Lords ChamberMy Lords, I welcome the Prime Minister’s Statement and the strong language that she has used in deploring what has taken place. I know she must be basing that on intelligence and information she has received in the last days, which point towards it being “highly likely”—a high standard of proof—that Russia was responsible for these poisonings. We know that, even if this was not the work of Russian agents, there is evidence that Russia frequently outsources some of this kind of activity. Having watched closely the developments around Litvinenko, my concern is that we did not learn the lessons then and put in place a Magnitsky law. I want to challenge the idea that the pieces of law that we have managed to put together from different legislation that has gone through this House in recent years fill all the gaps; it is my suggestion that they do not.
