Lords ChamberThe noble Baroness is absolutely right to raise the issue of disabled people and the challenges they face. The noble Baroness will also know that my natural way of working is to agree to these things and to report back. The only thing I can offer her today is that I will talk to the Minister for Disabled People and let him know what it is she would like to do. I will report back to her.
My Lords, I too welcome and acknowledge all the support measures the Government have put in place, but can my noble friend say a little more about the evidence base? How are the Government assessing whether the measures they have taken are having the desired impact among families on the lowest incomes?
The noble Baroness raises the important issue of evidence. Analysis shows that the Government’s interventions have supported the poorest working households, as a proportion of February income, the most, with those in the bottom 10% of the income distribution seeing no reduction in their income.

Lords ChamberMy Lords, I remember well, when I was a shadow Minister, sitting where the noble Baroness, Lady Sherlock, sits, listening to history being written on an almost daily basis. I respect the noble Lord’s question but I have to say to him: if that is the case, why were 20% of all households in this country entirely workless back in 2010? I think that is a disgraceful figure, and we are doing everything that we can to bring it down.
My Lords, could I press my noble friend on her points about childcare? I welcome the Government’s support package but I worry about the practicalities. I declare an interest in that my own children have benefited from free hours in nursery, and I am fortunate in that clearly I do not have any money worries. It does not take a massive leap of imagination to realise that if you are trying to get into work and you go through what is actually quite a complicated and baffling system to work out the different ways through the patchwork of services, that is not conducive to an easy transition back into work. So my first question is on guiding people through that. Secondly, my noble friend mentioned up-front costs. Is that to all mothers, and will it be immediate?

Lords ChamberI very much take on board what the noble Lord said. This has been very much part of our thinking in the department. It is very important that we make sure that we have an opportunity to debate the managed migration regulations prior to the end of July 2019 and the pilot phase—as it is now popularly referred to, rather than, as we have called it, the test and learn phase—whereby we will be co-designing the whole system with 70 stakeholders working with us to make sure that we get this right. So there is no question of us not being very cognisant of the fact that we want to ensure that we protect recipients of the severe disability premium so that they do not in any way have a gap in receipt of their severe disability premium. We want to make sure that that happens as soon as possible.
My Lords, in the debate at the end of last year, I asked the Minister specifically about those with mental health illnesses who are struggling with the complexity of the system. In the light of recent changes, can my noble friend say a little more about the specific support that will be available to those struggling with mental health conditions, and how they will be helped to manage their way through this process?
I thank my noble friend for this question, because of course our focus is very much on all claimants. Each claimant has a different bespoke need. The reality is that they have a work coach and a caseworker supporting them in a bespoke way that never existed under the legacy system. In relation to those who are particularly vulnerable and have particular mental health issues or disability needs, we are committed to gathering better data to support those claimants and to prioritise this as part of the wider Work Programme for universal credit. Anything we do will be introduced incrementally and could cover a broad range of complex needs rather than focusing on one particular group.
We have been focusing very much on training staff and increasing the number of staff. For example, we have introduced a function to pin key profile notes so that they are instantly visible to all staff helping a claimant. After a small trial, this feature was rolled out in September last year. We are thinking all the time about how we can help people in a bespoke way. A number of Peers who joined me at the Department for Work and Pensions at the end of last year saw for themselves the work that we do and how we focus to the best of our ability on what will be 8 million people when the whole system is fully rolled out, each and every one of them having perhaps a slightly different issue but being part of the system that works for everyone.

Lords ChamberMy Lords, I thank the noble Lord, Lord Bassam, for introducing this debate, particularly for framing it in the context of family life. He probably will not be surprised to hear that I do not agree with all his points, but too often work and benefits are talked about in terms of systems and processes rather than people’s experience. He also made a very moving tribute to Baroness Hollis, who I did not meet but clearly made a huge contribution to this House.
We have come to the point in the debate where we start to echo people, but I am afraid that I want to echo noble Lords by talking about jobs. It is a natural place to start, because they are ultimately what the vast majority of people want. Every child I have ever met, from any background and environment, talked and wrote about their dream jobs when they were at school. It is the duty of any Government to deliver an economic and social climate that enables those who can to achieve their economic potential. I sometimes think it is a bit too easy to take for granted the record employment levels we have heard about and forget the dark days of the great recession of the late 2000s.
Of course, there is definitely more to do to break particular cycles of unemployment and deprivation. I have spoken in this House before about social mobility and the importance of knowing how to open the door to opportunity. Still too many times school leaders, when I meet them, speak of children and young people growing up in houses where they have never seen anyone go to work. They have no sense of the benefits of working life, or even how to make a first step into work. Of course there are complex reasons behind this—I fully understand and know from my own family experience that there are times when people simply cannot go to work because of disability or ill health—but there is also evidence that some people need more active support to make the move into or back into the workplace. The Government would be failing them and their families if they did not continue to make this their driving ambition.
I want to ask my noble friend the Minister about a specific group of people: those who have been diagnosed with a mental illness. This is something we have experience of in my family. It came out of the blue. We found ourselves having to navigate the benefits system 20 years ago. It was confusing, faceless and frankly pretty patronising to somebody who had worked for over 25 years. They just wanted to be helped to get through the day and, in time, to get back on their feet. In times of crisis or illness the world is a frightening enough place. People must have confidence that they will not be even more disadvantaged due to problems with implementation or bureaucracy.
I want to be clear that I support the Government’s determination to simplify the system. I completely agree with the points that my noble friend Lord Farmer made. Realistically, rollout of such major reforms will always require the Government to take stock at regular intervals along the way, but can my noble friend the Minister please tell the House what safeguards the Government have in place to help those with mental illnesses as they navigate the system and move over to universal credit?
In addition, what steps are the Government taking to ensure that people who have been diagnosed with a mental health problem are considered with sensitivity and understanding as they navigate their working lives? Many of those with mental illnesses walk a fine line between wanting to and being able to work. This situation is not static, but let us start from the premise that those with a mental illness deserve the same opportunity to work as anyone else and should not face barriers or discrimination in the workplace or on the road into the workplace. Like everyone else, they should live in a country where work pays and contributes to self-esteem and well-being. Like everyone else, when they are unable to work they should have confidence that the state will support their individual needs.
My noble friend Lord Farmer talked compellingly about the job coaches he met on a visit to a jobcentre. He told your Lordships’ House about their sterling work to provide much-needed continuity of support to individuals. Can my noble friend the Minister say whether these job coaches will be trained so that they have the additional understanding and sensitivity to help people with mental health needs?
Finally, I welcome the raft of measures the Government are introducing to support children and young people who experience mental health problems. However, it is essential that the Government join these up to support these people during major transition periods in their lives. We know that a real danger point for young people with mental health problems is when they reach adulthood and either move into adult services or try to navigate the world of work or of financial support and benefits.
Does my noble friend the Minister agree that the DWP should work more closely with the DfE and the DHSC to help young people with mental health problems figure out their path to adulthood? I firmly believe that this Government are committed to helping all to reach their potential. The noble Baroness, Lady Lister, used the word “indifference” and I respectfully say to her that that is unfair and goes too far. It is only through genuine joined-up thinking that this can be achieved.

Lords ChamberMy Lords, I add my congratulations to the right reverend Prelate the Bishop of London on her powerful and moving maiden speech. It is an honour to follow her, and I look forward to getting to know her here and outside the Chamber.
I will talk today about disabled people in public life, picking up on the comments made by my noble friend Lord Holmes, because this was my area of focus during my time in Downing Street. I have spoken before about the work the Government have done to increase the number of women on public boards and the very clear outcomes achieved. But it is important that we acknowledge that we simply have not had the same success in attracting or appointing more disabled people to sit on the boards of government departments, public bodies and advisory bodies. All of these have hard and soft power to affect lives across the nation. We will not get the solutions to the problems your Lordships are exploring today unless we empower more of those we also want to help.
I can say with genuine confidence that there has not been a lack of will. But the statistics from OCPA on disability—and, indeed, on BAME—show that while there has been some slow progress in recent years, we need to work harder. I therefore warmly welcome this review, to be led by my noble friend Lord Holmes, and I can think of no better person to lead it. I will offer some early observations.
Although there is growing evidence-based consensus across public and private sectors that diversity improves outcomes, there is a long way to go. I look back to recent years, when the Cabinet Office held events to attract more people into public appointments. Many people—I have to say, they were usually able-bodied men—told us privately that it felt like identity mattered more than merit. I want an open conversation about this because we should tackle it in the context of why it matters that we attract more disabled people into public life.
Disabled people are held to the same standard as anyone seeking a role in public life. Just as those who are not disabled will not always get a job, a disabled person may go through the process and not be appointed, but as long as the opportunity has been there and the process has definitely been fair, that can be an entirely appropriate outcome. However, that does not mean that we should not be out there, looking for and encouraging the best talent in disabled communities to come and help us, and identifying the barriers to making this happen. We can hear from today’s examples that public life benefits so much from first-hand experience and knowledge of the specific issues that disabled people face. That life experience really matters.
As the noble Baroness, Lady Thomas, said, we also need to be clear that we are not looking to disabled individuals to participate simply in issues specific to disability. To be honest, in the cross-governmental meetings that I went to, I genuinely think that we became guilty of that sort of siloed thinking that can happen when you have simply got a bit stuck on what seems a difficult issue. I hope, therefore, that the review will explore ways to widen awareness of the range of roles across public life, from our museums to our regulators to our lottery distributors and beyond. This needs to recognise that there is no homogenous disabled strand of society, just as there is no homogenous group called “women”. Both the public and private sectors have rightly invested huge amounts of time and energy in thinking about the multifaceted reasons why women have not always had equality of opportunity. We need to invest the same time and energy in listening actively and responding to disabled communities, because the steps that we have taken so far in outreach and unconscious bias training—which, to be fair, were not aimed simply at increasing numbers of women—have not sufficiently brought other groups through the pipeline. There is a breadth and depth of experience of dealing with modern employment and society among disabled people that we fail to tap into at our cost.
We can be optimistic. Disabled people are already leading agendas in public life—we need only to look around this House. Without minimising the barriers faced by disabled people in terms of prejudice and perception gaps, there is also evidence that, culturally, we as a society increasingly understand that different does not mean unable. My children are growing up watching people with different disabilities read the bedtime story on CBeebies, and they cheered on Lost Voice Guy winning “Britain’s Got Talent”, commenting not that he is disabled but that he comes from Newcastle, like their mum. I think my girls would be absolutely amazed to know that we have had to commission this review. Let us make sure that ours is the last generation that has to do so.
I have absolutely no doubt that my noble friend the Minister will encourage all Front-Bench colleagues and advisory teams to engage fully with the review led by my noble friend Lord Holmes. I should like to see another push, led from the top, for truly diverse shortlists and appointment panels that go beyond the gender debate. I look forward to insightful and action-focused results.
