Commons ChamberAbsolutely. One of the key benefits is that this multi-billion pound project will serve the entire United Kingdom. Both the airport plan and the supply chain that supports it will create thousands of jobs and thousands of new apprenticeships. The supply chain will be across the United Kingdom, and it will create jobs and opportunities, in the Year of Engineering, for a new generation of engineers.
As a member of the Transport Committee, I thank my right hon. Friend for accepting our recommendations. As the champion of the Oxford-Milton Keynes-Cambridge corridor, I am heartened by his proposal to link the Chiltern line into Heathrow. I urge him to bring forward those plans as soon as possible, because that connectivity will help to realise the Government’s wider ambitions for Britain’s brain belt.
I absolutely agree with my hon. Friend on that latter point. I am working with HS2 to make sure that provision is made in the development of Old Oak Common to put in those Chiltern line platforms. The Oxford-Cambridge corridor is crucial to the development of our economy. It will need connections into our premier hub, and this is the best way of achieving that.

Commons ChamberThis problem needs to be fixed as quickly as possible. I respectfully remind the Opposition that a private rail company is involved. Opposition Members keep telling me that we should nationalise it and have the Government running the trains, so they cannot have it both ways.
Enormous investment has gone into the Thameslink programme, with a new fleet of rolling stock and a state-of-the-art digital signalling system. Can the Secretary of State assure me that these new systems are working as planned and that the cause of the problem is not a technical failing?
My hon. Friend is absolutely right. The real frustration is that this is a consequence of major investment programmes and the delivery at the end of those programmes has gone wrong. The thing I find most frustrating about all this, and I absolutely feel for every single passenger who has waited for a cancelled train in the past week—I get the train every day, and I am as fed up with this as everyone else—is that this is the consequence of a change that resulted from a massive investment programme in the railways. We should now be seeing the fruit of that investment programme. We are not yet seeing it, and we have to make sure that we see it pretty quickly.

Friend confirm that nothing he has announced today will affect the investment in new rolling stock and the introduction of the new Azuma trains on the east coast main line? In the spirit of cross-party co-operation, may I give him a cheer for reintroducing the LNER brand back into our railways? LNER was one of the four great private railway companies that developed our railways in the last century.
I give my hon. Friend an assurance that the Azuma trains will be joining the network later this year. They will deliver a fantastic new service for passengers, and they will indeed be LNER Azuma trains instead.

Commons ChamberThe west coast main line is a vital railway service for my constituency. Virgin has indeed transformed that service over the duration of its franchise. Will my right hon. Friend say a little bit more about the duration of this direct award? What additional features can my constituents expect during that time?
My expectation is that it will last no more than two years—possibly only one year. It is important to get the west coast partnership structure in place to go through the bidding process, and we will shortly be issuing the invitation to tender. I can only reiterate that there is a clear corporate difference between the east coast main line, which is 90% owned by Stagecoach, and the west coast main line, which performs well and is majority owned by a different company, Virgin Trains. Whether the brand is used on both is neither here nor there; it is a different corporate entity. There is no possible legal benefit or passenger benefit from somehow ripping this up for an interim period, rather than moving seamlessly into the future and the path towards HS2.

Commons ChamberFortunately, this country will be waiting a long time for that to happen. What Labour Members really want is to take us back to the days of British Rail, but they have not explained to us how they would pay for all the new trains currently funded by the private sector, or how they would pay for longer trains and better services all around the country. What they do not tell us is that, with a publicly run railway, trains would have to compete for capital costs with hospitals and schools and we would just not get the investment we are currently getting in our railways. Going back to British Rail is simply no solution for the improvements this country desperately needs.
The hon. Gentleman asked a series of specific questions. What is different is what is happening within Network Rail. The devolution within Network Rail—more of a local focus, local decision making, local budgets—is absolutely crucial in making local partnerships possible. We are driving through that change right now, off the back of Nicola Shaw’s report on Network Rail, and it is the right thing to do for the future.
The hon. Gentleman talked about GTR, but I remind the House that the independent Gibb report showed that the GTR problems were substantially down to the actions of the hon. Gentleman’s friends in the unions. Such conduct was unacceptable, and the Labour party’s continuing support for the disruption that unions are causing to passengers on the railways is utterly unacceptable.
The hon. Gentleman asked a question about the Oxford-Cambridge railway line. I did actually give an update on that. Last year, I said we were going to do it. This year, I am saying that we are now ready to start work on that route in the next few months. This Conservative Government are delivering real improvements and real investment on the railways.
The hon. Gentleman also asked about the finance for reopening lines. He may have missed these announcements in the Budget, but I can assure him that there will be £2 billion more for investment in transport in our cities, and there will be £47 billion for investment in the railways over the next five years. We will, indeed, be funding investment in the expansion of the railways, because that is what is needed.
The hon. Gentleman asked a question about electrification. I say again that in a world where we have more flexible technology, I regard it as more of a priority to provide more services and more routes for passengers than to save one minute on the journey time to Sheffield and no minutes on the journey time to Swansea. I am doing what we need to do, which is to deliver better journeys, better journey times and new trains for passengers, which is what they want above all. They are not worried about how the trains are powered, but about whether they will have a nice new train that gets them to the right place, and that is what we are doing.
The hon. Gentleman raised a point about the Blyth-Ashington line. It is one of the projects I am looking at seriously. I think it has real potential to expand the investment we are already making in the Metro in Newcastle upon Tyne, and it is another example of this Government’s commitment to the north-east.
The hon. Gentleman asked what we are doing for commuters. All around the country, we and the private sector, together in partnership, are delivering new trains and longer trains to create more space for people who travel on our crowded railway lines each day.
On the hon. Gentleman’s last point, let us be absolutely clear for the House that as we bring the east coast franchise to a close and move to the new arrangements, no one will get any bail-out at all. It is absolutely clear that Stagecoach will meet in full the commitments it made to the Government as part of this contract, and that is what will happen.
I warmly welcome the commitment in the strategy document to the east-west railway line through my constituency and the announcement that its construction will start very soon. Will my right hon. Friend say a little more about when he expects the western section of the line to be up and running, and how this will feed into the National Infrastructure Commission’s recommendations on the Oxford-Milton Keynes-Cambridge corridor?
My hon. Friend is right that this is an important project. We have been pushing ahead hard with the new special purpose vehicle, which will be set up in the coming weeks. Construction is due to begin next summer, and my goal is to have the first trains running on that route by the end of 2021.

Commons ChamberWe will be continuing to give advice and guidance to those people for some considerable time. We will also be contacting people this week to see who wants and has a need to return, as part of the repatriation exercise. All those who have booked through credit card companies or who have ATOL protection, regardless of how long they are out there for—I am sure a small number will be out there for an extended period—will be able to secure a refund when the time comes.
As well as reviewing the effectiveness of the ATOL scheme in the light of this incident, will the Secretary of State take the opportunity to look at the providers of travel insurance? Many people travelling thought that they were covered for the collapse of an airline under their travel insurance policy, only to find that they were not.
This is something that I will want to take up with the insurance industry. It does seem unfortunate that cover should not include something that happens once in 10 years. This is one area where there is a case for change. It would have made life a lot easier had that been the case.

Commons ChamberI hate to disappoint the hon. Gentleman but actually the plans for HS2 have been widely welcomed across the north of England. The project will make a significant difference to the economy of his region. The point I would make to him about cost is that one reason why we are spending more money than is spent on equivalent lines in some other countries is because we are spending money on amelioration measures that minimise the impact on the environment.
As well as updating the costs of the project, may I urge my right hon. Friend to update the economic benefits to communities such as mine in Milton Keynes, which, as he says, will benefit from a significant increase in commuter and inter-city traffic as a result of the release of capacity on the west coast line?
We will continue to provide information about the benefits of this project, but my hon. Friend is right to say that in places such as Milton Keynes—it is one of our most important growth areas, and it will need more commuter services north to south and east to west—the introduction of HS2 will make it possible to deliver a much better service for his constituents and others.

There is no impact; as I have said in the House before, we are proceeding with the next stage of electrification to Corby. We are looking at how we deliver service improvements to Sheffield by 2020, with improved journey times, faster tracks and the remodelling of key places such as Derby station, and I am looking actively at how we provide the best train fleet for the future.
I have been campaigning for the reopening of the east-west rail line for many years, so may I thank my right hon. Friend for this early Christmas present? Will he assure me that the new body will work closely with the National Infrastructure Commission on unlocking the economic potential of the Oxford to Cambridge corridor through Milton Keynes? Do we have an updated likely date for the opening of the line?
We will work with the National Infrastructure Commission, and we will also work closely with the local authorities that have been involved in helping to develop the project. I will not give my hon. Friend a date, but I would say that one reason for doing this is that I want to accelerate the process. I look at the pipeline of projects that Network Rail has, and I do not want this project to disappear into the middle of the next decade; I want us to start real improvement works quickly. We have money from the autumn statement to start some of that work around the intersection with HS2, but I just want to make this project happen quickly. We have to demonstrate sometimes in this country that we can get on with things.

Commons ChamberAs the right hon. Gentleman knows, Sir David Higgins did a lot of detailed work on that issue. Strong views were expressed in Sheffield about what worked best for the city. I have been to Aston and seen the potential impact. I will work to try to ensure that we get the maximum possible mitigation in such areas, but the right hon. Gentleman will understand that, if we are to deliver opportunities and prosperity for the northern part of the country, we need to make sure that it has the connectivity it needs.
Will my right hon. Friend set out in a little more detail the additional inter-city and commuter services from which places such as Milton Keynes will benefit once HS2 is operational?
One of the benefits that will be experienced by towns on the existing west coast main line will be the potential for a significant increase in the number of services. For example, for those who commute from Milton Keynes to London, we expect twice as many seats to be available on suburban routes to Hertfordshire and beyond to Milton Keynes, and greater opportunities for semi-fast services. The route from the town of Coventry to Birmingham is two tracks wide and constantly congested, as freight, express and passenger trains jockey for position. The proposal will create a huge additional amount of much-needed capacity for commuters to Birmingham on that very busy route.

Commons ChamberThe hon. Gentleman talked about pre-arranged outcomes, but I think I could have written his speech in advance by anticipating what he had to say. He spoke with his customary flowing prose, talking about a pre-arranged outcome for the review. He knows Lord Strathclyde well enough to know that he is the last person to be given a script and then told to write a review around it and publish it. He has done a lot of work, he has talked to a lot of people and he has thought about it carefully. I understand the Scottish National party’s position of not wanting the House of Lords, but it is here and it is not about to disappear. It makes good sense for us to make sure that the relationships and workings between the two Houses are well structured and appropriate, and that is what we intend to do.
I also welcome my right hon. Friend’s statement. I wonder whether the views of the Opposition would be somewhat different if the other place had blocked a left-wing financial measure, rather than the measure that was introduced. May I urge him to give serious consideration to option 1? I suspect that my motives in that regard are different from those of the hon. Member for Perth and North Perthshire (Pete Wishart). The advantage of that option is its simplicity and clarity, and I fear that the other two options, although they would be an improvement, would still be open to different interpretations, as with the current convention.
I heard the shadow Leader of the House say that what took place has happened to a Labour Government many times. This of course was the first time that a financial measure has been blocked in the way that it was in the House of Lords. Although my hon. Friend and the hon. Member for Perth and North Perthshire (Pete Wishart) share the same accent, I suspect that they do not share the same view for quite the same reasons. I take on board what my hon. Friend says. We will have to consider all three options very carefully, and we will bring forward our proposals in due course. None the less, I note the point that he makes.

Commons ChamberI think the hon. Gentleman might not be distinguishing between getting an answer he does not like and not getting an answer at all. I am sure he is going to continue to ask the question.
The Leader of the House will be aware that many cheap home energy deals will shortly come to an end and that customers potentially face significant increases in their domestic bills. May we have a debate on what additional protections can be put in place to protect customers from such increases?
This is going to be a very real issue in the weeks and months ahead. I am sure I am not alone in thinking that prices go up very quickly and come down very slowly. Given the big falls in the oil price, it is surprising that falls have not occurred more rapidly. It does not seem to me that there is an obvious case now for pushing prices up heavily again. This profoundly affects consumers, especially the elderly, and I am not convinced that the energy companies respond to the very real needs of the elderly in their pricing, and that should change.

Commons ChamberThe ECHR ruling this morning was very much about rehabilitation, about which I feel strongly and which needs to be clear and present in prisons, as well as after prison. However, I am very disappointed by the ECHR decision this morning. This is not an area where I welcome the Court seeking to make rulings, and we intend to appeal this morning’s decision.
