As my hon. Friend knows, it is not for me to determine the number of Ministers in Her Majesty’s Government. What we have said, however, is that when we have had time to address the Levene report in greater detail, we may well look at the designation of Ministers— their titles and specific roles—to see whether we can bring the organisation of the ministerial team better into line with the organisation of the Department.

I welcome the good report by Lord Levene. It is long overdue and prompts the question of what the Labour party was doing over the past 13 years. As a result of the report, a number of key figures in the Ministry of Defence are worried about the future, and there will be some uncertainty. Will the Secretary of State please let us know what time scale he envisages to put these reforms in place?

Some reforms have already been put in place; some are being put in place; and others will be put in place as quickly as possible. I hope that by the time the Department has made a full review of the report and given its full response, we will not be much past September.

Not only is my hon. Friend correct, but the debt interest repayment that the country will have next year is bigger than the MOD budget, the Foreign Office budget and the overseas aid budget combined. What was shocking today was the fact that there were no regrets and no remorse, just naked self-interest from the Opposition.

When I was serving in the armed forces under the previous Government, colleagues of mine were given their redundancy notices while serving on the front line in Bosnia. That was not by mistake or leaked e-mail; it was an entirely deliberate process carried out by the Labour Government. Does my right hon. Friend agree that the phoney anger from those on the Labour Benches is designed to cover the fact that they left the MOD in a state of overspend, underfunding and complete chaos?

I think that in the months ahead we will see a number of ingenious smokescreens created by the Opposition to make the House discuss anything other than the appalling economic mess that they left behind—not least as it impacts on our armed forces.

Investing in better cyber-security will not be an “option” for the United Kingdom. What is being considered under the National Security Council as part of the SDSR is how that occurs. We will face increasing threats in cyberspace in the years ahead—the question is how we identify the weakest areas, which need to be looked at first, and how we develop the technologies so that, as the other technologies that might affect us continue to evolve, we are best protected. That will require us to look at research across the board.

What I have announced today makes complete military and strategic sense. It is what commanders in ISAF wanted to happen to make full use of the forces that we have. Our forces in Sangin have done a wonderful job, as will the US Marines after them. When our forces leave Sangin and move into central Helmand, they will do so with their heads held high, rightly proud of their achievements. Any attempt by anyone to describe that as a retreat is quite contemptible.

I pay tribute to my old regiment, the 1st Battalion Scots Guards, who are currently serving in Helmand province and who will be not only delighted but encouraged by the fact that the redeployment will bring better focus. Working closely with the United States makes them remember that they are not alone. Is it only the US that is going into Sangin, or will other international partners be joining in that redeployment?

It will be the United States that goes into Sangin, but to enable US forces to be fully deployable to Sangin, other nations will be taking up some of the territory currently occupied by the US. I hope my hon. Friend understands that, although I am aware of which forces they are, I have been asked by ISAF commanding forces not to say who they are yet.
