Commons ChamberI echo the comments of the right hon. Member for Sutton Coldfield (Mr Mitchell) about how we often see, through the budget of the Department for International Development, examples of the UK at its best—trying to address the discrepancies, as he put it, in poverty and wealth between nations and peoples across the globe. If we were to use the language of global Britain, that might be one of the best examples to turn to.
The orders are welcome in their attempts to address global poverty. Much mention has been made of Africa, and at first glance it looks as though it will be business as usual for our international aid budget. However, if you will permit me, Madam Deputy Speaker, I would like to explain briefly why I do not think that that is the case, welcome though today’s announcements are.
Once we discount most—not all, but most—Tory MPs, there is no disguising the fact that the momentous decision and announcement this week has caused great alarm. It will have far-reaching consequences for the poorest people in the world—the poorest people on earth. The overwhelming consensus of opinion would bear that out, certainly among experts who work in the field of international development.
I cannot help but notice that, despite her name being on the Order Paper for the very welcome measures that have been put forward, the outgoing Secretary of State for International Development is not here today. I wonder whether her conspicuous absence should be seen in the light in which it appears. Perhaps she also has concerns about the recent announcement that has been made.
The announcement could not stand in greater contrast with the lesser course that many of us in the House fear is now being steered towards international aid. We have rightly heard today much praise for the work of the Department for International Development, and one wonders why a Department that has garnered so much praise and attracted so much admiration should suddenly find itself downgraded. The move has been described by those working in the field as an “act of political vandalism”. I will leave others to judge for themselves, but in my constituency, questions are being asked about whether this decision is ideological.
May I remind the hon. Lady that, in the hypothetical situation of an independent Scotland, the policy of the SNP is to have foreign affairs and international development in the same Department?

Commons ChamberThere is no doubt that that was a significant factor, and not only because of changes in consumer patterns. Many other airlines chose to concentrate their resources this summer in the traditional resorts of Spain and Portugal. Alicante airport and others were full of planes this summer, and Monarch got squeezed out in a price war for which it was not financially strong enough. Ironically, it carried more passengers than two years ago, but with far lower revenues, and that more than anything else is what has caused its demise. It is a consequence of the security situation and of people taking a cautious approach to their holidays.
The sad fate of Monarch Airlines is a stark example of the realities of Brexit beginning to bite. There is no denying that the fall in the pound has led to significant increases in the operating costs for the airline over the past year. The weak pound has also affected consumers and led to a drop in bookings. Add to that the uncertainties over the future of British carriers in Europe that served as a significant deterrent for any potential buyer who might otherwise have been found, and Monarch’s fate was sealed. Does the Secretary of State agree that as long as uncertainties over Brexit continue there is a danger of similar high-profile collapses?
Can the Secretary of State say with certainty today that the rights of UK passengers will not be eroded or diluted after Brexit? Will he confirm that the Government will work with administrators and the unions to ensure that employee rights are fully respected during the process, and that—where applicable—compensation is made available in a timely manner, in view of the fact that the manner of the administration raises real concerns about employee rights?
I am really sorry the hon. Lady has taken that approach. Let me be absolutely clear: this airline did not fail because of Brexit; this airline failed because it had a business model that was not capable of dealing with a price war in the Mediterranean. That is the reality of the situation and that is what its chief executive said. The hon. Lady talks about Brexit causing a lack of investment, but in the past few weeks we have seen a big expansion. Jet2 has set up a new base at Stansted and there has been a huge investment in the UK by Norwegian, which is becoming a real player in the low-cost marketplace. The market is changing and sadly Monarch, a business that has been around for 50 years, was not able to adapt to those changes. I am afraid she is just doing a disservice to the economy of the United Kingdom when she claims that this was a consequence of Brexit. She talks about employees. The biggest favour we can do for the employees of Monarch is to work to ensure they get another job quickly, and that is what we are seeking to do.

Commons ChamberMy hon. Friend is identifying the fact that the problems on the Southern rail network are not simply about the trains; they are also about the track and infrastructure. That is why we are now spending £300 million, in addition to the money I announced last September, on things like points replacement, track replacement, and replacing the small things on the infrastructure that go wrong regularly and cause frustrating delays for commuters. We are now moving ahead with that quickly, and it is very important in making sure that my hon. Friend spends less time on a train outside East Croydon and more time in this House asking about space.

Commons ChamberOf course, we need to look at all three options carefully before we respond. On other matters related to the House of Lords, there has been a push for reform in the House of Lords in recent years. A Bill was introduced by Lord Steel in the previous Parliament and I suspect that we will see further proposals for change over the next few years from that House. Right now our priority is to implement the manifesto that we were elected on, and the country expects that of us.
I listened carefully to the Leader of the House when he talked about the House of Lords giving the public confidence in what Parliament decides, and it will come as no surprise to the right hon. Gentleman if I urge him to seriously consider the abolition of the House of Lords. That would give the public confidence in democratic accountability. I remind the right hon. Gentleman that the House of Lords is the only legislature in the world, with the exception of Iran, whose Members include unelected clerics. It is unelected and unaccountable, and the public do not have confidence in it. Will he consider abolishing this museum piece, which is filled with cronies and failed politicians who have been rejected at the ballot box?
If we talked to the public about the way our Parliament works and said that we have an elected House which, as a result of these proposals on secondary legislation, will have the final say, but that we also have a group of people who have been eminent in their very different professions—people ranging from Lord Lloyd-Webber in the arts to some of the most senior business people—whose job it is to advise and guide the elected House about when it might be getting it right and when it might be getting it wrong, I think they might form a different view. I accept that there are strong opinions about this, but right now this is about solving a structural problem in the relationship between the two Houses that has emerged in the past few months. Lord Strathclyde has given us three sensible options to work with.

Commons ChamberThere is clearly a very real issue for our dairy industry, and our farming industry is strategically important not simply for feeding the nation but for the protection of our countryside and environment. I do understand the very real issues in constituencies such as Eddisbury, which I know well, and I say to my hon. Friend that I know her concerns are in the in-tray of the Department for Environment, Food and Rural Affairs. I will make sure her comments today are passed on to it.
Will the Leader of the House make a statement on when he is willing to visit my constituency, which he so kindly offered to do in the Procedure Committee? My constituents are extremely excited at the prospect and I ask the right hon. Gentleman to say today when he might be available to visit and discuss EVEL—English votes for English laws.
We have a big event next May, and it is very much my hope that a Conservative MSP will represent the hon. Lady’s constituency after the elections. It is therefore indeed my intention between now and next May to spend some time visiting Scotland, but not necessarily with a purpose she will find terribly congenial. I am very happy to talk to her constituents, but mostly to get them to vote Conservative.
