 22 January.

The hon. Lady will know that the Government have published a draft Domestic Violence and Abuse Bill. It is intended to be groundbreaking, and will be extremely comprehensive. We want to be sure before we introduce it that we have taken into account all considerations in our efforts to put an end to the appalling problem of domestic violence once and for all.[Official Report, 3 December 2018, Vol. 650, c. 8MC.]

I am sure the hon. Lady will be aware of the recent decision by Talgo, the Spanish train manufacturer, to site its new manufacturing plant in Kincardine in my constituency, thus creating more than 1,000 new jobs. It is a huge investment, and it constitutes a vote of confidence not only in my constituency but in Scottish Engineering and “Team Scotland”, which worked hard to put the deal together. Will the Leader of the House allow a debate in Government time on the importance of inward investment in post-Brexit Britain?

Absolutely. I am delighted for the hon. Gentleman’s constituency, and I am also delighted at the endorsement of the engineering strengths in Scotland and the United Kingdom as a whole—and, of course, the confidence that that shows in the UK once we have left the European Union. According to one of the latest figures, the UK is one of the biggest beneficiaries of foreign direct investment other than China, which is a great endorsement of the strengths of the UK economy.
