Commons ChamberThe fishing communities of Scotland will have a fantastic opportunity, by the end of next year, to take back control of their entire coastal waters—all 200 miles of them—and to manage their fisheries in the interests of Scotland and thereby drive an even better deal for even better access to European markets. That opportunity would be wantonly thrown away by the abject, servile policy of the SNP, which would hand back control of Scottish fishing to Brussels.

Commons ChamberMy right hon. Friend is entirely right. He has campaigned passionately on this subject and his own voice is important in this matter. I know how influential he can be in reaching out across the House and hope very much to work with him to do that.
How will the Prime Minister sell this potentially ruinous proposal to the farmers and shellfish producers in my strongly remain Argyll and Bute constituency who will be able to see, just 12 miles across the water, their Northern Ireland counterparts being allowed free and unfettered access to the single market? If it is good enough for Northern Ireland, why is it not good enough for Scotland? Are my constituents simply expendable?

Commons ChamberOn a point of order, Mr Speaker. Could you advise me how I register my anger and deep frustration at the outrageous and profoundly undemocratic suspension of this Parliament this evening? With barely seven weeks before the UK is due to leave the European Union, my constituents are deeply worried, understandably so, that, as the right hon. Member for Hastings and Rye (Amber Rudd) said at the weekend, this Government have no interest in securing a deal and are hellbent on pursuing a catastrophic policy of no deal. Along with every other part of Scotland, my constituency voted overwhelmingly to remain. We are facing profound and devastating effects on our tourism, farming and fishing industries, and surely the least that my constituents could expect is that their view Member of Parliament is able to represent them in this Chamber at this most critical moment.
The hon. Gentleman began his attempted point of order by inquiring how he could register his anger, and he has of course now done so. It is on the record and it will be reproduced in the Official Report. Something tells me that his observations in the Official Report will shortly be winging their way towards the local media in the hon. Gentleman’s constituency.

Thank you, Madam Deputy Speaker. In terms of value, the United States is the world’s largest export market for Scotch whisky, worth more than £1 billion last year. Yesterday, we heard that Scotch is on a list of products that could face large import tariffs into America, which would be deeply damaging, particularly for whisky-producing communities such as those in my Argyll and Bute constituency. What discussions did the Prime Minister have with President Trump over the damaging America First, isolationist trade agenda and the effect it will have on markets around the world? Does she agree that in terms of trade, as in so much else, he is not a trustworthy ally?
We have been consistently clear with the United States about our concerns regarding the approach it is taking in relation to trade. As I said earlier, we continue to support the concept of a rules-based international order, working through the WTO. As I said in my statement, we want to see reform of the WTO rather than people resorting to the introduction of tariffs. We consistently champion the Scotch whisky industry around the world. I am pleased to say that there have been successes, not least by one or two of our trade envoys, in working with the Scotch whisky industry to ensure that tariffs have been reduced in other parts of the world; I can think of at least one example. We continue to try to ensure that we are opening up markets for Scotch whisky, which is an extremely good product and which we want everybody around the world to be able to enjoy.

Commons ChamberThe right hon. Lady will be aware that we have made some extra funding commitments for places across the country. We have also indicated our recognition that funds have been available from the European Union for different parts of the country, and our shared prosperity fund will be available to different parts of the country to deal with their needs and the various issues that they face.
Following on from the question asked by the hon. Member for Dewsbury (Paula Sherriff), in the past week the Prime Minister has shown that there is not a word too harsh that she will not say it, that there is not a dog whistle too shrill that she will not blow it and that she is prepared to take the UK to the brink of catastrophe to get her own way. When she reflects on the past seven days, does she do so with a sense of pride or with a deep sense of regret and shame?
What I want to ensure—what I am working for and what I hope that we will be able to achieve in this House—is that we deliver Brexit, and that we do so in a way that enables us to protect our Union, jobs and livelihoods, and our security. That should be the aim of everybody across the House, and I hope that everybody will be able to come together to deliver that.

That this House has considered the role of unincorporated associations in electoral funding.
It is very good to see you in the Chair, Ms Dorries; I believe this is the first Westminster Hall debate I have participated in where you have been in the Chair.
I will introduce this somewhat obscure topic of the role of unincorporated associations in UK electoral funding by setting the scene. We begin in the Glasgow suburb of Clarkston, the type of place that is usually prefixed with “leafy”. As many hon. Members from Scottish constituencies, especially in the west, will know, it is composed of the mid-century, semi-detached houses that are a familiar sight across the west of Scotland and, I am sure, elsewhere. Anyone who has watched “Two Doors Down” on BBC Scotland might know what I am talking about.
In one of those houses lives a seemingly upstanding citizen by the name of Richard Cook, a former vice-chair of the Scottish Conservative party and former Scottish Conservative and Unionist candidate for East Renfrewshire. A cursory search turns up photos of Mr Cook with numerous Tory grandees, including the current leader of the Conservative and Unionist party in Scotland, Ruth Davidson, Member of the Scottish Parliament, and her interim replacement, Jackson Carlaw, the local MSP. There is also a photo of Mr Cook with the former Prime Minister, David Cameron, who came to East Renfrewshire to campaign for Mr Cook in 2010, in the election campaign that, as we all know, made Mr Cameron Prime Minister.
During that campaign, voters in East Renfrewshire were given an impression of a candidate in a Tory target seat who fitted the zeitgeist well—a waste management consultant who could almost have been hand-picked by Conservative campaign headquarters to represent the new, green Tories. His leaflets spoke about protecting green spaces and improving recycling.
Incredibly, during the campaign, the company that Mr Cook founded, DDR Recycling, was involved in a scam relating to the illegal shipment of waste tyres around the world, as confirmed by the Environment Agency in the UK. During investigations into those shipments, it was alleged that Mr Cook submitted false evidence to authorities in the United Kingdom and in the Republic of India investigating the case. That case is the loose thread that pulls apart the Scottish Conservative and Unionist candidate’s carefully managed public persona.
Thanks to the excellent work of investigative journalists such as Peter Geoghegan and Adam Ramsay at openDemocracy, we have been led carefully through a mystery tour of Mr Cook’s business dealings, which belied the conventional suburban milieu from which he came. DDR Recycling is now in liquidation, owing the UK taxpayer £150,000, but before that, it became embroiled in a Californian court case brought by an international haulage firm, which alleged $1.5 million of unpaid bills for waste shipments to South Korea.
That was only the beginning. Just before leaving DDR in 2014, Cook set up a company called Five Star Investment Management, with 75% of its shares held by the now late Prince Nawwaf bin Abdulaziz, a former head of Saudi Arabian intelligence, and the Saudi Arabian ambassador to the United Kingdom. A third partner, a Danish national by the name of Peter Haestrup, had previously been involved in a gun-running scandal in the Republic of India. That is only a glimpse into a dazzling array of international deals, including another $1 billion environmental project in the Islamic Republic of Pakistan, which looked to most trained observers like a litany of fraudulent deals.
While my hon. Friend wets his whistle, before he moves on from the role that journalists played in exposing the Constitutional Research Council and Mr Cook’s activities, will he acknowledge the role played by Jim Fitzpatrick of BBC Northern Ireland’s documentary series, “Spotlight”? His marvellous documentary, “Brexit, Dark Money and the DUP”, began this whole investigation and should be commended.
Order. That should be an intervention, not a speech.

Commons ChamberThe choice that this House and Members of this House will face—this choice will come at whatever point, but I believe that it should come before 29 March so we can deliver on leaving the EU on 29 March—is very simply whether they do want to leave with a deal, or whether they want to leave with no deal, because unless we stay in the European Union, the only way not to have no deal is to agree a deal.
Since her drubbing in this House in January, the Prime Minister has sought to reopen the withdrawal deal but, in the last two weeks, the Austrian Chancellor, the German Chancellor, the Dutch Prime Minister, the President of the European Council, the French President, the Irish Prime Minister and the President of the European Commission have all been absolutely unequivocal in saying that they will be not be reopening the deal. Yet the Prime Minister still acts as if it is all going swimmingly. Can she tell us which one of that group she expects to blink first?
Some of the people the hon. Gentleman has referred to have also referred to the need for us to find creative solutions to ensure that we can deal with the issue that has been raised by this Parliament.

Commons ChamberI thank my right hon. and learned Friend for pointing that out. It is indeed the case that there were many Labour Members at that meeting who wanted to see us leaving with a deal. I have invited the Leader of the Opposition to come to talk to me about how we can find a deal that actually secures support across this House, and I think that in representing his Members he should be willing to talk.
Despite last week’s historic defeat, the Prime Minister still seems hell-bent on indulging in an ill-conceived and potentially catastrophic game of Russian roulette with the lives of millions of people. Given the impasse that we are in, and with time running out, why is she so fearful of having meaningful talks, without preconditions, with others in this place—talks that can include ruling out no deal, extending article 50, and the possibility of a second referendum?
We are not being fearful of having talks. We have invited people to talk, without preconditions. If the hon. Gentleman is talking about ruling out no deal, there are only two ways to rule out no deal—either we stay in the European Union or we have a deal. I want to see those talks so that we can ensure that we have a deal.

Commons ChamberNo, it is not, and it is not the case that MPs are not going to be allowed to vote. There will be a vote in this House—[Hon. Members: “When?”] There will be a vote in this House, but we will be negotiating on the issue of the backstop.
I spent much of the weekend reassuring worried farmers, fishermen and distillery workers in my constituency that the stark choice being forced on them between the Prime Minister’s deal and a hard, no-deal Brexit was a false choice. Today, the Prime Minister has confirmed that I was right—it is a false choice. Will she now accept that this was one cruel bluff too far, and that today, in the eyes of the public, she and her hopelessly divided Government are taking self-serving political cowardice to a whole new level?
Two of the things that will be delivered by this deal are coming out of the common agricultural policy and coming out of the common fisheries policy. Those are both important, for our agricultural sector and for our fishermen, because we will be able to deliver improvements for both those sectors in the future.

Given the absence of the lesser-spotted Secretary of State for Scotland in the past 48 hours, will the Prime Minister take this opportunity to explain to those living in my already economically fragile constituency exactly why her deal puts them at a competitive disadvantage to their very close neighbours in Northern Ireland?
Scottish National party Members have on a number of occasions referred to the issue of Northern Ireland in relation to Scotland in this deal. Northern Ireland has a particular set of circumstances that do not—[Interruption.] The hon. Gentleman says, “Oh, and we do not?” No, you do not—
