Commons ChamberAs part of the improvements to Northern Rail services, there are more frequent, hourly Sunday stopping services from Stoke to Manchester via Macclesfield. Congleton station will benefit from full waiting room refurbishment, new seating, customer information systems, new and improved signage and new ticket vending machines.
I thank the Secretary of State for that reply—and all that in the north. It is encouraging that, after years of local campaigning by my constituents, a strategic outline business case has been developed for enhancing the mid-Cheshire rail line, including reopening Middlewich railway station in that growing town. What assurance can the Secretary of State give me that funding is available for this vital development work?
There are two routes in the north that I feel particularly keen to look at seriously reopening. One is the line from Skipton to Colne. The other is the line that passes through Middlewich in my hon. Friend’s constituency that, in my view, should be a commuter railway into Manchester. Transport for the North has been working on the options, and I am committed to ensuring that we take that work forward.

Commons ChamberOf course the future of both franchises is a genuine issue, but I honestly think that the most important thing right now is to solve the problem. Sacking the people who are working to solve the problem would probably not get us anywhere. As to what will happen a few months’ time, when we have seen the Glaister report—that is a very different question.
Northern Rail has changed or reduced the already limited rush hour services between Congleton and Manchester to such an extent that my constituents say that they are having to face the pressured M6 and M56 commute by car, and that this timetabling change may even breach Northern’s service level agreement. Will the Secretary of State take up with Northern Rail this wholly inadequate rail service for a growing town, and will he require improvement?
As I said a moment ago, the rail Minister and I are happy to talk to individual colleagues on both sides of the House to look at places where there are issues of this kind. There are rolling timetable changes each year. If we can look at cases where a town has genuinely been disadvantaged, we can see what we can do to sort that out.

Commons ChamberThe first thing to remind the hon. Gentleman of is that London Overground is also a franchise—Labour always conveniently forgets that. It is run by Arriva. The other thing to say is that the document we published yesterday on the new south eastern franchise involves far greater additional benefits for passengers than was ever the case in the Mayor’s business plan for that franchise. The last point to make is that I have extended to TfL and the Mayor the same offer that I made and is now in force in the north for a partnership in operating, designing and managing the franchise, but that offer is yet to be accepted.
Cheshire East has the highest gross value added in the north. My constituents are extremely grateful for the Middlewich bypass funding, which is key to continuing this economic growth and delivering even more, as is the need to improve junction 17 of the M6 nearby. Will Ministers kindly give consideration to including that as part of the north’s emerging strategic transport plan?
I absolutely hear what my hon. Friend says. As someone who used to live close to that area, I understand the issues she raised, and I am sure Transport for the North will listen to her comments today. It is finalising its plans. As Cheshire and mid-Cheshire grow—the towns there have expanded considerably in recent years—there is a need to make sure that the infrastructure is fit for purpose, which is why my earlier comments about the mid-Cheshire line are also important.

Commons ChamberI very much agree with the hon. Lady on that; we benefit from being a multicultural, multi-ethnic society. The different communities in the United Kingdom bring great strength to it. Those who would seek to divide us should be unreservedly condemned. I pay tribute to her constituents and to those police officers, who often put themselves at risk in dealing with incidents of this kind. There can never be an excuse for the incitement of racial hatred. We have strong laws in this country, and it is of course for the police and the prosecuting authorities to decide when and how to use them, but I am sure she would find universal support in this House for what she says. Racial hatred is something to be abhorred and to be prevented at all cost.
The Government are rightly taking steps to counter the threat of violent extremism and to promote community cohesion, and I am sure everyone in this House supports that. The Leader of the House will, however, be aware of the recent Westminster Hall debate on the registration of out-of-school settings, which highlighted considerable concern about that issue. Does he agree that it is essential that there is widespread consultation on any other proposals in the Government’s counter-extremism agenda before a counter-extremism Bill is brought before this House?
I absolutely accept the point my hon. Friend is making. It is very much the intention of those in the Department for Education who are working on this to listen carefully to representations from hon. Members to try to get this right. We all share a common objective in these matters. What we do not want is inappropriate, unnecessary regulation placed on small groups that do small amounts of work each week to the benefit of local communities.

Commons ChamberThe Leader of the House will be aware of the Government’s consultation on proposals to regulate all after-school training environments used for six hours or more in any one week, which would cover thousands of faith and non-faith groups, such as scouts, summer camps and church youth groups, and require them to register with the Government and to be available for Ofsted inspections. Given that the consultation, which is already short, falls over the busy Christmas period, and therefore offends the Government’s own published good practice and consultation principles, will he use his influence to seek an extension of the 11 January deadline?
My hon. Friend, as always, makes an important point. She has been a great champion for these issues. I will ensure today that my office passes her request on to the office of the Secretary of State for Education.

Commons Chamber17. What progress he has made on his plans to bring down the level of reoffending.
We remain on track in delivering our reforms to transform rehabilitation and bring down reoffending rates. Since 1 June, the new national probation service and community rehabilitation companies have been working together to manage offenders. The competition for new owners of the 21 community rehabilitation companies will conclude later this year.
The official National Audit Office estimate is that about £13 billion a year is spent by our nation as a whole on dealing with the consequences of reoffending. Reoffending is now a particularly significant part of our national crime picture. We have seen crime rates and the number of first-time entrants to the criminal justice system fall, so more and more of our problem is with reoffending and that is why it is such a priority for us.
What progress is being made on the provision of mentoring to help reduce reoffending?
I am very much of the view that mentoring is an important part of the way we support former offenders as they come through and leave the prison system. It is essential that we help them get their lives back together again, particularly given the fact that many of them come from the most difficult of backgrounds. I am encouraged by the number of voluntary sector organisations that have expressed an interest in and put their names forward for the transforming rehabilitation programme. The voluntary sector will play an extremely important part in the way things develop in the future.

Commons ChamberI thank the Secretary of State for his statement, which I welcome. Does he agree that the most effective support for former prisoners can be given by those with whom they have developed a relationship of trust—a relationship that has been developed not just over the days or weeks prior to release but over a longer period of time—and that that is particularly the case for young offenders? In light of that, will he consider how support can be given to the excellent restorative justice work done with young men by the Sycamore Tree project at Thorn Cross young offenders institution in Cheshire?
Absolutely. I look forward to visiting Thorn Cross at some point. I visited some years ago when, as my hon. Friend knows, I was the candidate in Warrington South. It is a very good centre and I look forward to visiting it again in the not-too-distant future. I absolutely believe that the role of such local projects is very important. I am often asked why crime is coming down. I think that one of the reasons is that all around the country real efforts are being made by the voluntary sector and the community sector to engage with young people who might otherwise re-engage with or embark on a life of crime.
