Commons ChamberIt is too early to work through that. I am more focused at the moment on getting services back to normal. The companies will undoubtedly bear a cost from this but, as far as I am concerned, the most important thing is making sure that services are back to normal and that passengers are compensated, and the companies will have to meet the cost of that.
The Thameslink service in my constituency from Streatham to London Blackfriars had 37 trains cancelled last Friday, and over 160 trains were cancelled over the course of last week. Every time the Secretary of State comes to the Dispatch Box—like the GTR managers—he blames everyone but himself. He has been in situ for two years. Are not my constituents entitled to think that this is just an utterly pointless Transport Secretary, because nothing ever changes under his watch?
I seem to remember that when I took over there were real problems with Southern metro services at other stations in the hon. Gentleman’s constituency. Those problems have now been improved and sorted, and those services are running very well—not across the whole Southern network, but across the Southern metro network. We now need to sort this problem out.

Commons ChamberDriver-only trains have been operating in this country for 30 years. The ASLEF union recently reached a perfectly sensible agreement with GTR about the development of new train technologies. Yet today the RMT is striking on South Western Railway, even though that company has said that it does not plan to take the second person off the train. That is an absurd position. Of course, the hon. Lady will remember the comments of the president of the RMT at the TUC conference, where he said that the real aim is to create a national rail strike and bring down the Government. That is my concern. It is about not passengers but political motivation, and that is not acceptable.
I sat here and watched the Secretary of State chuckle and smile as my hon. Friend the Member for Middlesbrough (Andy McDonald) made his contribution. My constituents have been suffering from the most dreadful services from Southern and Thameslink, and that is no laughing matter.
The Secretary of State refers to industrial action. The NAO report is clear that his Department did not check whether GTR had enough drivers and did not have a proper understanding of the condition of the network when it was setting the requirements of the franchise. The report is absolutely clear that the “cumulative effects” of the decisions made by his Department
“have negatively impacted on passengers.”
The Secretary of State can talk about industrial action all he wants, but when is he going to accept responsibility and, as the hon. Member for Eastbourne (Stephen Lloyd) just demanded, apologise to our constituents for the dreadful misery they have been suffering?
I have been Secretary of State for 18 months. Let us be clear what I have done. There are a number of problems on the network—I have never made any attempts to hide that. The infrastructure is not good enough, which is why we have launched an immediate £300 million programme to upgrade some of the areas of the network that are failing too often and why we have changed ways of working. I asked Chris Gibb to go in and bring together the operation of the track and the train on a daily basis in order to improve things. London Bridge has been opened, and we are now able to run longer trains for passengers. Those are brand-new trains going through the hon. Gentleman’s constituency. Chris Gibb, who everybody has rightly said is a well regarded, independent figure, said that above all, the unacceptable disruption to the hon. Gentleman’s constituents was caused by the trade unions. The Labour party and the unions demanded the publication of Chris Gibb’s report. It was published, and that is what it said. They may not like it, but that is what it said.

Commons ChamberMy hon. Friend makes an important point. We clearly need to do more than simply provide military support. A huge amount of humanitarian effort is going in to support those affected by the war, but I will ensure that the Secretary of State for International Development is aware of his concern so that it can be a focus.
We have reached the end of the track in terms of my constituents’ patience with one of the worst train operating companies in the world, Govia Thameslink Railway, which runs Thameslink and Southern lines that are currently masquerading as train services. In its latest attempt to reduce disruption on the Southern line, it is going to cancel up to 350 trains. That is simply unacceptable. It is causing people to lose their jobs, students to miss exams and untold stress. Will the Leader of the House arrange for the Transport Secretary to come and give an urgent statement, and for goodness sake strip this company of this franchise and do so now?
May I say first of all that, as someone who also shares GTR routes, I am well aware of the issue? I have every sympathy with what the hon. Gentleman has just said and I have constituents who share his anger. There is a debate on this matter in Westminster Hall next week. I have already spoken to the rail Minister, who is acutely aware of the issue. What is happening at the moment is simply unacceptable and has to be sorted out.

Commons ChamberMy hon. Friend makes a very important point indeed. We spar on political matters, but this issue affects all of us and should be of great concern to our country and to the world as whole. It is a serious issue. Of course, we will have a debate on Monday on public services and that might be an opportunity for my hon. Friend to discuss the matter in the House with the Secretary of State. If not, it is an issue that we should certainly look to return to.
In the past month, there have been 11 serious stabbings involving young people in my borough. There have been 114 incidents of serious youth violence in Lambeth and more than 2,300 across London. This is a crisis situation and it is nationwide. It has been occurring for several months now, yet it did not merit a single mention by the Prime Minister in his remarks in this House yesterday on the forthcoming agenda of this Government. Will the Leader of the House arrange for a statement on whether the Government will agree to what I and many Members of this House, on both sides, have been calling for—a proper, independent, cross-party commission on this issue—because right now, to many of my constituents, it does not look like this Government care about what is happening on our streets?
First, I absolutely agree with the hon. Gentleman about the seriousness of the issue. I disagree with him that we have not taken it seriously. We have sought both to tighten the law—I did some of that when I was Justice Secretary—and to engage young people. Yesterday’s Queen’s Speech included our plans to extend and solidify the National Citizen Service, which we believe will help to engage young people who might otherwise find themselves in the wrong place in our society. I pay tribute to the work done by the voluntary sector; some fantastic projects in London seek to engage young people and take them away from this. We will come back to this issue, and I will make sure the Home Secretary is aware of the request the hon. Gentleman has made. I can assure him that we take it very seriously indeed.

Commons ChamberMr Speaker, you know that I always endeavour to ensure that announcements are made to the House. No public statements have been made by the Government about the Strathclyde review, which has now been published, and which is the subject of a statement in the Lords. There will also be a statement on it in this House, which I will deliver shortly. However, I must make the point that the Government have to deal with market sensitive information. None the less, I have noted the comments.
The phrase, “Our only hope is Crispin Blunt” is one that I have never heard before in this House. How often it is heard in future I await with interest to see. My hon. Friend makes an important point about the Brighton main line. At a time when there is discussion about reopening the line from the south coast to London via Uckfield, the truth is that the Brighton main line is already heavily congested, and those who have constituencies in and around the area will need to be persuaded about that aspiration substantially to increase the number of passengers on it.
To pick up on the previous question, the service that has been provided by Southern trains with Network Rail to hundreds of thousands of commuters in my constituency in London and the south-east has been an appalling joke—an absolute joke. Southern has admitted that it does not even have enough drivers or enough decent trains, which are basic requirements to provide a service. Will the Leader of the House get the Transport Secretary here to give a statement or at least to write to both the hon. Member for Reigate (Crispin Blunt) and me explaining what he is going to do to get those companies to sort their act out? They have broken promise after promise. Enough is enough.
I understand the pressures on the line that passes through the hon. Gentleman’s constituency. Those are affected by the massive investment taking place at London Bridge, which will create a much better infrastructure for the future, as well as the completion of the Thameslink service on what is now the integrated franchise. I take note of the comments of the hon. Gentleman and of my hon. Friend the Member for Reigate (Crispin Blunt) and I will make sure that the Transport Secretary is aware of them. However, in defence of at least part of the Southern service, at present on the line via Epsom the service seems to be working reasonably well.

Commons ChamberThe hon. Gentleman has to remember the financial mess his Government left behind. If we do not sort out the deficit and create a stable economic environment in this country, there will not be secure jobs in the future. That is and will remain our No. 1 priority.
On Thursday, I visited my borough’s alcohol and drugs service and spoke to service users and providers. One of the biggest problems found by people who have a history of misuse is moving from treatment into work. I hope that the Work programme will address that, particularly given the issues that I have been told that they have with Jobcentre Plus. We are told that the pricing system in the new programme will reward providers who help those who are hardest to reach. Will that pricing structure account for those with a history of alcohol and drug misuse?
The simple answer to that question is yes, it will. The hon. Gentleman makes a very important point and I want to refer to one other dimension of the issue. A key point is giving those people opportunities to volunteer while claiming benefit. Volunteering can be an extremely important part of the pathway from a long-term problem into work. We have changed the guidance for Jobcentre Plus and will proactively promote volunteering opportunities to those who face those challenges in the hope that we will help them take that extra step on the way.
