My Lords, in terms of the Government, all government departments require their suppliers to tell them whether they are compliant with the transparency requirement of the Modern Slavery Act. I accept the noble Baroness’s point that some of the statements vary in terms of the quality and the information that they provide, but I reiterate that the legislation is relatively new and I expect that the whole system will see improvements.

Homelessness: Rough Sleeping

To ask Her Majesty’s Government what proportion of the £42.5 million grant made through the Homelessness Change programme for hostel bed refurbishment has been allocated to tackling rough sleeping.

My Lords, no one should have to sleep rough. Our £42.5 million Homelessness Change programme provided funding for 1,500 new and refurbished bed spaces across 42 local areas. We have increased central funding to tackle homelessness over the spending review to £139 million, and protected homelessness prevention funding. We ran the world’s first social impact bond on homelessness and are establishing a new national £5 million social impact bond to improve outcomes for homeless people with complex needs.

My Lords, in a recent Written Answer to me, my noble friend the Minister stated that a survey in England found that there were 2,744 people sleeping rough on our streets. At the same time, the number of appropriate beds was 36,540. Can we conclude from these figures that the problem is not so much the availability of beds as the apparent unwillingness of those sleeping rough to take them up? In which case, what are Her Majesty’s Government going to do about it?

My Lords, there are a number of reasons why people sleep rough. The noble Lord has alluded to one of them. But he is absolutely right to suggest that we need to tackle the rough sleepers and make sure that they do not spend a second night out, but also, where it is necessary, provide the bed spaces for those who need them.

My Lords, the Prime Minister has not said that £450,000 is the price for an affordable home in London: it is the cap at which an affordable house can be provided in London. I apologise but I did not hear the second part of the noble Baroness’s question because there was a slight disturbance. Perhaps she would like to repeat it.

My Lords, the Government are committed to building 1 million new homes by 2020 which will include affordable houses and homes for rent with a mix of different tenures. I must repeat that we will maintain and protect funding for local authorities, which by 2019-20 will be £315 million.

My Lords, as the housing Minister who introduced the rough sleepers allowance, I often wonder whether I was right to do so. Would it not have been better to have introduced more money for the provision of hostel places? Can I ask my noble friend how many hostel places are available today as compared with the number of those sleeping rough?

My Lords, I cannot give an exact figure for the number of hostel places, but what I can say to my noble friend is that I think he was absolutely right to do the work that he did. We introduced a £20 million homelessness transition fund that has supported the rollout of “No Second Night Out” across England, which has been very effective.

My Lords, is the unused office space that could be used for housing counted in the empty dwelling figures? If not, should it be as one indicator of what new build is required?

My Lords, as far as I am aware, it is not counted in the empty dwelling figures because at that point in time it is not dwellings.

My noble friend has foxed me: I do not know whether we have a million empty dwellings. What I do know is that the empty dwelling rate has gone down.

How many empty dwellings are there these days? When I was Minister for Housing, there used to be one million. Should not some of those be sold off, if appropriate?

My Lords, we have significantly dealt with the issue of empty properties. I shall get my noble friend the exact figures on the number of empty properties that have been brought back into use, but I can confirm to him that it is significant.
