It is my view that, as we move towards leaving the European Union, preparing for all eventualities is a matter of extreme urgency, which is also the advice that my Department has received and has given to me.
If Opposition Members had an ounce of sense and concern for the national interest, they would welcome the fact that the Department for Transport is preparing to leave the European Union under all circumstances and they would recognise the courage of the Secretary of State, his Ministers and his officials in testing and operationalising their plans. Does he share my disbelief at the policies that are being urged on him by Opposition Members, and will he reassure me that he will continue his excellent work to prepare this country for leaving?
I am very grateful to my hon. Friend for his comments. I give him an absolute assurance that I will continue that work. Frankly, the tragedy is that the Labour party seems to have abandoned interest in the national interest.

Commons ChamberI think that the hon. Gentleman has misunderstood the point. The two-dimensional insurance policy will cover both the vehicle and the driver. If the driver is at the wheel, the insurance policy will cover the liability of the driver, but if a car is driving itself, the insurance policy will be extended to cover the vehicle. In that way, we cover all eventualities and make it possible for those cars to operate on our roads when the technology is ready for them to do so. That important step has been welcomed by the insurance industry. It opens the door to a new generation of vehicles on our roads, and it sends a message to the automotive industry and the world that we in this country are going to make sure that we have the right regulatory framework to enable those vehicles to operate.
I now change modes and move on to aviation.
Before my right hon. Friend changes modes, I know that he would be very disappointed if I did not mention motorcycling. I notice that the word “motorcycle” does not appear in the document “Pathway to Driverless Cars”. That initially pleased me because, as he will realise, an autonomous motorcycle would be entirely pointless, but I am slightly concerned about whether we have adequately considered the ability of driverless cars to coexist safely on our roads with motorcycles. Since I am on my feet, may I also say that many of his objectives could be achieved with a small modal shift to motorcycling?
My hon. Friend is a great champion of the motorcycle, and I cannot for a moment imagine him wanting to have anything to do with an autonomous motorcycle. Given the pleasure that he derives from motorcycling, I cannot imagine him sitting on the back of his bike and reading the paper while the vehicle drives itself along.
One important part of the insurance changes for which the Bill paves the way is ensuring that the insurance framework gives comfort to all on the roads, and that proper insurance is in place if there is, God forbid, an unfortunate “non-interaction”—in other words, not the sort of interaction that we would wish—between any vehicle and an autonomous vehicle, and certainly between a motorbike and an autonomous vehicle. It is really important to get that right. Of course, the technology is some way from being sufficiently clearcut and dependable to enable such vehicles to operate freely and openly on our roads as a matter of daily routine, but that day will come.

Commons ChamberLet me begin by setting out clearly what the Government propose that we should do. I must first take up the hon. Gentleman’s point about going to war. Britain has been carrying out air strikes in Iraq, with a mandate from the House, for a considerable time, and the motion simply allows us to extend that work so that we can degrade ISIL in the areas of Syria in which it is operating.
The motion was tabled in the Table Office after the opening of business today, in the normal way. As I said earlier, it was tabled today because we had taken time to consult Members, to listen to the concerns that were expressed in different parts of the House, and to ensure that we reflected those concerns in the final version of the motion.
The hon. Gentleman asked why I had not come to the House last Thursday. The answer is, very simply, that no decision had been made last Thursday. No final decision was made until the Cabinet met this morning. He also talked about the time that had been allocated. I repeat that we have allocated to one day, rather than two, the equivalent of the time that would have been available if we had operated normal days on Wednesday and Thursday. I believe that that has created a more sensible, single structure for a debate that can run consistently from end to end.
My right hon. Friend has said twice that the motion was tabled today in the ordinary way, but a few minutes ago the hon. Member for Rhondda (Chris Bryant) said that it was not available. I think that I just saw him handing someone’s iPad back. I note that, at 12.33, the editor of PoliticsHome tweeted an image of a motion that appears to be “the motion”. May I ask my right hon. Friend to be crystal clear? At what time was the motion tabled, and might it not have been better if the hon. Member for Rhondda had been provided with a copy before the statement?
The motion was tabled in the Table Office shortly before midday, and it is currently available to Members there. Let us be absolutely clear about that. It is currently available to Members.

Commons ChamberI cannot yet give that undertaking, but I expect there will be time available in most weeks. I have no particular reason to believe that time will not be available during that week, but the hon. Gentleman will understand that we have not yet finalised the business for it. He is picking interesting subjects for debate and I think they will command great attention, particularly the dog meat debate, given that the Westminster dog of the year competition takes place today. That is a sign of the concern in this House about the welfare of dogs, and most people in this country do not support the dog meat trade at all.
Communications received by Members this week seem to suggest that some members of the public have been misled about the true nature of proposed new clause 7 to the Finance Bill, on which we voted on Monday, and the true position of this House in relation to the European Union and VAT. May we have a statement from the Leader of the House that makes clear the true position, and what does he plan to do to counter the occasional misrepresentation of the business of this House?
Members have raised that concern with me over the past couple of days, particularly the fact that the Public Whip website gives no clarification of the nature of a Division. I have listened to colleagues and I intend to write to the website, asking it to provide a degree of explanation for Divisions on such issues.
The debate was about principle, not substance, and it is not possible, under the current treaty arrangements, for this House to decide to cut VAT to zero. That decision has to be taken in Brussels, but there is strong interest in securing change. The campaign that has grown off the back of that vote is utterly unacceptable. It is completely unacceptable for third party groups to misrepresent the vote as being a vote against a zero rate for tampons. I think that most Members support the principle of a zero rate for a product that is clearly not a luxury. The Financial Secretary gave a commitment in the debate that he would raise the issue in Brussels; indeed, we have done so. It is not acceptable for third party pressure groups to misrepresent the votes in this House. They give the impression that they are simply left-wing groups attacking the Conservative party and that they are not making legitimate points.

Commons ChamberThe Prime Minister has explained in detail to the House the reasons for his decisions, and he will provide more information in confidence, as is normal, to the new Chairman and members of the Intelligence and Security Committee. It has always been customary practice when either party has been in power, and in the legal world, that legal advice is not published but a matter of privilege between a lawyer and a client. That is how Governments have always operated and how they will continue to operate. The difference in this place is that both the Prime Minister and the Attorney General are regularly before the House for scrutiny, and the hon. Lady will have opportunities to put questions to them.
My right hon. Friend will remember that I have asked for statements about the EU renegotiation. I am keen that the House should have the opportunity to understand that the Government are working energetically and wholeheartedly towards a fundamentally different relationship with the EU. We need to guard against any scurrilous suggestion that the Government might be heading towards some sort of essay crisis, so may I ask him again for a series of statements to help the House understand the EU renegotiation, which we all hope will lead to a fundamentally different relationship?
My hon. Friend and I agree that the status quo in our relationship with the EU is not in our national interest. It is essential that we pursue this renegotiation, put the new deal to the country and give it a choice between staying in and leaving the EU, and of course the Government are bringing forward that choice in a way that never happened under the previous Government. I absolutely understand his concerns, and he knows I believe radical change is necessary. The Foreign Secretary and the Prime Minister will be in the House regularly over the autumn to take questions from colleagues about what is happening, and I know my hon. Friend will be here to ask such questions. I know that many in the House are determined to see change. The interesting question is where the Leader of the Opposition stands. I have heard mixed messages this week

Commons ChamberI understand the hon. Lady’s concerns and I will make sure that they are passed to the Ministry of Defence. We have had Defence questions, but there will be several other opportunities to question Defence Ministers in the next few weeks, and I suggest she does that.
Many of us would like to see the fullest realisation of the Prime Minister’s vision for European Union reform and a fundamental change to our relationship with it. Will the Leader of the House make time for a statement next week, and in subsequent weeks, to make sure that we are appropriately updated on the process of renegotiation?
I commend my hon. Friend for his work in this vital area and for his responsible approach. He is right to focus on the need for renegotiation and for a changed relationship. The status quo in our relationship with the EU is simply not in the interests of this country. What surprises me is that Labour Members have decided to support a referendum, but still appear to believe that the status quo is in our national interest, when it palpably is not. They need to make their minds up.

Commons ChamberI am absolutely certain that my colleagues in the Cabinet Office will make both local government and health service bodies aware of what has happened. That would be right and proper.
On the hon. Gentleman’s latter point, I appreciate that he did not always agree with the leadership of the previous Government—I give him credit for that—but when he talks about a “love affair” with contracting out, I would remind him that the contracts were not let by this Government, but by the last Government.
May I add my congratulations to my right hon. Friend on the robustness of his response? The emphasis of his statement is quite right, but will he extend his remarks and say something about the legitimate levels of pricing in such contracts? Earlier this week I visited the Cabinet Office to see how the Government Digital Service is wrestling with some really quite appalling pricing levels, which are the legacy of the last Government. Will he be able to drive down the cost of such contracts in future?
I can give my hon. Friend that assurance. In fact, we are about to launch a revolution in tagging generally. The arrival of GPS tagging will enable us not simply to monitor whether an offender has left their home, but to understand whether they are breaking a curfew or, for example, whether a paedophile is going close to a school. That will transform the way in which tagging works and will do so—I can assure him—at a much lower price than we have paid up to now.

On behalf of Micklefield job club in my constituency, a strictly voluntary effort to help people back into work, and on behalf of GB Job Clubs, a charity that supports a national network of like clubs, may I ask what the Government will do to ensure that the state does not crush such voluntary provision?
I should like to reassure my hon. Friend that I have made sure that there are no attempts within Jobcentre Plus and the Department for Work and Pensions to track and monitor and data-manage and performance-manage. This is a grass-roots movement. Our role is to provide a degree of local encouragement, and sometimes some initial funding to clubs to get up and running, but after that it is very much up to them to shape their destiny, and up to us to champion their success, but not to interfere.
