I pay tribute to the hon. Gentleman for his 40 years in this place. How he can stand it I do not know. He obviously has lots of stamina. I also pay tribute to him for standing up for people treating each other with dignity and respect. He is absolutely right to do so. I encourage him to take part in the Westminster Hall debate on intimidation in public life on Tuesday 21 May. It is clear that whatever our political differences we must treat each other decently.

In recent weeks and months, my constituency has tragically witnessed several suicides within the farming and rural community. Each case is tragic for the individual and devastating for the family and community left behind. My right hon. Friend has already mentioned that this is Mental Health Awareness Week—in fact, she has mentioned it twice—and that shows the commitment to this great cause. Can we have a debate on what can be done to tackle the causes of suicide in the farming community?

My hon. Friend is absolutely right to raise this worrying issue. Rates of depression and suicide are particularly high among farmers. The national suicide prevention strategy highlights the high risk of suicide among certain occupational groups, one of which is farmers. In October 2018, the Prime Minister announced our first suicide prevention Minister and recently she met the Farming Community Network to better understand the issues facing farmers. I am pleased to see my hon. Friend already has an Adjournment debate on this issue soon.

The hon. Lady makes a serious accusation, and hon. Members frequently raise particular constituency problems. I am always sympathetic to individual issues, and have raised a number of them on behalf of Members with the Home Office directly. If she wishes to seek a more general discussion about the way the Home Office manages visas and so on, I encourage her to seek a Westminster Hall debate or raise the issue directly during questions to the Home Office.

Earlier this week, “radiotherapy for life” organised an excellent venture in the Palace of Westminster. My wife is a therapeutic radiographer who treats patients with cancer on a daily basis, not just in Brecon and Radnorshire but throughout the Welsh borders, and I remind Members that one in four of us will require radiotherapy treatment at some time in our life, and 40% of cancer cures are thanks to radiotherapy. May we have a debate on what more we can do to help those excellent medical professionals carry out their job and to encourage more people to enter that worthwhile profession?

I commend my hon. Friend for raising that issue, which gives me the opportunity to pay tribute to the important work of radiographers. A number of my family have benefited from the hard work and skill used in radiography, and I am sure that is also the case for many right hon. and hon. Members here today. He will be pleased to know that we have over 3,200 more diagnostic and therapeutic radiographers compared with 2010, and NHS England has confirmed funding of more than £600 million to support the delivery of the cancer strategy in England.

Concerns have been expressed about Capita, and the hon. Lady will be aware that the Cabinet Office has significantly changed the arrangements for monitoring the way in which Government contracts are fulfilled. That work has been very important and remains ongoing. The hon. Lady raises some specific issues, which I encourage her to raise at Cabinet Office questions on 6 February. She might also perhaps seek a Westminster Hall debate so that all Members can discuss their own concerns.

My local Brecon and Radnorshire branch of the Royal Agricultural Benevolent Institution, under its capable chair, Mrs Elaine Stephens, and her hard-working team, carries out tremendous work for farmers and farm workers who have for various reasons fallen on hard times. Will my right hon. Friend grant time for a debate on what more can be done to encourage such worthwhile and valued charities as RABI?

I pay tribute to Elaine. As a former Secretary of State for Environment, Food and Rural Affairs, and someone who represents a rural constituency, I know at first hand how hard farmers work and how much they need our support at times. I am aware of the amazing work carried out by the Royal Agricultural Benevolent Institution, and know that my hon. Friend the Minister for Agriculture, Fisheries and Food met representatives of farming charities, including RABI, just last November to discuss how they were supporting farmers in the aftermath of the 2018 drought. It is vital that we continue to work to support farmers as we leave the European Union, and I certainly look forward to the opportunities that will result for our farmers and food producers.

I commend the hon. Lady for her commitment to this issue. She will be aware that those 1 million young people could, and I thoroughly recommend that they do, raise a petition to give their particular views to Parliament. As she will know, the Government have set up a serious violence taskforce, which is seeking to invest in measures to prevent young people getting into a life of crime, violence and gang membership. The Government are doing a huge amount. I am sympathetic to the hon. Lady’s desire for a debate on this subject, and I am looking into that, as well as writing to the Home Office on her behalf.

Will my right hon. Friend join me in congratulating the people of Crickhowell on winning the title of “UK’s best high street” in last week’s Great British High Street awards? Will she accept an invitation to visit Brecon and Radnorshire to see that excellence for herself, and will she allow time for a debate on how we can revitalise our high streets in the UK and follow Crickhowell’s example?

I join my hon. Friend in congratulating Crickhowell on its excellent award. I was there in January this year with my family—we stayed at the fantastic Bear Hotel—and I agree that it is a superb high street. These awards shine a light on the good work being done in high street communities across the UK, and I congratulate all the other winning high streets that were recognised by those awards.

As I have said frequently in this place, we will bring forward all the Brexit legislation, as we need to, in good time before we leave the European Union, and that includes publishing the White Paper. To be clear, this is a complicated negotiation. Normally in a parliamentary Session, we have the issues of getting the Government’s legislation through with Parliament scrutinising it. What is unique about this period is that a careful negotiation is also going on with our EU friends and partners, so we have to look carefully at policy at the same time as legislation. We will continue to do that.

Agricultural shows play a vital role in the social, economic and cultural life of communities right across the country. With the Royal Welsh show—the largest agricultural show in Europe, if not the world—taking place in my constituency the week after next, may we have a debate on the value of agricultural shows to rural communities? Will my right hon. Friend join me and the Secretary of State for Environment, Food and Rural Affairs at the Royal Welsh show?

I am rather delighted to confirm to my hon. Friend that I will be coming to the Royal Welsh show the week after next. I am very much looking forward to visiting the first ever UK Government stand, run by the office of the Secretary of State for Wales. My hon. Friend is right that agricultural shows play an important part in rural life and are a great way to demonstrate the best of British food and farming.

The hon. Gentleman raises a very important point. We all want the excellent work of many immigrant medical professionals who come to this country and contribute so much to our NHS to be able to continue. I can assure him that this House will receive that announcement as soon as there is something to announce.

This week, Guide Dogs for the Blind has led a very important and effective campaign in Westminster aiming to put an end to the problem of pavement parking and street obstructions. As this affects constituents right across the country, and certainly in Brecon and Radnorshire, may we have a debate on the perils of pavement parking and how we can stop this problem?

My hon. Friend raises a really important issue. We all know that parking on pavements causes serious problems for pedestrians, and particularly for anybody in a wheelchair, with a pushchair, or with a visual impairment. Local authorities already have powers to prohibit pavement parking by making traffic regulation orders. They can also use bollards to physically protect pavements. The Ministry of Housing, Communities and Local Government is gathering evidence on pavement parking and the effectiveness of the current regulatory frameworks, and it will consider what more can be done.

During the snowstorms of the past few weeks, when parts of the country were brought to a standstill, we rightly praised our emergency services and local council workers for helping to keep our country moving, but our farmers also played a vital role, certainly in constituencies such as mine. They went over and above in helping schoolchildren to get to school and nurses to get to hospitals. May we have a debate on the extra value that our family farmers add to our rural communities, to show that they are the backbone of this country and should be valued, both before and after Brexit?

I join my hon. Friend in paying tribute to the valuable role played by farmers across our economy and in our communities. I was personally very impressed by the way in which farmers helped during the recent snow events. The Secretary of State for Environment, Food and Rural Affairs published a consultation document on 27 February seeking views on farming arrangements after we leave the EU, including on how farmers can play a broader role—as indeed they already do. This will include looking into how we can maintain the resilience of our rural communities, particularly in upland areas, where farming plays a significant role in the rural economy. I encourage all hon. Members and their constituents to respond to the consultation, and my hon. Friend might like to secure a Westminster Hall debate so that all hon. Members can share their views on this subject.

I pay tribute to the hon. Lady for her work in this area. She is supporting the Government in looking into such serious violence and will be aware that the Government’s new serious violence strategy is due to be published in the spring. It will look at ways to steer young people away from a life of crime, while putting in place measures to prevent and reduce the effect on victims of serious crime. She asked for an Opposition day and I can assure her, as I assured the hon. Member for Walsall South (Valerie Vaz), that Opposition days will be forthcoming in the usual way and in accordance with the Standing Orders of this House.

I am sure the whole House will be delighted to hear that Wales’s first zero-waste shop, “Natural Weigh”, opened its doors at the Corn Exchange on the high street of Crickhowell in my constituency earlier this month. May we have a debate on what more the Government can do to ensure more shops follow its example, and therefore help reduce the unnecessary amount of plastic packaging that is doing so much harm to our environment?

I congratulate my hon. Friend’s constituents on this great endeavour and wish them every success with it. The passion with which hon. Members across the House put forward ideas for reducing plastic waste shows that we as consumers as well as our constituents will be very keen to support such measures by retailers. He will be aware that the small retailers associations are now committed themselves to joining in the 5p charge for plastic bags, which will help, and I encourage all hon. Members to support their retailers who are doing so much to ensure we vote with our feet on this subject.

The hon. Lady raises an incredibly important point, and she is absolutely right to highlight the seriousness of food allergies. We should do everything that we can to raise the importance and the awareness of the potential life-threatening impact of food allergies. She may well want to seek an Adjournment debate, so that she can talk to Ministers directly on that point.

With the lambing season now upon us and domestic dog attacks on livestock at an all-time high, can we have a debate on what more the Government can do to limit the devastating effect that irresponsible dog owners have on both our rural communities and our rural economy?

My hon. Friend is absolutely right to raise that matter. We have all seen photographs of the appalling effect of a dog attack on a field of sheep. It is hugely distressing for the animals, obviously, as well as for the farmers who look after them, and it has serious financial implications. It is already a criminal offence for a dog to worry livestock; dog owners can be fined up to £1,000. Farmers are being encouraged to report any incidents, so that action can be taken. Furthermore, the dog welfare code highlights for owners the importance of keeping their dogs on leads when they are near livestock.

The hon. Gentleman raises a very specific and very concerning constituency matter. It is Department for Work and Pensions oral questions on Monday, and he may well wish to raise that specific point then. On universal credit more generally, what I can say is that the Government really have listened. This is an attempt to ensure that universal credit provides a good solution for people that combines six previous benefits into one, that improves access to childcare and that enables people to keep more of what they earn as they move into work. We have raised the value of advances so that people can get 100% of their first month’s payment up front if they need to and then return it over 12 months. We have introduced an overlap for those already receiving housing benefit to ensure a smooth transition on to the new system. Really importantly, universal credit is expected to boost employment by 250,000 because it is a simpler system that makes sure that work always pays.

Hafod Hardware, a family run high street shop in Rhayader in my constituency, recently received national and international notoriety by taking on the big-hitting supermarkets and producing the ultimate heart-warming Christmas advert for the production cost of just £7. I strongly recommend all Members go online to look at it. May we have a debate on how we promote our independent high street shops, showing that, through sheer imagination and ingenuity, David really can take on Goliath?

I congratulate Hafod Hardware on its Christmas advert. It just goes to show the kind of entrepreneurial spirit that exists in our small businesses. The Government’s new industrial strategy aims to support businesses such as Hafod Hardware to prosper and to grow, so that they can compete with the likes of Moz the Monster with their own successful Christmas campaigns.

As my right hon. Friend will know from her previous role, the food and farming sector is vital to my constituents in Brecon and Radnorshire. We help to add to the 3.9 million people employed in the agricultural sector in this country and to contribute to the £108 billion to our economy. Can we have a debate on the importance of the food and farming sector in this country?

I certainly agree that the food and farming sector contributes massively to the success of our economy. There can never be too many debates in my book about its importance and about what more we can do, because there is huge potential for innovation, improving productivity and making more of our superb food and drink exports, which are growing rapidly. I absolutely agree with my hon. Friend and urge him to try to ensure that we do spend more time in this House debating that important issue.

During the recess, I visited Abercrave farm and the Dan-yr-Ogof show caves in my constituency, where the owners have installed small-scale hydroelectric schemes. These are outstanding examples, being invisible to the eye in beautiful national park countryside, based on private investment and providing much-needed green energy. May we have a debate on how we can help rather than hinder the development of further hydro schemes around the country?

I do not think we hinder in any way, but are keen to encourage the development of renewable electricity. It is something that this country has done extremely well at—we are one of the top performers across the EU in terms of the speed at which we are starting to use green electricity—and I would be happy to talk further to my hon. Friend about what measures we can take. Or he might want to arrange an Adjournment debate.

Again, there are already strong police powers. There are occasional issues with enforcement, but where Travellers fail to comply with police direction, it is a criminal offence punishable by up to six months’ imprisonment. So, too, is re-entry on land within three months by a person subject to a direction. There is an issue with enforcement, but the hon. Member for Birmingham, Northfield (Richard Burden) should be aware that 84% of Traveller caravans are now on authorised land, compared with 77% in 2007. The Government are committed to reducing the number of unauthorised sites by making sure there is reasonable provision for Travellers that takes account of their particular cultural requirements, to enable them to avoid being on unauthorised sites.

The players and supporters of Gwernyfed rugby club in Brecon and Radnorshire have recently completed a sponsored bike ride across Wales, raising £45,000 towards the cost of purchasing their rugby pitches from the local authority. Will my right hon. Friend join me in congratulating all of Gwernyfed—she does not have to pronounce it—on that outstanding achievement? Will she also allow a debate on what more can be done to transfer assets to local community groups without exceptionally high costs to those groups?

I congratulate all those involved. It is a very impressive sum for a sponsored bike ride, and I commend my hon. Friend if he was involved. As he will know, responsibility for grassroots sport is devolved to Wales. Sport Wales has responsibility for investing in and supporting grassroots sport. This year Sport England launched a community asset fund worth up to £15 million, and he might want to ask Sport Wales whether it has any similar schemes upcoming.

Following the Government’s welcome announcement that farm payments will continue until 2022, may we have a debate on exactly how they will be allocated? Many farmers in Brecon and Radnorshire are concerned about the mechanism that will be put in place and whether the administration of the payment will ensure that they are paid on time.

Farm payments are a subject very dear to my heart, as an ex-Secretary of State for Environment, Food and Rural Affairs, and I have worked closely with my hon. Friend, who is a great spokesman for farmers in his constituency. The important point about the continuation of the single farm payment is to ensure a smooth transition for farmers right across the UK to a new agricultural policy when we leave the EU. The arrangements for that transition will be consulted on and discussed, but I cannot give him the specific outcome as yet.
